The waters of the two r i v e r s were divided between the two

countries i n accordance with the Order of the Internat ional Jo in t

Commission dated a t Ottawa, Canada, on the 4 th day of October, 1921.

The hydrometric da ta upon which t h i s repor t i s based were

collected and compiled j o in t l y f o r 36 in te rna t iona l s t a t i ons by engin-

ee r s of the United S t a t e s Geological Survey under the d i r ec t i on of M r .

Stermitz and of the Water Resources Branch (Canada) under the d i rec t ion

of Mr . Coll ier . Data f o r another 23 s t a t i ons i n Canada and 7 s t a t i ons

i n the United S t a t e s were collected independently by the same engineers

i n t h e i r respective countries. The United S t a t e s Bureau of Reclamation

furnished data f o r 8 canal and 2 rese rvo i r s t a t i ons and the United S ta tes

Bureau of Indian Affai rs furnished da ta f o r one other canal s t a t i o n i n

Montana.

The construction of the Altawan Reservoir on Lodge Creek i n

Saskateheuan during 1959 and 1960 h& made it necessary t o i n s t i t u t e

a more f o r d division of Lodge Creek water i n future. To provide

data required fo r t h i s division Canada constructed four new gauging

s tat ions i n the basin i n 1960. Three of these are stream gauging

s tat ions 'md the fourth i s a staff gauge ins t a l l a t ion on Altawan

Reservoir.

Water $upply

st. Mary River

The t o t a l natural flow of the St. Mary River a t the in te r -

national boundary f o r the year 1 November 1959 t o 31 tctober 1960 was

578,292 acre-feet. O f this t o t a l 482,907 occurred during the i r r iga t ion

season, 1 April to 31 October. The natural flow during the i r r iga t ion

season was 82 percent of 590,157 acre-feet, the average of the previous

57 years of record. Of the total natural flow there was delivered t o

Canada 397,825 acre-feet, 319,988 acre-feet during the i r r iga t ion

season and 77,837 acre-feet during the balance of the year.

The thirty-ninth annual internat ional survey of snow conditions

i n the St. Mary River drainage basin was conducted on 3 and 4 May 1960.

The survey provided advance information on the probable run-off during

the i r r iga t ion season. The tabulated r e su l t s of the forecasts and

measured discharge a t three locations are shown below.

The d iv i s ion of the waters of the St.,- River was car r ied out

i n accordance with the Order of the Internat ional Jo in t Commission dated

October 4, 1921, which s t ipu la tes :

(a) During the i r r i g a t i o n season, when the natural flow of the

S t . Ymy River a t the point where it crosses the in te rna t iona l boundary

i s s i x hundred and s ixty-s ix (666) cubic f e e t per second o r l e s s , Canada

s h a l l be e n t i t l e d to three-fourths and the United S t a t e s t o one-fourth

of such flow.

(b) During the i r r i g a t i o n season, when the natural flow of the

S t . Mary River a t the point where it crosses the in te rna t iona l boundary

i s more than s i x hundred and s ixty-s ix (666) cubic f e e t per second, Canada

s h a l l be e n t i t l e d t o a p r io r appropriation of f i v e hundred (500) cubic f e e t

per second and the excess over s i x hundred. and s ixty-s ix (666) cubic f e e t

per second s h a l l be dividea equally between the two c o ~ n t r i e s . ~ '

(2a) When water was being s to red i n Lake Sherburne, t h e n a t u r a l flow

of t h e S t . Mary River at t h e i n t e r n a t i o n a l boundary was consider-

' ed t o be t h e sum of t h e q u a n t i t i e s measured at gauging s t a t i o n s

1, 2 and 3 above. This sum i s t h e t o t a l o f t h e United S t a t e s

s to rage and d ive r s ion and t h e q u a n t i t y de l ive red t o Canada.

(2b) Idhen water was being r e l eased from Lake Sherburne, t h e n a t u r a l

flow of t h e S t . Mary River a t t h e i n t e r n a t i o n a l boundary was

computed by adding t h e q u a n t i t i e s measured a t gauging s t a t i o n s

2 and 3 above, and s u b t r a c t i n g t h e q u a n t i t y measured at s t a t i o n

1; t h a t i s , t h e n a t u r a l flow was considered t o be t h e sum of t h e

q u a n t i t y d i v e r t e d i n t h e United S t a t e s %,Mary Canal and t h a t

de l ive red t o Canada reduced by t h e q u a n t i t y r e l ea sed from Lake

Sherburne . ( 3 ) I n o rde r t o synchronize Lake Sherburne ope ra t ions with flow

q u a n t i t i e s at t h e i n t e r n a t i o n a l boundary, a two-day t ime l a g

was app l i ed t o d a t a from s t a t i o n 1.

