Creation of CSU-Global Campus

• CSUS Board of Governors approved the creation of CSU-Global Campus as an enterprise of the CSUS and directed staff to determine the appropriate operating structure. (August 24, 2007)

• CSUS Board of Governors delegated to CSU-Global Campus authority over academic, personnel and financial matters consistent with the powers that have been granted to CSU and CSU-P. (May 7, 2008)

Enrollment – Fall Semester 2008

CSU-Global Campus launched classes on schedule as per the Business Plan on September 1.

– Total of 843 credit hours sold.

• Business Plan goal was a gross 745 credit hours with 20% attrition and a net 596 credit hours.

• Actual hours registered was 41% above goal.

– Second 8 week term goal is 1863 credit hours before attrition, with a net 1490.

AccreditationCSU-Global Campus was created as an enterprise that meets all

the requirements of a separately accreditable educational organization under HLC Policy 3.4(a):

• CSUS BOG has delegated substantial financial and administrative independence including matters related to personnel.

• Personnel: Chief Executive Officer, Chief Academic Officer, an attorney authorized to represent the organization on behalf of the Colorado Attorney General, full-time faculty and other administrative and support staff.

• Authorized to initiate and sustain its own academic programs.• The CSUS Board, with advice of the CSU-Global Campus

faculty, will grant degrees to students who complete degree programs offered at CSU-Global Campus.

Transitional Accreditation Proposal

• CSU-Global Campus develops and delivers online Masters degree programs accredited through Colorado State University.

• The Academic Council provides sufficient oversight to ensure the academic integrity of the programs.

Course Transfer from CSU-Global Campus

• The degree programs are accredited as offerings of CSU or CSU-P.

• The courses have been approved by CSU-Global Campus to fulfill the requirements of the degree programs offered through CSU-Global Campus.

• They have not been approved for fulfilling the requirements of other degree programs at CSU, CSU-P, or other accredited institutions.

• The credits will be transferable to CSU, CSU-P and most other accredited institutions as elective credit.

• The receiving institution retains the right to evaluate the equivalency of transfer courses with its own required courses to determine if the transfer credit will be accepted as meeting degree program requirements.

Faculty

• A terminal degree is preferred, i.e., Ph.D. or Ed.D., with at least 18 graduate credit hours or equivalent professional experience within the discipline. [Official transcripts will be evaluated.]

• In some cases, a Master’s degree with an exceptional record of professional and academic teaching history may be accepted.

• Applicants must provide documented online teaching experience, verify professional experience, and submit letters of recommendation.

• Faculty teach class sections of 15-18 students.

• Certification requirements are being built into the overall faculty development plan and give preference in the hiring of online faculty.

Regular undergraduate admission:• Associate of Arts or an Associate of Science degree;

or• Completed a minimum of 45 semester credits,

including the completion of general education courses, from an accredited college or university with a 2.3 cumulative GPA (on a 4.0 scale).

Regular graduate admission:• A baccalaureate degree with an undergraduate grade

point average of 3.0 (on a 4.0 scale).

Online courses will utilize mastery learning to guide students to memorization of terms/concepts, and then use constructivist techniques to engage students to apply the concepts in collaborative contexts. All learning activities will foster the highest degree of instructor-student, student-content, and student-student interaction, with consideration of the particular discipline and course objectives. CSU-GC has conceptualized this design and delivery technique as active-mastery learning (AML).

Team Approach to Online Course Development

• Faculty Member (Content Expert) – Acts as the main subject matter expert.– Creates original course content and materials that are academically rigorous to meet

course outcomes.– Develops assessments and course activities to facilitate content mastery, critical

thinking, interaction, and authentic assessment. • Instructional Design Project Manager

– Works closely with each faculty member as the main point of contact and acts as project manager for each course assigned, overseeing budgets, timelines, and resource allocation.

– Ensures that course materials and assessments support Active Mastery Learning model.

• Instructional Media Designer– Provides programming support and assistance with technical aspects of the course,
