This Mardi Gras season, Adm. David Glasgow Farragut returned to Mobile Bay through the spirit of the USS FARRAGUT and its crew. The U.S. Navy ship, a guided missile destroyer, called on the Port of Mobile on March 4 as part of a 100-year tradition in conjunction with the city’s Mardi Gras festivities. The ship stayed at the Port until Fat Tuesday on March 8.

“Having a U.S. Navy ship visit Mobile for Mardi Gras has been a tradition since the 1890s,” said Peter Reihm, special assistant to the U.S. Navy Port Coordinator Capt. Hal Pierce. “It’s a fun tradition that we are all proud of. And because of the history the name Farragut holds with our Port in particular, we were very excited to hear that the USS FARRAGUT was coming this year.”

“Damn the torpedoes! Full speed ahead!” has long been engrained in the Port of Mobile history as the rallying cry of Adm. Farragut during the Battle of Mobile Bay in 1864. Credited with one of the decisive naval victories of the Civil War, Farragut became a naval hero and was the first person in the U.S. Navy to be awarded the rank of admiral.

Because of the special history that Mobile has with Adm. Farragut, for this particular visit, a solemn and appropriate ceremony was held to honor those lost in the Battle of Mobile Bay. “Until Pearl Harbor, the Battle of Mobile Bay was the single greatest combat loss at sea in U.S. history,” explained Reihm. “Ninety-three sailors went down with the USS TECUMSEH after it struck a torpedo.”

A wreath for the 93 lost at sea was thrown over the point where the TECUMSEH went down by Civil War re-enactors dressed in Union uniforms. The ship sounded one long blast, and in response, Fort Gains and Fort Morgan fired salutes from their cannons. The U.S. Coast Guard also participated with a flyover.

The ship and its crew always receive a big welcome by the Port of Mobile. This ceremony included City of Mobile dignitaries, the Azalea Trail Maids, USS ALABAMA Crewmates, the Navy League of Mobile, the Mobile Jaycees and Davidson High School’s Navy Junior Reserve Officers Training Corps (NJROTC). In addition, throughout their stay, the officers and crew are integrated into many Mardi Gras festivities from balls and parties to parades.

“Both the people of Mobile and the U.S. Navy treasure and cherish this more than a century-old relationship because it keeps them connected,” said Reihm. “The citizens under-stand what our men and women in service are doing on the front lines, and the sailors go into the community and get to know the people they protect.”

The USS FARRAGUT was commissioned in June 2006 and is the fifth ship to bear the name of Adm. Farragut. It is fitted with the latest technology to fulfill any offensive or defensive tasking. The ship is captained by Cmdr. William Daly, who took command of the approximately 509-foot long vessel in April 2010.

Kay Ivey (R)President and Presiding Officer, Alabama State SenateWhat particular agenda items are a priority this year?The legislature must pass our general fund and education budgets in a timely manner.To give priority to those items in the “Handshake with Alabama:” create jobs and economic opportunities; control wasteful spending; end corruption in Mont-gomery; combat illegal immigration; and block the Washington, D.C., power grab. High priority will be given to legislation to support these key agenda items.

We have already begun to accomplish these priority agenda items. For example, during the special session in December of 2010, the legislature passed sweep-ing measures to toughen our ethics laws and put an end to corruption in the Alabama State Legislature. In addition, on March 10, 2011, The Rolling Reserve Act was passed to help reduce future budget concerns.

The legislature is conducting business in an orderly fashion while focusing on key priorities during this session with the goal of adjourning early. The legislature is committed to addressing budget issues in a timely manner, which will make certain we live within our means while maintaining essential services. There’s a good chance we will adjourn early this session, which would result in additional savings for the State of Alabama and set the tone for future sessions.

What are your specific budget concerns?High priority must be given to essential services provided by the state, while focusing on measures that support job creation and maintain sustainable eco-nomic development. During these times we must remember a basic public policy principle: “Only in times of dire financial straits is systemic change possible.” After depending on federal funds to prop up the budget over the last 18 months, we must evaluate our priorities and provide leadership on where best to invest our limited resources.

