THE PREZ SEZ: It was wonderful to be out camping again with fellow unit members at Endless Caverns. Many thanks are offered to Sam & Karen Barnard for hosting a fun and relaxing April rally - see the report which appears later in this issue. A final reminder is given to those who will be attending the HoustonFest Rally in Galax - order your tickets in advance at HoustonFestGalax.com to take advantage of significant savings. Prices are much higher at the gate! Notification was recently received of a proposed amendment to the WBCCI Constitution, Section 5. The text of the amendment and its rationale are printed in this newsletter. Because this proposed change will be voted upon at the Delegates Meeting at the upcoming International Rally, our unit members need to discuss it and instruct our delegates on how to vote their wishes. Fortunately, it is a very minor proposed change that would clarify the method by which the Delegates can request a Unanimous Consent. A Unit Meeting will be held during the upcoming HoustonFest rally at 9:30 am on Friday, May 1st, in the museum at Old Crank’s Campground. Another meeting will be scheduled during the June rally at Westmoreland State Park. A recent email was received from NORVA Unit President LEW BRODSKY requesting that we make our September rally at Douthat State Park a joint Virginia Unit / NORVA Unit rally. Since this is a great opportunity for our two units to spend time together, the request was granted happily. A subsequent communication from Lew extended an invitation to our unit members to join NORVA at its fall gathering on November 13-15 in Crozet, VA. See the contents of his note in this issue. Notification was recently received of a proposed amendment to the WBCCI Constitution, Section 5. The text of the amendment and its rationale are printed in this newsletter. ENDLESS CAVERNS RALLY: The brave campers that came out for the early April rally had a good time and really nice weather too. The fun loving group consisted of  our President Gary Brink and First Lady Lynn, Steve and Kay Lambert, Jack O’Regan, Guy and Nila Sager and hosts Sam and Karen Barnard."We all enjoyed getting to meet and spend

some time with our new members Guy and Nila. They are nice and fun new friends. We are looking forward to seeing them again at the next rally. They also had their two year old grand daughter, Sidney, with them.  Not only is Sidney very pretty but she likes to fix things too."     Junior and Betty Patton were planning to attend the rally but had to cancel due to a death in the family. We missed them and our unit members send our sympathy and love to them for their loss."     On Thursday the early arrivals set up camp and then went to Denny's in Mt. Jackson for dinner. While we were there we caught up on all the latest happenings. The cookout on Friday was fun with good food and conversation. We had a warm, cheery campfire Friday and Saturday nights with lots of good stories. Sam told some real good ones about things he has seen and done - he could write a great book. Steve got to be the Fire Boss this time, he did a great job. Thank you to Steve and Kay for bringing the firewood."     Our group went on a tour of the caverns on Friday afternoon. It was absolutely beautiful! All the different colors, shapes and sizes of the stalagmites and stalactites and the many interesting chambers and rooms were unbelievable. Our spelunking adventure lasted over an hour to walk through all the rooms and pathways on the mile-long tour. At one point we were 165 feet below ground. The history of Endless  Caverns was interesting too. It was discovered in Oct. 1879 by two boys while they were hunting for rabbits. They found the cave when  they moved some rocks where a rabbit was hiding. The boys ran home to get ropes and candles, then they returned to explore the cave. To this day some parts of the cave have not yet been explored."    On Saturday morning, Gary and Lynn went to one of the local museums. They found it to be very interesting and learned a lot about the history of New Market. Saturday evening we went to Traditions in Harrisonburg for dinner. It is owned and operated by Mennonites and the food is delicious."      Our biggest worry for the weekend was Jack's temporary dog “Jackson". He was the campground's lost dog (a beautiful and friendly Golden Retriever) in desperate need of a good home. He took up residence at Jack's site (of course we fed him) and he took walks with Kay, Buttons, Karen and Rascal. We tried to find him a good home. On Sunday morning the campground people said they found him a home. We were all happy to hear that. Thank you to the Sagers for saying you would take him if no one else could."     On Sunday morning we all headed back home after saying "See you at Houston Fest!"" "

[email protected]!———————————————————————!NOTE FROM NANCY WHITELEY:!Dear Gary,!You asked for information of some sort from members and so I decided to give an update on my life.  Will be boring to some and interesting to others. So I will make it brief!!As one who loves winter, I am ready to cry ‘Uncle!’ In February during the coldest week here in Virginia I was in Vermont where the weather was not as bad.   Left Ron here to keep home fires burning while I went to take care of my daughter’s foster baby.  She hopes to be able to adopt this little girl who is now 3 months old but these things take time, patience, and lots of love.  Betsy has been with her since she was 13 days old, the first two weeks while this premie was in the NICU.  At three months she now weighs 8 pounds and is a real love!!  During January I again left Ron behind and went to Georgia where my son and his family now live.  Todd had to have a total hip replacement and they needed help.  He did well.  However, 3 weeks later he was forced to undergo total replacement of other hip and I was in Vermont so they had to call in other ‘parents.’  Good thing I’m retired!  But we never retire from motherhood!!!!Now that spring is stirring we may make a short trip to Florida!  Make sense?   I’m not sure but getting away together would be fun.!Blessings to all of you, traveling mercies as you go ‘down the road!’!Love,!Nancy!———————————————————————!EMAIL ADDRESS CHANGE:!JUNIOR & BETTY PATTON ask that you change their email address to the following:!! Rally will include an all-day (indoor) AARP Driver Education class on Saturday for seniors that helps those who take it get an insurance premium discount. There will be a pot luck dinner Friday night and a BBQ dinner at the lovely home of Paul and Cynthia Pearce in Ivy, VA, on Saturday night. Rally fee will cover the cost of the class and the BBQ dinner, but fee amount has not yet been determined. Campsites are around $55/night. Your members might be interested in participating, so we will send you more info as we get closer. This rally will be promoted in future issues of NORVA News. C A J U N C O U N T R Y CARAVAN: The arrival o f March 10 , 2014 , brought us to a long-anticipated rendezvous date for the C.C.C. in Breaux Bridge, Louisiana. Our caravan leaders, Larry & Judy Boudreaux, didn’t waste any time

