You may be aware that there is a proposal to build a new facility for the existing Designech charter high school onOracle’s Redwood Shores Campus, and there remain open
questions about many aspects of this project.Te proposed facility will accommodate 550-600 studentsand faculty in grades 9-12. Design ech is chartered to theSan Mateo Union High School District, although theShores is part of the Sequoia Union High School District.
School officials have stated that student enrollment will bedetermined by a “lottery” system, but it is not yet clear:
What qualications (academic, residential, etc.) are required•to enter the lottery? How will the lottery then work?
How many students from the Sequoia HS District•(Belmont, Woodside, Atherton, San Carlos, Redwood City and
Menlo Park ) will be accepted?How many students from the Shores will be accepted?•
Concerns have been expressed about the effectiveness of theproposed 'No Driving Policy' and the potential impact of 550+ high school students on traffic and parking insurrounding areas, ensuring public access to the waterfrontduring school hours, and on potential overcrowding of theRedwood Shores Library after school hours.

On Monday night,March 8th, we held the2016 State of the City Address at City Hall.
Te State of the City Address took on a different format thisyear.
For the rst time, theState of the City Address was given, notby the Mayor and ViceMayor alone, but by theentire City Councilteam; each member
providing their thoughts on “Looking Forward” as it relatesto one of our Core Strategic Initiatives.
Looking Forward in Redwood City, we have a bright future.Here are a few of the things we’re looking forward to…
o A nalized plan to replace the Woodside Road / 101
interchange.o Housing options for everyone.
o Rejuvenated parks.
o Increased infrastructure improvements.
o Better communications.
o Replacing our outdated Veterans Memorial SeniorCenter.
o Expanded use of recycled water.
o Increased public art.
o A safer community with our public safety teams having the training opportunities and resources they need tomeet the increasing & changing needs in our community.
o Economic development, with a special focus onpreserving small businesses.
What will it take to accomplish all that, and more? While it will take “nuts and bolts” like scal responsibility, risk management, innovation, and strategic partnerships, we’rein the business of Building A Better Community ogetherand at the very core of that, our most critical resource andtool to accomplishing great things Looking Forward is our
people; EACH OHER! Our Staff, our Council, and moimportantly, our Community.
o our Community: Tank you for your support. Fcaring enough to be engaged. For the creativity, wisdoand time you’re willing to invest with us in LookinForward. Whether we are out and about enjoying our Citalking to folks at various events or perusing the onli world, there are clearly some things that we need to do a
community to be even greater.
We need to talk more “with” each other and less “to” an“about” each other. Our community will not thrive unle we nd opportunities to have face-to-face conversations.
We need to revitalize neighborliness. Meet neighborhoods and blocks and be ready and willing to heeach other out.
We need solution-oriented responses to our challenges. Itunderstandable when a community disagrees with eaother, but we need to go one step beyond and be willing
follow up sharing our concerns with solutions and an oustretched hand, ready and willing to help.
We need to celebrate our diversity. Not only age, racreligion, socio-economic status, but the diversity of our ideand tastes for things in the community. Ideas that adifferent need to be just that….different, not bad or wron
Anything that we want to achieve as a community will tathe collective wisdom, strengths, dedication, positioutlook and hard work of ALL of us. Our Community, ostaff and our Council.