Recently, the Legislature passed The Rolling Reserve Act that was signed into law by Gov. Bentley to reform its budget process to ensure a more stable stream of school funding year to year, even during difficult economic times. I believe Rep. Greg Canfield’s Rolling Reserve Act will have a significant impact to help end proration forever. Actions such as this by the legislature will help alleviate inconsistency in the current budget process and reduce future budget concerns.

How is the Port of Mobile contributing to Alabama’s economic recovery? The Port of Mobile is the gateway to Alabama. It has a tremendous impact on the manufacturing industry in Alabama, as well as other growing markets, through importing and exporting our goods and services around the world. To date, the Alabama State Port Authority has provided 66,617 direct and indirect jobs and has had an overall economic impact of $7.92 billion+. The Port of Mobile alone has an estimated statewide impact of $8 billion annually. It is of utmost importance that the Port of Mobile is kept in a position to help Alabama compete in the 21st century global economy. While focusing on priority spending in our budget, government officials need to make sure that those operations which have a positive impact on job creation and economic development are supported and maintained.

Senator Del Marsh (R)President Pro Tempore, Alabama State SenateWhat particular agenda items are a priority this year?The current fiscal year, 2011, has been thrust into proration due to the economic decline nationwide. Currently, the Alabama Legislature is working to construct our FY 2012 budget, and given that the economic outlook has not vastly improved, many cuts will be necessary.

What are your specific budget concerns?While the budgets will attract a lot of attention, the Republican leadership is also focused on job creation. We must not lose our focus on incentivizing businesses to come to Alabama and create jobs, and we must not forget existing small businesses in the process. Those existing small businesses are the backbone of our state, so finding creative ways to help them grow is a priority.

How is the Port of Mobile contributing to Alabama’s economic recovery? The Port of Mobile is a great tool that Alabama has to offer, and we believe it is an integral part of economic development for our state. We commend the Port Authority for their efforts to expand, create jobs and offer a world-class seaport that benefits all of Alabama.

Patrick Harris (R)Secretary of the Senate, Alabama State SenateWhat particular agenda items are a priority this year?The overwhelming consensus among legislators appears to be that the creation of jobs and economic stimulus legislation constitute the highest priority this year. Both the education and general fund budgets face severe shortfalls in revenue. This, coupled with the fact that shortfalls have occurred in the past two to three years, has resulted in proration.

What are your specific budget concerns?Budget concerns are tied directly, this year, to agenda items.

How is the Port of Mobile contributing to Alabama’s economic recovery? The Port of Mobile has long been not only a revenue-producer for the state, but also one of the most valuable tools Alabama has in industry recruitment. A targeted economic development program, aimed at those industries which would rely on shipment of raw materials and/or finished goods through the Port of Mobile, would result in the Port becoming an even greater contributor to our overall economy.

Representative Mike Hubbard (R)Speaker of the House, Alabama House of RepresentativesWhat particular agenda items are a priority this year?The House Leadership is committed to delivering on the promises we made during the 2010 campaign. Our now famous “Handshake with Alabama” included proposals to:• Allow small businesses and their employees to deduct 200 percent of their

healthcare costs from state taxes (HB61)• Keep Alabama a “Right-to-Work” state (HB64)• Block the implementation of any “Cap and Tax” policy pushed by liberals in

Washington, D.C. (HB56)• Get control of wasteful spending and ensure proration-proof budgets by

enacting “rolling reserve” budget reform (HB57)• Combat illegal immigration by empowering local law enforcement, and require

proof of legal residency for government services (HB56)• Require all elected officials and their spouses to disclose contracts (HB58)

There is legislative momentum behind these proposals. One, the Responsible Budgeting and Spending Act, has already been signed into law. Alabamians are accustomed to politicians saying one thing on the campaign trail and then doing another in Montgomery. Last November, voters delivered a mandate for change. Today, we are delivering on our promises to enact conservative, good-government reforms. I commend my fellow members for staying true to our commitments and coming through for Alabama taxpayers.

