RTL Classique Launch DelayedRTL Classique, media groupCLT's proposed classical satellitestation for Europe, has beendelayed pending negotiations withpossible investors in the ventureThe 24 -hour station was expectedto go on air this month (June) viathe Astra satellite (M&M May 12),but CLT's head of internationalaffairs Henri Roemer now pre-dicts a September launch at theearliest.

The Radio Authority isexpected to invite letters of intentfor the national networks - oneFM frequency and two AM - laterthis summer and will probablyadvertise two franchises early nextyear.
Under the Broadcasting Billbefore parliament, one nationalnetwork will be for music "otherthan pop", another will be talk -based and the third must be dif-ferent from the other two.

DT64 Seeks Commercial FutureAs doubts BMW over the future ofEast Germany's nationwide youthchannel, 111'64, the station's staffare seeking foreign investment inorder to break free of the publicbroadcast system and to become acommercial venture.
According to Ulf Drechsel,DT64 producer and music editor,the plan by Radio DDR, the EastGerman public broadcaster, to setup five new regional networksacross the country, each of whichis likely m include a pop channel,sounds the death knell for DT64.The station has been in operationsince 1986 and reaches anestimated audience of 500.000with its music -based magazineformat.

De Bodinat On How To SucceedCBS France and media investment
When Henri de Bodinat became president of CBSFrance in 1985, many wondered if this former GM of ad
agency Saatchi & Saatchi, with no experience of themusic business, could succeed. Today, de Bodinat, whohas just turned 40, has taken CBS to second position in
the French music business league with an annualturnover of US$ 200 million.
Over the past two yearsCBS has also mademoves into a number of
other areas, especially into broad-cast media. It has taken shares inthe music channel MCM/Euro-musique, in the Lille -based radiostation Metropolys, and is a part-ner with NU in the oldies stationCherie FM. The company has alsobeen considering a similar invest.ment in Paris station Oui FM,although that seems unlikely forthe moment.
Other projects include the laun-ching of an AOR radio station inMarseilles and the production ofan album -oriented weekly TVprogramme. CBS also helpsSkyrock, financing the listenerspanel which the station uses toselect the records for the playlist.In all, de Bodinat estimates thatCBS total investment in media hasbeen around Ffr 20 million (app.US$ 3.3 million).
"We have not moved into radiosimply because we want to diver-sify:' says de Bodinat. "And we arenot there to control the radioeither. We are there for tworeasons. Firstly to get better ac-quainted with the medium asradio is the key outlet to promoteour products, so it is better if weknow how it works. Secondly, weaim to contribute to the generaldevelopment of this field:'
A third reason is the desire tocombat one of the most pressingproblems facing French recordcompanies today, the fact that themajority of French FM stationsplay up to 80% Anglo-Americanproduct. "Imagine that tomorrowthere is only one FM radio inFrance playing French music!' hesays. "That would have seriousconsequences for all record com-panies who depend on local pro-duction and nobody would be ableto stop this happening!'
With this in mind, CBS investedin Metropolys, which recently
merged with the Kiss network. "Itis a station which plays mom than40% French music!' de Bodinatexplains. "We are now in a posi-
tion to fight to make sure that thispercentage does not change. It isgood for the station and good forthe industry because the station isprepared to launch new French ar-tists"
As a minority shareholder CBStakes an advisory role "When Imeet Metropolys managementonce every three or four weeks wediscuss strategy, development andnot which specific records toplay,' he says. "I do not have thetime or interest for that. I also donot think it makes things easierfor our promo team. They stillhave a difficult time!'
De Bodinat believes CBS's in-vestment in satellite music chan-nel Euromusique follows the earnskind of logic. "We wanted to helpto create a music channel. Ourmain interest was not to makemoney but to give young Frenchand international artists, but par-ticularly French, a 100% musicchannel in this country!'
CBS was one of the instigators
of airplay monitoring service
Media Control and is still one ofits strongest supporters. Indeed,de Bodinat supports a change inthe way the French top 50 is com-piled, by including airplay as wellas sales.
"We have propositions all thetime from stations asking us to in-vest in them, everybody calls us!'he says. "I am not talking of ma-jor stations like Skyrock or Funbut stations in the provinces, whoare part of the Media Control
panel. They come to us becausethey know it gives them credibilitywhen they look for other investorsand because we are ready to investin radio and mount joint Opera-tions!'
De Bodinat is also keen to move
into TV production. CBS hascreated a new subsidiary, EpicProductions, which aims to pro-duce an album -oriented TV pro-gramme tentatively mulled 'Dis-que Disque Rage'. Discussions arestill at en early stage but deBodinat says the show will featurethree albums, two French and oneinternational, in a 26 -minute latenight slot
With prime time variety showsfocusing on new hit singles andspecialised programmes such as'Rapido', "TV does not say much
about French albums!' he says. "Ihave talked about this programmefor about two years now and,although everybody says it is agood idea, nobody did anything.In the end I got fed up and propos-ed it myself. After all, if some col-leagues want to join me the phonedoes exist.
"CBS has 22-25% of theFrench variety album market, so itwould be normal to have thispercentage of CBS artists featuredin the programme, but, thereshould be no more than this. Wewant someone neutral to decidewhat will be on the show so thatCBS cannot be accused ofmanipulating it!'
With a roster including some ofFrance's biggest sellers, such asFrancis Cabrel, Jean -Jacques
Goldman, Patricia Kane (recentlywon over from Polydor) andKamm'', CBS France has a strongwill to develop artists on the inter-national market. Yet, as with itsmedia investments, its biggestrecording success has also run intocontroversy.
Kaoma's Lembo& was a
worldwide hit, yet its progress wasdogged by dispute. De Bodinat isirritated by the way interest wasfocused on the legal case surroun-ding the song rather than the fact itwas a worldwide hit, the biggestFrance has ever had. "The moralof the story wad' he says, "alesson that shows you have to berigorous with every legal aspect,especially when you work withSouth American countries!'
As far as the French market isconcerned de Bodinat expects theoverall growth, 35% last year, toslow a bit. "We have made all ourforecasts for 1990 assuming amarket growth of 15%. Next yearwe will have IVA!' Nevertheless,he remains confident that CBSwill continue to grow. In 1989 itwas ranked the 16th most pro-fitable company in France byeconomics magazine 12Entreprisgwith a profit of US$ 30 million.
On a personal level, de Bodinatis now aiming for another charttopper, not with a record or radiorating, but with a book. His 'UnPave Dans Le Marketing', a "Howto succeed" style book, has justbeen published.