On Saturday, April 16, 2016, from 11a.m. until 4 p.m., the San MateoCounty History Museum will presentits 11th Annual Maritime Day.
Tis FREE event highlights the exhibitgallery that features 24 model shipshand crafted by expert model maker
Charles Parsons. Children will beinvited to design their own model ships,calculate the amount of cargo a ship can
hold and create miniature lighthouses. Sea Scouts will beteaching maritime skills.
Tis year’s Maritime Day is being organized in conjunction with the San Mateo County SEM Festival to be held onCourthouse Square, just in front of the History Museum. Teactivities introduce kids and adults to SEM (Science,echnology, Engineering and Math) through fun experiments,speakers and demonstrations. Te different activities will be
both within the History Museum and on Courthouse Square.Student volunteers will be participating as part of Global YouthService Day.
SEM Festival 2016 is the rst free county-wide festival topromote Science, echnology, Engineering, and Math
(SEM) to youth through hands-on experiments, presentations, speakers, and demonstrations.
SEM Festival 2016 will be held at the Redwood CitCourthouse Square on April 16, 2016. Our mission is to geyouth interested in SEM subjects and future careers throughinteresting interactions with local businesses, nonprots anexperts. Tis event will be part of Global Youth Service Dayfunded in part by a grant from State Farm and supportethrough Youth Service America. We anticipate reaching ove1000 youth in the county.

April 5 – June 23On April 5 the San Mateo County History Museum will openits newest exhibit in the rst oor central rotunda entitled,“Experience the West: Sunset Cover Art.”
Originally a promotional magazine for the Southern PacicRailroad, Sunset magazine was established in 1898. Temagazine was purchased in 1929 by advertising executiveLawrence W. Lane who changed the format to have a Westernlifestyle emphasis.
From 1951 through 2015, Sunset was headquartered in MenloPark in San Mateo County. Referred to as the Laboratory of Western Living, the campus included test gardens and a testkitchen and served as the location for much of the magazine’sphotography.
Te “Experience the West: Sunset Cover Art” exhibit
features framed pieces that once graced Sunset’s Menlo Park offices. Each piece presents an original Sunset magazine covercovering the period from 1898 to 1981. Among the 16 Sunsetcovers that will be exhibited is the inaugural May 1898 edition.
Te posters will be hanging in the Rotunda from April 5-June23. Tey will be available to view during regular museumhours, uesday through Sunday 1:000am-4:00pm.

We have begun actively planning for the 2016-17 schoolyear, state testing will take place in grades 3-8 in early May,and our plans for the Sandpiper School expansion arecontinuing.
Transiional Kindergaren a RWS Elemenary As you may know, school districts across California beganoffering a new program called ransitional Kindergarten(K) three years ago.
As the state moved the birthday guidelines for incoming kindergarteners from December 5 to September 1 so thatnearly all students are 5 years of age before starting Kindergarten, it legislated a new year-long kindergartenreadiness program (K) for the students who turn 5 during September, October, and November.
We typically have three classes of K, which to date havebeen housed at Nesbit School in Belmont. Beginning in2016-17, Redwood Shores Elementary will host one of theclasses so that families living in the Shores are able to sendtheir K students to a K program in the Shores. We areexcited about this development!
Sae TesingTis spring will mark the second year for our new state testsin math and English. Te computer-based tests are alignedto California’s new academic standards, and our studentsperformed very well last year (20 percentage points higherthan the county average).
Science will be added to the state test in 3 years. California adopted new science standards two years ago, we expect toselect new instructional materials in 2017-18, and students will take the new science test in 2018-19.
Sandpiper School Expansion As advertised in last month’s PILO , we hosted a community meeting on March 12 to walk through the siteand answer questions regarding the expansion from a K-5school to a K-8.
Tank you to the approximately sixty community members who attended!
Te questions and comments largely focused on the locationof new basketball courts, our trash and recycling enclosure,and local traffic impacts. Reading between the lines, I think that means we have found the right location for the new classroom building and public restroom!
We will continue to work with the neighbors on theenclosure location and playground conguration, and the
City of Redwood City is hiring independent consultantsanalyze potential environmental and traffic impacts to tarea. Teir report should come out in July, and we wcoordinate with the City to notify the community of threport during the public comment period.
Should any potential impacts be identied, we will develadjustments to our programs and make improvements
the parking and drop-off areas to address those potentimpacts. Overall, we expect this expansion to improve traffibecause 175 middle grades students who live in the Shocan walk and bike to Sandpiper rather than commute Ralston Middle School and back each day.
Over the course of the spring, we will post updatSandpiper plans on our website at brssd.org. Te updat will correspond with our public board meetings: April 2May 12, June 2 and 16.

