That’s according to the latest Westpac McDermott Miller Regional Economic Confidence survey. The survey shows Canterbury households are far more optimistic about the economic outlook for their region than the average New Zealand household.

A net 23% of households expect good economic times in the region over the year ahead, just behind the country’s most optimistic region, the Bay of Plenty.

However, Westpac Industry Economist David Norman says it is worth noting that confidence in the local economy has fallen from a net 48% positive 6 months ago. This compares to a national average of a net 10% of households with a positive outlook for their respective regions.

“Although the Canterbury rebuild has peaked, construction activity is expected to remain strong until late next year,” Mr Norman said.

“We have seen a slowdown in residential building activity, and a commensurate slowdown in house price growth, but a lot of the non-residential building work still needs to be done.

“Meanwhile retail sales are up sharply over the last year, and vehicle sales remain strong.” Separately, the regional breakdown of the Westpac McDermott Miller Consumer Confidence

Index showed Canterbury consumer confidence is relatively strong. Although the Index fell from 114.7 in June to 108.3 in September, this is above the national average of 106.0.

“Canterbury is a particularly fascinating region because of its mix of strong rebuild activity in Christchurch, and a large dairy sector that is facing big challenges at the moment,” Mr Norman said. “We have generally found that dairying regions have been quite pessimistic about the regional and national outlook, but in Canterbury these views are moderated by the strong activity in the country’s second largest city.”

The board is set to be scrapped if the recommendations of a Selwyn district representation review are adopted.

Public submissions on the review, which also proposes retaining the existing four wards and 11 councillors as well as the Malvern Community Board, close on Monday, October 5 at 5pm.

Weedons Ratepayers Association chairman John McKim said the loss of the Selwyn Central Community Board would be a blow for ratepayers trying to get their voice heard at a council level.

“Sometimes getting council to listen to the thoughts of ratepayers is like trying to push the proverbial uphill.

“Even if you do councillors seem only to be interested in what the so-called experts think rather than what the community thinks.

“Losing the community board will mean ratepayers will have even less chance of having their voice heard.”

“The biggest feedback we have had from our members is that they do not have enough information on what the community board does to make an informed decision.

“Personally I am in favour of retaining the board but would also like to see the boards given more delegated authority to make decisions in their communities.”

Selwyn Mayor Kelvin Coe said it was important for the district to have representation which represents local views and enables the council to function effectively.

"We think the proposed structure does both of these things but we would welcome submissions from the public sharing their views on the proposal."

The representation arrangements adopted as a result of the current review would apply from the 2016 local elections.

Ms Green and fellow artist Katrina McGettigan opened the doors to Expoz'Art pop up gallery in Rolleston earlier this month with the support of Rolleston Square and the Selwyn Arts Trust.

Ms Green, originally from the West Coast, moved to Lake Coleridge in 2012, and her paintings often reflect the beauty of the natural environment which has surrounded her.

“For me opening the gallery is a dream come true, it is something I have always wanted to do,” she said.

Currently the work of both women is on display at the gallery but in the coming months they will be providing space for other artists to display their work.

They are also holding adult art classes at the gallery and classes for

children at other venues.“We are keen to foster budding

talent, whether that be in older artists or children just starting out,” Ms Green said.

painting 100 native birds in 100 days and will have a special launch on day 100 of the collection.

The current representation review by the Council Committee has voted to disband the Selwyn Central Community Board, thus taking away the central communities’ right to local representation. The Board is there to be advocates for the community, taking concerns of residents and groups to Council.

We represent the community on numerous

committees, such as community centres, reserves and residents, along with assisting with funding from the Board’s Discretionary Fund to local sports, scouts, St John and schools, just to mention a few.

The public consultation is open until October 26 and three public meetings are planned to explain the proposal and answer residents’ questions on the loan.