BPI/MCPS Gear Up For Tribunal HearingThe British Phonographic In-dustry (BPI) and the MechanicalCopyright Protection Society(MCPS) are busy lining up sup-port for their showdown at theCopyright Idibunal this week
(June 26 & 28).The MCPS, which has said that
it intends to impose the EuropeanBIEM/IFPI licensing agreementfrom the beginning of July,
already has the composers societyBASCA and the Music PublishersAssociation on its side.
And it has concluded an agree-ment with the UK independentlabels association, Umbrella,which includes a lower royalty ratefor the next two years, and an in-creased promotional allowance.
But the agreement, which onlyapplies to labels who sign up bythe beginning of July, received asceptical mamion from Umbrella
members at their London seminarlast week. Several delegates saidthat Umbrella was being "used"by the MCPS in its battle with theBPI and advised labels to awaitthe ruling of the Copyright
The BPI has received supportfrom the Record ManufacturersAssociation, representing UKpressing plants, for "free negotia-tions" with the MCPS thatrecognise the special position ofthe UK record industry.
The RMA is concerned that itsmembers will need to have a
licence for every pressing orderand for each format, making life"very difficult" according toAdrian OwMtt of Adrenalin.
The BPI maintains that there isno "harmonious" European a-greement as claimed by theMCPS. "The reference to a single