What are your specific budget concerns?It’s clear that this legislature has some difficult choices to make. They really are no different than the choices so many families across this state and throughout the nation have been forced to make during this challenging economic time. We simply cannot spend more than we take in. Though spending cuts will be painful, the house leadership is prepared to make the reductions necessary to avoid running a deficit. We will not shy away from making these tough choices because that’s what we were sent to Montgomery to do. We must set priorities and ensure that taxpayers’ money is being spent wisely on programs that work. This challenging budget situation also presents us with an opportunity to fundamentally change the way we manage and fund state government. We can be a leaner, more efficient government while still being productive and responsive. It’s time to form a strategic spending plan that will help us craft proration-resistant budgets moving forward. How is the Port of Mobile contributing Alabama’s economic recovery?Alabama has many advantages that make us attractive to companies considering investment, such as affordable power and low taxes. But another advantage we cannot take for granted is our major, modern deep-water seaport with the infrastructure and capacity to compete with any other port in the country. Our strategic investments we have made in Alabama’s Port have paid off. Our Port allows Alabama businesses to be competitive in the global marketplace. That competitive advantage will be increasingly important moving forward as we work to improve Alabama’s economy.

Representative Victor Gaston (R)Speaker Pro Tempore, Alabama House of RepresentativesWhat particular agenda items are a priority this year?In the regular session, we’re working on the “Handshake with Alabama.” It is good for the state of Alabama and Alabama’s citizens. For example, the budget reserve act is now law. This new law is designed to eliminate proration in coming years. This legislature, under the new leadership of Speaker Hubbard and President Pro Tempore Marsh, is working aggressively to address the needs of the people now and in future years.

What are your specific budget concerns?Budgets are a grave concern in just about every state in the union and every governmental entity. We have a significant reduction in the funds available to the budgets. In the General Fund Budget, I’m concerned about essential services being funded. Some items may be seen as non-essential, but are important to the quality of life in our state. One priority of the General Fund Budget is to fund Medicaid. Up to one million people in our state receive healthcare through Medicaid. We must do the best we can in serving the people of this state with their tax dollars.

How is the Port of Mobile contributing Alabama’s economic recovery?The Port of Mobile is an extremely important entity in our state, not just to Mobile County and Baldwin County. It provides the ability for those in Alabama who manufacture or grow goods to ships those goods out of the country. The work there is outstanding; Jimmy Lyons and the people at the state docks are an important part of the state’s economy. The Port is on the front line of creating and growing jobs. The Port of Mobile makes a critical contribution to our state.

In the wake of his inauguration in November, there is no question that Gov. Bentley has set his sights on job creation for the state of Alabama. In his closing remarks on the State Capitol steps Gov. Bentley stated, “We’re going to put Ala-bama back to work. And I truly believe Alabama’s best days are ahead.”

According to Gov. Bentley, Seth Hammett is the man for the job. Speaker emeritus of the Alabama House of Representatives and the past chairman of the 16-state Southern Legislative Conference and past president of the National Speakers Conference, Hammett was appointed by the governor of Alabama as Director of the Alabama Development Office (ADO).

“We are very fortunate that Seth Hammett has agreed to become director of the Alabama Development Office,” said Gov. Bentley. “I have worked with Seth Hammett for the last

eight years in the Legislature and I believe he has more ex-perience in economic development and knows more about it than just about anybody in Alabama.”

Alabama State Port Authority Director and CEO Jimmy Lyons was thrilled with Gov. Bentley’s selection of Seth Hammett to lead the ADO. “Seth has been a leader on Port modernization and economic development in Alabama for years. He understands the state’s competition, and what steps are vitally needed in technology and infrastructure to ensure Alabama remains competitive,” said Lyons.

“The ADO is the only public agency at the state level with job creation as its sole focus,” said Hammett. “The ultimate goal is to get the state’s unemployment to 5.2 percent. In December, we were back to 8.9 percent, so we have some work to do. We’re going to focus like a laser on creating jobs.”

