Main definitions as per the decree 7964:
The norms and standards adopted:
Libnor:
LIBNOR is a public institution attached to the Ministry of Industry. It is the sole authority to issue, publish and amend Lebanese standards and to give the right to use the Lebanese Conformity Mark (NL Mark).
Apave is a member in 3 committees and the head of the fire safety committee. 4

The missions : Mission L:
Solidity of the building and the equipments that are part of the structure, including the closing walls and coverage clos et couverts (curtain walls, cladding, waterproofing).
Shoring and excavation works are not part of the mission.
Mission PS: Seismic stability.

Seismic
Changing the seismic acceleration coefficient to 0,25G
0.25 g Horizontal Acceleration Moderate seismic Risk
-
Adopted Norms and Standards
9
French Norms (PS92, BAEL, DTU...).
American Norms (UBC or IBC, ACI..).
-
Adaptation to French Referenced Documents (according to Libnor - NL 135)
10
Apply the Seismic Design Rules PS92 & Guide AFPS 1992 considering a minimum value of the peak ground acceleration (acclration nominale) equal to aN = 2.5m/s2 corresponding to seismic zone II (zone de sismicit II) and to an occupancy category of normal hazard (catgorie douvrages dits risque normal). The above mentioned value is subject to an increase based on the class of hazard of the structure.
-
Adaptation to American Referenced Documents (according to Libnor - NL 135)

Wind
For the calculation of the wind loads on Buildings, Structures (excluding bridges) and every portion thereof, the value of the Basic Wind Speed (or Reference Wind Speed) shall be taken from the relevant Lebanese Meteorological Authority in form of National Wind Map
16
-
Basic Wind speed (Libnor NL 137 draft version)
This value shall be as per the definition of the Basic Wind Speed for every Referenced Documents (American UBC, IBC or French NV65).
It is recommended that the minimum Basic Wind Speed value not be less than the value here below ( for Beirut area):
17
-
Basic Wind speed (Libnor NL 137 draft version)
Uniform Building Code UBC97 : Vfm = 38 m/s .
Design under the International Building Code IBC 2009: V3s = 45 m/s .
Design under the French Document Rgles NV65: 2009: Vnormal = 35 m/s
European Standard - Eurocode 1: Vb,0 = 26 m/s
