DNR Roles and Responsibilities

Provide project directorship to develop the operational maritime equipment capability requirements for Horizon 1 to Horizon 2.

•DNR is accountable to DGNFD for:– Maritime Operation Enablers, equipment and auxiliary vessel

requirements;– Above Water and Underwater Warfare requirements;– Maritime Information Warfare requirements; and– Victoria Class Modernization.

29. Recapitalize the surface fleet through investments in 15 Canadian Surface Combatants and two Joint Support Ships.

31.Operate and modernize the four Victoria-class submarines.

32. Acquire new or enhanced naval intelligence, surveillance, and reconnaissance systems, upgraded armament, and additional systems for current and future platforms allowing for more effective offensive and defensive naval capabilities.

RCN Intelligence, Surveillance, Tracking & Acquisition, and Reconnaissance Unmanned Aircraft System (RCN ISTAR UAS)

DELIVERABLE:

The RCN requires an alternate airborne platform that can be operated from the Halifax-class frigate in order to provide near real-time ISTAR information. This ability will provide critical OTH SA and generate a tactical advantage for commanders while minimizing the risk to the frigate or maritime helicopter in support of simple to multi-threat operations.

• Each ship–set includes: • Unmanned Aircraft – Class II• Payloads• Ground Control Station• Communications (data link system)• Support Element (maintenance/storage)

Remote Minehunting and Disposal System (RMDS)DELIVERABLE:

• A modular, stand-off Naval Mine Countermeasures (NMCM) capability, designed to provide the full spectrum of Naval Mine Hunting operations and contribute to underwater domain awareness;

• The RMDS project intends to leverage proven Commercial off of the Shelf (COTS) unmanned systems and Autonomous Underwater Vehicle (AUV) technology;

• RMDS payloads will contain modular sub-systems that are portable and deployable;

DELIVERABLE:

Deliver a modern submarine ES and ELINT capability to the Victoria-class by upgrading the legacy system with a capability that that will serve up until the expected end of service life of the submarines.

REQUIREMENT CONSIDERATIONS:

a sufficient number of EW systems to allow for the upgrade of all four systems in VCS, support regular overhaul and maintenance activities, and an additional upgrade to the training system at Campus Atlantic to facilitate individual and collective training

• The aim of this program is to support the RCN Future Naval Training Strategy (FNTS, July 2015) which directs the RCN to modernize the Naval Training System (NTS) to ensure optimal use of methodologies, technologies and infrastructures to meet requirements in the most cost effective manner.

• STORM will provide training systems and technologies for core and current fleet training to allow the RCN to achieve excellence at sea.