The loan, if approved, would be used to assist with design work on Stage 2 of the Central Plains Water (CPW) scheme, which is expected to cover approximately 33,500 hectares between Hororata and Darfield. Construction of this stage is scheduled to start in September 2016.

Other funding for Stage 2 design work would be provided by CPW itself and the Ministry of Primary Industries.

Selwyn Mayor Kelvin Coe said there are significant potential benefits to the district, with one independent report estimating that the completed scheme will result in $268 million extra direct and indirect revenue for the Canterbury economy, and 849 extra jobs.

"The Central Plains Water scheme would substantially boost Selwyn's economy and have significant benefits for rural households and the wider district through extra jobs and economic activity for local businesses," Mayor Coe said.

"As a council we aim to make investment decisions in the best interests of the whole district. We recognise that there is risk associated

The council previously provided a $5.84 million loan to assist with design work on Stage 1 of the scheme. This loan was fully repaid in 2014, along with $1.2 million in interest on the loan. Stage 1 has recently been completed.

Once fully developed, Central Plains Water will be one of the largest irrigation schemes in the South Island, irrigating 60,000 hectares of the Canterbury plains west of State Highway 1 between the Rakaia and Waimakariri Rivers. Stage 1, which covers 20,000 hectares between the Rakaia and Hororata Rivers, is already operating.

The public meetings will be held at the Darfield Recreation Centre on Tuesday, October 6, the Dunsandel Sports Centre on Wednesday, October 7 and at the council offices in Rolleston on Thursday, October 8. All meetings start at 7pm.

SCCC volunteer coordinator Juliette Easterbrook said they are currently looking not just for those who need help with their lives but are also seeking new volunteers.

“Selwyn Central is the fastest growing area in Selwyn, particularly around Rolleston and West Melton, and with that growth comes a number of issues,” she said.

“Many people are isolated and not able to drive themselves, and these are the people we want to help.

“We have a team of 30 dedicated trained drivers some based in the West Melton area who are happy to drive to

Alex Bruce, Managing Director of Adelphi Distillery Ltd, an independent bottler of single cask Scotch whisky has been appointed Chieftain for the event to be held on November 7 at the Hororata Domain.

Whisky is in Mr Bruce's blood. His mother, an Usher, is a direct descendant of Andrew Usher who is credited with pioneering blended whisky, and his father, Lord Elgin, is a patron and former Grand Master of the Keepers of the Quaich. He is also a direct descendant of King Robert the Bruce.

“I am truly honoured to have been asked to be the Chieftain of the Hororata Highland Games,” Mr Bruce said.

“I first visited Hororata, as a travelling student, in the early 1990s, and then again just before and after the devastating earthquake of 2010.”

Mr Bruce said the work of the Hororata Community Trust has been immense and inspirational, and he was especially delighted to hear of the inaugural Highland Games in 2011.

“Many believe that Highland Games provided the Chieftain with a chance to select the fittest, most musical and entertaining from within the clan or family to challenge the rival clans, but they were also founded as celebrations of success in battle.

Royal connections for ChieftainThe 2015 Hororata Highland Games Chieftain is an authentic Scot with royal connections.

“The village of Ceres in Fife (Scotland), not far from where I live, received the charter to hold its Games from my ancestor, Robert the Bruce, immediately after their bowman had helped defeat the English army at the Battle of Bannockburn in 1314.

“There has been a games there every year since, except those of conflict. I hope that the Hororata Games will still be going strong in 701 years as well, and that the visitors and spectators continue to enjoy the tradition as much as the competitors themselves.”

Mr Bruce, along with local Michael Fraser-Milne from Whisky Galore, has worked with the Hororata Community Trust producing the Hororata Whisky

label since 2011. Adelphi Distillery bottles the Hororata

Whisky, of which three single malts and a fine blend have been imported under the label.

The 2015 premium Hororata Whisky has been personally selected by Mr Bruce and will be labelled as the ‘Chieftain’s Choice’.

The Hororata Whisky will be available from the Whisky Galore stall at the Games and then through their store.

“The whisky is a combination of just a few ex-Sherry casks of Scotch malt whisky from distilleries in the Highlands and Islands.”

Mr Bruce described the whisky as mellow, with dark fruits, a great mouth texture and lingering finish.

The 2015 Hororata Highland Games Chieftain Alex Bruce is a direct descendant of King Robert the Bruce.

Public hearingsPublic hearings on submissions to the proposal will be heard by the Council on Monday 2 November. Anyone who has made a submission is welcome to speak to their submission at the hearing.

Central Plains Water is an irrigation scheme being developed in Selwyn. Once fully developed, it is expected to be one of the largest irrigation schemes in the South Island, irrigating 60,000 hectares of the Canterbury plains west of SH1 between the Rakaia and Waimakariri Rivers.

The scheme is designed to use run of river water from the Rakaia and Waimakariri Rivers, linked by a 56km headrace canal and channeling water through 400km of piped gravity distribution system.

The scheme is being developed in stages: Stage 1, covering approximately 23,000 hectares between the Rakaia and Hororata Rivers, opened in August 2015 and irrigation commenced on 1 September 2015.

Stage 2+ of the scheme is expected to cover approximately 33,500 hectares between Hororata and Darfield, plus 3,500 hectares in the Sheffield area. Construction of this stage is scheduled to start in September 2016.

Selwyn District Council’s involvementSelwyn District Council previously provided a $5.84 million loan to assist with design work on Stage 1 of the scheme. This was fully repaid in March 2014, along with $1.2 million in interest.

CPWL made a request to borrow funds in their submission to Selwyn District Council’s 2014/15 Annual Plan, and the potential for a loan was referred to in the final 2014/15 Annual Plan. After further research and investigation, the Council has now resolved to formally consider the investment request from CPWL.

Other funding for Stage 2+ design work would be provided by CPWL itself ($4 million), and the Ministry of Primary Industries ($3.7 million, and a further application for $4.3 million to be made).

Benefits of the schemeEconomic The Council considers the development of the scheme will provide economic benefit both directly to landowners and indirectly to a range of service industries, primarily through new employment on farms or within related industries.

A recent report on economic benefits of the scheme estimates that the completed scheme will result in $268 million extra direct and indirect revenue for the Canterbury economy, and 849 extra jobs.

The proposal is consistent with the Council’s Community Outcome for “a prosperous community” – that Selwyn has a strong economy, and that the Council will support the district’s agricultural and other land-based sectors.

EnvironmentalCPWL states that the fully operational scheme will deliver environmental benefits for the area. In Stage 1 the scheme replaces ground water use with surface water irrigation supplied by new alpine water. This will contribute to water levels in lowland streams being restored and water quality improved for Te Waihora/Lake Ellesmere.

Risk and security The Council recognises there are higher risks involved in this type of investment, compared to other commercial investments. The risks associated with the proposed loan primarily relate to the risk of CPWL not receiving the required funding to proceed with either the design, the construction or the operation of Stage 2+ of the scheme. A full analysis of the risks, and the mitigation proposed by the Council, is included in the Consultation Document.

The Council has previously advanced funds to CPWL for Stage 1, to which security (ie the resource consents for the water takes) was attached. That security is not now available, as the banks providing debt finance to CPWL have now taken all of that security.

By way of security for the loan, the banks are offering the Council a licence to use the scheme’s water rights, not already used to make Stage 1 operational. CPWL will make available the scheme’s Stage 1 intake and headrace infrastructure, provided this does not limit the operation of stage one of the scheme.

Funding the loanIf approved, the loan would be funded from existing cash balances. The interest rate proposed is 10% per annum and the term of the loan is expected to be approximately 18 months. The loan would be repaid once funding is in place for the construction of Stage 2+.

Impact on the Long-Term Plan 2015-2025The Council proposes to amend its Long Term Plan to include an additional assumption in relation to the proposed loan. The amendment will also have an impact on the Council’s prospective financial statements, particularly forecast interest revenue: based on an interest rate of 10% on the proposed loan, the amount of interest income would be higher than that assumed in the Long Term Plan 2015-25.

Darfield Artweek, run by the Malvern Community Arts Council (MCAC), is in its 34th year and the main exhibition will again be held at the Darfield Recreation Centre from October 9.

The annual art exhibition showcases over 200 works by more than 100 established, emerging and local artists in a range of mediums.

At the same time as the main exhibition there will be two other exhibitions running alongside Artweek. The Selwyn Gallery features ‘Art In Felt’ by Loretta Sloan and ‘Pretty Little Things’ by ceramicist Tatyanna Meharry, while at the Darfield Library a photographic record of the life of Mahatma Gandhi will be on display.

The Selwyn Arts Trust, together with Selwyn District Council, is presenting a renowned international photographic exhibition of Gandhi's life, at venues in Lincoln and Darfield.

The 34 seldom-seen photographs of Mahatma Mohandas Karamchand Gandhi were taken by photographer Dr Dahdboy Rustam Wadia during the 1940s.

The photographs span all aspects of Gandhi's life, showing him at home in quiet villages, at public gatherings and at formal political meetings.

"Gandhi was a figure of historic importance to our world, who led the Indian independence movement," Selwyn Mayor Kelvin Coe said.

"The values of peace and tolerance that Gandhi personified are universal.

Selwyn to host rare Ghandi exhibitionSelwyn residents will have a rare opportunity next month to view a historic collection of photographs of Indian spiritual and political leader Mahatma Gandhi.

This photograph collection is on loan from a private collection that has been made available to the public with the support of Surinder and Archna Tandon, keen volunteers in the Indian community in New Zealand.

It’s a hard ask to ally with natural deterrents and win the race against pests to get to your fruit before they do. And little wonder it’s a race - organic fruit is tasty. In the looks department it not model material but as far as quality goes there’s nothing better. Planting

Even if you only have a small patch try putting in a couple of specimen trees that will be well utilised by the family – an apple, plum, pear and orange or mandarin can all be planted now. The younger members of the family especially will thank you for it (they are more prone to side effects from pesticides).

A non-organic apple eaten out of season, for example, has been sprayed 15 to 20 times before harvesting, picked whilst green and hard, dipped in post-harvest fungicides, stored in carbon dioxide for months, artificially ripened with ethylene gas and finally waxed with insect secretion, to improve its appearance and extend its shelf life. Then it’s sold to you – as an apple.

Pesticide-free fruit is typically the last bastion for most organic gardeners.

PestsThe codling moth is the nemesis of

apple trees and is easy to identify on the base. Take to them with a steel brush.

For aphids and mildew try Rhubarb spray -1.5kg rhubarb, boiled for ½ hour in 1.5 litres then strained. When cold, dissolve 25g of soapflakes in half a litre of water and mix in.

Liquid seaweed concentrate is especially beneficial as a tonic for stone fruit plants or soil-borne diseases such those associated with fungi or nematodes. Place 10-14kg of comfrey leaves and 12kg of seaweed into a 200 litre drum and stir weekly for one month. Use a 1:10 mix for watering, less for spraying.

Place the seaweed around the roots of the tree and cover with mulch. Seaweed has a cumulative effect and will be more effective in 2-3 years.Companion Planting

fruit trees like sage and nasturtium.Pruning

Pruning is another winter chore in the garden. The good news however is that, after being initially shaped, apple, plum and pear trees require little pruning, making them easy care in the long term. This is because they continue producing fruit each year on the same spurs (short stubby growths attached to the main branches).

All that is required is that you remove excess twiggy growth and reduce spurs if there are many so that fruit size is not compromised. Take inwards branches

out as well to let in more light and encourage birds. When pruning citrus never take off more than a quarter of the tree at one time but do prune hard over time as citrus respond well to this treatment. Harvesting

The template has been developed by Environment Canterbury with the increasing number of lifestyle properties in mind.

ECan chief executive Bill Bayfield said it was important to measure the environmental footprint of lifestyle properties, but that this should not be onerous because they tended to be low nutrient leachers.

“While small holdings are not significant contributors to water quality issues, they make up a reasonable proportion of rural Canterbury, so collectively they do contribute.

“I hope the use of this template results in more understanding of the environmental risks associated with smaller landholdings and the benefits of recording and acting on farming information,” Mr Bayfield said.

“We encourage all farmers to prepare farm environment plans, and this is a simplified version tailored specifically to smaller properties.”

Farm consultant David Ashby is one who encourages use of the lifestyle block management plan.

“You have an effect on the environment whether you have 4 or 400 hectares,” he said.

“This template will help lifestyle block and small land owners take responsibility for their on-farm actions.

A new survey, commissioned by home automation and security company Vivint, has found that one-third of all New Zealanders have added some form of home technology which allows them to remotely control appliances, security or lighting via their smartphones.

More than a fifth (22%) of those surveyed said they would consider installing smart home technology in their house before selling to make it more appealing to buyers, and 15% stated it’s an important feature they will look for in their next home.

The new smart technology being installed allows homeowners to operate climate control systems, TV and sound systems, appliances, and garage or gate doors remotely.

Vivint general manager and former police officer Marsden Hulme says the desire for easy-to-use, remote access security technology is growing as people feel that New Zealand is becoming less safe.

In May this year they called in the help of an energy advisor from Community Energy Action Charitable Trust (CEA) because they thought their power bills were quite high.

“High power bills didn’t seem right for a new home,” Lee said.

CEA’s advisor Michael Begg didn’t have to look far why it was so hard to heat the house.

“The energy efficiency of Lee’s home is very typical for many new houses,” he said.

“Non-IC rated downlights were used in the house, a type of downlight that gets hot which means no insulation can be installed over or near them.”

This left the ceiling insulation with large holes. As a result the ceiling insulation was not nearly as effective as Lee had expected.

“The door from the house into the internal access garage was an uninsulated door. As an uninsulated garage is as cold as the outside, a considerable amount of heat could get lost through that internal door.

“And, although the windows were double glazed as is mandatory in every new home, Lee’s non-thermally broken aluminium frames were another important source of heat loss.”

New homes not always easy to heatWhen Lee Rathgen and her husband built their new Leeston home seven years ago, they thought it would be energy efficient and easy to heat.

Lee said they are replacing the downlights with LED’s and are planning to put in more insulation. LED downlights do not get hot and insulation can be installed over them.

CEA chief executive Caroline Shone said most people who are building don’t realise that the building code only provides minimum standards for insulation.

“Improvements at the design stage, which can often be simple and inexpensive, can make a big difference in warmth.”

Paul Marambos discussed his preliminary drawings with a CEA adviser earlier this year during a Design Well Check.

He is now about to submit his drawings for consent including some changes he made as a result of the advice from CEA.

“I didn’t realise the Building Code was just the bare minimum for insulation. We changed the design to fit more insulation in the walls and ceiling and we’ll be deciding on whether to get thermally bridged window frames.”

We all have our familiar ‘go to’ wines but what if you taste a wine at a restaurant or dinner party and you want to make a note of it?

Yes, pen and paper will do just fine but if you want to get a bit more information about the winery that produces the wine or where you can buy it, you can’t go wrong signing up for one of the many Wine Apps now available.

Most of them can identify the wine you have tasted just by taking a quick picture of the wine label with your smart phone.

The choice of apps, as expected, is vast. If you search for ‘Best Wine Apps’ on Google plenty of suggestions will surface. I have been trying just a couple of apps lately and have been pretty impressed.