Te Redwood Shores ennis Club’s 2016 season is getting underway. We had intended to hold Membership Mania onMarch 12 but rain (wonderful rain!) got in the way. After 4years of drought, can’t complain about the rain! At the timeof this writing, we are anticipating a combined MembershipMania-ournament event on March 19.
RSC is a Redwood Shores neighborhood tennis club thatfocuses on fun tennis: Friends playing tennis. Tis is notcutthroat tennis! We enjoy tennis and, afterwards, gathertogether for a convivial evening of food, wine, andconversation. We play on Shorebird and Dolphin Park courts.
New members are welcomed: Membership is restricted toadult tennis players rated 3.0 (intermediate) and up. If youaren’t sure whether your level is at least 3.0, please note thatthe NRP Ratings describes 3.0 as: “fairly consistent whenhitting medium-paced shots, but is not comfortable with allstrokes and lacks accuracy when trying for directional control,depth, pace or altering distance of shots.” NRP Ratingsdescribes 2.5 as “learning to judge where the oncoming ball isgoing and how much swing is needed to return it consistently.Movement to the ball and recovery are often not efficient. Can
sustain a backcourt rally of slow pace with otherplayers of similar ability and is beginning todevelop strokes.”
Our season runs fromMarch-November, witha tournament and a social evening monthly.Our August social is anafternoon BBQ in thepark. Redwood Shores? What's that? My family and I had no idea years ago when the company I was with transferred me fromNew York to San Francisco.
I'd been to San Francisco for business meetings, but wasn'tfamiliar with Bay Area communities. Quick tours on our own
and with realtors helped, but still, after a cross-country move with a baby just a few months old, everything was a blur.
But then we heard about a community called Redwood Shores.Tere were homes on the water and the neighborhood seemedpleasant and soothing. We needed soothing.
Since my career kept me extremely busy, for a long time I only experienced Redwood Shores in glimpses every now and then. And when you're only glimpsing, you tend to take things forgranted. But now when I think about it, Redwood Shores isan extraordinary community. It's still as pleasant and soothing as when my family and I found our way here, but there's alsogreat energy.
Redwood Shores is a residential and business community withbalance. We have pleasing, soothing residential neighborhoodsand innovative businesses, all surrounded by lots of landscaping, parklands, wide water and lagoons. And natural wildlife habitats. Tere's ora and fauna close to home. Noneed to travel miles to enjoy nature. We have trails for strolling and bicycling. We have schools and our local library.
With some of the most innovative companies in the worlddoing business here, our community is cutting edge. And we
have exciting sports events, with top college rowing teamscompeting here each Spring and soccer and tennis throughoutthe year.
Redwood Shores is somehow tranquil, yet energetic andbustling. How can that be? Right here in the heart of a majormetropolis. Actually metropolis...plural. Because we're so close
to San Francisco, San Jose andother South Bay and East Bay city centers. And! And! And!Silicon Valley!
If there's such a thing as an oasis
in the heart of – but away from– it all, it's this place calledRedwood Shores.

