This is a veryprestigious course that only34 out of about 130 appli-cants in Asia had thechance of participating in.

There were ninedelegates coming from In-donesia, four from Vietnam, six from Malaysia, two fromMyanmar, four from Thai-land, and seven from thePhilippines. The PhilippineNormal University was themajor representative of thePhilippines in discussing theStrategic Faculty Manage-ment and Quality Assur-ance in Philippine HigherEducation.

The series of pro-grams commenced on June17 with all the arriving par-

“For me, Os-nabrück feels like Cebubecause it’s more spaciousand easy-going while Berlinfeels more like Manila be-cause it’s the capital andseems to be crowded andbusy,” Dr. Matero said.

The key objectiveof the DIES-IDC is to bringtogether a group of about30 deans, vice-deans, andheads of departments fromuniversities of the South-east Asian region and toprepare them for the chal-lenges of holding a dean’sposition in a changinghigher education landscape. They were taught on howto become a better leader

in order for them to be-come a better Dean intheir specific universities.

Dr. Matero’s ex-perience as a universitymanager greatly contrib-uted to that course and hisactive participation wasnecessary to develop a Pro-ject Action Plan (PAP) atthe end of the first part ofthis course which will needimplementation of the Uni-versity of San Carlos duringthe course of the multi-partprogramme.

Dr. Matero’s par-ticipation in this coursegave him the necessaryknowledge and informationthat could benefit not onlyhim but also students andfaculty of USC.
