On 9 July 09 the redesigned E-3A Component emblem was officially approved by SHAPE. The re-design went through several stages before it could be implemented. Many ideas passed Graphics’ table where detailed suggestions were worked into the emblem, some remained, others taken out again. The final outcome is a more modern version of the emblem that we have been using for more than 25 years.

This month, the Component starts to implement the new version of the emblem.

Why a redesign With NATO moving from the

Iron Curtain and a Warsaw Pact era to a modern, dynamic environment with a NATO Response Force (NRF) tasking, the E-3A Component emblem needed an update. Graphic designer Mr. André Joosten experimented with the existing elements and added new lines and colours.

The emblem’s changes provide the Component with a distinctive 21st century design compared to the flat and outdated emblem stemming from the early 1980’s.

perspective and colours used in this new design give the E-3A Component’s emblem a face-lift without losing its historic appeal. Mr. Wiel Borghans from the Graphics office, explained, “Having a closer look at the detailed emblem, you notice that the side-view image of the E-3A was kept to maintain optimum recognition but it is now more prominent and it gives the impression that it is flying out of the emblem.”

The three lightning bolts on the current emblem will remain and will now represent the overall communication (think Network Management).

However, the fortress wall on the former emblem represented the separation between friend and foe and is now replaced by a

globe illustrating our global role within the NRF.

To attract maximum attention, the pale blue background of the old emblem has been replaced by a bright orange-to-yellow gradient. It illustrates the early dawn, with the sun rising over the horizon. Figuratively, this is the beginning of the new era we have just entered, with the modernized AWACS NATO Mid Term fleet.

The NATO star remains the same, positioned high at the top of the emblem and representing the NATO organization we all work for. The wording remains unchanged except that the newly selected fonts give the emblem a more modern appearance. A shadow has been added to the letters in order to suggest perspective.

On Saturday 31 October from 1000 to 2200 the local sports club ‘TuS Oberbruch 1909’ is hosting a 12-hour charity swim at the indoor pool in Heinsberg. E-3A Component teams will participate with as many swimmers as possible.

“The purpose of the 12-hour swim is to raise money for ‘Schwerkranke Kinder e.V.’ which is a registered organization that supports seriously ill children and their families from the local area. Our Component teams are looking for sponsors to support this by donating money per kilometer that we swim, or by donating a fixed sum of money, such as 10 euro for 10 kilometers of swimming. This is a way to show the local community that we care,” explained SMSgt. Bernd Velling, who is a member of the Oberbruch sports club.

Each team consisting of not more than 12 swimmers must keep swimming, one person at a time, in one lane for a total of 12 hours. The individual team members can swim for as long as they want to.

The E-3A Component often receives distinguished visitors and on 15 September as many as 25 of them were here, when the SHAPE National Military Representatives (NMRs) visited MOB Geilenkirchen.

NAEW&C Force Commander

Maj. Gen. Stephen Schmidt and Component Commander Brig. Gen. Burkhard Pototzky presented an overview briefing to the NMRs and this was followed by a discussion about future operations and the NAEW&CF transformation program. The NMRs also had the

opportunity to take a closer look at the AWACS. 14 of the NMR spouses visited the Component facilities too, including a visit to the Tower, the Flight Simulator and an E-3A walk through.

NMR. The NMR is the National Chief of Defence Staff’s representative to the Supreme Allied Commander for Europe (SACEUR) and acts as the formal channel for all communications between SACEUR and the national military authorities.

Within the NAEW&C Force the Logistics Business Process Review (BPR) has started – a new concept for improving the logistic processes ensuring aircraft availability. This program is owned and sponsored by Force Command; several NAEW&C Programme organizations and agencies are involved.

The main goal is to realign all logistics processes with the existing automated Programme Integrated Logistics System (better known as PILS).

The impetus for this new concept stems from an audit report examining the correlations between the PILS information process and the physical processes within the Component.

This BPR will be using the LEAN tools and the Company Simpler has been contracted to support the BPR.

Last April, during a “visioning week”, representatives from Force Command, NAPMA, NAMSA and IAMCO created a Transformation Plan of Care (TPOC) – a top-level planning document to set the overall goals for this BPR initiative.

The actual starting point has been determined as the Logistics Wing of the NATO E-3A Component.

“Each section within Log Wing will be reviewed and a few weeks ago we started with our guinea pig, the Wheel and Tyres Shop. It’s a small shop with two people and they are eager to find different ways of doing business,” explained Maj. Kurt Normand, Chief of the newly established Logistics Process Review Implementation Office (LWCL). “There is a historical reason for the way work is being done and it has always resulted in aircraft taking off and landing safely every day, now the goal is to optimize and harmonize the physical processes and information flow within the sections.

Implementation of this new concept will make the overall process more efficient and at the end of the day improve our working life, without threatening anyone’s job.”

“Today’s technology offers different kinds of opportunities. By implementing this transformation, the Force - and even beyond - is going to improve all logistics processes. We aim to optimize all resource usage so that safe, mission capable aircraft, in the right configuration, are effectively and efficiently provided at the right time and sustained anywhere they are required. This significant project should be completed within three years,” added Maj. Normand.

The newly established Logistics Process Review Implementation Office (LWCL), is situated in Hangar III, Room 144, under the leadership

of Maj. Kurt Normand with a team of three: SMSgt. Steven Brito, Mr. Rob Holtkamp and Mr. Bernardo Pereira. They are the central Logistics Wing resource for personnel with PILS/BPR issues and questions. This, of course, is in addition to the normal chain of command process.