A denition of “senioritis”sounds something like this: a highly contagious diseasecausing one to experience anextreme lack of incentive, a
constant need to overeatsugary cereal late into nightand a perpetual sense of sleepdeprivation. It affects teenagestudents in the secondsemester of their senior year, particularly during the months January to June, which also happens to be the time whcollege applications are just nished and motivation is at an time low. Side effects include extreme frustration with anythiinvolving a number two pencil, a curious hatred towabubbles on scantron tests and severe pain in the brain area
any mention of the word “SA.”
Tis epidemic of senioritis is now affecting a large populatioof high school teenagers, and like many others, I told mysel would not be victim. “I can ght it,” I assured myself, likemany others do. But its temptations eventually overcame mand before I could do anything, I fell under its grasp.
Tey say at the moment when you are about to reach tultimate end, your life ashes before your eyes. Standing at mend, facing my future of ivy-covered college buildings an watching my childhood come to a close, ashes of my p
become more frequent now. I see the rst day I walked onthe grounds of my high school, my freshman backpaembarrassingly dorky in its overlled glory, my hands nervouclutching a tall stack of textbooks. I see the second year, msteps a little broader, making every effort to join clubs and nmore friends. Ten I see the third year, an overwhelming waof head-throbbing nights spent studying for tests and tshadows of college applications looming. And nally I see tfourth year, a year of desperately clinging onto the past anlooking forward to the future all at once, a coexistence confusion and condence.
And as the days tick by and I come closer to parting with mfamily, my friends and my childhood, I can’t help but look baon those moments. Miniscule moments, so easily drowned oby the noise around me, now suddenly shining with utmoimportance. I count down the days until I will stop returnihome every day after school, shouting “What’s for dinner?”I walk through the front door. I latch onto the days when I wstill hitch a ride with my parents for weekend grocery trips walk to my best friend’s house next door.

In the midst of 100 percents and 4.0 GPAs, blinded by 240on the SA and 32s on the AC, I now realize hindsight truis twenty-twenty.
Because as the months slip by, I nd there never really will a time quite like this. It is something bittersweet, the fadiof one milestone of my life and the introducing of anoth
one, the end of something I can’t quite put my nger onnd myself in a place I have never experienced before, a pla where I am standing on the edge of a cliff between childhoand college, and I am left with a view of everything I lbehind.
From this view I look back onto those seemingly insignicamoments, and I realize how many moments in a day unnoticed, and how many days in a year pass so quickly. Wsay we should not take things for granted, yet it so eashappens. Finding myself stuck in this position, when eve
day feels like another day of my nostalgic youth slipping byrealize the importance of grasping every detail is inniteimportant.
Second semester senior year has taught me several things: Ycan be tired of everything, ready to throw in the towoverwhelmed by years of the same rules and obligations, byou’ll never nd childhood like this again. During any poiin life, in the face of a bright future and high expectations, tsmallest details of the present are always worth rememberinTe cheap birthday parties, the chocolate ice cream straigfrom the carton, the long nights spent reading ction boo
under a lamp; they seem insignicant, but they hosomething so eetingly special, we can hardly grasp it until gone. ake it from someone who is currently sleep deprivelasting on two cups of coffee, but also trying to hold onto tlast strands of home before it all slips away.

