ELECTORAL BOUNDARIES REVIEW COMMITTEE

The Prime Minister received the Report of the Electoral Boundaries Review Committee on 11 March 2020.

The Committee recommended the adoption of 31 electoral divisions,

comprising 14 Single Member Constituencies and 17 Group Representation Constituencies, with a total of 93 Members of Parliament to be returned.

The recommended electoral divisions are: • Single Member Constituencies

The Government has accepted the recommendations of the Committee and will implement them at the next General Election. The Committee’s Report is attached as an Appendix.

The Prime Minister, Singapore Sir 1 The Electoral Boundaries Review Committee was appointed to review the electoral boundaries based on the following terms of reference:

“To review the boundaries of the present electoral divisions, and to recommend the number and boundaries of Group Representation Constituencies and Single Member Constituencies, based on the number of electors found in the latest Registers of Electors. The Committee should take into consideration significant increases or decreases in the number of electors in the current electoral divisions as a result of population shifts and housing development since the last boundary delineation exercise. To create smaller Group Representation Constituencies, so as to further reduce the average size of the Group Representation Constituencies. To have more than the current 13 Single Member Constituencies.”

2 The number of electors in the latest Registers of Electors as on 15 April 2019 is 2,594,740. There is an increase of 134,256 electors from 2,460,484 electors in the 2015 Registers of Electors certified on 7 April 2015. Based on 89 elected Members of Parliament (MPs) today, this works out to an average ratio of one MP to about 29,200 electors.

3 As with the approach taken by previous Committees, the Committee decided to work on a range of 20,000 to 38,000 electors per MP (based on a ±30% variation). The Committee was also mindful that Group Representation Constituencies (GRCs) with fewer MPs should not have more electors than GRCs with more MPs. Based on the above considerations, the corresponding ranges of electors for Single Member Constituencies (SMCs) and GRCs are:

The Committee recommends the following 31 electoral divisions, comprising 14 SMCs and 17 GRCs:
