    main street we also had and Christmas market behind the library which proved very popular and had a great feel to it. Also this year we had a junior buskers competition which was a real hit.

    Selwyn District Council and Age Concern offer the Confident Driving Course to help older drivers remain confident on the road and encourage an increased awareness of the traffic environment and other road users.

    Selwyn District Road Safety Coordinator Ngaire Tinning said the courses are a fun and easy way for residents over 60 to refresh their skills and look at alternatives to driving.

    "We are really pleased to be able to offer these free courses and workshops with support from Age Concern and our volunteers.

    All of these activities have proven very popular and valuable to assist people to continue to drive safely on our roads."

    Free driving coursesCourses aimed at helping mature drivers gain skills to be safer on the road are being offered to Selwyn residents between February and April.

    Participants at a Confident Driving Course in Darfield with their certificates.

    Mrs Tinning said the course is designed to be thought provoking, informative, enjoyable and informal.

    There are no tests or exams and participants will receive a certificate of attendance. Morning tea and lunch is provided and bookings are requested.

    Three Confident Driving Course courses will be offered at: Darfield on Monday, February 15; Lincoln on Monday, March 22 and Leeston on Tuesday, April 19. The courses run from 9.30am to 2.45pm

    The courses are free to Selwyn residents and for more information and bookings contact Ngaire Tinning at Selwyn District Council on 347 2901.

    This could include assisting with tuition fees, personal development, coaching, training equipment, travel or accommodation.

    To apply for a Gold Heart Scholarship, young people should be proficient in their field and show passion and commitment to achieve a long-term aspirational goal.

    In 2015 13-year-old Crystal Cook received a Gold Heart Scholarship in 2015 for Muaythai kickboxing, a sport she fell in love with three and a half years ago.

    One of Crystals proudest achievements so far was being selected to compete at the Royal World Muaythai

    Crystals mother said that without the help of her Variety Gold Heart Scholarship Crystal would not have been able to represent New Zealand at the competition last August. Crystals scholarship helped with flights, accommodation and training camps.

    Three South island tutors and two dance crews are bringing their creative passion for hip-hop and breakdancing to Darfield and Rolleston.

    The line-up includes 10 year-old local sensation Manaia Davies from Glentunnel, who will be taking hip-hop workshop for beginners; Kbigs who will lead a breakdancing workshop, and Elly Hassen who will be taking an intermediate to advanced hip-hop workshop.

    Dance crews Swarm and Reality, along with Kbigs and Manaia, will put on a free public performance at the conclusion of each workshop.

    The workshops were initiated after Manaia, supported by her mother Yerane, applied to Creative New Zealand for funding to hold the event. The workshops are also being supported by

    It is projects like this that the Creative Communities Fund was set up for, as it supports local art activities and performers within the Selwyn District, he said.

    Manaias passion for dance, singing and drama is rapidly making an impact on the stage and in the community.

    She won the Greymouth 2015 Hip Hop 12 and under category and the Shakedown 2014 Hip Hop under 13 category. She also scored 94 per cent on the Trinity College of London Speech and Drama exam for grade three.

    I love hip-hop because I instantly feel a connection with the movement and the music. I love teaching hip-hop so I can share this passion with others, Manaia said.

    Manaia is also passionate about teaching, and tutors a beginners hip-hop class in Springfield.

    People love hip hop because it is seen performed by artists and in video clips all over the world. I know that New Zealand is special as it hosts some of the best hip hop dancers and choreographers in the world.

    We will be bringing this standard to the kids in Selwyn and I am hoping people will become more confident within themselves and develop a passion for hip-hop like I did. I want to expose their hidden talent.

    The workshops will be held in

    Darfield on February 13 and Rolleston on February 20. The cost is $15 for all three workshops or $5 each. The final performances are free for parents and friends to watch.

    Selwyn District Councils Community Development Team Leader Nicola Ogden said one in four Cantabrians lives with a disability and as New Zealand's population ages in the future, disabilities will become more common.

    "The council is surveying people living with a disability or caring for someone with a disability to gain a better understanding of their needs," Mrs Ogden said.

    "The survey results will help identify how the council and other organisations such as government departments can include people with disabilities in their planning and service delivery."

    She said a disability could include a hearing or visual impairment, difficulty getting around, a mental health issue, a learning disability, ADHD, Autism,

    chronic health needs and other issues.The survey is being carried out by

    social researcher Sarah Wylie on behalf of the council. Sarah also plans to interview a number of people living with disabilities to gain further information on their situation and needs.

    "We would really appreciate people living with disabilities and people caring for them completing the survey which is open until February 23," Mrs Ogden said.

    Once the dogs are saved then the mission becomes one of finding them a new home. With Haylie and her partner having three dogs themselves on their small Old West Coast Road property she relies on people fostering the dogs until a home can be found.

    We are looking to move to a bigger property near Darfield in the near future so we can take in more dogs but in the meantime we are looking for more people who may be able to foster a dog.

    Haylie, who is a qualified vet nurse and is currently studying animal welfare legislation, said they always ensure the

    Before we started rolling out the Rural Broadband Initiative in 2011, Governments had never funded mobile coverage. However, this Government decided to make mobile connectivity a priority because we recognise the enormous benefits better coverage can bring to our provincial areas.

    Since 2011 we have funded the building or upgrade of 541 cell towers to improve mobile connectivity nationwide. This extended coverage is vital for emergency services and is beneficial to connectivity all-round.

    While improving connectivity is the first goal, residents are also understandably keen to have a choice of network providers wherever possible.

    Thanks to a new Spark cell tower at Castle Hill, residents in the area now have more than one option for their mobile service.

    Spark and Vodafone, who won the auction of the 700 MHz band of radio spectrum in 2014, are required to build new towers in rural areas in the first five years following the purchase.

    Rural cell phone coverage will continue to improve through 2016 under the RBI programme.

    The couple say they have found their new home warm and comfortable and their energy use has been well within the range they expected.

    At the 'Build smart and live well in Selwyn' session people will have the opportunity to talk to staff from the council's Building Consent team who can offer free advice on consent requirements for anyone thinking of building.

    The Commissions Enhanced Access Fund is open to individuals and groups, to support projects that provide free, certain, enduring and practical outdoor access for the public.

    The Commissions chief executive Mark Neeson said $63,000 had been made available in 2015-2016, with $28,660 awarded in the first round of funding.

    Establishing enduring public access is of vital importance to community projects across New Zealand, but the reality is its harder to raise money for legal costs than for trail building, Mr Neeson said.

    Professor of Plant Biosecurity Philip Hulme also made it on to the prestigious list in 2014. Professor Hulme was recognised by his peers for his contributions to the field of environment and ecology, earning him the mark of exceptional impact.

    He is a research leader in the Bio-Protection Research Centre, a government-funded Centre of Research Excellence, and the Biological Heritage National Science Challenge.

    He is one of only nine researchers across all disciplines in New Zealand to make the list, and the only one at Lincoln University.

    The committee voted in favour of granting just over $50,000 of Immediate Steps funding to the Waimakariri Environment and Recreation Trust (WERT) towards two fencing projects in the Lake Lyndon area.

    WERT includes representatives from the Department of Conservation, St Andrews College, University of Canterbury, Forest and Bird, recreational users and local farmers.

    The projects involve putting in fencing at both the northern and southern entrances to Lake Lyndon in order to prevent vehicle access to the lake edge, as well as putting 1km of fencing around the small ephemeral lake adjacent to the main lake in order to prevent stock incursion.

    It is highly visible and accessible to the public and is a great opportunity for education about the values of the site.

    Selwyns Lake Lyndon will benefit from funding aimed at protecting the lakes wetland habitat, plants and native birds.

    While the exact history of Valentines Day is uncertain we do know that Valentines Day is based on both Christian and ancient Roman traditions.

    There have been several saints bearing the name Valentine. One St Valentine was said to have been martyred for carrying out secret marriages following the outlawing of marriage for soldiers by Emperor Claudius II, who decided men made better soldiers when they remained unattached.

    A second St Valentine is known for his heroic deeds in helping Christians escape from Roman prison where they were treated with cruelty.

    Another story suggests that while one St Valentine was imprisoned was visited by a young lady to whom he fell in love with. Upon writing to her before his death he signed his letter from your Valentine which is a phrase still used today.

    According to legend the women would place their names in an urn and bachelors would select the name of who they would be paired with for the year. Apparently these matches often ended in marriage.