Radio RadRadio Radio, the satellite over-night service which introducednew programming at the begin-ning of this year, has doubled itsaudience according to JICRARresearch for Manchester's Pic-cadilly Key 103, which takes theservice and also provides studiofacilities.
The number of adults under 35listening to Radio Radio on Key103 between 22.00-01.00 duringJanuary to March this year was14.000, 133% up on the previousquarter. From 01.00-06.00 the in-crease was 250% to 7.000.
Radio Radio, which is carriedby 24 commercial stations, nowhas an average of 24.000 adultslistening via Key 103 up to 01.00,and 10.000 up to 06.00, increasesof 100% and 67% respectively.
Programme controller DaveLincoln: "These figures have ex-ceeded our best estimates. Wehave been targetting the I5 -25s
before midnight and the 25-45safter that The music is now wellselected, especially the oldies, andthis has made it a lot more appeal-ing'
Lincoln took over as pro-granune controller after the ser-vice was acquired by OwenOyston's Trans World Com-munications and the operationwas moved to Manchester at theend of last year.
He believes the move has
helped Radio Radio to focus moreclearly on its audience. "In the

Radio Radio has just signed asponsorship deal with the DailyMail newspaper for The Supersta-tion Headliners, a nightly short -form series of historic news itemsinterspersed with relevant oldieswhich will run at around 23.20.The Daily Mail is looking totarget younger readers and hasbeen running a number of music -related promotions. The RadioRadio deal is for three monthswith options Mending up to ayear.
Radio Radio is financed by thetee minutes per hour of na-tional advertising sold by CapitalRadio's Media Sales & Marketing.Stations taking the service can

Starsat To Launch
Club ServiceAn prelusive closed-circuitsatellite TV service for nightclubsis being launched this week (June27) by Starsat. It will broadcastweekly house, rap, hip -hop, funkand soul concerts to a network ofclubs around the UK.
Guru Josh and 808 State willplay the opening show atPreston's Park Nightstyle Club,which will be beamed direct to the16 clubs which, at press time, hadjoined the Starsat network. Nextweek's concert will feature RebelMC, Londsay D and The OutlawPosse.
Each dub joining the networkis equipped with large videoscreens with stereo sound andsatellite receiving equipment,which is also able to receive Astraprogramming.
Starsat is the result of two yearsresearch and development bycreative director Steve Lawton andmarketing director Audrey Yates.Recently appointed MD JerryTurner was previously marketingdirector at CBS.

PPL has already added clausesto its licensing agreement for newradio stations that have come onair since 1988, including sponsor-ship revenue as part of totaladvertising income and granting
PPL access to the station'saudited accounts.
But the AIRC has reiterated itswarning to new stations not tosign the latest PPL agreement,claiming that its terms are inferiorto those already agreed by theAIRC on behalf of existingstations.
AIRC director Brian West saysthe new deal is being used as abridgehead by PPL to extractsimilar terms from other stationswhen the current AIRC/PPLagreement runs out at the end of
Album Sales Fall 5.1%Album sales in all formats weredown 5.1% to 32 million units forthe first quarter of this year com-pared with 1989, according tofigures released by the BritishPhonographic Industry (BPI).The figures represent manufac-turer shipments to the trade, atwholesale prices.
Although the value of albumsales was up 10.8% to E 124
million, the continuing decline inunit sales since June last yearmeans that nearly three millionfewer albums were sold for the 12months up to March 31 1990 com-pared to the previous year.
CD sales for the first quarter of1990 increased by 35.7N, with asimilar rise in value, but vinylslumped by 27.8% and cassettesby 12.8%. The value of cassettessold still managed to increase by4.5% but it is now clear that
cassette sales peaked last summer.Singles were up 5.5% to 15.5
million units with an increase invalue of 14% to f 21.3 million.The 171/4 decline of 7" singles wasmore than compensated by spec-tacular increases for 12" (23%),cassingle (I.660%) and CI) (71W9).The 7" still remains the mostpopular single format, accountingfor half the total sales. But the12" market is more valuable (E 9.9million) despite selling more than2 million fewer copies.
The BPI speaks of "continuedsteady market growth" and thevalue of trade shipments for theyear ending March 31 was up11.6°& to a new record of E 695.5million. But the underlying fall inalbum sales is causing some con-cern among UK record com-panies.

