1.0 The Request for Proposal

The Department of Information Technology (DIT), Govt. of Delhi invites turnkey bids for connecting all the offices of Delhi Government through Wide Area Network, and post implementation services for the Delhi Government. The tendering process consists of two phases viz. (1) Technical Bid (2) Commercial Bid. The Bidders have to submit technical bid along with SLA in response of this RFP. The DIT, Govt. of Delhi after evaluating the submitted proposals, would invite the short listed Bidders, on the basis of technical bid, for submitting the commercial bid.

Terminology Used:- The term ‘Bidder’ is used for the tenderer who submit the bid. The term ‘Vendor’ is used for that bidder, who will be accorded the contract and

subsequently sign the agreement with the Client.

2.0 RFP documentBidders may obtain the Request for Proposal either directly from

The DIT, Govt. of Delhi reserves the right to accept or reject any proposal annul the RFP process and reject all proposal, at any point of time, prior to the

award of contract, without thereby incurring any liability towards any Bidders

or any obligation to inform the bidder, about the grounds of such action.

3.0 Objective

Delhi Government intends to apply for providing technology upgrades and additions in several areas with the objective of connecting all the offices of Delhi Government through Wide Area Network and establishing Data Center. This WAN connectivity will be used for following activities: -

Accessing Internet Email Data Transfer E-governance centralized application software, which will be ported as and when

such services become implementable in future. After stabilization of above mentioned processes, Delhi Govt. may use this network

for VOIP (Voice Over Internet Protocol) for internal communication

Moreover the connectivity must have secured network and faster data transfer with authorized access to applications of various departments. In order to meet this objective, DIT, Govt. of Delhi is seeking a single, turnkey bidder on BOO (Built, Own, Operate) Revenue basis Model.

4.0 Response For RFP

The DIT, Govt. of Delhi here within requests for proposals as a technical bid for designing, installation, testing, and maintenance along with the following documents: -

1.1 Understanding of the work for which this bid is submitted1.2 Detailed Network Diagram of locations as mentioned in Annexure I.1.3 Network Topology Document based upon above design1.4 List of spares required at each location.1.5 Backup Connectivity Plan.1.6 Security Plan along with Firewalls.1.7 Disaster Recovery Plan.1.8 Scalability, Operability and Availability1.9 Plan for 100%uptime for data centre, 95% uptime for Class ‘A’ departments and

93% uptime for Class ‘B’ Departments as mentioned in Annexure I and II.1.10 Plan including protocol, design and details for installing Application Server, Data

Centric Server, Backup Server, Proxy Server, Network Management Server, Mail Server and Intrusion Detection System (IDS).

1.11 Servers and other H/W Configuration for Data Center, Disaster-Recovery Center and Operating/Network/Mail Software required for servers and clients.

The Bidder shall be responsible for all components, labour, and all other associated equipments necessary to completely install, configure and test.The entire network of the WAN should be based on TCP/IP and Industry standard protocol. Designs based on proprietary protocols would not be accepted. The bidders must clearly specify all the network protocols used.

5.0 Evaluation Methodology

The proposal should consist of Detailed Technical Model and Detailed BOO Revenue Model parameters. Proposals will first be evaluated based upon the technical requirements. Time Schedule will also be one of the critical factors of evaluation as Delhi Govt. is planning to implement the project by Year 2003. Each proposal will be evaluated based on criteria and priorities defined by the DIT, Govt. of Delhi. The DIT, Govt. of Delhi will decide the best submissions that are in the best interest of the long-term technology plan. The DIT, Govt. of Delhi reserves the rights to evaluate the proposals based on reasonability and workable offer especially with regard to annual maintenance solution under this RFP. The evaluation criteria include, but are not limited to, the following:

1.21 Bidder’s ability to meet all the requirements detailed in the RFP and to provide a turnkey solution. All components must be TEC Approved (Telecommunication Engineering Center (TEC) is a part of the Telecom commission and a nodal agency of the Department of Telecommunications (DOT), Government of India).

1.22 Ability of Bidder to provide long term services including: On-site warranty support exclusive of manufactures warranty. Integration expertise and the ability to provide Engineers for

installation/support. Network Management Services. Support & Training to End User.

1.23 Best overall value and in the best interest of the Govt. of Delhi.

The DIT, Govt. of Delhi may at its discretion and at no fee to The DIT, Govt. of Delhi, invite any Bidder to appear for questioning during response evaluation for the purpose of clarifying statements in the response.

6.0 Terms and Conditions of Request for Proposal (RFP)

1.24 Response SubmissionResponses to this RFP must be submitted and delivered to the DIT, Govt. of Delhi by no later than 3.00 PM on 29thAugust, 2003. The RFP must be submitted to Special Secretary, DIT Govt. of Delhi. Bid will be opened on the same day in presence of authorized representatives of the bidders at 4.00 PM.

It is the sole responsibility of the respondents to ensure that their responses arrive in a timely manner. The DIT, Govt. of Delhi reserves the right to reject all late arrivals. The Bidder shall be required to submit the earnest money as mentioned in para 6.7 along with the technical bid. The Bidder shall be required to place the earnest money and the technical bid in separate sealed envelopes marked as “Proposal for WAN (Earnest money) “ and “Proposal for WAN (Technical bid)” respectively. Both the envelopes shall be placed in another sealed envelope and should be marked as

The officer opening the technical bid shall first open the envelope containing the earnest money. If the earnest money is found to be in order, only then the officer shall proceed further with opening that technical bid. In case the earnest money is not deposited or is not in order, the technical bid shall be returned to the technical bidder unopened either on the spot, if he is present, or later by post. Late bids (i.e. any bids received after the deadline prescribed above) will be returned unopened to the bidder.

Oral, telephone, or fax shall not be considered, nor will modifications of proposals by such communication be considered. The completed proposal shall be without erasures or alterations. Deliverables of the proposals will be considered authorized by The Bidder to make a contract, if awarded. All pages of the bid must be signed, stamped and sequentially numbered.

1.25 Costs Associated with Preparation of The Bidder’s ResponseThe DIT, Govt. of Delhi will not be liable for any cost incurred by The Bidder in preparing responses to this RFP or negotiations associated with award of a contract or on-site visits for drafting the final proposal.

1.26 Bidders’ Conference/Site VisitThe Bidders are recommended to visit the Delhi Government Establishments/locations as needed for drafting the final proposal. Appointments may be made by calling System

Analysts, DIT, Govt. of Delhi at 23392074 between the hours of 10 a.m. and 3:00 p.m. or by sending e-mail at [email protected] for the purpose of visit the Establishments/locations.

1.27 SubcontractorsThe Bidder need to take prior approval while selecting subcontractor for getting services required at any stage of project. The Bidder shall be responsible for performance of any subcontractors. Neither party to the contract shall assign the contract or sublet it as a whole without the consent of DIT, Govt. of Delhi, nor shall The Bidder assign any monies due or to become due to him without written consent of DIT, Govt. of Delhi.

1.28 Interpretation and Additional Information and AddendaThe DIT, Govt. of Delhi reserves the rights to modify any terms, conditions and specifications of the RFP. DIT, Govt. of Delhi reserves the rights to obtain revised proposals from The Bidders with regard to changes in RFP clauses. Any interpretation, correction, or change of the RFP will be made by ADDENDUM. Interpretations, corrections, or changes to the RFP made in any other manner will not be binding, and The Bidders shall not rely upon such interpretations, corrections, or changes. Competent authority of DIT, Govt. of Delhi in writing, will issue changes or corrections. Addenda will be mailed or delivered to all that are known to have conducted an On-site Survey. Addenda will be issued as expeditiously as possible via FAX or e-mail. It is the responsibility of The Bidders to determine whether all addenda have been received.