(4) The n a t u r a l flow of t h e S t . Mary River having been determined,

t h e d i v i s i o n of i t s waters was c a r r i e d out i n accordance wi th

t h e above Order.

(5) Comput ed evaporat ion l o s s e s from Lake Sherburne were t r e a t e d

as s to rage by t h e United S t a t e s .

During the i r r i g a t i o n season, 1 April t o 31 October, f i e l d

engineers of both countries made frequent computations of the da i l y

natirral flow of the r i v e r and each country 's share thereof, i n order

t h a t any appropriat ion by the United S t a t e s i n excess of t h e i r share

could be adjusted by a subsequent del ivery t o Can,ada of an equivalent

amount a t the e a r l i e s t opportunity.

Regular in ter im repor ts on the progress of the d iv i s ion of the

natural flow a t the in te rna t iona l boundary were nade t o in te res ted

agencies throughout the i r r i g a t i o n season.

During the non-irrigation season, 1 November 1959 t o 31 March

1960, no in ter im repor ts were made a s the 'on ly United S t a t e s use during

t h i s period was storage i n Lake Sherbmne where the contributing drain-

age area i s about 14 percent of the t o t a l area of the S t . bIary River

drainage basin i n the United Sta tes .

Storage i n Lake Sherburne was 2,980 acre-feet on 31 October

1959 and had increased t o 21,430 by 31 Jlarch 1960 and t o 63,740 acre-

f e e t by 9 July 1960. Thereafter, water was released a t varying r a t e s

of f l o ~ ~ u n t i l the storage was reduced t o 2,300 acre-feet by 23 September

1960. On 31 October 1960 the storage had been' increased to 7,560 acre-

f ee t .

The United S ta tes St . Mary Canal was operated between 11 Apr i l

and 22 Septenber and water was delivered t o the North Branch of the

~ J l k River from 13 April t o 21, October.

Seepage from the canal between the point of diversion and the

crossing of the S t , Mary River i s assumed t o re tu rn to the r i v e r and

eventually become avai lable t o Canada. The discharge of 174,300 acre-

f e e t which passed the gauging s t a t i o n on the United S ta tes S t , Mary

Canal a t S t . Mary Crossing between 11 April and 22 September was

considered t o be the quant i ty diver ted from the St. Mary Mver by the

United Sta tes . A t o t a l of 171,640 acre-feet was del ivered t o the North,

Branch of Milk River a t Hudson Bay Divide during the season, from where

it was conveyed t o i r r i g a t i o n projects i n Montana v i a the Milk River.

Canada diver ted 354,436 acre-feet of water from the S t , Mary

River Mservoir i n 1960 a s measured a t the Canadian St. Mary Canal and

m a t h ~ r l i i g a t i o n D i s t r i c t Canal gauging s t a t i ons near Spring Coulee.

Milk River

No d iv i s ion of the flow of Milk River a t Eastern Crossing was

made i n 1960. Except f o r a few small unmeasured diversions above the

eas tern crossing of the in te rna t iona l boundary, the e n t i r e na tura l flow

of the Milk River a t t h a t point was delivered t o the United Sta tes .

A complaint by an Alberta rancher was lodged with the Province

of Alberta i n the f a l l of 1960 a f t e r flow i n the South Branch of the

Ifilk R v e r a t the in te rna t iona l boundary ceased on 8 September and did

not begin again u n t i l 13 October. A j o in t inspection of the basins of

the North and South Branches of the Milk River i n the United S t a t e s was

then ca r r ied out on 26 October 1960 by representa t ives of the U.S.

Geological Survey, U.S. Bureau of Reclamation, Department of Water

Resources of Alberta and the Water Resources Branch of Canada.

The inspection revealed t h a t some pr ivate i r r i g a t i o n i s prac-

t i s e d i n these basins i n the United States,most of the lands being

r e l a t i ve ly poorly served by small di tches o r sub-surface i r r i ga t i on .