    At the end of the 5th century, Pope Gelasius declared February 14 St Valentine's Day but it was not until much later that the day was linked to romance when in the Middle Ages the date was said to be the beginning of the bird mating season.

    The writing of Valentines messages didnt happen until after 1400, the oldest message still in existence is a poem by an imprisoned Charles the Duke of Orleans from the Tower of London in 1415 to his wife.

    Saint Valentine is known as the patron of love, young people and happy marriages.

    The farm was established nearly a quarter of a century ago and Mt Cook Alpine Salmon Ltd compliance and asset manager Rick Ramsay has been with them since the beginning.

    Swimming amongst the fresh, swift currents of Genesis and Meridian Energys canals in the Southern Alps, are thousands of King salmon making up Mount Cook Alpine Salmon Farm, New Zealands pioneering freshwater salmon farm.

    Rick was originally a journalist with the Otago Daily Times before moving on to the Mackenzie country in 1977, working as a PR officer for the Upper Waitaki Power Development.

    I was there when the whole canal system was being built so I had an understanding of it, Rick says.

    Then I became a councillor and deputy mayor of the Mackenzie District Council and as part of that I was Chairman of Planning. I was also there when the resource consent was made by the pioneers of the salmon industry for a farm on the Ohau canal.

    When I heard what they were

    planning I suggested I might be able to help them out with my local knowledge and joined them as a labourer in 1992. Now Im the only remaining worker of the pioneer generation who is still working on the farm.

    The company has 80 full-time staff, most of whom are located in the central region of the South Island around Twizel and at its processing factory in Timaru with a head office in Queenstown.

    Mt Cook Alpine Salmon Farm is a major employer in the Mackenzie area and combining their 45 staff with the rest of the aquaculture industry and hydro canal system takes employment numbers well over 70.

    The farms are significant contributors to the Twizel and Mackenzie economy and Rick says there is an enormous spin off for freighting companies bringing feed in and taking fish out.

    The transport companies have expanded their operations and created a base here in Twizel to service the industry.

    There are spins off for agriculture

    and other industries because they are bringing freight in on a very regular basis and the whole thing has lead to an increase in services for the area.

    Rick says being pioneers of the industry and working under unique conditions, there was a steep learning curve at the beginning as farming in hydro canals had not been done anywhere else in the world.

    You can look back and see all the mistakes we made. We didnt know they were mistakes until things went wrong, but no farmer can say they are operating the same way today. You aim to get better performance out of your stock and be more efficient with your feed and have less effect on the environment and thats the key.

    There are two hatcheries that supply the farm with the Salmon smolt and the company have complete control of the chain right through from the broodstock, hatchery farming, processing and finally exporting and meeting New Zealand orders.

    got livestock and deadstock. You are exposed to environmental conditions. In our case flows are principally controlled by the power generator but you can still get floods on certain canals.

    The Salmon are hand fed and Rick says this is for both technical and practical reasons.

    One reason is that you can keep an eye on your stock. You are looking in the pens, observing their behaviour.

    Its not a factory where you can dial up a certain amount for food and toss

    it in because they might decide on a cloudy day that they dont want any more so you shut the feed off.

    The automated feeding systems they use in the marine environment is difficult to translate into the canal environment because the marine environments are much larger and deeper which lend themselves to computerised systems.

    Mt Cook Alpine Salmon Farm is voluntarily looking at ways it can better monitor their environmental impact in the future.

    We have been involved with the Environment Canterbury zone committee which have been looking at water quality in the Upper Waitaki, Rick says.

    There is no escaping the fact that salmon farming is done in the water and we are aiming to place rules and have something like Overseer which calculates your nitrogen and phosphorous output into the environment.

    We are trying to put ourselves on the same level of reporting our nutrient based impact as land based farms,

    except ours is a different formula. Rick says one of the joys of working

    on the salmon farm is getting outside and being hands on.

    Im certainly not office bound. I try to get right around the farm when we are doing our compliance water testing. After 24 years working here, there are still challenges and problems to solve and I thrive on that.

    Mr Heer, who replaces outgoing trustee Hilary Webber, has a background in the not-for-profit and commercial sectors, particularly in rural and corporate finance where he has worked with rural business owners, investors and farmers in a number of senior roles.

    The regional council released a discussion document on the future of pest management in Canterbury late last year and is now seeking feedback.