The Alabama Development Office’s sole mission is to create jobs in Alabama. The agency targets various industries for recruitment, such as automotive, aerospace, steel and biotech to name a few.

The Man for the Job: Alabama Development Office Director Seth Hammett

While unemployment in the state of Alabama was up to 8.9 percent in the summer, the state has had the lowest unemployment in the Southeast for many months, according to Hammett.

“The important thing to note is 75 percent of job creation comes from our existing business base,” continued Hammett. As part of that strategy, the ADO and Hammett have identified three components to ensure Alabama’s existing business base is not ignored:

1. Recruitment (community development)2. Retention/Expansion of existing business3. Renewal in workforce training

“Having sites and community development plans in place is important, so when businesses are looking for a place to grow, we have a product ready to sell,” stated Hammett.

Hammett attributes a number of economic development successes—most notably the recent grand opening of ThyssenKrupp Steel USA and ThyssenKrupp Stainless USA in December, in part to the state’s infrastructure. “When you put together the highway, rail and water system, including the Alabama State Port Authority’s facilities, “I think we have a transportation network that is second to none,” he said. “There’s a very direct link with our transportation system and the economic growth that we’ve enjoyed for several years.”

However, Hammett is also evaluating and anticipating challenges for the future. “It is projected that the state general fund, where ADO receives its financial support, is going to be short, so we are anticipating a budget cut of approximately 10 percent,” he said.

Hammett and his team continue to look at these budget shortfalls as just that–challenges. “We just have to figure out how to be more effective and more efficient with less funds,” he stated. “We will call upon our business relationships such as local chambers of commerce and the North Alabama Industrial Development Association as well as prominent companies like Alabama Power. All of these organizations can play a role in what ADO does for the state.”

As part of ADO’s focus on renewal in workforce training, the agency will also continue to tap the other development office resources within the state, such as the Alabama Technology Network (ATN), Alabama Industrial Development Training (AIDT) and the Governor’s Office of Workforce Development.

Hammett specifically cites adult education as an improve-ment area. “We have more than 500,000 people in the state without a high school diploma,” he said. “Many companies

do not know that if they offer adult basic education training to their employees, they get a tax credit.”

While news about the economy has recently been on the upswing, Hammett knows there is still much to accomplish. “This has been a jobless recovery,” explained Hammett. “Even though businesses have become profitable again and Wall Street is getting better, businesses have not begun to hire yet.”

Most important to Hammett is preparation. “People overlook the importance of preparation,” he stated. “I think people lose sight of the fact that economic successes like Thyssen-Krupp only happen because of years of planning.”

No stranger to the work that lies ahead, Seth Hammett has worked behind the scenes in some of the state’s biggest economic development efforts for many decades, bringing numerous jobs to citizens of Alabama. “Getting Alabama back to full employment is a goal of mine and the governor,” said Hammett. “Basically, I wake up every day to find out how we can do this job better.”

“Ironworking certainly isn’t new to the Bessemer area. The industry made its first appearance in the 1880s,” explained Alabama Department of Labor Commissioner Jim Bennett. “If you include the Tannehill Furnaces, the industry has been in the area since 1830.”

Bessemer was founded with the iron and steel industry in mind. Henry Fairfield DeBardeleben, an iron and steel guru, founded the town in 1886. DeBardeleben named the town “Bessemer” after Sir Henry Bessemer, who invented the open-hearth method of producing steel. DeBardeleben’s choice of name was an advertisement to the world. Five iron plants were established by 1890.

In 1965, Griffin Wheel Company (Griffin) saw the same potential in Bessemer as DeBardeleben did. According to Bennett, the company manufactured railroad wheels for Pullman-Standard Car Manufacturing Company, another

Bessemer factory. An economic decline forced Griffin to shut its doors in 2001.

Griffin’s holding company, Amsted Rail, announced last winter that it is investing $45 million in renovations of the closed plant. After being offline for a decade, renovations are required to upgrade the technology needed to produce the latest and highest-quality railroad wheels. Reopening the plant will help Griffin strengthen their position as a leader in railroad wheel quality, design and service.

