Quality, Measurement & Testing – The relationship

• Quality is determined by the degree to which a product meets the design requirements

• Design requirements are captured in a technical specification• Conformance to the technical specifications is proven through

testing• Testing relies heavily on measurements being performed• Measurement & Testing are therefore the foundation on which

quality is built• Conformance testing is fundamental in the global automotive

industry to facilitate the interchangeability of components• Internationally comparable quality of automotive components

paramount to competitiveness and therefore business success

Quality – The impact of technology

• Good quality of a low technology products easy to achieve:-

- Basic technical specifications,- simple tests,- low accuracy measurements,- low risk related to non-conformance.

• Good quality of high technology products difficult to achieve:-

- Extensive & comprehensive technical specifications,- complex tests,- high accuracy measurements,- high risk associated to non-conformance.

The risk of bad quality……..

• “Ford Motor Company on Wednesday recalled 3,8 million pickup trucks and sport utility vehicles for a cruise control switch suspected of causing engine fires. It is the fifth largest auto industry recall in U.S. history.Ford said the recall of 1994-2002 model-year vehicles includes the company's hot-selling F-150 pickup truck, Ford Expedition, Lincoln Navigator and Ford Bronco. The company said it would start sending out recall notices to vehicle owners immediately.The National Highway Traffic Safety Administration and the No. 2 U.S.-based automaker have been investigating complaints of engine fires linked to the switch.”PUBLICATION: Associated PressDATED: 7th September 2005

• “Toyota Motor Co., meanwhile, recalled 978000 sport utility vehicles and pickup trucks amid concerns over the power steering system. The affected vehicles include the 1990-1995 4Runner SUV, 1989-1995 truck 4WD and 1993-1998 T-100 pickup.Toyota said a rod linking the steering wheel and the wheels may fracture under conditions where the steering wheel is turned while the vehicle is stopped. • AML experience indicated a lack of awareness of metrology & its impact on quality in the SA automotive industry

• A body with wider access to the automotive industry was required to address this

• SAAMF established in 2004 after contract with AIDC ended & was not renewed

• Formed as a sub-committee of NAAMSA’s SQA Managers committee

• Main overall objective to raise the standard of measurement & testing in both the automotive industry OEMs as well as their suppliers of products, processes and services

The SAAMF – Current composition

• Nominated representatives from the following:-• OEMs,• NAAMSA - manufacturers,• NAACAM – component manufacturers,• CSIR NML – suppliers of measurement traceability,• SANAS – accreditor of test & calibration laboratories,• NLA – metrology training & laboratory representation,• RMI – aftermarket automotive industry

The SAAMF – Scope of activities

• to provide recommendations to quality and production management regarding measurement & testing related industry imperatives,

• to offer assistance and advice on how to comply with paragraph 7.6 and related parts of paragraph 8 in ISO/TS 16949: 2002,

• to create an improved awareness of the importance of measurement & testing and its impact on the quality of products and services,

• to provide assistance and advice in resolving unacceptable quality resulting from measurement & testing related problems,

• to assist the automotive industry in developing appropriate automotive measurement & testing qualifications by means of:-• identifying measurement & testing skills required, and• liaising with the National Laboratory Association, (NLA), as a measurement

& testing training provider to develop & provide suitable courses,

• to offer assistance and advice to local automotive manufacturers and their supplier chain testing laboratories who are aiming to obtain SANAS accreditation in terms of their measurement traceability and uncertainty of measurement estimations,

• to assist and advise certification body auditors in auditing effectively against paragraphs 7.6 and related parts of paragraph 8 of ISO/TS 16949,

• to offer guidance to the automotive supplier chain regarding the selection of suitable SANAS accredited testing and calibration service providers.

• to act as a liaison between the automotive industry and the following organizations:-• CSIR National Metrology Laboratory, regarding measurement & testing,• the South African National Accreditation System, (SANAS), regarding

accreditation in the automotive industry,• the National Laboratory Association, (NLA), regarding measurement &

testing training,• the Representative Accreditation Advisory Forum, (RAAF),• The National Association of Automotive Component and Allied

Manufacturers, (NAACAM),
