1 Estate Sales: The 2016 Board of Directors passed a resolution addressing estate sales. The covenants do not allow sales by homeowners except during the two designated yard saledays. Steve (Agner) motioned that all estate sales can only be one day in duration, there can be no signage except for one usual size sign in the front yard, all parking should be on the same side as the residence holding the estate sale, and application needs to be made in advance to Talis with an accompanying $25.00 fee. The concrete work to fill in areas affected by the wires, steps and ladders has also been completed. The three week curing of the concrete will be completed before the end of March.

The old tile has been removed from the pool and new tile is being installed. New “No Diving” and depth tiles have been installed, as well. Additional work continues to replace pump motors and several impellers.

Colors for the pool deck have been decided by a group consisting of members of the ARC and the Board. While the weather has delayed some work, the new deck should be completed by the end of April. This should not affect the scheduled pool opening on May 5, 2018.

Properties system. We have strong finances and are able to complete the necessary rehabilitation of the pool within our budget and reserve requirements.

Please consider volunteering for a committee to help us all continue to make our community attractive and welcoming.

Help Wanted!

The Preserve Community Association is in need of a person with knowledge of accounting and finance to join an ad hoc financial committee. The objective is to review and document current financial practices and make recommendations for improvements to processes and reporting. This ad hoc financial committee will dissolve upon completion of the charter.

Semi-Yearly Assessment

The vast majority of homeowners at The Preserve have paid their $500 semi-yearly assessment that was due on January 1, 2018. However, a very few homeowners are delinquent and have not paid the assessment. If the assessment is not paid by May 1, 2018, all key card privileges to the fitness room and the pool will be discontinued.. Please contact Ammelia Helms at Towne Properties Raleigh (984-220-8686) for information on how to pay the semi-yearly assessment. Thank you.

Chatham County Water Conservation Ordinance Regarding the Watering of

Lawns

In February 2008 Chatham County adopted a YEAR-ROUND WATER CONSERVATION ORDINANCE. The revisions allow county water system customers to use automated irrigation on two days per week, applying up to one inch of water per week.

The Preserve is scheduled to irrigate on Mondays and Thursdays. Irrigation times are from 12 midnight to 7:00 AM. Irrigation can start on Sundays at midnight and stop at 7:00 AM Mondays and start at midnight on Wednesdays and stop at 7:00 AM on Thursdays.

Penalties for failing to comply with these requirements are:

• First Offense: Written Warning

• Second Offense: A penalty of $250 per occurrence

• Third Offense: A penalty of $500 per occurrence

• Fourth Offense: Water service will be interrupted

Chatham Connecting

If you are new to Chatham County, or if you would like to get involved by volunteering or donating to an organization in Chatham County, check out Chatham Connecting. It is an online resource designed to connect individuals in need, non-profit service agencies, and donors or volunteers in Chatham County.

When you go to http://www.chathamconnecting.org you will find tabs for donations or volunteer opportunities, as well as a “How You Can Help Now” section. It is a wonderful resource that will allow you to get involved in helping those in need in Chatham County.

Jacqueline Washington, Towne Properties Liaison with The Preserve

Each Tuesday, Jacqueline Washington, who is the new Towne Properties liaison with The Preserve, will be at the POA Clubhouse, 833 The Preserve Trail, from 2:00-4:30 PM to help residents with any problems, questions, or concerns. She will also handle onsite issues and monitor the various facilities. If you would like to contact Jacqueline, she can be reached at 708-257-6565.

Jacqueline has worked for Avicennes Pharmacists as an events coordinator. She has also worked for AmeriGroup as a marketing manager. She served as Vice President on the Board of Directors at her condo community in Riverdale, Illinois.

Community Information

“Covenants Corner”

This month we want to conclude our focus on Section 8 of The Architectural and Site Design Guidelines. But please remember that the official document as amended and re-stated effective February 20,2014, always prevails.

Section 8.0 “Site Requirements”: Accessory and Decorative Structures.

8.01 – 8.04 Please see March 2018 newsletter

8.05 Swimming Pools/Hot Tubs/Water Features.

Any proposed pool, hot tubs, fountains, etc., must comply with NC State Law in addition to the Design Guidelines.

Above ground pools are prohibited. Bubble covers for below ground pools are prohibited. Pools may not be installed in the front or side yard of any home. All plans for pools must be submitted to the ARB for approval. Pools installed in rear yards adjacent to the golf course or other lots will be subject to additional screening requirements as imposed by the ARB.

Outdoor hot tubs are approved. Location shall be shown on the site plan and/or landscape plan. They shall not be installed on the front or side yard of any home. Those installed in the rear yard adjacent to the golf course or other lots will be subject to additional screening requirements as imposed by the ARB.

8.06 Decorative Objects.

No decorative objects may be placed in the street side or side yard of any home. This includes the following: SCULPTURES, BIRD BATHS, FOUNTAINS, BIRD HOUSES, and LAWN ORNAMENTS. All decorative objects placed on the property are subject to ARB/ARC approval. Decorative planters may be placed around the home. However, the size, number and type are subject to ARB/ARC approval.