“I am very pleased to see this Logistics BPR now taking place. It is a very important project for all of us, not only for all “Loggies” of the Logistics Wing, but also for the entire Programme. Although the leadership initiated this BPR, the shop level, the

individual worker is directly involved in it. It is actually more a bottom-up than a top-down approach and its success depends highly on our most valuable asset: our people. Therefore, I encourage all to actively participate in it. Let’s work smarter, not harder.

I would like to thank Lt.Col. Nickolaos Diamantaras, the Chief of the PILS Programme Management Office, for his effort and initiative to get the BPR on the road. Without him, we would not be where we are today,“ added Lt.Col. Hugo Otterpohl, Deputy Commander, Logistics Wing.

On 15 September 09, NAEW&CF Commander Maj. Gen. Stephen Schmidt and E-3A Component Commander Brig. Gen. Burkhard Pototzky officially opened the newly renovated Operations facility.

The refurbishment of the Command Post started back in March 2006, when the need for a more modern operational management platform was identified. Although the majority of the project was not very visible for the simple reason that the facility is located in a basement, numerous Component agencies were involved in this massive and very complex undertaking.

The complexity of the refurbishment was also addressed in the speeches given by Brig. Gen. Pototzky and Operations Wing Commander Col. Manfred Arndt. During the refurbishment, the old facility was completely dismantled and re-built. The new facility has modern, 21st century technology providing leadership with improved tools for communication and the management of future operations. Among the new technologies to be found in the Command Post is a ‘Voice over IP’ system and new radios, including a new satellite communication radio system. The project also involved the co-location of Job Control in order to enhance the synergy between these two key operational facilities.

At the same time, the entire infrastructure of the facility was upgraded: walls, ceilings, air conditioning and ventilation equipment, and the primary and back-up electricity systems and lights. The dedicated Component project team worked hand in hand with Bau- und Liegenschaftsbetrieb NRW (BLB), the Zentner Ingenieursbüro (ZI) Engineering Agency, the European Aeronautic Defence and Space Agency (EADS) and more than 20 subcontractors to successfully complete what was once called a ‘mission impossible’. In several technical areas this was a pilot project that required a very intensive and challenging technical coordination process with numerous long meetings and ad-hoc brainstorming sessions.

In his opening remarks, Brig.Gen. Pototzky praised the personal commitment from the Component leadership and the key members of

the project team who worked hard over an extended period of time.“I am convinced that this facility will give our Component the operational support capability it needs to fulfil its demanding new missions during the next decades”, the General said, “The exceptional cooperation between the project team and their external counterparts was definitely a key element in this success story”. With the wink of an eye, the Component Commander also referred to the team’s unconventional approach and enthusiasm and concluded that this impressive facility can only be the end result of a huge planning and implementation effort made by a well-orchestrated team.

During the first part of the opening ceremony, which took place in the Training Wing auditorium, well-deserved presentations were made to Mr. Hubert Heinrichs of BLB, who was responsible for overall coordination with the contractors, Mr. Guenter Eicher, Mr. Gerhard Maier and Mr. Andreas Lange, the three members of ZI who supported this project, and Lt. Col. Jim Schouman, “the culprit who caused all this work”. The Component members who were

directly involved in the project were not forgotten either, as they received a Superior Performance Award from Brig.Gen. Pototzky for their excellent work.

After the presentation, the entire group walked to the new facility in Building 202C for the official ribbon-cutting ceremony by Maj.Gen. Schmidt and Brig.Gen. Pototzky followed by a walkthrough in the brand new Operations Facility. A truly stunning experience for anyone who had not seen it before and definitely for anyone who still remembers the old Command Post!

Effective January 2009, we will have a new room available. The “Q&Q Corner” is located next to the designated smoking area and can hold approximately 25 people. Ideal for meetings, conferences, breakfast or other small events.

IYA Fall Break ProgrammeFrom 26 to 30 October the

IYA is organizing a session for children aged 6 and older. The children can be dropped off at 0800, and picked up no later than 1730. The program offers fun games, arts & crafts, sports, free play, special projects and movies. Cost is €72,50 for one child, €145 for two children, and €181,25 for three or more children, including field trip to Toverland Indoor and Outdoor Amusement Park on Wednesday and lunch on Friday.

Toverland Indoor and Outdoor Amusement Park

On 28 October the IYA is offering a trip for ages 6 and older to Toverland, a large amusement park boasting an amazing variety of small and big rides and beautiful playgrounds both indoors and outdoors. The bus departs at 0830, and gets back at about 1730. Cost is €30,50 per child, chaperones go free.

Augustusburg Castle and Seven Mountains with Rhein Cruise and Winegrowers Market in Königswinter

On Saturday, 3 October, 0830-2000, we will first travel to the famous Augustusburg Castle and Gardens in Brühl, which are listed as UNESCO World Heritage. From the former capital Bonn a cruise boat will take us to the beautiful town of Königswinter. On the market place in the old town the local winegrowers are celebrating the annual Winzerfest with music, wine booths and traditional food. If you like, you can visit the Drachenfels with its remnants of a 12th century castle, from where you have a spectacular view of the Rhein valley and Seven Mountains. Take the historic train up and/or down the hill or hike.

Afterwards you may want to explore the big Sea Life Aquarium with its 360° glass tunnel.

The bus departs from the parking lot outside the Front Gate. Cost is €23 for ages 14 and up, €21 for ages 5-13, and €12 for ages 4 and under, including guided tour through Augustusburg Castle and boat fare.
