Dear Prime Minister and Deputy Prime Minister,
As heads of organisations representing millions of people in many sectors across society, we are
writing to urge your government to stand fully behind the 2008 Climate Change Act and show that
the UK is a global leader in the effort to avoid dangerous climate change.
Both of you played a key role in passing the Climate Change Act in 2008, with a cross-party
consensus. It remains a world-leading piece of legislation, and a model to which other countries
have looked when developing their own climate policy.
Delivering a sustainable, low carbon economy at a time of global economic crisis is a defining
challenge of our generation. This year’s extreme weather events across the world and their
impacts on food production, wildlife and people - particularly the poorest, plus the ongoing historic
summer Arctic ice melt are a stark reminder as to why we must act to limit climate change. We
believe that your success or failure in leading this global effort will be a defining part of the
Coalition’s legacy for future generations.
This autumn provides two opportunities to ensure this legacy is positive: the passage of the
Energy Bill, and the provision to include emissions from international aviation and shipping in the
Climate Change Act. The Climate Change Committee (CCC) has provided clear advice as to
what is needed in both cases to ensure the right outcome for the climate and support the UK’s
promising green economy. The role of the CCC as an independent adviser to government was
established in the Act and no government to date has rejected the Committee’s advice.
We therefore call on you both to stand by your promise to lead the greenest government ever and
ensure the CCC’s advice on aviation and shipping is accepted and implemented. We also call on
you to ensure that the Energy Bill is brought into Parliament and passed with a clear target to
decarbonise electricity generation by 2030 in line with the Committee’s recommendations.