APRIL SHOWERS BRING MAY FLOWERS !Or so the old saying goes. We still need more rainfall after fouryears of serious drought – bring it on, but please let it besoothing gentle rain or even a downpour during the evening
hours when we are home relaxing with family and friends, andnot on the freeways struggling with our daily commute andhordes of drivers who seem to lose their patience and whateverdriving skills they may have learned years ago as soon as thepavement gets wet. Tose of us who were raised in colderclimates seem to be more adept at navigating those wet,slippery, snowy or icy roadways! Or at least we like to believe we are.
We’re heading down to Palm Springs in early April – ourtraditional annual trek to the desert for sunshine, rest, reading
and relaxation. Years ago, we would drive to the desert – analways hilarious road trip adventure with good friends. SinceI adore driving, I was always the designated driver. SF to PalmSprings – no problem – I was behind the wheel the entire time.
One of the best sights as we sped down the Grapevine wasseeing the adjacent hills ablaze with springtime golden poppiesand blue lupine – it was such a spectacular sight that almosttook your breath away. Now we y south, and I always missthose yellow and blue hills.
Some of our readers have asked for vegetarian recipes, so Ithought that I would share our daughter’s favorite easy, vegan
Black Bean Chili and Vegetables recipe that she rst madeseveral years ago when they decided to become vegan for Lent.Tat well intentioned resolution did not last very long at all,but she still makes this great avorful and easy chili recipe. If you aren’t vegan, you can always top the chili with a littlecheese and/or sour cream!
Black Bean Chili wih Vegeables
1 ablespoon Olive Oil1 Medium Onion, chopped (small dice)1 Green Bell Pepper, seeded, chopped (small dice)3 Cloves Garlic, minced
1 Large Carrot, peeled, chopped (small dice)1 Pound Zucchini, chopped (medium dice)1 Cup Frozen or Fresh Corn (defrosted if frozen)2 Cups Vegetable Broth3 ablespoons Chili Powder2 easpoons Ground Cumin1 easpoon Oregano1 easpoon Kosher Salt¼ easpoon Cayenne Pepper¼ easpoon Freshly Ground Black Pepper
1 28 Ounce Can Diced omatoes (we like Muir Gle2 ablespoons omato Paste1 15 Ounce Cans Black Beans (Low Sodium), draand rinsed1 Bunch Cilantro, chopped2 easpoons Agave Nectar Juice from One Lime
Heat olive oil in a large Dutch oven. Add the onions and g
bell peppers and cook until the onions are translucent, ab4 – 7 minutes. Add the garlic and sauté for another min Add the chili powder, cumin, oregano, salt, cayenne and bpepper, and cook, stirring constantly until the spicesfragrant. Mix in the carrots, zucchini and corn. Addvegetable broth. Te vegetables should be submerged.
Bring the mixture to a boil. urn down the heat and simcovered, until the carrots are tender and the zucchini is about 10 minutes. Add the tomatoes, tomato paste, bbeans, and cilantro. Cover and continue cooking untilmixture is slightly thickened – about 10 minutes. Mix in
agave and lime juice. Add more salt to taste, if necessary,serve. op with sliced avocado and sprigs of cilantro, or if wish, grated cheddar cheese or Monterey jack cheese or cream. Enjoy – Spring is right around the corner!

Le’s Be Careful Ou ThereTe winter rains nally came back again in March. Ourstreets get wet and slick, but we still see speeds of 45-50mph on the main roadways in the residential areas east of Bridge Parkway.
Tis is just much too fast in our residential neighborhoods!
Even if the streets are dry, take a few extra seconds to get where you’re going and slow down on your way in or outof the Shores.
Suppor Our Shores BUSINESS Neighbors We want to again recognize the important contributionsthat our local businesses make to the high quality of life we enjoy here in the Shores. Redwood City has for many years worked hard to create a great business climate, and we are fortunate to have many great business neighborshere in Redwood Shores and Belmont Shores.
We have large companies like EA and Oracle and satellite
offices of several multi-nationals, but we also have many
smaller businesses which provide important services to our
Shores community.
Many of these businesses, with their advertising sponsor-ship, support RSCA’s communications outreach to theShores. Tis includes the (signicant) cost of printing andmailing these issues of Te PILO each month to every household and most businesses in the Shores — all at nocost to you.
Please look carefully through each issue and take specialnote of those businesses which support RSCA in TePILO . Make an effort to patronize these local businesses whenever possible.

LOCK UP! Let’s not make it so easy for those who wouldtake advantage in our community. Lock your cars, evenin your driveways. Lock your home (front and backdoors), even if you only step out for a few minutes. Anddon’t encourage a break-in by leaving valuables like cellphones, laptops, iPads, and GPS units in plain sight, eitherin your car or at home.

Door‐o‐Door Soliciatons?Most residential areas of the Shores are clearly posted forNO door-to-door solicitations. But we still seem to begetting (mostly young) people going from home to home with one sales pitch or another. With only a few religiousor charitable exceptions, anyone going door to door musthave a Solicitation Permit issued by Redwood City.
If a solicitor shows up at your front door, ask to see theirSolicitation Permit and identication. If they can notprovide those two items, call RWC Police immediatelyEven if their purposes turns out to be legitimate, RWC
Police want the opportunity to check out these people.Remember: knocking on doors is one way for thieves tond out if anyone is home or if the home might be empty