1.29 QueriesShould The Bidder have queries or find discrepancies or ambiguities in, or omissions from this request for proposal document, or shall be in doubt as to their meaning, The Bidder shall at once notify DIT, Govt. of Delhi in writing indicating the occurrence. Queries regarding this RFP must be submitted in writing by 14th August 2003. Answers to queries will be posted at DIT, Govt. of Delhi website as well as sent to Bidders by 21st

August 2003.

ormail to: Special Secretary (IT)Department of Information Technology‘B’ Wing, 9th Level, Delhi Secretariat , Delhi.1.30 Earnest Money and Security DepositThe Technical bid must be accompanied by earnest money (interest free) for the amount Rs.2,00,000/- form of a Demand Draft drawn on any Nationalized Bank in favour of Special Secretary (IT), DIT, Govt. of Delhi payable at New Delhi. Proposal not accompanied by the earnest money will not be considered. The successful Bidder (Vendor) for the proposed project shall be required to submit the

security deposit of Rs.15,00,000/- within 10 days of acceptance of his proposal with DIT, Govt. of Delhi. Should the successful Bidder fail or refuse to sign the agreement or furnish the security deposit within the period specified by the DIT, Govt. of Delhi as indicated above, the earnest money shall be forfeited without prejudice to his being liable to any further loss or damage incurred in consequence by the owner. Earnest money shall be returned to the successful Bidder after the security deposit/initial deposit has been furnished by him to the owner within the period specified by the DIT, Govt. of Delhi as indicated above.The draft of earnest money will be returned to the bidder(s), who fail(s) to qualify for the commercial bid after completion of technical bid evaluation.

1.31 OmissionsOmissions in the proposal of any provision herein described shall not be construed as to relieve The Bidder of any responsibility or obligation to the complete and satisfactory delivery, operation, and support of any and all equipment or services.

1.32 FinancingThe final finance parameters will be disclosed in the commercial bid.

1.33 Right to Reject or acceptThe DIT, Govt. of Delhi reserves the right to accept or reject all proposals or sections thereof and when the rejection is in the best interest of the DIT, Govt. of Delhi.

DIT, Govt. of Delhi reserves the right to award without further discussion. Therefore, responses should be submitted initially with the most favorable terms that The Bidder can propose.

1.34 Misplacement of bid documentThe DIT, Govt. of Delhi shall not be responsible for any postal delay about non-receipt / non-delivery of the documents.

1.35 Cross CheckingThe DIT, Govt. of Delhi reserves the right to contact and verify bidder’s information, references and data submitted in the bid proposal without further reference to the bidder.

1.36 Bid ValidityThe submitted technical bid by bidder is valid for 180 days from the date of opening of technical bid.

7.0 Scope of Work

1.37 Scope of WAN Design Consulting and Operating

1.37.1 Review of Present Infrastructure and plan for upcoming WAN and setting up Network Management Center.The Vendor would be required to perform a detailed assessment of the current LAN/WAN systems deployment in Delhi Govt. Head Offices and the various departments. This would be required in order to review of key processes and information systems needs of each department and installation of Network management Center at Delhi Secretariat. The objective of the exercise is to ascertain the scope of WAN deployment and its impact (positive and negative) in the functioning of the various departments.The Vendor would provide and operate Network Management Software for the time period as proposed in final SLA. NMS will facilitate the following activities: -

Centralized, flexible and comprehensive management of a Simple Network Management Protocol (SNMP)-based Network.

Should be capable of reporting the network events on the real time basis Statistical and analytical features for reporting and analyzing data collected

by different management disciplines. Monitor and manage routers, switches and hubs. Traffic Analysis Integrate with the application software in various departments. Should be capable of managing following components: -

Fault Management Performance Management System Management Configuration Management Security Management Event alarm Management

The Vendor would provide and operate Intrusion Detection System (IDS) for the time period as proposed in final SLA. IDS will capable of performing: -

Preserving intrusion detection/Firewall logs Real Time Traffic Analysis Connection Blocking based on

Source only Destination Only Both Source and Destination

Handle IP de-fragmentation, performs TCP stream reassembly and can detect many other attacks

Dynamic updating the rules of a Firewall based on the alerts detected. Finding the vulnerability the hackers used and if possible patching it. Searching for any back doors or Trojan horses or tools that the hackers may

have left behind Making a backup of potentially affected system.

Detect a variety of attacks and probes such as: Buffer Offer-flow Stealth port scan

Packet logging on networks Content Inspection /Filtering Using evidence collected to attempt to determine the attackers motivation for

the attack, these policies and procedures should also specify the actions to be taken: - When any unexpected, unusual or suspicious activity is discovered. To check that the actions prescribed are actually performed To specify the responsibilities and authority of designated system

administrators and security personnel.