    Commissioner Tom Lambie said pest management is an important part of the sustainable management of natural resources.

    Our Biosecurity programme aims to achieve smart management of pest risks in Canterbury, Mr Lambie said.

    The purpose of the discussion document is to seek the communitys views on the best approaches to be taken in a new plan.

    Canterbury has committed significant resources to the management of legacy pests that affect production land, with limited success.

    Resources are currently committed mainly to compliance inspections, which constrains work to prevent, detect and act on new pests arriving in our region.

    The Year 6 children participated in a full cycle training programme which included bike maintenance, cycle road rules and some practical riding skills, including out on the road.

    Late last year, Selwyn District Council road safety, Christchurch City Council Cycle Safe team and the New Zealand Trucking Association all got together to visit the Rolleston Christian School.

    An evaluation of the programme will be completed in February and discussions from that will determine what opportunities can arise for the future.

    As well as the training, the NZ Trucking

    Association, Canterbury provided a shiny truck which is used to highlight to the children not only what the truck driver sees, but also showed them the blind spots where pedestrians and cyclists are not able to be seen.

    Each child was able to get up into the cab, which for many, this was the first time.

    David Boyce, CEO of NZ Trucking Association said a fact of life nowadays is the increasing competition for space on the New Zealand roading network.

    As congestion grows in cities and

    towns many people are looking to alternative means to commute, whether it is to work, school or the local shop, many people are now choosing to walk or cycle as an alternative to the traditional car.

    From a trucking industry perspective this should be encouraged as this takes cars off the road, which thereby helps to reduce congestion on the roads for everyone.

    For the trucking industry this has created some challenges around how we interact on the road with this growing group of road users.

    The aim of the safety displays is to highlight to cyclists and pedestrians the visibility issues that the truck driver faces on a daily basis.

    Participants are invited to sit in the truck drivers seat to experience the blind spots around a truck for themselves. As an industry we hope that this initiative will help people of all ages to keep safe around large trucks.

    We hope these sorts of activities will encourage children to cycle more and gain confidence and increased safety when out on the road. We would like to encourage schools to include road safety activities within their curriculum and support them with these types of events.

    Remember if you cant see the truck drivers eyes, he cannot see you, Mr Boyce said.

    If pests do get out of hand, there are ways of keeping their populations down which don't rely on insecticides. These methods have the added advantage of protecting the wide range of insects and other animals which your garden needs.

    Here are some tips to keep the pests at bay without resorting to insecticides:

    Healthy soilThe soil must be fertile, with soil

    animals allowed to play their vital role. Feed the soil by returning organic matter to it as compost or mulch. Fallen leaves, grass clippings and rotted manure can all be used as mulches. Soil kept healthy this way will not need commercial fertilisers to boost its fertility.

    Healthy plantsA healthy plant can overcome the

    effects of diseases or pests better than a weak one.

    If you have a plant with a pest problem, try to work out why it is so vulnerable. Does it need more or less water? Does it need more or less nitrogen or other nutrients? Does it need more sun? Grow plants that do well in your local soil and climate.

    Young, tender seedlings are more vulnerable to pest damage than older, more established plants, so make sure the soil is good enough to give the plants or seeds a rapid start in life. Water frequently to encourage steady growth.

    Discourage pestsKeep weeds down a dense cover

    keeps the soil surface damp which encourages slugs. Aphids can survive the winter on weeds then move on to your new plants in spring. Destroy any heavily infested plants before pests spread to others. The affected leaves or the whole plant should be burnt or buried deeply.

    You can limit pest damage by making sure your garden is a healthy balanced system.

    Rotate cropsYou can stop pests building up

    in the soil by growing each type of vegetable in a different patch each year. A regular cycle of rotation should cover three to five years. Peas and beans make nitrogen available in the soil, so they should be planted the season before crops which need lots of nitrogen such as cabbages, cauliflowers and broccoli (brassicas). Follow with a root crop such as carrots or onions.

    Grow a mixture of plantsA mixture of plants may encourage

    a greater variety of insects, so there is less chance of one species doing better than others and becoming a pest. It also attracts insects and birds which feed on those you want to control.

    Growing "companion" plants together in the same area can also help control pests.

