The f i e l d work incidenta l t o the divis ion and administration of I . '
the waters of the S t . Mary and Milk Rivers i n Alberta, Saskatchewan and
Montana was conducted during the i r r i g a t i o n season of 1960 by represents- .
t i v e s of the Water Resources Branch ( ~ a n a d a ) and the United S t a t e s
Geological Survey.
M r . J. D. &Leod, Chief Engineer, Water Resources Branch,
Department of Northern Affairs . and National Resources, ac t ing i n the
capacity of accredited o f f i c e r of Her Majesty, was represented i n the
f i e l d by Mr. E. P. Col l ier , D i s t r i c t Engineer, Calgary, Alberta.
D r . L. B. Leopold, Chief Hydraulic Engineer, United S t a t e s Geological
Survey, as accredited o f f i c e r of the United Sta tes , was represented
i n the f i e l d by M r . F. Stermitz, D i s t r i c t Engineer, Helena, Montana.
This r epo r t has been prepared j o in t l y by Mr . E. P. Col l ier
and M r . F. Stermitz.
The waters of the two r i v e r s were divided between the two
countries i n accordance with the Order of the Internat ional Jo in t
Commission dated a t Ottawa, Canada, on the 4 th day of October, 1921.
The hydrometric da ta upon which t h i s repor t i s based were
collected and compiled j o in t l y f o r 36 in te rna t iona l s t a t i ons by engin-
ee r s of the United S t a t e s Geological Survey under the d i r ec t i on of M r .
Stermitz and of the Water Resources Branch (Canada) under the d i rec t ion
of Mr . Coll ier . Data f o r another 23 s t a t i ons i n Canada and 7 s t a t i ons
i n the United S t a t e s were collected independently by the same engineers
i n t h e i r respective countries. The United S t a t e s Bureau of Reclamation
furnished data f o r 8 canal and 2 rese rvo i r s t a t i ons and the United S ta tes
Bureau of Indian Affai rs furnished da ta f o r one other canal s t a t i o n i n
Montana.

Complete da ta fo r 53 of the s tat ions mentioned above are con-

12 canal s ta t ions i n Montana are shown i n Table 5, Page 3, and Table 9.

i n the St. Mary River basin and 6 s tat ions maintained by Canada i n the . .
St. Mary and Milk River basins a re not used f o r purposes of division
and are not included i n e i ther ' th is report or i t s appendix.
The construction of the Altawan Reservoir on Lodge Creek i n
Saskateheuan during 1959 and 1960 h& made it necessary t o i n s t i t u t e
a more f o r d division of Lodge Creek water i n future. To provide
data required fo r t h i s division Canada constructed four new gauging
s tat ions i n the basin i n 1960. Three of these are stream gauging
s tat ions 'md the fourth i s a staff gauge ins t a l l a t ion on Altawan
Reservoir.

The t o t a l natural flow of the St. Mary River a t the in te r -
national boundary f o r the year 1 November 1959 t o 31 tctober 1960 was
578,292 acre-feet. O f this t o t a l 482,907 occurred during the i r r iga t ion
season, 1 April to 31 October. The natural flow during the i r r iga t ion
season was 82 percent of 590,157 acre-feet, the average of the previous
57 years of record. Of the total natural flow there was delivered t o
Canada 397,825 acre-feet, 319,988 acre-feet during the i r r iga t ion
season and 77,837 acre-feet during the balance of the year.
The thirty-ninth annual internat ional survey of snow conditions
i n the St. Mary River drainage basin was conducted on 3 and 4 May 1960.
The survey provided advance information on the probable run-off during
the i r r iga t ion season. The tabulated r e su l t s of the forecasts and
measured discharge a t three locations are shown below.

During the i r r i g a t i o n season, 1 April t o 31 October, f i e l d
engineers of both countries made frequent computations of the da i l y
natirral flow of the r i v e r and each country 's share thereof, i n order

could be adjusted by a subsequent del ivery t o Can,ada of an equivalent
