What is the Compliance System?

The Compliance System is a Web System located in your SAFE account. It was formerly known as PACTS – Program Audit and Compliance Tracking System.

To fulfill oversight responsibilities as required by the No Child Left Behind Act and ESEA

Monitors legal requirements

Procedure for Monitoring the Three-year Cohort

All districts are selected for compliance monitoring on a three-year cycle

Each year a third of the districts receiving grants under ESEA and IDEA legislations have to complete the Self Survey

Approximately 10% of districts are selected for an onsite visit and 20% for a telephone survey based on risk analysis

All users must have a SAFE account

The LEA OEDS-R administrator can give access

Create an organization system for each category

Provide letters, surveys, data, assurances and other evidences needed to comply with the criteria

Review the Compliance document requirements

Make sure to:

Collect evidence of consultation

Review process and collect all contracts for services provided to non-public schools

Goods and services procurement is at the district level

Prep The Principals

Make sure that the Principal understands Title I requirements and is able to articulate program design and implementation.