No obstructions other than beaver dams were observed i n the stream

channels a t the time of the inspection and most of the diversion i s

apparently effected by beaver dams o r bank overflow during higher

stages. A l ikelihood of expansion i n i r r i g a t i o n a c t i v i t i e s w a s

noted. I t was concluded t h a t curtai lment of l a t e season i r r i g a t i o n

w i l l probably become necessary i f more frequent occurrence of a dry

stream channel a t the boundary i s t o be avoided i n the future . It was

a l s o concluded t h a t resumption of flow i n the South Branch a t the

boundary i n mid-October 1960 was the r e s u l t of na tura l causes.

Eastern Tr ibutar ies of Milk River

Minor Diversions - There a r e a number of small diversion from the eas te rn t r i b u t a r i e s

of I * f i f i River i n Saskatchewan f o r which only estimates of the quan t i t i es

diverted are avai lable , These estirriates were provided by the Water Rights

Division of the Province of Saskatchewan and are based on repor ts from the

individuzl i r r i g a t o r s . I t i s considered t h a t the quan t i t i es diverted do

no t j u s t i f y the expense of gauging these small diversions. These estimates,

being incomplete and of doubtful value, a r e not used i n the Frenchman River

and Bat t l e Creek d iv i s ion computations i n Tables 6 end 7, except as an ad-

justment t o the t o t a l s f o r the season. The estimated quan t i t i es reported

t o date f o r 1960 are , however, shown i n Table 8 and a l so de ta i l ed i n the

appendix t o t h i s report .

Ba t t l e Cr&

The computed na tura l flow of Ba t t l e Creek a t the in te rna t iona l

boundary fo r the period 1 March t o 31 October 1960 was 27,933 acre-feet,

of which each country was en t i t l ed t o f i f t y percent. The d e t a i l s of t h i s

d iv i s ion are shown i n Table 6 of t h i s repor t , Canada used 11,473 acre-

f e e t , including an estimated 1,959 acre-feet i n minor diversions as

de ta i l ed i n the appendix, and delivered 15,689 acre-feet t o the United

S t a t e s . Frenchmm River -

The computed na tura l flow of the Frenchman River a t the i n to r -

nat ional boundary f o r the period 1 IgIarch t o 31 October 1960 was 78,025

acre-feet, of which each country was e n t i t l e d t o f i f t y percent. he

d e t a i l s of this d iv i s ion a re shown i n Table 7 of t h i s report . Canada

used 13,169 acre-feet , including an estimated 1,531 acre-feet i n minor

diversions as de t a i l ed i n the appendix, and delivered 61,160 acre-feet

t o the United S ta tes .

Lodge Creek

Canada diver ted o r stored a t o t a l of 8,127 acre-feet i n the Lodge

Creek basin during the period 1 March t o 31 October 1960 and delivered

23,920 acre-feet t o the United Sta tes . The Canadian use mentioned above

includes 1,520 acre-feet diverted i n t o the Spangler d i t ch near Govenlock,

6,830 acre-feet stored i n Middle Creek Reservoir and an addi t ional 233

acre-feet i n minor diversions as de ta i l ed i n the appendix.

Completion of the 6,000 acre-feet capacity Altawan Reservoir on

Lodge Creek near Govenlock, Saskatchewan, i n 1960 has made necessary a

more formal d iv i s ion of Lodge Creek water than has heretofore been

ca r r ied out. Division procedures were adopted during 1980 and kll be

i n s t i t u t e d i n 1961 . Canada constructed the following three stream

I gauging s ta t ions i n the basin t o provide da t a required f o r the compu-

t a t i ons :

Lodge Creek below Spangler Project Middle Creek near Ba t t l e Creek Walburger Coulee below diversions.

These s t a t i ons a r e equipped with automatic s tage recorders.

They will be operated by Canada with some ass is tance from the United

S t a t e s Geological Survey d k i n g peak load periods.

This discharge i s the sum of the na turz l flow of the Milk River above

the t o t a l quant i ty available t o the United S t a t e s from the two basins

during the i r r i g a t i o n season of 1960.

records a s well a s the da ta f o r Fresno and Nelson Reservoirs were

furnished by the Milk River Project of the United S t a t e s Bureau of
