SecArmy Reform EndstateAn Army where authorities, responsibilities, and resources reside at
the lowest level of command competent and capable of making them
to allow for expeditious action and decisions.
A smaller HQDA focused on policy, enterprise-wide priorities, and
matters of strategic importance.

Enduring:
1. People - Commitment By All
2. Army’s Values. This includes treating everyone with respect,
collaborating broadly, and always doing the right thing.
3. Allies and Partners- Reinforce Allies and attract new partners.
Focus:
1. Readiness – ensuring the Total Army is ready to deploy, fight and win
across the entire spectrum of conflict, with an immediate focus on
preparing for a high-end fight against a near-peer adversary.
2. Modernization – building greater capacity and capabilities in the
longer term.
3. Reform – improving the way we do business, including how we
implement these priorities, to make the Total Army more lethal,
capable, and efficient.