The PPL has already removedone clause from its new agreementwhich banned stations from tak-ing advertisements from blanktape manufacturers after wide-spread complaints.
"The PPL is just being greedy!'says West. "The rise in indepen-dent radio revenue over the pastfew years and the increase in thenumber of stations means thatthey have been making a lot ofmoney from us, yet they still wantmore!"
PPL head of broadcasting PeteRogers confirms that it is seekingto include sponsorship revenue inits new agreement with the AIRC.But he stresses that not all spon-sorship monies would necessarilybe included.
"I'm sure there are areas ofsponsorship that we don't want tolook at!' he says. "We areprimarily concerned about broad-cast sponsorship which seems tohave changed since the IRA'ssponsorship rules two years ago.Certainly the way the rules are be-ing interpreted appears to havechanged!'
BBC Radio Scotland Revamps Pop ShowsBBC Radio Scotland hasrevamped its evening pop shows toattract younger listeners. The newschedide includes a Scottish Top30 chart show extracted fromMRIB's research for the 'Net-work Chart Show', broadcast bycommercial stations.
"The chart tends to be an ur-ban sample as it's drawn fromaround 40-45 retails outlets in thecities!' says executive producer ofentertainment programmes, Ro-bert Noakes. "But it's noticeablethat dance records frequently getinto the Scottish chart faster thanthe national chart And Scottishbands generally get higher plac-ings!"
The chart show is aired everyFriday at 22.30 following the20 -minute 'Scoops Fan Club'featuring "lively gossip and com-petitions". The music schedulefor the 22.00-24.00 slot during therest of the week includes 'BeatPatrol', which features demotapes from unknown bands thatin the past have included Wet WetWet and The Proclaimers, 'BiteThe Wax', a "campus rock" show,'Earshot', a magazine pro-gramme, and 'Nightlife', a Scot-tish entertainments diary
"The station's pop output usedto be more mainstream with alooser structure,' says Noakes. "Iwanted a cohesive output across
the week so that younger listenerscould feel their way around the in-tricacies of what we're doing.
"I'm not trying to competewith chart radio. That's not to saywe aren't competitive, but I'm notinterested in scrappy competition.We want to make good program-mes that people will listen to, us-ing the BBC's extensive resourcesand expertise"
The new programme schedulewas introduced in April andNoakes says the feedback is veryencouraging although it is tooearly for any audience figures.Noakes's next aim is to increasethe number of live sessions at theBBC Scotland studios.
On Radio ffn/SPV LPRube ffn, the statewide privateradio broadcaster in Lower Sax-ony, has teamed up with theHanover -based independent re-cord company SPV to release acompilation album called Radioffn Powerstation. SPY is financ-ing the project and handled theproduction and distribution ofthe album, while ffn is promotingthe release

Parachute Club, and The Wea-thermen. The CD includes fourextra tides by Leather Nun, TheBollock Brothers, The Mekonsand Blaine L Reisinger.