The announcement came after Griffin’s parent company be-gan to prepare for an upturn in demand for railway services. “The market for railroad wheels in North America has always been cyclical, but we are committed to being prepared for the anticipated upturn in demand stemming from projected in-creases in new freight car builds and rail traffic volumes over the next few years,” Amsted Rail President John Wories said.

Officials speculate that the plant’s reopening will employ up to 160 area workers, and the annual payroll may top $6 million. Commissioner Sandra Little Brown, chairwoman of the economic development committee in Jefferson County, said, “This will have a great impact on the local economy. Bringing the business back will be like a homecoming to the community.”

“Griffin Wheel Company expects to be open for business in December 2011, and they are already accepting appli-

cations for certain positions during the refurbishing,” said Commissioner Brown.

With the slump in the job market, the announcement of new jobs is very stimulating for citizens as well as local politicians. “I will be really pleased to see these jobs come to the county, and what makes it even better is they will be in my district,” continued Commissioner Brown. “We feel good about it. It’s a great project.”

“It’s exciting for west Jefferson County that industry is re-turning to Bessemer. Bessemer has a long history of iron production and a wealth of resources and factory workers,” Commissioner Bennett explained.

The plant’s revival could not have come at a better time. The economic downturn has caused the area’s unemployment rates to skyrocket. According to Commissioner Ben-nett, the unemployment rates in Bessemer and west Jefferson County are approximately 11 percent.

According to Amsted Rail Senior Vice President of Sales and Marketing William O’Donnell, Griffin plans to remain in busi-ness well after the economic recovery. “This commitment towards increasing our capacity would ensure that Amsted Rail is prepared to support our long term strategic customers as business volumes return,” ex-plained O’Donnell.

The Alabama Tourism Department has given us all one more reason to get off the couch and enjoy the vibrant culture in our state. 2011 is officially the “Year of Alabama Music.”

According to marketing director of the Alabama Tourism De-partment, Grey Brennan, the goal of the campaign is to have local music play a role in the $9 billion tourism industry. The campaign sponsored the creation of an Alabama-shaped guitar called the “Alabama Jammer,” which will be played by musicians throughout the year. Alabama natives Eric Essex and Little Jimmy Reed played the “Alabama Jammer” at the Alabama Jazz Hall of Fame during the Jan. 20 kickoff.

If you don’t believe Alabama is home to some amazing mu-sicians, take a trip to one of the sites listed in “100 Places

Birmingham, Ala.—The Alabama Jazz Hall of Fame pays tribute to great jazz artists with ties to the state. Two of Alabama’s music festivals are ranked on the Alabama Tourism Department’s “Top 10 Events for 2011.” The W.C. Handy Music Festival in Florence, Ala. and BayFest in Mobile, Ala., sealed the seventh and eighth spots, respectively, on the list. The Handy Festival is a week-long celebration in July honoring the musical heritage of Northwest Alabama and the legacy of W.C. Handy. BayFest packs 225,000 rock ’n’ rollers in the streets of downtown Mobile every October to watch some 125 live musical acts. “These 10 events celebrate milestones in tourism in Alabama…These events showcase our state’s rich music and heritage,” said Lee Sentell, director of Alabama Tourism.

But the state has more than just hip venues and rocking festivals. Alabama is home to deep-laid musical roots. Remember Vern Gosdin, the Commodores and Jimmy Buffett? They are all Ala-bama musicians, but they are not Alabama’s only claims to fame.

One of the world’s most famous blues musicians is W.C. Handy. He is considered by many—including himself—to be the “Father of the Blues.” Handy was born on Nov. 16, 1873, in Florence, Ala. He jumpstarted his career when he wrote a tune for a mayoral election, “Memphis Blues.” The song was Handy’s first hit, and it was the first commercially pub-lished blues song. Handy wrote other hits including “St. Lou-is Blues,” “Beale Street Blues” and “Yellow Dog Blues.” In 1941, Handy published an autobiography titled Father of the Blues in which he describes his passion for creating music: “With a guitar I would be able to express the things I felt in sounds.” Handy’s work has influenced generations of blues singers since.

