SAFETY ON THE JOB

In the booming Marcellus and Utica Shale Plays, it is easy for Health andSafety professionals to get lost in the sea of information regarding PersonalProtective Equipment (PPE). From assessing risk to managing it, several fac-tors come into play when trying to make sure your people are protected.Endless lists of regulations, risks and products can make selecting the rightpersonal protective equipment a daunting task. The following article willspecifically target what to look for when selecting Flame Resistant (FR) cloth-ing for you and your workers.

For the purposes of this article, we will assume that a flash-fire hazard as-sessment has already been completed in compliance with NFPA Standard 2112and OSHA 29CFR 1910.132, and that a flash-fire risk has been established. Itis important to note that, as the least effective hazard control, PPE should bethe last line of defense for protection. Elimination or substitution of the haz-ard, engineering controls, warning alarms and training are all more effectiveways to keep the worker protected.

FR clothing is defined as an article that will not support combustion after theheat source is removed. FR materials are not fireproof, meaning if the heatsource is allowed to stay in contact with the material, it will burn. There aretwo ways to achieve flame resistance in textiles, to use inherently flame re-sistant fibers in the fabric and to chemically treat the fabric. Knowing and un-derstanding the difference between these two types of technologies isextremely important for those responsible for evaluating, selecting and wear-ing FR clothing.

“Inherent”, as itrelates to flame resistant fibers, means that the flame resist-ant properties have been embedded in the material since the fibers were firstcreated. Because these flame resistant properties are an intrinsic part of thefibers, flame resistance is permanent and cannot be washed out or worn outif properly used and laundered. A key benefit to selecting an inherently FRgarment is the knowledge that, as long as the manufacturer’s instructions forcare and maintenance are followed, the wearer will always be protected forthe life of the garment.

“Treated” fabrics, also referred to as “topically treated”, are fabrics that havehad a special mixture of flame resistant chemicals added in the later stages ofthe manufacturing process. This bled of chemicals is added to make the finalproduct flame resistant. Unlike fabrics made with inherently flame resistantfibers, topically treated fabrics could have their flame resistant properties di-minished or removed completely depending on how they are launderedand/or what chemicals they are exposed to in the work environment. A keydrawback to selecting a topically treated FR garment is that after prolongeduse and laundering, there is no way to know if the flame resistant propertieshave been diminished or lost.

Now that the types of FR materials available have been defined, it is importantto verify that the materials being used by the manufacturer have been testedto meet or exceed all standards set forth by the NFPA and ASTM, and are cer-tified as such. Some other things to consider while selecting your FR garmentsare whether or not the manufacturer discloses where the fabric is made, ifthey follow an ongoing testing protocol, whether they can track every itemback to the original roll of fabric from which it was made, whether the gar-ments are comfortable for the user and whether or not you feel that the stan-dards the material has been tested to address your real-world conditions.

Once you have decided on the garments that will best protect your workersfrom the hazards they face, it is time to determine whether you are getting thebest value in your product. Some manufacturers might use the best fabrics

available, but cut costs by using unreinforced snaps, fewer bar tack reinforce-ment stiches, or single rows of stitching on the pockets. Investigating the wayseams are sewn together, the number of stitches per inch, and how well thegarment is reinforced in stress areas will be good indications as to the dura-bility of the product. The higher quality garments might cost a little more upfront, but will be a better value in the long run by being able to last a lot longerthan the less expensive options.

After your FR garments have been purchased and distributed to the workers,an effort must be made to train the wearer on proper use, care and mainte-nance of the garment. Make sure that users are aware that FR clothing canonly protect them where they are covered. Making sure that all buttons areproperly fastened, sleeves are secured at the wrist and collars are secured atthe neck can make a critical difference when dealing with flash fires. It is alsoimportant to inspect garments before each use to make sure there are nofrays, tears or holes, and to make repairs to or replace items as needed. It isequally important to make sure that all users are sure to read and abide by themanufacturers laundering instructions. Bleach, harsh detergents and fabricsofteners should never be used to launder FR garments.

The American Entrepreneur Expands Its Marcellus Programming AcrossPA, OH, and D.C. with “Marcellus: The Economic Miracle”

Pittsburgh, PA ……The American Entrepreneur (TAE) is a Pittsburgh-based radioprogram that specializes in entrepreneurial and business related issues. Begin-ning Friday, March 30, 2012, TAE will begin airing a new syndicated series titled"Marcellus: The Economic Miracle” on its expanded network of sixteen talkradio stations.

TAE has been broadcasting regularly since 1999 and is hosted by Ron Morris, aserial entrepreneur and business owner who is also the Director of the Entre-preneurial Studies Program at Duquesne University. Morris and his colleaguesat TAE noticed significant misinformation about the Marcellus, and as such pro-duced a series of twelve two-hour programs on the topic in 2012 entitled TheTruth About Marcellus Shale. They identified and then interviewed more than40 experts on various Marcellus-related topics, the result being perhaps themost comprehensive series of interviews ever done on what most WesternPennsylvanians consider to be, “an economic Godsend” for the region.

According to Brian McMahon, CEO of The American Entrepreneur, “The laststraw for us was a debate between Josh Fox (producer of the Academy awardnominated “Gasland”) and Chris Tucker. There were so many conflicting asser-tions made that day that we decided to produce this series, shining the spotlightof truth on all facets of the project.“

Following his participation in TAE’s first series, Matt Pitzerella, Range Resource’svenerable spokesman said, “The American Entrepreneur is the finest radio show

in the entire state in terms of providing knowledge, insight, and direction toPennsylvania citizens.”

This is as it should be, in that TAE not only created and produced the very firstmulti-part series on the Marcellus, but has since produced more than fifty ad-ditional, ninety-minute shows on the same topic.

We are now preparing for our next series on Marcellus. Here, we will explore theeconomic impact as well as the other relevant topics surrounding the Marcel-lus Shale. These shows will feature renowned hosts and guest experts, includ-ing: Mark Laskow, a 20-year veteran of drilling; Terry Engelder, the “Father of theMarcellus Shale”, Penn State University; John Hanger, former DEP Secretary;and dozens more. We will look at the Marcellus Shale from every conceivableangle including the opportunities that exist for entrepreneurs and business own-ers to benefit and prosper from this economic driver.
