    At present, all the nations are makingefforts in their drive for alleviating povertyand enhancing the health standard. In linewith the United Nations' millennium goal,concerted efforts are being made for reducingthe mortality rate of children under five,bringing about better health care forpregnant women, control of HIV/AIDS andintroducing reproductive health.

    Under the national health policy,priority is being given to bringing aboutbetter reproductive health. In that regard,the five-year plan (2004-2008) was laid downand implemented. The five-year plan for2009-2013 has been drawn and is beingimplemented.

    Reproductive health plays a pivotalrole in the development of human resources,and each and every mother should payattention to it. The Ministry of Health incooperation with the Myanmar Maternaland Child Welfare Association is extensivelyengaged in maternal and child health careservices the length and breadth of the nation.

    Meanwhile, steps are being taken foruplift of the education standards of childrenwho are the future generations. Moreover,the respective departments are makingefforts to reach this end.

    Being a member of the internationalcommunity, Myanmar is trying its utmostfor successful realization of the UnitedNations' millennium goal, and at such a time,all are to do their bit in instilling knowledgeon reproductive health into the public. Onlythen, will the creation of healthy and happyenvironment be possible.

    Nigerian rebels takeoil war into Lagos

    LAGOS, 14 JulyNigerian rebels took their oil warwith the government into Lagos, killing at least fivepeople in their first ever attack on Africas biggest cityon the eve of the release of their leader from jail.

    The Movement for the Emancipation of the NigerDelta (MEND) claimed the overnight attack on themain Atlas Cove oil depot Cove which reverberatedacross the city of 16 million people.

    It came hours before one of MENDs top leaders,Henry Okah, was freed by a court which dropped trea-son charges against him as part of an amnesty deal.

    All the charges against him have been withdrawn,he is a free man, Okahs lawyer Femi Falana toldAFP. Okah told reporters he was happy to be free be-fore being whisked away by officials to finalise re-lease formalities.

    KANDAHAR, 14 JulyA military helicopter used byforeign troops crashed on Tuesday in Afghanistanssouthern Helmand Province, scene of a massive op-eration by US Marines, officials said.

    A spokesman for the British military in Helmand,part of the NATO-led force, confirmed the crash, butcould not give details about a cause or casualties.

    SINGAPORE, 14 JulySingapores Ministry of Tradeand Industry (MTI) announced on Tuesday that it ex-pects the countrys economy to contract by 4.0 to 6.0percent in 2009.

    The new forecast is an upward revision from thecontraction of 6.0 to 9.0 percent that it had forecast on14 April this year.

    The MTI said in a statement that the revised fore-cast reflects upward revision in first quarter perform-ance, spike in biomedical manufacturing output lead-ing to improved second quarter performance, and sub-dued outlook for the rest of the year.

    The MTI also said that the countrys real GDP roseby 20.4 percent in the second quarter compared to thefirst quarter on a seasonally-adjusted annualized ba-sis, a sharp improvement from the12.7 percent con-traction experienced in the previous quarter.Internet

    It was revealed on Monday by the SAIC which isaffiliated to the Aviation Industry Corporation of China(AVIC), the countrys largest aircraft maker.

    In like manner, so they say that the forthcomingelection will not be a trustworthy one if it is held in theabsence of Daw Aung San Suu Kyi and NLD. I do notthink it is wise that the focus of attention is on aparticular person and party in the proceeding ofelection, which is the concern of the entire nation. Theessence of democracy is that every decision is madewith the votes of the majority. So, I wish they wouldponder to find out whether their words are in consist-ence with the practice of democracy or not.

    According to the government, Daw Aung SanSuu Kyi and NLD will be entitled to stand for electionif they meet the Election Law and Regulations. But Ican not help it if they do not meet the fundamentalrequirements, as said One is the sole master of onesfate. It is too much for the people to keep hearing thatthe upcoming election will not be legal if it is withouttheir participation in the election. To make it clear, soto say I was invited to a wedding reception to be heldsoon in accordance with the law by a woman and aman at the age of over 18 years, but I did not attend itdue to various reasons such as I was too busy, I wasnot in the mood to attend, or I do not get along with thebridegroom. Then, can it be decided that the weddingreception is not legal just owing to my absence? Andcan I say that the wedding reception is not legal dueto my absence. With or without a particular person,the wedding reception is legal if it is attended by manypeople. And election is similar to a wedding receptionin this regard. I would say the people are lookingforward to successful completion of the 2010 elec-tion, rather than to a particular person and particulargroup.

    In fact, to be a trustworthy election rests onprocedures and pragmatic approach, not on the elec-tion standing of a particular person and party. Thatpoint is to be understood. Now, they are claiming thatthere cannot be a trustworthy election if they areabsent from it. But, I can foretell that they would alsosay the election is not a free and fair one if they do notwin in it. They are in the habit of saying so and that istheir business. Anyhow, we do not pay attention toanything except our work.