For the last three years,Star*Sat Radio, which is basedin Munich, has been broadcastingits 24 -hour programme to Europevia the Eutelsat I -F4 satelliteThrough Eutelsat it is available toalmost 90% of German cablesystems and is received in otherEuropean countries via cable andon terrestrial channels.
According to a 1989 survey by
marketing research institute EM-NID, Star*Sat's programme ofinternational pop and music in-formation captured II% of 14-39year -old listeners in cabled WestGerman households. About onemillion East German listenersalso receive the station's Eutelsatsignal via the country's 2.100cable units.
Star*Sat's music format ismade up of 50% current titles and50% oldies. Head of marketing,Martin Schmitz: "The maincriteria iS that a song is melodic;acid or heavy metal do not have achance!'
The titles are not named duringthe programmes. Schmitz, "Eve-rybody knows the oldies alreadyand listeners can pick up the titlesof current hits by tuning into ourweekly top 50 every Saturdayfrom 17.00-20.00"
RTL To Launch NetworkProgramming ServiceRTL Hoerfunk Baden-Wurttem-berg, a subsidiary of Luxem-bourg -based CLT, is about tolaunch the RTL Radio Networkwhich will provide programmingfor local stations. CLT has a 70%stake in the company, with the re-maining 30% being held by the sixother investors including Stutt-gart -based Buergerradio Studio-gesellschaft.
The network will consist of Evebroadcasting studios and will bebased in Stuttgart. SpokeswomanGabriele Santa says there are noplans to establish a statewidechain of stations, as was feared bysome observers.
The local stations which broad-cast the mantel programme willretain their own name and localidentity and will broadcast theirown IDs and local advertising.
It is not yet known how manylocal stations will make use of theRTL Radio Network (RTL RN)programming. To gain approvalfrom the state licensing authority,the programming must be in ac-cordance with that for which thestations' licences were issued and
can be interrupted at any time,while the independence of thelicence holders must be assuredthrough short-term contracts.
Jaunt, says RTL RN aims toproduce a high quality 24 -hourprogramme that will allow thestate's local private stations, manyof which are in financial trouble,to compete with the public broad-casters; SWF in Baden Baden andSDR in Stuttgart.
The local stations will be allow-ed to broadcast as much of theRTL RN programme as they wishat no -cost. The network pro-gramte Will include a maximumof two -and -a -half minutes of na-tional advertising per hour, therevenue of which will go exclusive-ly to RTL.
To help finance the networkprogramming, RTL RN will rentBuergerradio's frequencies forchannels 2, 3 and 4 to the regionalstations in Muehlacker, Geist-ingen and Goppingen respective-ly. Likewise Channel 5 will carrythe Radio Resonant programmefor the regional stations in Stutt-gart and Reutlingen.

Vinyl Single Sales Drop 23.1%The vinyl single has taken anotherblow in France, with turnover forthe format dropping dramaticallyin the first four months of thisyear. Turnover for the quarter wasjust Ffr 124.9 million (app. US$22.6 million), down 23.1% on thesame period in 1989.
Meanwhile, turnover from theCD single doubled, from Ffr 4.8million to Ffr 9.8 million.However, this does not compen-sate for the decline in popularityof the vinyl single; in terms ofunits, sales dropped from 11.8
million in January -April 1989 to8.9 million, down 24.7%.
The fall is illustrated by the factthat top singles could sell up to50.000 units a day in 1985-1986,but the figure for a no. I single to-day is about 20.000.
Olivier Sooty de Chalon, presi-dent of Cogedep - France's mainwholesaler, says: "Singles nowrepresent only 15% of Cogedep'sturnover and we have 35% of the
French singles market. Them areno substitutes for the momentand I'm worried by the currentdisinterest shown by the industry.
"The format is very useful tothe industry for promotional pur-poses, to consumers who can buytheir favourite piece of music forabout Ffr 20, and to retailers whocan use the format to attract con-sumert. If nothing is done quick-ly, retailers will further reduce thespace dedicated to singles!'