1.37.2 Review of applications deployed, migration needs and their WAN deployment The different departments of Delhi Govt. have a heterogeneous mix of application deployed. The Vendor would be required to perform a review of the application deployment, their capabilities to scale up to the proposed WAN and upgradation needs for that purpose. This exercise would also give The Vendor a perspective of the overall scope of the WAN deployment, time frames, migration timelines etc. Hence The Vendor has to install the e-governance applications at Centralized Application Server, placed at DIT, Govt. of Delhi, as and when deployed by Delhi Govt. Departments.

1.37.3 WAN Design and Architecture The Vendor would hereafter take up the task of designing the WAN in consultation with the representatives of the Delhi govt. The connectivity solution should be as follows: Leased Lines/ ISDN Lines or Wire less. No dialup connectivity Bandwidth on demand Back up connectivity

Tentatively Data Center Servers are to be placed at Server room situated at Delhi Secretariat. The place can be changed if short listed vendor gives proper justification for change.

All recommendations have to ensure scalability of existing systems and the proposed deployment of Information Systems.

Open Standard Protocol: - The entire network of the WAN should be based on TCP/IP and Industry standard protocol. Designs based on proprietary protocols would not be accepted. The Vendors must clearly specify all the network protocols used.

1.37.4 Prioritization and review for Phase-wise WAN implementation along with Traffic Analysis and Roadmap for WAN implementation.

Post completion of the WAN design; the implementation priorities would be defined along with the roadmap for the complete deployment. Appropriate time frame would be allocated in the exercise.

1.38 Scope of WAN Security/DRP Consulting and Operating

The Vendor would undertake Security/DRP (Disaster Recovery Plan) consulting exercise and operate it. It may be simultaneous effort along with the WAN design or as considered appropriate by The Vendor. Typical scope of work for the WAN Security/DRP consulting assignment, which would be operated by The Vendor itself for specified period of time as proposed in final SLA, would include the following activities -

1.38.1 Current state assessment of Information Systems This phase of the assignment would be cover a detailed assessment of the current IT and security infrastructure at DELHI GOVT. The objective of the exercise would be to gather data and information on the security needs of the organization. It would also involve meetings and discussions with the key business users of the organization.

1.38.2 Security Posture assessment A security profiling exercise would be carried out on the network of DELHI GOVT to assess its current security posture. This exercise would enable The Vendor to understand key threats and vulnerabilities that are posed to the network from both and internal perspective and external perspective.

1.38.3 Design of Security Architecture

The design of the architecture would include definition of security policies and procedure inline with the BS7799 standards. Subsequent recommendations of the security architecture should be as follows: - The Security architecture should include the typical security components (H/

W and Software) to be deployed in the Delhi Government Network.

The Security architecture must be so designed in orders to address the scalability of the Delhi Government systems and applications in the coming years.

The proposed WAN is only for Delhi government use. The services should not be given to other party.

The WAN should be designed in such a way that it should be protected from outside world. The standards of security should be best international practices.

Proper Firewalls etc should be in place with centralized server as per the security policy devised in consultation with IT department of Govt. of Delhi.

Inter departmental applications can be finalized once the nature of data transfer between departments is known.

1.38.4 Baseline disaster recovery plan A key deliverable for The Vendor would be development of a disaster recovery plan for the WAN to be deployed. The plan would be drafted on a business impact assessment and segregation of key business activities in the functioning of the various Govt. of Delhi Departments/Establishments. The Vendor would make the necessary business and technology recommendation as part of the study to migrate system to appropriate disaster recovery location in the event of a disaster.

1.39 Scope of Project Management of WAN Deployment

After completion of the WAN design and security/DRP development, The Vendor would be required for the following activities:

1.39.1 Pre-implementation Site Assessment Prior to implementation at the selected site, The Vendor would perform a pre-implementation review to ensure ‘site-readiness’ for system integration and would execute the work after getting approval from the DIT Delhi Government.

1.39.2 Project Management of System Integration The Vendor’s major task of this phase of the project would be to manage the system integration. The objective is to ensure that the deployment is as per specifications and in line with the overall systems implementation. The Vendor would also be required to resolve any implementation issues in consultation with the implement or and the Govt. of Delhi project team.