    Some US congressmen are demanding more ac-tions against Myanmar, claiming that the UnitedNations Secretary-Generals visit to Myanmar didnot prove successful. They are desperate to find faultwith Myanmar, but there is no sound evidence toprove their accusations. They strongly requested Presi-dent Obama to take action against the nation throughthe United Nations Security Council for the fact thatthe Myanmar government is impossible for discus-sions, but is committing acts against the humanity.The British Prime Minister made a suggestion that theMyanmar issue should be submitted to the UN Secu-rity Council to pass a resolution with binding, thusfueling the situations. Since a variety of mess follow-ing UNSGs departure from Myanmar, I had visual-ized that their intention would be as usual: the issue isto be brought to the UNSC. I am like a predictableperson as to broadcasts of anti-government media,and so are the people.

    At the conference of the UN Economic andSocial Council held in Geneva, Switzerland, the

    UNSG said that to lay down systematically rules andprocedures to ensure holding 2010 election freely andfairly in accordance with the law relied on the Myanmargovernment; and that he would watch and see what thegovernment would respond to his suggestions aboutMyanmar affairs.

    Myanmar government has constantly showed itsenthusiastic cooperation with the UN. In some cases,the government is under one-sided accusations in spiteof its cooperation. For instance, there are no politicalprisoners in Myanmar. The prisoners purportedlyclaimed to be political inmates are serving their prisonterms for their violating laws and harming Statesstability, not under political laws. That has come to theknowledge of an ordinary public member like me.Every country cares for their stability and security.And every government is sensitive to any forms of actsthat harm their State stability and community peace,and they detain and stop and take action against of-fenders.

    For more than one hundred times, they have beenclaiming that Myanmars human rights situation issubstandard. Now, peace and stability have beenrestored well across the nation. Infrastructures in vari-ous sectors have been improved considerably for na-tional development. Every individual and family meettheir basic needs, and do their businesses, leading apeaceful life under the framework of the law. Thepeople have the rights to enjoy freedom of expressionand discussion. Soon, Myanmar will be transformedinto a democratic nation. So, I have never thought ofthe fact the people are deprived of human rights. Ourcountry has not seen issues on human rights case,forced labour or child soldier. Responsible personshave refuted such baseless accusations with soundevidence occasionally.

    The US-led invasion of Iraq has been followed bya large number of casualties and human rights prob-lems, but the media never say that they are concernedover the country. It is strange that instead, they areclaiming they are deeply concerned over Myanmar,where the people lead a life of peace and peace andstability are maintained well.

    In meeting with the United Nations Secretary-General, the Head of State disclosed that the gov-ernment will hold a free and fair election in 2010;

    that necessary laws, regulations and proceduresare being written, and the government is workinghard to ensure completion of the proceedings onschedule; that then it will guarantee the people toform political parties and promulgate ElectionLaw on schedule; that election will be designed forensuring all-inclusiveness, and the law is in theprocess of being compiled to be a fair one; and thatit will also take necessary measures for formationof political parties and their standing for election.

    Besides, we all the people still remember avery important remark made by the Senior Gen-eral. He said the government was giving priority totwo main points. The first point is that all neces-sary arrangements are being made in order tohold the 2010 elections successfully. The secondpoint is that sound foundations are being built forthe future government that will emerge from theelections. The Senior General said the governmenthad not been in a position to give priority to theaffairs of a particular person except the above twopoints. It is easy to criticize the efforts the govern-ment is making but actually, it is very difficult toimplement them successfully and pragmatically.While the government is implementing such a tre-mendous task day in, day out enlisting the strength ofthe State, the people and the Tatmadaw, anti-govern-ment groups are sticking to their destructive acts. Inthis regard, we cannot say that Myanmar is facing apolitical crisis as there exist anti-government groupsin the nation. We assume it is a democratic phenom-enon. Therefore, we have no political crisis in thenation. We fully believe that we will surely reach thegoal of democracy soon if we continue our way inaccord with the seven-step Road Map.

    Moreover, anti-government groups are sayingabout a dialogue and national reconciliation when-ever an incident arises. In reality, the government haschosen the way of seeking dialogues since 1989 forforging national reconciliation. As a result, 17 majorand over 20 small armed groups of national races havereturned to the legal fold. At the same time, measureshave been taken repeatedly to negotiate with DawAung San Suu Kyi in order to build national reconcili-ation. All have known that. The government alone is

National reconciliation has been achieved toa certain extent. For democratic transition, the seven-stepRoad Map has reached the fifth step. Myanmar hasenjoyed human rights that are not less if not more thanother countries.

    There are those who are concerned that the moretime the government takes, the more the country will beaffected adversely. As far as I know, the government doesnot delay the process. Those who are trying to delay,disrupt and harm the democratic process are the anti-government groups inside and outside the country. If theyhad not tried to do so, our country would have reached the

    goal of democracy.The constitution and the seven-step Road Map

    approved by the people are the democratic processbased on the nation's prevailing conditions. Likewise,we believe this process will achieve democracy in apeaceful and safe way. We on our part are cooperatingwith all in speedily carrying out democratic transition.We all invite any cooperation on the successfulimplementation of democratic transition.