8.07 Clotheslines.

There shall be no outdoor clotheslines on any home site.

8.08 Tennis Courts.

Private tennis courts are prohibited.

8.09 Pet Enclosures/Houses.

Bird houses are allowed as long as they are not placed in the side or street side yard. Pet enclosures/houses/dog runs are NOT allowed. All pets shall be kept on leash when outside.

8.10 Mailboxes.

Mailboxes are restricted to the type and style approved by the ARB. No other type of mailbox is permitted.

8.11 Swing Sets/Play Structures/Trampolines.

These are allowed under certain conditions. They are NOT permitted in front and side yards and generally should NOT be visible from any street. Those located adjacent to the golf course shall be approved by the ARB/ARC prior to installation and subject to additional screening requirements as imposed by the ARB. Plans showing the location and

finish of all play structures must be submitted and approved by the ARB prior to construction.

Basketball goals are permitted. If permanent, the location shall be submitted and approved by the ARB prior to construction. If portable, it must remain on the driveway near the garage area and away from the street. No portable goals shall be placed on any roads within the community at any time.

Next month we will turn our attention to Section 12 of the ARB Guidelines.

Architectural Review Board vs. Architectural Review Committee

ARB

The Architectural Review Board is a group of professional builders, landscape architects and architects paid by The Preserve to review new construction and construction to existing homes that requires permitting. Applications for review should be sent directly to: The Preserve Architectural Review Board, Shaw Design & Associates at(919) 493-0528, email: [email protected]. This review board has scheduled meetings twice monthly.

ARC

For less complicated exterior revisions such as landscape revisions, tree removals, walkway installation, fences, changes in exterior paint colors, change of shutters and/or doors, and the addition of play structures, the Architectural Review Committee will review and approve/disapprove. This committee is composed of resident volunteers who do not have regular meetings but do site visits as necessary for approval/disapproval. These requests should be sent directly to Towne Properties Raleigh District (Attention: Ammelia Helms), by email to: [email protected], by fax at 919-376-8800 (for applications that do not need to be reviewed in color), or by mailing to 8305 Falls of Neuse Road, Suite 200, P.O. Box 99149, Raleigh, NC 27615. Decisions are usually provided within two weeks if all requested documentation is presented with the application.

Volunteers Needed for Social Committee Events and Children’s’ Parties

Annie Mailloux, Social Committee Chairperson, is in charge of planning the social activities for The Preserve residents. Volunteers are needed to help make these events a reality. A budget is available for each event, and if you would like to volunteer to help Annie, please contact her at [email protected].

In addition, a chairperson is needed for organizing parties for the children in The Preserve. Parties have been traditionally held at Easter, Halloween, and Christmas. Summer get togethers at the pool have also been held. Contact Annie if you or you and a friend would like to organize children’s parties.

Board of Directors Treasurer--December 2013-March 2018

The Preserve Board of Directors would like to thank Jan Horton for serving as Treasurer of the Board for the past four years. Jan and her husband Neil moved to The Preserve in December 2011. In December 2013, the Board of Directors asked Jan to be Treasurer of the Board. She has served since then, managing the accounts and, when Towne Properties purchased Talis, managing the transition to a new accounting system. She informed the Board that she would be retiring from her position in March 2018.

Jan has been active in many of The Preserve’s activities. She helped restart the quarterly Neighborhood Coffees, she also participates in the weekly Mah Jongg games, she enjoys Bunco, and she is a talented member of the Word Wizards group. She also enjoys traveling, cooking,

baking, and has recently started playing golf.

The Board of Directors appreciates all of the time and effort Jan spent on keeping the financials organized. Thanks, Jan!

Adopt-A-Highway Program

Joan and Glenn Tyra want you to remember when residents of The Preserve picked up the trash along Big Woods Road--it looked so much better than it does today. It's time for us again to contribute to this important environmental effort. We are working with the Adopt-AHighway program of the North Carolina Department of Transportation to take responsibility for two miles of Big Woods Road, one mile on each side of The Preserve Trail. Hopefully this will inspire the other homeowners off of Big Woods to adopt a portion of Big Woods. Additional information will be posted on NextDoor or included in the May edition of The Preserve Perspective as to the start date and sign-up procedures.

Spring Fundraising Event

On Sunday, April 15, 2018, Communities In Schools (CIS) of Chatham County will host its annual Spring Fundraising Event combined with a 50/50 Raffle and Silent Auction at The Chatham County Agriculture & Conference Center in Pittsboro from 5pm-8pm. This fundraising event will build sustaining support for vulnerable children and youth throughout Chatham County. The 2018 theme is: Juke! Jive! Jazz for the Kids! with live music provided by the Onyx Club Boys.

Changes Coming to PORCH in The Preserve

Starting in April, PORCH will become a semiannual collection program in The Preserve. Because of dwindling contributions each month, PORCH organizers Marty and Linda Hunicutt hope that by collecting twice a year, Preserve residents will be generous in their contributions.

PORCH will now be collected on the third Monday and Tuesday in May and November. Notices will appear on NextDoor and in The Preserve Perspective reminding residents of the collection dates and houses where donations can be made.