1.39.3 Post Implementation Site Review and Sign Off As and when system integration is completed at various sites, The Vendor would be required to perform a review of the same. The objective is to highlight any system deficiencies and issues that may have arisen. At the end of the exercise The Vendor would be required to sign-off on the ‘readiness’ of the site to go live.

1.39.4 WAN Management After its Deployment

Vendor shall make sure necessary arrangements in case of down link from channel provider.

Vendor shall take necessary and appropriate steps to provide and configure desired number of e-mail ID ‘s to Delhi Govt. employees on the proposed Mail Server.

Staff engaged by vendor shall report to the officer in charge in DIT, Govt. of Delhi as per defined schedule.

Regular maintenance of WAN equipments on proactive and reactive basis. To help Government officials to use the network optimally on recommendation of Special Secretary, DIT, Govt. of Delhi.

The Vendor has to install the e-governance applications at Centralized

Application Server, placed at DIT, Govt. of Delhi, as and when deployed by Delhi Govt. Departments

The Vendor has to manage and operate Data Center including NMS and IDS of specification as mentioned in para 7.1 of RFP document.

The Vendor has to manage and operate DR (Disaster Recovery) System

1.40 Training of Delhi Govt. PersonnelPost completion of the security/DRP consulting assignment, The Vendor is required to train the IT/Security/DRP staff of Delhi Govt. The staff has to be made aware of the proposed security architecture along with the policies and procedure laid out for the organization. The staff must, at the end of training, be capable to handle common security issues within Govt. of Delhi. The staff would also be sensitized to the various aspects of DRP and how business continuity plan needs to be deployed in case of a disaster. The Vendor should identify the training requirements that would be required for various stakeholders in the project and appropriately project the training requirements, the kind of people to attend the training, the duration and the topics (in brief) that would need to be covered in the training.

1.41 Man Power DeploymentThe Vendor would depute the manpower for the smooth functioning of WAN.

Annexure IV: SLA for 10 years The successful Service Provider should execute a comprehensive Service Level Agreement (SLA). A draft of the SLA should be attached with proposal. The key deliverables of SLA are:

1. GENERAL

1.1.Parties, contacts and formal authorized signaturesInclude the name and address of the organization, contact name, telephone numbers, fax, Email, website and authorized signatures

1.2.Service Description 24*7*365 system operation Proactive Monitoring, fault detection and management of the network for reduced

downtime Fine Tune of Network infrastructure for better response Link utilization, Errors Monitoring and Reporting Network Device Monitoring for CPU utilization, Memory Utilization etc. Threshold Violation alerts through mail, mobiles & SMS Threshold Violation Log Reports Leased Line Maintenance and Management Generate trouble ticket in an event of link failure Liaison with telecom companies for fast fault resolution (if using their services) Review and setting of Routing policies and Configuration fine tuning QOS implementation and review Application Monitoring and user wise reports. End to End Transaction Monitoring Correlation with network performance for capacity planning and maintaining SLA.

WAN performance report per site basis-application wise and user wise. Services required as per scope of project defined in para 7.0 of RFP document. Dynamic Bandwidth allocation from the existing bandwidth. 6-office weekdays, 8:30 A.M. to 7:30 P.M. operations support.

1.3.Reporting and reviewing process (Content & Frequency)The Team leader will have to report to the nodal officer of DIT, Govt. of Delhi twice a week. In case of urgent requirement Team leader has to report Nodal Officer. The performance would be reviewed fortnightly basis.

1.4.ConfidentialityThe Vendor shall not disclose to any one, any confidential information marked as confidential and is communicated or made available or accessible by the Vendor during execution of the work.

1.5.Roles & responsibilities of Vendor1.5.1.That immediately upon signing of this agreement, Vendor will start action for

implementing this project in a time period of 15 days. The Vendor should submit the bar chart that indicates the major activities and the time frame in which they will be completed.

1.5.2.Vendor will set up a Data center at Delhi Sect. and a Disaster recovery site at vendor’s proposed location at its own cost in consultation with DIT, Govt. of Delhi.

1.5.3.Vendor shall also recruit necessary skilled and experienced manpower at its own cost in such numbers as may be necessary for smooth functioning of implemented running of WAN.

1.5.4.Vendor shall make sure necessary arrangements in case of down link from channel provider.

