The Story of Anthony
Ø Anthony lived at same address 20 years
Ø Anthony had same National Insurance Number (NINO) all his life
Ø Anthony registered to vote at his local council (not Camden) for 24 years but used preferred name Tony
Ø Anthony did NOT get automatically registered via DWP matching (Anthony v Tony)
Ø Anthony had to register again to vote- Reminder letters- Canvassers

Ø The London Borough of Camden is a hugely diverse part of inner London. With bustling Covent Garden at its tip and fed by the arteries of Euston and King’s Cross, the borough fans out to Kilburn in the west, Hampstead and Highgate in the north and Kentish Town to the east.

Ø The variation in the match rate across Local authorities in England and Wales with DWP varied from 47% to 87%.
Ø Camden was second lowest match rate in the country at 52%- Population churn e.g. rented properties, B&B - Students- Rising 18 year olds

Ø July 2014 Camden had a serious problem with potentially 75,000 peoplenot automatically registered
Ø Letters to potential voters cost over £25,000 BUT only 30% respond after3 letters issued
Ø Using MDM Camden matched Electoral Roll against their corporate MDM

Ø Automatically verified an additional 30% voters taking match rate to 82%
Ø Highest % increase in the UK
Ø 1 Member of staff less than ½ a day

Example: Registering Young People
Ø Rising 18s are unlikely to have a National Insurance Number (NINO) to provide for the Electoral Commission on-line service.
Ø Camden were able to validate them from Education records.
Ø 77% of unverified applications that were submitted between 1/12/2014 and 20/4/2015 were automatically verified in Camden using the Residents Index data.

Embedding MDM into the Process (BAU)
Ø Resident’s Index (MDM) used to vet all applications up to April 20th 2015
Ø Last weekend before Polling Day Camden saw 200% increase in voter registrations (compared previous elections)- Team had just 5 days to verify voter identify- Real risk voters turned away on May 7th- Resident’s Index was critical to meeting challenge
Ø August 2015 - Electoral Commission will be publishing comparative data on how many potential General Election voters were turned away – by Local Authority – due to non-registration.