If you want to make a food donation to PORCH during the rest of the year, a collection bin will remain at the realty office, 840 The Preserve Trail. Calling all lady golfers! The Preserve Ladies Golf Association (PLGA) kicks off its 2018 season on Wednesday, April 4. We meet each Wednesday or Thursday from April through October for golf, lunch, and great fun.

Stars for our Troops

Preserve resident Rita Sparano is a member of Stars for Our Troops, a group that presents embroidered stars from flags to active military and to veterans. If you have a 3’ x 5’ American flag with embroidered stars that no longer can be flown because of its condition, please contact Rita at

[email protected] or 919-542-4927. The stars are cut out and packaged with these words: “I am a part of an American flag that proudly flew in the USA. I can no longer fly in the sun and wind; I have become tattered and torn but not forgotten. Please carry me as a reminder. March Riddle:

Not far off shore a ship is afloat with a rope ladder hanging over her side. The rope has 10 rungs. The distance between each rung is 12 inches. The lowest rung touches the water. The ocean is calm. Because of the incoming tide, the surface of the water rises 4 inches per hour. How soon will the water cover the third rung from the top rung of the rope ladder?

Answer:

Since the boat is afloat, it rises with the tide and the water never reaches the third rung.

April Riddle:

Watercolor Painting Class

Have you always wanted to learn to paint with watercolors? Or are you ready to update your skills and learn some new techniques? Preserve Resident Roger Blunk will teach you the basic skills as well as new methods. The class meets every Friday from 9:30-11:30 AM at The Preserve POA clubhouse.

A Bi-Monthly Social Group for Residents of The Preserve

You can join other wine and beer enthusiasts who want to travel around the world, enjoying wine, beer, and appetizers. Newcomers Club of Greater Chapel Hill Meet & Greet

Monday April 9 @ 5:30 PM

If you have moved to the Chapel Hill area within the last three years, and you are looking for things to do in the community, check out the Newcomers Club of Greater Chapel Hill. The Newcomers Club is an organization where adults who are new to the area can meet through a variety of social activities and 19 interest groups. Whether you like hiking or wine tasting, dinner groups or book clubs, there is something for almost everyone.

Chapel Hill Newcomers holds a Meet & Greet on Monday, April 9 at 5:30 PM at the Crossroads Bar at the Carolina Inn, 211 Pittsboro Street, Chapel Hill. The Meet & Greet is very informal; you can stop by to have a drink and meet other people who are current members or new residents to the area. This is a great way to find out about the various activities that the Newcomers group offers.

Gals on the Go

Thursday, April 26, 2018

On Thursday, April 26, Gals on the Go will journey to the M & M Alpaca Ranch, 7084 US Hwy 64, Pittsboro. Join us to learn about these lovely pack animals that give us the fleece off of their backs so we can wear sweaters on ours. A $5.00 admission fee will be collected at the ranch gift shop before the tour. Wear your walking shoes!

We will meet at the POA Clubhouse at 9:15 AM for a 9:30 AM departure. Please RSVP by April 19 to Chris Grace ([email protected]) or Julia Pietruszewski ([email protected]). Please let Chris or Julia know if you can drive.

After the tour, we will have lunch at noon at the S & T Soda Shoppe in Pittsboro. Please join Gals on the Go for a fun adventure. Chris Grace, Julia Pietruszewski, and Annie Mailloux are in charge of this trip.

The Preserve Book Club

In April, The Preserve Book Club will be discussing: Silver Bay by Jojo Moyes—Fiction, 400 pages From the New York Times bestselling author of "Me Before You" and "One Plus One," a surprising and moving romance set in an old-fashioned seaside town on the verge of unwelcome change. Evening Christian Book Study Group

First and Third Tuesdays at 7:00 PM

The members of the Christian Book Study Group would like to thank Becky Durham for her years of leadership. George and Rose Mills are the new leaders, and the group is enjoying reading and discussing the book “The Story” by Max Lucado and Randy Frazee.

Couples Billiards

Save the Date: May 12, 2018 at 7:30 pm

Are you interested in meeting other couples who enjoy playing billiards but you don’t have a pool table? No pool table is necessary to participate in COUPLES BILLIARDS! You can’t come every month? No yearlong commitment is necessary; you can play when you can!

The billiards group plays every other month on the second Saturday at 7:30 PM. Our next scheduled date is Saturday, May 12. Depending on how many people play, we split up with a maximum of eight people per host home. We all meet at the end for dessert, and prizes are handed out!

You do not have to be a skilled player to join, nor do you have to have a pool table. For those new to the neighborhood, it is a nice way to get to know your neighbors. Game Night is open to all men in The Preserve and will be held at the POA Clubhouse on Friday, April 6 at 8:00 PM. The games will be on the first Friday of each month unless that Friday is on a holiday weekend, in which case the games will be on the second Friday of the month.

Everyone is welcome to join our friendly games. We play

every Monday at 1:00 PM at the golf clubhouse.

American Mah Jongg is an exciting, rummy-like game

played with tiles. It is easy to learn, and beginners as well

as experienced players are welcome. There is no need to

buy a tile set in order to play, but please bring your

current National Mah Jongg League card if you have one.