It is probably a safe bet to say no wedding is complete with-out Nat King Cole’s “L-O-V-E.” Cole was born on March 17, 1919, in Montgomery, Ala., and is known the world over for

his romantic baritone ballads. His most popular are “Unfor-gettable,” “Mona Lisa” and “The Christmas Song.” Cole’s re-markable talent sold more than 50 million records during his lifetime. In addition to receiving national accolades, Nat King Cole was inducted into the Alabama Music Hall of Fame; he was also inducted into the Alabama Jazz Hall of Fame. Cole received a posthumous Grammy Lifetime Achievement Award in 1990.

Last, but certainly not least, is perhaps one of Alabama’s most well-known artists. Hank Williams’ music has had a powerful influence on modern country music singers and songwriters. His influence has created a lasting legacy that generations of music lovers have come to appreciate. As a result, Hank Williams received a posthumous special citation Pulitzer in 2010 because his music “expressed universal feelings with poignant simplicity.” Some of the “universal feelings” are ex-pressed in “Your Cheatin’ Heart,” “Hey, Good Lookin’” and “I’ll Never Get Out of This World Alive.”

That number does not include the 3,000–4,000 people who come for the annual festival in May. Browder says that the museum and festival “bring people to Georgiana who wouldn’t normally come.”

People also flock to the Hank Williams Museum in Mont-gomery, Ala., which displays Williams’ 1952 Cadillac and other personal items. “While Hank Williams was not born in Montgomery,” Beth Petty, manager of the museum, says, “the museum was established in Montgomery because Hank called Montgomery home.” Petty reports that the museum has had tourists from all over the United States and from 52 countries, including Germany, Japan and Canada.

It is for this very reason that the Alabama Tourism Depart-ment has dubbed 2011 as the “Year of Alabama Music”—to spike tourism. Brennan said in an article in The Birmingham News, “The Year of Alabama Music campaign will highlight hundreds of venues like Rogue Tavern, museums like the Ala-bama Jazz Hall of Fame and music festivals statewide.”

“This campaign will increase tourism to Alabama by show-casing our variety of music, musical events and destina-tions,” said Sentell.

The State Pilotage Commission has established an “open period” during which it will receive applications to fill the Register of Applicants, the beginning of the process of becoming a Mobile Bar Pilot.

Although his name isn’t as readily known as that of Stephen Decatur or David Porter, Thomas Truxtun ranks as one of the giants of the infant United States Navy. In just eight short years of commissioned service, Truxtun proved his mettle as a fighting captain, a tactician and an expert in navigation, but he had made a name for himself as a daring leader long be-fore he affiliated with the Navy. His legacy lives on long after his active service.

Thomas Truxtun was born on Long Island, N.Y., on Feb. 17, 1755, and first went to sea at the age of 12 as an apprentice in the British packet PITT. He was pressed into service in His Majesty’s Frigate PRUDENT but through the aid of friends was able to be discharged from the ship. He subsequently declined a warrant as a midshipman in the Royal Navy, choosing instead to serve in the more profitable merchant marine.

By the age of 20, Truxtun had command of his first ship, the merchantman CHARMING POLLY, sailing out of Philadelphia. Toward the end of 1775, the POLLY was intercepted and seized off St. Kitt’s by the British frigate ARGO, and the merchant vessel was condemned under the Restraining Act.

Truxtun returned to Philadelphia and signed on as a lieutenant in the privateer ship CONGRESS, one of the first American vessels to receive a letter of marque and reprisal. The newly authorized Continental Navy was experiencing difficulty recruiting officers and men for naval service as privateers offered the lure of prize money and higher wages, and experienced sailors flocked to the burgeoning fleet of privateers. The CONGRESS took a number of prizes off Havana in 1776, and Lt. Truxtun was given command of one of these captured ships and took it into New Bedford for adjudication before an Admiralty Court.

