Bathala, Program Chairman (714) 557-3388, X253 PRESIDENT'S MESSAGE Next spring, Cal State Fullerton is hosting the annual ASCE Pacific Southwest Conference, For those of you who are unfamiliar with this conference, it is an annual event inviting all student chapters of ASCE to compete in various activities against each other, The PSWC region consists of Hawaii, Southern California, Arizona and Nevada, Southern California includes the Los Angeles and San Diego Sections, There are seventeen Student Chapters eligible for competition, A detailed announcement appears elsewhere in this newsletter, Many of you and/or your firms have received a letter requesting on assistance donation to the conference, With a projected attendance of 350 to 400 students, the organizing Committee has presented a very well prepared budget of $15,000 to the Branch Board of Directors, Some $8700 will be raised through registration fees and direct financial support from ASCE National and the Los Angeles Section, These leaves approximately $6,300 to be raised locally through the Orange County Branch, Donations of $250 or more will result in your or your firm's name being imprinted on a tee-shirt to be distributed to all participants. It is not too early to begin soliciting donations

On July 31, a meeting was held at the behest of Hassan Nouri and Al Nes+linger, In addition tothe dforemen+ion Branch Members, Steve Morvin, Iraj Poormand Art Bruing+on and yours trulywere in attendance, The reason for the meeting was to revisit the ma+ter of sec+ionhood for theBranch, As it turned out, the real purpose of sec+ionhoocf was to provide better accessability forBranch Members to technical groups, It was explained that the Branch can have its owntechnical groups or have sub-groups from established Section groups, Ergo Messers Nouri andNes+linger will investigate the possibility of establishing a Hydraulic and Hydrology TechnicalGroup, Look for future announcements to that effect, Anyone else desiring to do the same,please contact any member of the Board.

Our August dinner meeting featured Supervisor Riley speaking toward "Son of Proposition M",The September meeting will be a follow up on solving traffic problems,

One way for the engineering profession to gain more recognition from the general public isthrough the distinguished achievement awards of the ASCE, There are enough such awards tofill a 20-page booklet. As I can't fit all the information into this newsletter, I have picked a sampleof three to highlight,

One is the Younger Member Group Award, which Is made annually to the most outstandingYounger Member Group (AMF, YMF, YMC, etc,) at the section or branch level, Criteria include:publications (25 points); professional award nominations, presentations, and activities (25points); technical awards and activities (25 points); social events (15 points); and activities nototherwise covered (10 points),

Individual younger members (under 32 in the year that the award will be presented) are eligiblefor the Edmund Friedman Young Engineer Award for Professional Achievement. Up to fivemembers may be honored in any one year. Criteria include National ASCE participation(committees, etc.) and other related activities.

In view of the ongoing expansion in Orange County's transportation infrastructure, consider theWilbur S, Smith Award, which is presented by the ASCE's Highway Division, This award is namedfor the late Wilbur S, Smith, who began his career changing bulbs in traffic signals for the SouthCarolina Highway Department and wound up as the most respected individual transpor+a+ionengineer in the United States, The award is intended as a special commendation for therecipient's contribution to the enhancement of role of the civil engineer in highway engineer-ing, That contribution may be either a paper published by the society or the member's personalefforts and achievements toward that goal.

It is our pleasure to include this announcement from Robert K. Best, Director of Cd Trans.

I am pleased to announce the appoin+ment of RUSSELL 0. LIGHTCAP as District Directorfor District 12 (Orange County). Russ replaces Keith McKean who recently announcedhis retirement.

Russ is currently the Chief of the Division of Project Development, a position he has heldsince 1987. In addition, he has served as Chief, Office of the Office Engineer, Chief,Office of Local Assistance and District Director of District 6 (Fresno) and District 11 (SanDiego). He has been with the Department in many other capacities since 1949.

Russ' many years of experience will enable him to meet the challenges that will faceCal+rans in the coming years.

B.S.I. INC. announces the appointment of WALTER M. NOLLAC, P.E. +o i+s "Special Districts"Division and as City Engineer ofS+an+on,

BERNARD ZAMBRANA has been named Project Manager in charge of Public Works proj-ec+s for the Palm Desert office of the well-known Orange County firm of Robert Bein,William Froast and Associates. Mr, Zambrana will be responsible for planning, surveying,engineering and construction management of projects for public agency clients.

Zambrana, an 18 year industry veteran, authored "Reprocessing of Uranium Tailings,"published in several technical publications.

A resident of Palm Desert, he is an Electrical Engineering graduate from RensselaerPoly+echnica Ins+i+u+e in New York and he received his Civil Engineering and PlanningDegree from the University of Colorado. His areas of expertise include engineeringmanagement, hydrology and land development.

I think we are missing an elementary and crucial issue in the engineering education

crisis. Our national engineering society officers are conducting a campaign to a++rac+more s+uden+s in+o engineering, our local engineering societies are sending members tolocal high schools to counsel students that are considering an engineering career while

we read daily accounts of how poorly our average high school graduates comparewith their peers in Japan, Germany, Taiwan, France, Sweden, etc.

What is the use of our high schools if their graduates require two years of remedial workbefore they can undertake college freshman science and mathematics classes?

We have underqualified high school graduates because we have underqualifiedteachers of ma+hema+ics and science in grades K through 12. The teachers areunderqualified because the same talent and education it takes to earn $30,000/yearteaching physics, calculus, computer science or chemistry will earn $50,000/year inprivate industry. As long as we ask our teachers to subsidize the education of ourchildren from their own pocke+s +o the tune of $20,000/year we will continue to divert ourbrightest high school students into law school and business administration.

The thousands of quasi-parochial boards of education that control K-12 education inthis country makes it nearly impossible to change the K-12 s+ruc+ure or it's inappropria+edependence on local property taxes so that adequately qualified science teacherscan be recruited and retained for our children. We do not want to simply raise thewages of the present unqualified teachers. Some schools in Orange County do nothave a single teacher who has studied calculus let alone taught it! Boards of educationspend more time discussing the religious advocacy of "creation science" than inenabling the graduate of children prepared to do college level work in real science.

I propose a national initiative to create an "honors" school in each major me+opoli+an

area operated by the federal government with criteria, funding and staffing set to highnational standards. Don't choke on the above suggestion. That is how Japan,Germany, France, etc., are putting their children two years ahead of ours at age 17.Education of children is a national issue in those countries and they pay more than lipsen/ice to insure their children's successful education.

If we do not act with coherent national purpose on this issue we will soon be able toexport only lawyers, MBA's and Boeing airplanes. If we delay acting very long even theamazing Boeing Company will have to recruit an ever larger percentage of theirengineers from Asia and Europe. At the present rate of our educational declineMitsubishi and Messerschmit will soon be the predominan+ supplier of aeronau+icalengineers to this country. Do you remember when the only thing we knew about thosetwo companies was how to shoot their airplanes down?

A+ a recent conference on foreign trade regulations in Japan our delegate wasrebuked while asking for certain concessions from the Japanese. She was told "Theeconomic war is over. You lost. Request denied."