immersing all of us in the Cajun Culture. As soon as introductions and a review of the driver’s manual were complete, we were served a delicious chicken & sausage gumbo dinner. When the tables were cleared, we were taught the intricacies of several Cajun dance steps (with the help of a video). This was just the beginning of a fantastic journey through the history, culture, victuals, character, music and country of the folks more commonly referred to as Cajuns.!!Our journey started on the following day in Baton Rouge to review history of the state and visit the center of political power in Louisiana (remember Huey P. Long?). Over the course of the following 15 days we saw places, did things, and ate food that we never would have had the opportunity to experience if we had not been on an organized caravan. To describe every individual event in this brief article is just not possible. The Governor’s Mansion, State Capitol, Louisiana State Museum, Rural Life Museum, Historic Konrico rice mill. Shadows on the Teche antibellum home, Joseph Jefferson Home, Tabasco Plant on Avery Island, Red’s Crawfish Farm, live performance at the Cattle Barn, Lake Martin swamp tour, visit to Petroleum Helicopters, Inc., etc., were only some of the places we had the privilege to visit. Have you ever tried Boudin (Cajun sausage usually made with pork and rice)? How about hot beignet’s and a cafe au lait for breakfast? Have you been served breakfast by the Mayor and Council Members of a small town (served in their council chamber), then been treated to a guided tour of their community? Have you ever eaten your way through that old song written by Hank Williams - Jumbalaya, Crawfish Pie, Filet Gumbo? We have. By the end of the caravan, many in our group were consuming 3-pound orders of boiled crawfish just like the locals! !!We haven’t started to mention the music. We challenge you to keep your feet still when listening to the toe-tapping Cajun or Zydeco music prevalent throughout southern Louisiana. We attended an impromptu concert staged in an historic Cattle Auction Barn, toured the shop of famous accordian player and builder Mark Savoy (the Cajun equivalent of

Wayne Henderson), enjoyed music and dancing while having dinner on several occasions and were guests at an evening Zydeco concert held in the center of the historic town of Abbeville. Finally, no visit to Cajun Country would be complete without a 9:00 am Saturday morning visit to Fred’s Lounge in Mamou, where the music (broadcast live on the local radio station) and dancing feet floated around the room as if it were New Year’s Eve. The grand finale to our caravan occurred at the Farewell Banquet when Judy & Larry Boudreaux declared all attendees to be Honorary Cajuns (we can now be addressed by our new behind name of “Brinkneaux”).!!This humble report only scratches the surface of the enjoyment we experienced on this caravan. In spite of all the places we visited and the wonderful things we did, the greatest treasures received during the C.C.C. were the new friendships formed with fellow WBCCI members that will endure forever. Our only advice to you is, get your names on the reservation list for this great trip and see for yourself! Thank you Judy & Larry for a great adventure!!

Amendment No. 1 Proposed by: International Board of Trustees !Amend the Constitution by Section 5 be amended by striking the partial sentence of line three, which reads: "unless such vote is to be unanimous" and insert in its place: "except when a request for Unanimous Consent is approved." !Sec.5 At the Delegates Meeting all voting, except voting on procedural matters, shall be

conducted by roll call of the Units with each Delegate casting the number of votes to which that unit is entitled ; unless such vote is to be unanimous in which case a roll-call may be dispensed with. WBCCI Officers shall be elected by a majority vote and should a candidate fail to obtain a majority upon the completion of the first roll-call, a second roll-call will be conducted and the Delegates will choose between the two candidates who received the highest and the second highest number of votes on the first roll-call. If there be only one candidate for an office, a roll-call may be dispensed with by unanimous consent of the Delegates.

The proposed wording of Section 5 reads as follows with the partial sentence to be added in "bold-face": ! Sec.5 At the Delegates Meeting all voting, except voting on procedural matters, shall be

Rationale: The current wording is somewhat unclear as to how and when the Delegates can request an alternate voting method other than by "Roll Call"; this revision is to clarify the method by which the Delegates can request a Unanimous Consent. This would also place this process for the Delegates Meeting in-line with the IBT Meeting voting process. __________________________________________________________________________________ April 2, 2015 !"These recommendations are forwarded to the Delegates at their 2015 annual Delegates Meeting by the Constitution and Bylaws Committee in accordance with the Constitution, Article XVI, Section 3, as follows: The Committee strongly recommends that the Delegates favorably pass this amendment to our Constitution. The amendment would then allow the Delegates to act on their proceedings with the same parliamentary method as now enjoyed by the International Board of Trustees which saves an extensive roll call vote if a UNANIMOUS CONSENT is approved. The Delegates even last year approved an amendment by roll call vote that was unanimous".