1.5.5.The Vendor shall set up proposed network with defined bandwidth connectivity for connecting various departments with the Data Center within the period of 120 days from the signing of the agreement. It shall also set up back up connectivity and secure network for data communication purpose.

1.5.6.Vendor shall take necessary and appropriate steps to provide and configure desired number of e-mail ID ‘s to Delhi Govt. employees on the proposed Mail Server.

1.5.7.Vendor will establish and test the entire network before it is allowed to run the WAN application for providing services to the employees / people.

1.5.8.Staff engaged by vendor shall report to the officer in charge in DIT, Govt. of Delhi as per defined schedule.

1.5.9.Regular maintenance of WAN equipments on proactive and reactive basis.1.5.10.To help Government officials to use the network optimally on recommendation of

Special Secretary, DIT, Govt. of Delhi.1.5.11.The Vendor has to install the e-governance applications at Centralized

Application Server, placed at DIT, Govt. of Delhi, as and when deployed by Delhi Govt. Departments

1.6.Role and Responsibilities of DIT, Govt. of Delhi1.6.1.For the purpose of establishing Data center, DIT, Govt. of Delhi will provide

necessary infrastructure like office furniture etc.1.6.2.DIT, Govt. of Delhi shall designate center manager as its co-coordinator for

purpose of running data center.1.6.3.All doubts and clarification about any operational issue or point will be referred to

the DIT, Govt. of Delhi in-charge and his decision will be final and binding on vendor.

1.6.4.DIT, Govt. of Delhi would form a committee comprises of senior officers from IT, Planning, and Finance department for taking decisions on WAN setup and management on behalf of DIT, Govt. of Delhi.

1.7.Penalties1.7.1.Any Delay in implementing WAN and establishment of data center beyond

proposed duration from the date of agreement would invite penalty @ Rs.10,000/- per day for a maximum period of one month after which contract may be terminated in case of failure by the vendor. Security deposit may also be forfeited.

1.7.2.The downtime of Data Center or Departments is considered only when the Department connectivity is completely down and no transaction could be done. The penalty for down time for WAN will be as mention in para 1.15 of Annexure IV of

RFP document.1.7.3. When Data Center is down no downtime for Department will be considered.1.7.4.Higher Authority can waive penalty levied, if reasons cited for failure are beyond

the control of vendor and found justifiable.

1.8.Business objectives & scopeObjective as defined in para 3.0 as mentioned above and scope as defined in para 7.0 of RFP document.

1.9.PoliciesVendor has to define the policies and procedures by which the Service Desk will operate and communicate.

1.10.Procedures for updating SLAAt the end of 9th year from the date of commissioning of Data center and establishment of WAN, DIT, Govt. of Delhi will appoint a committee who would be asked to recommend future course of action for either extension of agreement on such terms and conditions as may be acceptable to both parties, or transfer of project in toto to DIT, Govt. of Delhi / Third Party on such terms and conditions as may be just and equitable to both parties. While conducting study, the committee so appointed will take into account the prevailing IT culture in DIT, Govt. of Delhi and its capacity to run data center or WAN on its own/Third party.The committee will also hold extensive discussions with vendor to recommend the best course of action for keeping best of interest for both the parties. In case the recommendations of committee are not acceptable to vendor, matter can be resolved through problem management.

1.11.Security management

1.11.1.Physical security All the facilities at which exchange Point nodes are located have: 24-hour cover by security guard / During office hour 9 to 9 Security staff who verify the credentials of visitors to the site Lock & key and operate by an authorized person only. 1.11.2.Systems security Vendor will take the following network security measures to protect its systems against malicious attacks such as wiretapping, intrusion, and denial of service. 1.12.Problem managementThe project financials have been proposed based on the BOO contract period of ten years. Any dispute arise during the course of this 10-year period will be referred to a committee of DIT, Govt. of Delhi and Vendor officials to be constituted by mutual considerations. This committee may take the help of experts to sort out disputes on amicable terms, failing which it shall be referred to an independent arbitrator to be appointed by the Lt. Governor in consultation with Vendor under Arbitration and Reconciliation Act 1996.

The jurisdiction for settlement of any dispute shall be at Delhi only.

1.13.Setting priority or severity levelsThe vendor has to specify its Setting priority or severity levels as a part of SLA.