As an experiment, Cogedeprecently offered two supermarketchains, Monoprix and Coop,CD -3s in 7" blister packagingwith a suggested retail prim of Ffr20 and a 100% return policy. Ac-cording to Saunty de Chalon, over50% of the 10.000 CD -3s weresold within a few days.
And CBS France lowered theprice of the CD -3 for a trialperiod to allow consumers to buyit for the same amount as a vinylsingle Henri de Bodinat, presi-
dent of CBS France, says: "Thetrial was very successful, but evenif we represent 22% or 23% of themarket we can't change the situa-tion alone
He adds: "The vinyl singledoes not interest consumers anymore If it was up to me, I wouldstop selling the formal nextSeptember and I would extendthe measure to vinyl LPs. I
wish that all the music industrywould join me in this occasion!'
BMG Ariola marketing ma-nager Philippe Desindes com-ments: "CBS, bemuse of its linkswith Sony, is trying to force therest of the industry to push theCD -3. The reality is that the 5",with three or four songs, sells wellwhile the 3" is not easy to use forconsumers or retailers!'
However, Francis Caussou atretail chain Madison views theCBS trial as positive, "At least.CBS is trying to develop some-thing. The rest of the industry will
follow if it takes off, but it's notyet part of the consumer habit!'
Bruno Gerentes, marketingmanager for records at retailchain FNAC, comments:"Retailers am ready to make aneffort to establish new formatsbut we would like the record com-panies to propose a homogeneousformat. We have differences ofpackaging, formats and prices!"
But Caussou warns: "The CDhas not yet reached a properpenetration in France, especiallyin coral areas. The industryshould be very careful if it wantsto suppress the vinyl LP. It stillrepresents a significant part of theturnover in tliose regions!' Accor-ding to SNEP figures, LPs as
for more than 5.9% of thetotal industry turnover, comparedto 11.8% in 1989.
Meanwhile, two studies are be-ing made an the cassingle, one byWEA and the other by CBS. Theresults are expected in September.
Wit FM & Carrere Join ForcesI wwfing regional radio station
I'm, which broadcasts fromBordeaux, has conducted its firstTV promotion/album campaignin collaboration with CarrereRecords. Held throughout June, itincluded 20 spots on TV channelsTFI, Canal Plus and La Cinq fora total cost of Ffr 900.000.
Wit's promotion director,Alain Mayet, says the Wit FMlogo on the Surprise Party com-pilation of classic dance hits is animportant step in the station'sdevelopment. "Up to now wehave concentrated on developingan image in our own region. Thedeal with Carrere is a sign thatwe're now going beyond this localimage!' The project is likely to befollowed by another deal with
Carrere later this year.The move follows the example
set by Lille's Radio Metropolys,which has put its name to a
number of album TV promo-tions, most recently theMetrodence compilation prod.ed
by CBS. However, this has notstopped Metropolys from alsopromoting Carrere's SurpriseParty on its airwaves.
Like Metropolys, Wit FM iswell established in its region andconsistently beats fellow FM sta-tions NM and Skyrock in theratings. Launched in June 1988 bythe Bordeaux Football Club, thestation aims at a rode audience of15-49 year -olds with French andAnglo-American pop and rock.
GMF To Sell TFI StakeInsurance and banking groupGMF, owner of retail chainFNAC, has decided to sell itssham in private TV channel TFIand to tighten its links with publicchannel Antenna 2. The movefollows dissatisfaction with TFI'sprogramming policy. GMF initial-ly owned 2.5% of TF1's shares,when the channel was privatisedin 1987, and later increased
the stake to 6.1%.The sale should bring GMF a
profit of about Ffr 100 million.GMF does not plan to invest inany other major channel at themoment, but has taken a IONshare in Euromusique, the Frenchmusic channel. GMF will alsosponsor Antenne 2's culturalmagazine show, to be launched inSeptember.
RMC/Nostalgie BackVoltage Campaign