    They can repel insects you don't want (for example, scented marigolds repel whitefly), or attract pests away from plants you don't want damaged (nasturtiums attract aphids away from other plants). Natural enemies of some pests are attracted by the flowers of carrot, parsnip, parsley and dill plants, for example parasitic wasps which feed on leafroller caterpillars and tomato fruitworms.

    Some varieties of vegetables and fruit are more resistant to common pests than others, so if the ones you're growing constantly suffer pest damage try growing other varieties.

    Controlling common pests

    Aphids Aphids can damage leaves,

    vegetables, fruit trees, ornamental plants and houseplants.Attract natural enemies with flowering plants. Ladybirds and the larvae of hover flies are avid aphid eaters. The adult flies feed on the nectar of French marigolds, nasturtiums and poppies, so plant these among the plants aphids might damage. Put out food to encourage birds.

    Put silver foil on the ground between rows of low plants it confuses aphids and stops them landing on those plants.

    If the plant isn't fragile, hose it to wash off aphids.

    Spray with garlic or soapy water.Grow resistant plant varieties. Topweight is a carrot variety that tolerates aphids.

    of carrot, celery and parsnip plants and parsley.Put lawn clippings around the plants

    this confuses the flies' sense of smell and stops them landing to lay eggs.

    Put a polythene "fence" (800mm high) around the crop. This stops flies from finding egg-laying sites near the ground.

    Push earth up around plants to make it harder for larvae to get to the roots.

    Thin when plants are small, so you don't damage the roots left in the ground. Flies use their sense of smell to find targets, so disturbing the plants will attract them.

    The Egmont Gold variety of carrot tolerates carrot rust fly better than others.

    Codling moth Codling moth caterpillars feed

    inside fruit, especially apples.Remove flaking bark from tree trunks to stop the caterpillars making cocoons there over winter. A band of corrugated cardboard around the trunk will stop codling moth caterpillars as they migrate down (late summer-autumn). The band makes a good site for them to make their cocoons. It can be removed and burnt after the fruit is harvested.

    Cutworms chew any young seedlings.Push tin or cardboard cylinders 25mm into the ground around young plants to protect stems toilet rolls are ideal.

    Hoe lightly around plants to expose cutworms, then remove them.

    Leafroller caterpillars Leafroller caterpillars feed on leaves

    and fruit.Plant carrots, parsnips, parsley or

    dill. If left to flower they will attract parasitic ichneumon wasps.

    Mow under trees to remove other refuges.

    Pick damaged leaves and burn them.

    Slugs and snails They feed on leaves of many

    vegetables and green house crops.Lure with containers partly filled with

    raw potato slices, lettuce leaves, bran or stale beer. Empty traps regularly. Check under old wood planks, loose bricks and plant pots for slug and snail refuges.

    Hoe frequently to expose slugs and eggs to birds and cold.

    Spider mites suck green pigment from the leaves of greenhouse crops and fruit trees.

    Mist the greenhouse with a fine water spray during hot weather. Mites prefer dry conditions. Higher humidity may encourage diseases though, so watch for signs of mildew.

    Remove unwanted plants from greenhouse in autumn.

    White butterfly and diamond back moth caterpillars

    These pests particularly affect cabbages, broccoli, and cauliflowers (brassicas).Attract natural enemies spiders and

    parasitic wasps by planting carrots, parsnips, parsley, or dill.

    Plant tomatoes or wormwood (a herb) among brassicas. These help to repel white butterflies.

    Plant cabbages with cauliflowers and broccoli butterflies prefer cabbages.

    Repel butterflies with garlic spray.

    Whitefly Often damage greenhouse crops.

    Put fine mesh screens over vents and doors to stop insects getting in.

    Spray with soapy water, but don't spray too strongly or in bright light as this may damage the leaves.

    Scale insects Can affect leaves, fruit and branches

    of ornamentals and houseplants.Many natural enemies such as

    ladybirds and parasitic wasps are active on unsprayed trees, and often control scale adequately for the home gardener.

    Remove and burn infested branches and stems.

    Kill bugs on houseplants by touching them with a cotton swab dipped in methylated spirits, or simply wipe them off the leaves.

    Mealybugs Mealybugs can damage leaves, fruit

    trees, houseplants and vegetables.Attract natural enemies lacewings

    with flowers or clover.Spray bugs with soapy water or hose

    underside of leaves.Kill bugs on houseplants by touching
