Overview of Project

International Development Exchange (IDEX) is a San Francisco-based social change organization working towards the economic empowerment of marginalized communities in six countries in Asia, Africa and Latin America. In Guatemala, one of our local partners is the Association for Health and Socioeconomic Development (APROSADSE).

The grant will help APROSADSE expand a successful grocery store started by some of its members that serves the town of Los Jometes and surrounding villages in San Martín Jilotepeque, Guatemala. With these funds, the store will diversify its merchandise, providing access to school supplies to local children, as well as selling many types of medicine and housewares. With the profits, they plan to provide scholarships for at least 20 school children.

About IDEX

International Development Exchange (IDEX) is a San Francisco-based social change organization working towards the economic empowerment of marginalized communities worldwide. Through its three regional programs, the Asia Program, the Africa Program and the Latin America Program, IDEX currently partners with ten highly effective organizations in Mexico, Guatemala, India, Bangladesh, and Zimbabwe. Since 1999, IDEX has provided over $900,000 to local partner organizations to benefit marginalized communities – particularly women, indigenous people, and youth – who are taking the initiative to solve problems of extreme poverty and to build their own self-reliance.

Within each of its regional programs, IDEX employs three distinct strategies to promote grassroots empowerment and to build institutional capacity:

Grantmaking that supports sustainable development strategies initiated by traditionally marginalized communities, particularly indigenous peoples and women, in order to increase their capacity to build their own resources and to advocate on their own behalf locally and nationally. We provide a minimum of $13,000 to each partner per year for an average of three to six years.

Alliance-Building among our partners in each region and with organizations in the U.S. Our alliance-building activities help our partners receive the technical and financial support they need to be effective, as well as share information with each other about successful community development methodologies. We facilitate regional partner meetings and participation in broader coalitions, conduct research into fair trade markets for our partners’ products, provide skilled volunteers for their programs and arrange for direct contact with funders.

U.S. Public Education carried out through our bi-annual newsletter, monthly eUpdate, website, public events and partner speaking tours. These activities increase awareness about the role of U.S. citizens in supporting grassroots social change efforts in our focus countries.

IDEX takes a cooperative, community-based approach to development, with a particular focus on building the leadership of indigenous women. Through our Grantmaking, Alliance-Building, and U.S. Public Education strategies, IDEX works closely with its partners to further the grassroots initiatives of marginalized communities and enhance their capacity to gain control over the resources, processes and structures that affect their lives. As part of our effort to build democratic alliances, partner representatives from each region sit on the IDEX Board of Directors and help define the priorities of the organization.

Local Partner: APROSADSE

Founded in 1975 to train and support Maya Cak’chiquel health promoters and midwives in the municipality of San Martín Jilotepeque, Chimaltenango, the Association for the Promotion of Health and Socioeconomic Development (APROSADSE) was one of the first community organizations to obtain civil society status in Guatemala. The organization was forced to disband for three years during the civil war due to brutal military repression, but the members regrouped in 1987 and still maintain a strong presence. Up until the mid-1990s, the association trained over 130 health promoters and midwives. Many of these remain the core members of APROSADSE, and they continue to provide their services at low cost in 48 villages with the support of the association’s community pharmacy.

The current focus of the association is to address the socioeconomic needs of rural farming communities through microcredit, organic agriculture and livestock collectives, and adult education. The financial services program provides microcredit and training to groups and individuals for income-generating projects, with a particular focus on rearing small livestock such as chickens and pigs, as these are lucrative options for those with limited access to arable land. The association also trains organic agriculture promoters and animal husbandry promoters who then share the information with other farmers in their communities, helping them with integrated pest management and veterinary health. Through the association’s veterinary store, animal vaccines and treatments are made available to members at an affordable cost. And, in coordination with the Ministry of Education, APROSADSE provides distance-learning courses to indigenous adults interested in finishing their primary or secondary education.

Information about the Project Area

The province of Chimaltenango is located west of Sacatepéquez in the Highlands region, and its 300,000+ residents are primarily rural Maya Cak’chiquel people. The land here is more fertile than in Sacatepéquez, but the ownership of best lands is in the hands of powerful plantation owners. The people of Chimaltenango experienced violent repression by the military during the 36-year civil war because of local efforts at land reform. The 64 villages of the municipality of San Martín Jilotepeque faced a particularly brutal “scorched earth” campaign in which thousands were displaced and hundreds were tortured and/or killed.

Many indigenous people in this region continue to practice subsistence agriculture, but are finding it increasingly difficult to survive on their crops alone. During the dry season, many farmers migrate temporarily to the coast to work on the large coffee and cane plantations, making an average of $4 per 12-hour workday. These wages, along with the occasional sale of small livestock such as pigs or chickens, bring the average family income to $40 per month. This income is insufficient to cover the families’ basic necessities, and many children drop out of school at a young age because their families cannot afford school supplies.

Currently, the area is experiencing a decrease in population due to a more permanent migration to urban areas and the U.S. There is now a large concentration of young men from San Martín Jilotepeque in New Jersey, and many families rely on their remittances as a primary source of income.

History of the Project

In 1992, a group of Maya Cak’chiquel farmers in the village of Los Jometes began to discuss the problem of the scarcity in their community of necessary products, such as staple foods and cooking utensils. They decided the solution was to provide these items themselves by building the area’s first general store. Because this was a poor community it might have seemed an unreachable goal. Nonetheless, they persevered and in 1995 they received a loan from a local organization called APROSADSE. With the funds they built a one-room adobe structure, with corn stalks for a roof, and opened for business. Their effort faced a considerable setback when, in 1998, a thief broke in at night and robbed the store of all of its merchandise.

Soon after the robbery IDEX provided the group with a $6,000 grant to help restock the store. The store now serves eight villages, and the members are always looking for ways to provide better services. Their latest project has been to set up a school supply center that is used by about 80 local schoolchildren. Previously, the children had to travel a considerable distance over a bumpy dirt road to buy supplies. Today the students have begun to purchase their supplies locally and concentrate instead on their studies.

While the store has been profitable for years now, the founders have not distributed any profits to themselves. Instead they continually reinvest in expanding and improving the store. Today, the group has not only repaid its debt, but now has over $10,000 invested in infrastructure and merchandise. The store recently provided scholarships for 25 students, and there are plans to provide more in the future.

Local demand is high for a wide variety of products, yet the store does not currently have the liquidity to further diversify its merchandise. The founders have requested a grant to help double to quantity and types of merchandise available, including over-the-counter medicines, canned foods, cleaning products, housewares and hardware supplies. There is particular demand from local parents for school supplies for their children, such as notebooks, textbooks, rulers, calculators and pencils.

The grant would provide capital for improving the stock of merchandise at the store, such that it is able to meet local demand. Profits from increased sales would be invested in the school scholarship fund, allowing a greater number of families to send their children to school.