The next year, Truxtun assisted in the fitting out of the priva-teer brig INDEPENDENCE and took command of her when she came off the ways. The INDEPENDENCE, 12 guns, took three large ships as well as a number of smaller prizes, cap-tured off the Azores. One of the larger prizes captured during this cruise was a British merchantman armed with 16 guns and carrying a cargo of sugar. Other prizes included a brig and a sloop, both laden with cargoes of rum and other goods.

Upon completion of the INDEPENDENCE’s cruise, Captain Truxtun fitted out the privateer MARS, 20 guns, this time taking his depredations to the enemy’s doorstep. While cruising in the English Channel, Truxtun captured a large number of prizes, sending them into Quiberon Bay, France, for condemnation in Admiralty Courts.

By 1781, Truxtun was captain of the 20-gun privateer ST. JAMES. He carried a complement of 100 men, including his third officer, William Jones, who would later serve as a U.S. Representative and go on to become U.S. Secretary of the Navy in January 1813. Truxtun was entrusted by the Continental Congress with the task of transporting Thomas Barclay, the first U.S. Consul to France. Sailing Oct. 5, 1781, Barclay was accompanied by his wife, Mary, and their three young children. The British had excellent intelligence of the diplomat’s movements, and the Royal Navy dispatched the 32-gun hired sloop of war GOODRICH from New York to intercept the ST. JAMES. The enemy sloop fell in with the ST. JAMES almost as soon as the latter cleared the land and closed for action. Truxtun’s gun crews matched those of the British privateer volley for volley, inflicting enough damage to

the enemy vessel that the latter was forced to haul off. The passage to France proved to be stormy, but Capt. Truxtun managed to deliver Barclay and his family without further in-cident and carry a profitable cargo on the return passage.

Truxtun next assumed command of the 14-gun privateer COMMERCE, manned by a crew of 50. The COMMERCE transported military goods and war matériel to Philadelphia for delivery to the Continental Army, but the ship also saw her share of action. In December 1782, the COMMERCE encountered a British brig of 16 guns and a complement of 75 men sailing in company of a 14-gun schooner carry-ing a crew of 80. Despite the overwhelming odds against him, Capt. Truxtun immediately cleared for action, making a clean sweep of the decks and running out the guns. The COMMERCE closed for action with the nearest vessel and had been engaged in “sharp action” for 20 minutes when a British frigate hove into view. No matter how courageous an officer, there was no point in continuing the action in the face of certain defeat. Truxtun broke off the attack and made all sail to effect his escape. Nevertheless, at the end of the en-gagement, the COMMERCE had suffered casualties of one man killed and two wounded, while the British had suffered losses of 14 killed and 24 wounded.

Following the end of the war, Truxtun returned to the mer-chant marine and purchased the merchant vessel LONDON PACKET, later renaming it CANTON for one of his two trade voyages to China and back. In 1785, Capt. Truxtun accepted the assignment of transporting America’s first Ambassador to France, Benjamin Franklin, from France back to the United States. Truxtun remained in the commercial shipping busi-ness for several years until the exigencies of war brought him back to armed conflict.

With the Quasi-War with France in the offing, Thomas Trux-tun accepted a commission as a captain in the fledgling U.S. Navy, becoming only the sixth commissioned officer in the new service. With its Naval Act of 1794, Congress had authorized the construction of six frigates. Three were soon put on hold, with construction continuing on three. The CONSTELLATION, under construction at Fell’s Point in Baltimore, was being built under the direction of Col. David Stodder. Upon receiving his commission, Truxtun was as-signed as the prospective commanding officer of the frigate. Under Truxtun’s guidance, USS CONSTELLATION became the first U.S. frigate to put to sea.

