The Ontario Police Memorial

The Memorial was created to honour those police officers in

the Province of Ontario who lost their lives in the line of duty.

The names of all known fallen officers are inscribed upon the

Wall of Honour.

This year, we add the names of the following “Heroes in Life,Not Death.”

On behalf of the Ontario Police Memorial Foundation I would like to welcomefamily members, honoured guests, police service members both active andretired and members of the public to our 8th Annual Ceremony of Remembrance.

A special welcome is extended to the families of the Officers being honouredhere today.

The Ontario Police Memorial Wall of Honour enshrines the names of two hundredand thirty one officers who have given their lives while serving and protectingthe people of Ontario. This year we sadly add three more names. Those wholost their lives in service since May 2006 are; Constable John C. Atkinson of theWindsor Police Service, Constable Donald J.Y. Doucet of the Sault Ste. MariePolice Service and Ontario Provincial Police Constable David Mounsey of theHuron OPP.

We are proudly adding three other names from Ontario's historic past. Officerswho were lost, in the performance of their sworn duty. They are; Constable JohnR. Davey of the Cornwall Police, County Constable Albert C. Springstead of theWentworth County and Traffic Officer Miles Campbell of the Department ofHighways, Ottawa.

Today we gather in remembrance, fellowship and celebration of our 'Heroes inLife, Not Death.”

On August 12th, 1998, Waterloo Regional PoliceConstable David Nicholson lost his life while trying to recover the body of a child who drowned in theGrand River at the Parkhill Dam in Cambridge, Ontario.

In expressing their appreciation and gratitude to familyand friends, Mrs. Wendy Nicholson and sons Mitch,Reid and Josh stated in part, “.....Dave’s death has beenpainful and devastating. He was our hero in life, notdeath. Our memories of him are rich and immeasurable, filling our hearts with both deep joyand profound pain.....”

Wendy Nicholson’s words are the inspiration for theinscription on the Ontario Police Memorial.

Heroes in Life, Not Death

The Ontario Police Memorial Pin

The pewter pin replicates the OntarioPolice Memorial’s Wall of Honour.The badge represents the police officer’s authority, and the trillium the

official flower of the Province of Ontario. Family members ofthe Honour Roll officers will have a white trillium on their pin.

The Ontario Police Memorial Pin has been approved for uniform use by the Ontario Association of Chiefs of Police asfollows:

1. On the day that a police officer is killed in the line of duty,until sundown on the day of the officer’s funeral.

2. During the Ontario Police Memorial Day, the first Sundayin May.

3. During the Canadian Police/Peace Officer’s Memorial Dayon the last Sunday of September.

Almost 88 years after he was killed on duty, apolice officer from Stoney Creek will finallybe recognized for making the ultimate sacrifice.

Hamilton police and its union will honourChief Constable Alfred Case Springstead May6 when the Wentworth County Constabularyofficer's name is added to the Ontario PoliceMemorial at Queen's Park.

Remarkably, the story of his murder had slidinto obscurity.

On Nov. 29, 1919, murderer Paul Kowalski,who was awaiting the hangman in Barton Jail,stabbed Springstead with his own pocket knifeand bludgeoned him to death in a desperate bidto escape death row.

He also killed the jail's head turnkey andwounded two other guards.

Case Springstead, as he liked to be called, wasa very easygoing career police officer, saysHamilton police historian Tim Fletcher.

"He was probably the chief of the WentworthCounty Constabulary, as it was then known. Hewas a police officer with full police powers.

"Up until the day he was killed, there was nothingnoteworthy about him except that everyone inWentworth County knew him."

Paul Kowalski was a Polish immigrant, whohad been in Montreal for 18 months during the

First World War as a "dangerous alien." Hecame to Hamilton with his wife shortly afterhis release in 1919.

That February, another gambler living in thesame boarding home, who had flashed $1,000in winnings, was found beaten to death behindthe rooming house. A trail of blood led to theKowalskis' room and, after arresting the couple,police found the cash hidden under Kowalski'swife's skirts.

Only Paul Kowalski went to trial for the murder,though, and he was sentenced to hang inBarton Jail, Dec. 19, 1919. Back then, both thejail and the county police force were under theauthority of the Wentworth County Sheriff.

Kowalski appeared to be a trouble-free condemnedprisoner, but in reality had learned his appealfor retrial had been denied. He planned aprison break.

Around 7 a.m. on Nov. 29, Springstead andthree turnkeys brought Kowalski his breakfast,including an apple. As usual, the condemnedman was given only a spoon.

"It was a custom of Springstead and chiefturnkey Arthur Awty to let Kowalski takesome exercise in the hallway in front of thecells," Fletcher said.

Kowalski asked Springstead for his pocketknife to peel his apple and, remarkably,Springstead gave it to him, Fletcher added.

At 10 a.m., Kowalski suddenly whipped offhis bandana, wrapped it around Springstead'sneck and used the spoon as a tourniquet leveruntil Springstead fell dead or unconscious tothe floor.

He picked up a bench, smashed open a windowframe and grabbed a heavy iron bar called asash weight and smashed in Springstead'shead.

Kowalski then hid behind a solid woodendoor, knife in his left hand, steel bar in hisright. When Awty unlocked the wooden gateand allowed turnkey William Berry to stepthrough, Kowalski sprang, slashing and strikingsimultaneously with both hands. He knockedBerry senseless with a single blow.

The third turnkey, former police Sergeant JohnLowry, was fortunately a man of immensestrength, Fletcher noted. Lowry immediatelyattacked Kowalski, but Kowalski was possessed.He struck Lowry, crushing his skull andbreaking his arm.

"Awty sprang through and was savaged. Hewas slashed, brained and knocked down."

Lowry got up, and was hit again, shattering hiship and leg, then was stabbed in the abdomen,above his heart and in the face.

"Lowry, incredibly, at age 61, with his entireleft side of his body out of commission, stillpushed Kowalski back toward the jail cells,throttling him so hard that Kowalski is said tohave gasped, 'You got me.'"

Kowalski finally surrendered when policeofficers, armed with only one handgun amongthem, arrived and ordered him to drop or beshot.

Springstead was dead and Awty so badlywounded that doctors decided not to movehim. He died there that night after giving adeathbed statement about the attack. Kowalskiwas hanged in the jail on Dec. 19.

In 1934, the Wentworth County Constabularywas taken over by the Ontario ProvincialPolice and, ultimately through amalgamation,ended up as part of the Hamilton-WentworthRegional Police, the forerunner of today'sHamilton Police Service.

"Somehow, Springstead got lost in history,"said Brad Boyce, Hamilton Police Associationadministrator.

Police and the union are trying to find familymembers to honour them during the policememorial ceremonies.

"Whenever you have a police officer who hasmade the ultimate sacrifice, he and his familyshould be honoured until the end of time,"Boyce said.

Springstead will be the sixth Hamilton policeofficer who gave his life to serve.