    To sum up, our country recognizes the UNSG'sgood offices and underscores the cooperation with theUN. We are practically cooperating with the UN andwelcome the future cooperation. Despite the ill attemptsof foreign media and internal axe-handles, we hope thatMyanmar will promote cooperation with the UN. Ifthere is cooperation of the UN and of the internationalcommunity, our country will be able to speedily carryout the democratic transition, thereby contributing to thedevelopment of the State and the promotion of humanrights.

    In studying instal-lation of mobile tel-

    ephones in Rakhine State,Sittway has 1433 GSMlines and 3036 CDMA-450 lines, An 477 CDMA-450 lines, Kyaukpyu 900CDMA-450 lines,Thandwe 1346 CDMA-450 lines, MraukU 543CDMA-450 lines,Maungtaw 250 CDMA-450 lines, Myebon 550CDMA-450 lines, and ar-rangements have beenmade to install CDMA-450 telephones inManaung, Taungup,Kyauktaw and Gwa. As aresult, the local people cansafely overcome difficul-ties of bad weather in therainy season and they willhave easy access to en-quiring the progress ofregional development, so-cial and economic affairsof the regions and the goodnews on preventive meas-ures against natural disas-ters.

    As a special project,Rakhine State was facili-tated with 276 lines of 69MPT satellite terminals.As such, one set of MPTsatellite terminal can usefour telephones and onInternet server. Conse-quently, the people resid-ing in Rakhine State areenjoying the fruits of ac-cessing all items of newsincluding weather fore-casts through local and in-ternational media.

    Up to now, a total of25,946 telephones havebeen installed in RakhineState. The region has 5526

    telephone lines at eightauto-exchanges plus threeauto-exchanges installedwith 1500 lines, 29 mag-neto exchanges with 2394lines, totalling 40 ex-changes with 9420 lines.With regard to the mobiletelephone communication,two GSM radio stationswere installed with 200lines, 11 CDMA-450 ra-dio stations with 14,250lines and 13 mobile radiostations with 16,250 lines.

    Moreover, digitalmicrowave stations werebuilt in Sittway,Kyaukpyu, Thandwe, An,Taungup, Manaung,Myebon, MraukU,Kyauktaw and Gwa. Theplans are under way to ex-tend fibre cable lines in thetownships. Therefore, noone can deny that the localyouth of Rakhine State willhave the brighter future inthe communication sector.

    Rakhine State oper-ates 54 post offices, 10 sub-post offices and 18 villagepost offices. In addition,the region has 13 telegraphoffices, 11 radio telegraphoffices and one post andtelegraph joint office. Thetelegraph offices areequipped with computerand facsimiles for givingservices to the local cus-tomers in time.

    The communica-tion centres were estab-lished in Rakhine State forissuing warnings on natu-ral disasters. Two commu-nication centres, 30 feet

    long, 20 feet wide and 20feet high with five feet highpost shoes were built inPahtein and Phaungkar is-lands in Taungup Town-ship. Each communicationcentre is equipped with oneMPT satellite terminal, onecomputer set, one fax ma-chine, five CDMA-450 tel-ephones, one set of eight-foot satellite dish for re-ceiving MRTV andMRTV-4 programmes,one 21-inch TV, one DVD,

    MOGADISHU, 14 July Somali gunmen stormed ahotel in the capital Mogadishu and kidnapped twoFrench journalists on Tuesday, a hotel worker said.

    LONDON, 14 July Britain losesaround one billion pounds (1.61 billionUS dollars) every year it delays buildinga third runway at Heathrow Airport, areport argued on Monday.

    The British Chamber of Commerce(BCC), a business lobby, said capacityrestraints at Heathrow, the worlds busiestinternational airport, had led to it fallingbehind competitors such as Schipol inAmsterdam and Frankfurt in Germany.

    If a third runway is built, it will addup to 30 billion pounds to the economy,the chamber said, including productivitygains and wider economic benefits suchas new jobs.

    By reducing delays and increasingthe frequency of flights, a third runway

    would save business passengers time andincrease their productivity, the report said.Passengers would also benefit fromflights to new destinations, removing theneed to wait for transfers at airportsoutside Britain.

    The government has approved thebuilding of a third runway butenvironmental campaigners and otherpressure groups are opposed to it andconstruction has yet to get the go ahead.

    CHAMPAIGN, 14 July US researchers link a chemi-cal used in plastics bisphenol A to disrupted hor-mone production in mice.

    The study in mice found 48 hours of exposure tothe chemical slowed the growth of a healthy, maturefollicle a group of cells within the ovary where theegg matures. These are the only follicles that are ca-pable of ovulating and so if they dont grow properlytheyre not going to ovulate and there could be fertil-ity issues, study co-leader Jodi Flaws of the Univer-sity of Illinois in Champaign, Ill, said in a statement.

    These follicles also make sex steroid hormones andso if they dont grow properly youre not going to getproper amounts of these hormones. Flaws said. Suchhormones are essential for reproduction, but theyrealso required for healthy bones, a healthy heart and ahealthy mood.

    The researchers described the drop in productionof steroid hormones progesterone, testosterone andestradiol as quite dramatic.

    After 120 hours of exposure bisphenol A, mousefollicle cells produced about 85 percent less estradiol,97 percent less progesterone and 95 percent less tes-tosterone.