1.14.Force MajeureForce Majeure is herein defined as any cause, which is beyond the control of the selected Bidder or the DIT, Govt. of Delhi as the case may be which they could not foresee or with a reasonable amount of diligence could not have foreseen and which substantially affect the performance of the Contract, such as: Natural phenomena, including but not limited to floods, droughts, earthquakes,

epidemics Acts of any Government, including but not limited to war, declared or undeclared,

priorities, quarantines, embargoes Terrorist attacks, public unrest in work area

Provided either party shall within ten (10) days from the occurrence of such a cause notify the other in writing of such causes. The Vendor or the DIT, GOVT. OF DELHI shall not be liable for delays in performing his/her obligations resulting from any Force Majeure cause as referred to and/or defined above.

1.15.UptimeThe bidder shall guarantee an uptime as mentioned in para 4.9 of RFP document, during contract period, which shall be calculated on monthly basis. The "Uptime" is, for calculation purposes, equals to the Total contracted hours in a month less Downtime. The "Downtime" is the time between the Time of Failure and Time of Restoration with in the contracted hours. "Failure" is the condition that renders the DIT, GOVT. OF DELHI unable to perform any of the defined functions on the WAN. "Restoration" is the condition when the selected bidder demonstrates that the WAN is in working order and the DIT, GOVT. OF DELHI acknowledges the same.

The percentage uptime is calculated on monthly basis as follows:

Uptime payments

Let X be the total monthly rent of a location. If the uptime were found for a particular location less than as mentioned in para 4.9 of RFP document, then the amount equivalent to the ((100-uptime%)*4)% of X would be deducted.

For example-

Suppose in a particular month, uptime is 96%, then ((100-96)*4) = 16% of X amount for that month would be deducted as penalty from the total monthly rent of the location.

For example- Suppose in a particular month, uptime is 0%, then ((100-0)*4) = 400% of X amount for that month would be deducted from the total monthly rent of the location.

2. SUPPORT

2.1.Change Procedures after implementation of WANA change is an alteration to the project scope, deliverables, or milestones that affects the project cost, schedule, quality, or conformance of deliverables to the agreed specifications. A vendor has overall responsibility for the change process. When change is desired, the requester (vendor or client) submits a change request form in detailing the change and the justification for the change.Project in charge performs the following procedure: Acknowledges acceptance of the change request to the requester and maintains

logs of the change request like time and date. Reports the status of the change request in progress reports. Determines the impact to the project schedule and cost resulting from an

assessment of the change request. The assessment impact is recorded and presented before committee for further deliberations

If the change request will have an effect on the project milestones or budget, Vendor will quantify the impact on cost, schedule and resource requirements and prepare change assessment report

The committee will be presented by the change assessment report. After acceptance, report will be send to higher authority for approval.

Vendor will prepare revise contract/purchase order as necessary.

3. DELIVERY

3.1.AvailabilityContinuous application availability: Automatically monitors all network, systems and application components in the DIT, Govt. of Delhi environment 24x7x365 for maximum uptime and provides comprehensive reporting services for making proactive decisions that avoid downtime.The availability of the service is measured through one or both of:

a ping command from the network management server to router interface SNMP events sent from the management engine of Vendor's Ethernet switch or

optical multiplex or to the network management server

Uninterrupted information availability and optimum data integrity: Monitors storage system performance 24x7 and detects when storage requirements must expand according to changing needs.

3.2.Reliability 99.9% network uptime Frame relay packet loss of no more than 0.3 percent Delay of no more than 3 milliseconds between any two points. Replacement of malfunctioning hardware components within less than two hours Prepare for and recover from failures, deliberate attacks or catastrophic events. 3.3.ScalabilityThe system should be so designed as to meet the future requirements of WAN, such as, higher bandwidth, increased number of ports etc. with ease. Ideally this should happen by inserting additional cards/modules in the same chassis and /or upgradation of the software.

3.4.FlexibilityNetwork should be flexible to allow DIT, Govt. of Delhi to run several new applications as and when developed.

3.5.Other DeliveriesThe Vendor has to provide other deliverables that should be the part of SLA, but not the least, are Throughput, Transaction Response Time and Extra Bandwidth.