I have opted for the free apps to start with to see which one I prefer. In the same way that wine is a personal preference, I think that it is a good idea to test-drive a wine app for a while to see if it provides the tools you require.

The two that I have been using are Vivino and Delectable. Both are free and available for iPhone and Android.

Delectable emphasises the social aspect more encouraging you to share your experiences and follow other wine lovers and wine professionals - much as you do on Twitter and Instagram.

Vivino also has a social sharing aspect as well as a database of wine reviews. Vivino also offers a neat, though limited function for scanning wine lists. Both apps have a link to find out where you can buy the wines, although I found Vivino’s information on purchasing options much more up to date and relevant to my location.

The thing that struck me again with both apps is the review sections. As we have discussed before, wine is very subjective which means that reviews from across the broad public base can be quite diverse.

Our wine of the week this week is a newcomer to the True & Daring Wine Centre - the Wood’s Edge Pinot Gris.

The name ‘Wood’s Edge’ refers to the location of the vineyard nestled at the foot of the Christchurch Port Hills. Between 1998 and 1999, five hectares were planted exclusively with Pinot Gris.

The majority of vets will recommend a good quality diet in order to prevent health problems in your pet in the future, these choices are based on ongoing long term nutritional research and science.

On the other hand, pet stores are driven by sales, promotions and fads, very few pet store owners or staff will be trained in veterinary nutrition.

There are various fad diets at present such as homemade, raw food, wheat- and grain-free diets. The terms ‘wheat free’, ‘grain free’ and ‘natural’ are all marketing terms and are very popular amongst pet owners.

The proponents of raw, wheat and grain free diets claim that meat and bones more closely resemble the diet that dogs would eat in the wild but there is a complete lack of scientific evidence to support this idea.

Our pets have been domesticated

over centuries and wild dogs do not eat farmed lamb or beef, they don’t even eat daily, and their average lifespan is around seven years of age.

In addition, homemade and raw diet recipes published in books or on the internet are too vague or complex and most are nutritionally deficient or unbalanced. What’s more, raw diets carry the risk of bacterial contamination resulting in gastroenteritis. If you really want to feed these diets, it is best to work under the guidance of a veterinary nutritionist.

High quality commercial diets are formulated for various stages of a cat or dog’s life, for example, the nutritional needs of a puppy or kitten are drastically different from that of an older cat or dog.

Within these life stages are even more specific categories, a large breed puppy needs to be fed a specially formulated large breed puppy food because they have different calcium and phosphorus requirements than smaller breeds.

As another example, an adult dog that is used for hunting or breeding will most likely require a maintenance diet with higher energy content.

Prescription and specialty diets for

various conditions, such as obesity, urinary tract disease or kidney disease, are available only on prescription through veterinarians. If your pet has a disease or condition, consult your vet for nutritional advice, come conditions may be managed just with food alone.

Most adult cats and dogs should be fed at least twice daily. Overfeeding is a common problem and can lead to serious problems such as obesity, heart disease and arthritis, resulting in a shorter life span.

Ask your vet to recommend the proper quantity of food to maintain your dog or cat at a healthy weight. No more than a few treats should be given daily.

The biggest problem with table scraps and treats is that they add unnecessary calories that can contribute to your pet becoming overweight. Table scraps and treats can also upset the digestive tract and some are potentially dangerous to your pet.

Avoid chocolate, onions, garlic, chives, grapes, raisins, coffee, caffeine, alcohol, salt or anything fatty. It goes without saying that fresh, clean water needs to be provided at all times.

Nursery and Garden Industry Association of New Zealand chief executive Dr John Liddle says soil is rich with living organisms which are beneficial to plants and generally cause no harm to animals or people.

“Soil does, however, contain some organisms that are not beneficial such as a type of Legionella bacteria, which is commonly found in the environment. In rare cases this can cause Legionnaire’s disease.