Truxtun was ordered to the West Indies, and sailed with the rank of commodore, in command of the CONSTELLATION and a squadron of smaller vessels. The CONSTELLATION fell in with a French frigate on Feb. 9, 1799, near Nevis. The Frenchman proved to be L’INSURGENTE, mounting 50

guns and said to be the fastest frigate in the French Navy. Truxtun’s own frigate carried an armament of only 38 guns; nevertheless, L’INSURGENTE showed Truxtun a clean pair of heels as she attempted to flee the American warship. Trux-tun gave chase. A squall sprang up during the chase. While the CONSTELLATION took in sail, L’INSURGENTE’s com-manding officer, Capt. Michel-Pierre Barreaut, pressed on, resulting in her topmast carrying away. The French frigate hove to as the American frigate bore down on her.

As soon as he could bring his 24-pounders to bear on L’INSURGENTE, Capt. Truxtun had his gun crews fire a double-shotted volley into the Frenchman’s hull. The damage was staggering, as balls tore through bulwarks and smashed

the guns of the heavier frigate. Barreaut tried to close with the CONSTELLATION to board her, but Truxtun managed to cross the French frigate’s bows, raking her decks with deadly effect as he did so. The CONSTELLATION passed to wind-ward of L’INSURGENTE, and the port gun crews of each vessel exchanged volleys with each other. While the French frigate carried more guns, they were 12-pounders and no match for Truxtun’s 24-pounders. In the face of certain de-feat and to avoid further destruction and bloodshed, Capt. Barreaut struck to the CONSTELLATION, giving Truxtun the distinction of the first major victory in an American-designed and-built frigate. French casualties included 29 killed and 44 wounded. The Americans had lost one man killed and two were wounded in the engagement. Truxtun became an instant celebrity following the naval duel, not only in America but in-ternationally, as well. The merchants of Lloyd’s Coffee House in London were so impressed with the victory that they sent the commodore a silverplate tea set valued at 600 guineas.

Nearly a year later, on the evening of Feb. 1, 1800, Truxtun sighted the French frigate LA VENGEANCE, 50 guns. As in the previous engagement, the Frenchman tried to run and was chased down by the American. What followed was a five-hour running gun battle in the dark, the nighttime lit by stabs of flame from the guns as the ships exchanged volleys. At one point, Marine sharpshooters cut down the members of a would-be French boarding party, littering the deck of the larger ship with bodies. His ship a floating wreck, the French commander only managed to escape when a squall blew in. The CONSTELLATION suffered significant damage to her rigging but managed to limp into port in Jamaica and jury rig enough repairs to see her home.

Congress awarded Capt. Truxtun a Gold Medal on March 29, 1800, for his two victories over the French. The officer went on to command USS PRESIDENT and a squadron of 10 vessels in the West Indies for a few months. In 1802, Commodore Truxtun was given command of a squadron

fitting out at Norfolk, Va., for service in the Mediterranean. Truxtun wrote requesting a flag captain for his flagship, USS CHESAPEAKE. His letter was supposedly incorrectly in-terpreted as meaning that Truxtun was declining command of the squadron. Whatever the case, Commodore Truxtun resigned his commission in 1802.

The naval officer had made an indelible impression on his ju-nior officers, including such future stalwarts as David Porter, Isaac Hull and John Rogers, who credited his leadership for their later success. Capt. Truxtun demonstrated true leader-ship and a grasp of naval tactics that made him a standout during his years in service. Following his time in the Navy, Truxtun published several books, including major works on celestial navigation and naval tactics. He also wrote the fore-runner of the modern Navy Regulations and developed the Navy’s first signal manual. A number of his family followed Truxtun into the service, and he had eight grandsons at-tending the U.S. Naval Academy at one point. One of those grandsons, William Talbot Truxtun, would see action in the Civil War as a commanding officer and would also retire with the rank of commodore.

Truxtun ran an unsuccessful bid for a Congressional seat in 1810 but was elected sheriff of Philadelphia County in 1816. Commodore Thomas Truxtun died May 5, 1822, and is buried at Christ Church Burial Ground in Philadelphia. The Navy has honored Truxtun with six ships named for him, the most recent an Arleigh Burke-class destroyer commissioned in April 2009. There is a Truxtun Hall on board Naval Station Norfolk, a Truxtun Park in Annapolis, Md., and the town of Truxtun, N.Y., is named in the officer’s honor.