The campaign is part of theRMC/Nostalgia objective toachieve full market coverageOlivier Zuff, who is responsiblefor communication at Voltage, eaplains: "RMC, Nostalgia andRadio Voltage together coverlisteners from 15 to 65 years old.RMC focuses on the 35-65 agegroup, Nostalgia on the 35-55year -olds and Radio Voltage, the15-34 bracket!'
Radio Voltage specialises in70s -80s American funk/dancemusic (core artists include Sha-lamar and Earth, Wind & Fire),which complements Nostalgia's80% French music programmingand RMC's MOR balanced AMservice.

Originally, the station broad-
casts only to the suburbs of Pansbut M 1988 it was granted a Parisfrequency, 97.8. By June 1989 ithad gained fourth place in theParis ratings (IPSOS), however itdropped to sixth place this year,below Nostalgic and Cherie FM.Zuff: "It doesn't worry us toomuch because neither of these sta-tions compete for our audience!'

Mom music and less talk is thecurrent trend in Italian radio, ac-cording to Alberto Castelli, pro-gramme director at the Rome -based station Radio CentroSuono.
Castelli: "As an ex -DI it sad-dens me, but it's a fact thatjukebox (automated stations) ambecoming more important andlistening statistics will prove it!'
He says that DJs at his stationonly speak in 20-30 second dataand never after advertisements ornews. Castelli: "It seems that istwo much for Italians at the mo-ment. The public just seem to useradio as a source for backgroundmusic!'
Castelli says that as part of thestation's summer line-up, twothree-hour music -only program -m., called 'Black Live' and 'SoulClub', will be introduced on aweekly basis. Castelli: "One of
lot of the DE will be on holiday,but we will probably introducemore music -only programmesfrom September!'
Castelli agrees that record com-panies do not like automated sta-tions because they do not an-nounce which artists perform the
records played. Stefano Zap-paterra, promotions manager atPolydor: "It is a big issue and aproblem that affects everyone. Ido not call automated stationsjukebox., I call them fusion lines.It aanoys me when I listen torecords that I like, but don't knowwho they are by. I think it'swrong. If we're talking about lesstalk that's fine, but no talk at allmay be dangerous for stations aswell!'
Bruno Ployer, programme di-rector at the national private net-work Radio Dimensions Suono,argues that there is room for bothstaffed and automated stations.
Ployer, who is also programmedirector at the company's twofully -automated local stations(Radio Dimensuone Suono 2 andRadio Dimension Rock) says:"Commercial results prove thatour stations am successful. But if

The troubles flared when pro-moter David Zard claimed to havea verbal agreement to stage theItalian dates. WEA Signs Pino DanieleWEA Italy has signed PinoDaniele to a long-term recordingdeal. Dangle will record for CGD,which WEA bought out last year,and his first album for the labelwill be released late this year orearly in 1991.

Media Commission ToProceed With ChargesAgainst VeronicaThe likelihood of Dutch publicbroadcaster Veronica being finedand/or seeing its airtime cut hasincreased, following a decision bythree experts who WIC requestedby the Media Commission tomake a recommendation oncharges against the station.
The charges are based onallegations that Veronica helpedlaunch Luxembourg -based com-mercial station RTT-Veronique
and also offered know-how andhuman resources (M&M June 9).
The three experts recommend-ed to the Commission that pro-ceedings against Veronica shouldcontinue They allege that the broad-caster granted a bank guaranteeof Dfl 2.5 million (app. US$ 1.36million) to a company researchingthe feasibility of the commercialstation. Under Dutch media law,such a payment is illegal
They also claim that the boardof Veronica approved the guaran-tee and permitted staff membersto be involved in the project on apersonal basis.
The Media Commission is ex-pected to make a ruling on theissue shortly. If found guilty,Veronica faces a fine of up to Dfl200.000 and/ore reduction in itsbroadcasting time. However,Veronica says that if that doeshappen it will appeal the decision,which could delay a final outcomefor a year.
Meanwhile, Lex Harding, wholaunched Veronique last year, hasofficially returned to Veronica asradio director. He will also be in-volved in the station's merchan-dising and its TV music program-mes. Veronica's current radiodirector, Hans van der Veen, willbecome deputy MD of radio. II

The network, which has builtup an audience of almost 500.000since it was launched six yearsago, currently has 19 broadcastingcentres throughout Spain. It plansto have another seven open by Oc-tober, which would enable the sta-

Music Publishing In The 90sAs the 21st century draws
closer, preceded by thedevelopment of a single
European market, musicpublishing continues to
assume new significanceand meaning. Nigel
Hunter looks atchanges in the industry
and the tips for itsfuture development.
The role of music publishershas changed dramaticallyin recent years and today
they fulfil more of an A&R func-tion. They discover new talent - byattending gigs, listening to demotapes or through personal recom-mendations - and deliver a
package to record companies forconsideration. Usually the pack-age includes a tape, often recordedand mixed to master standard,plus details and photographs ofthe act who wrote the songs andmade the demo.
Another new development is theself-contained nature of the pack-ages. Acts write their mint songsand have their own publishers, aswell as managers, lawyers and, inmany cases, accountants. Conse-quently, few are interested in songsfrom other writers and publishers.
Only publishers with large andwell-known back catalogues canhope to place songs individuallywith any regularity. Ironically,many of these back catalogues arenow part of huge internationalpublishing conglomerates, whichseldom have the time or the staffto exploit their resources to theirbest advantage.
Here, a cross section of Euro-pean music publishers discuss theways they are coping with the newproblems and challenges facingthem: how they find talent, towhat degree they are willing to in-vest money in their discoveries,how the smaller operators com-pete with the conglomerates, andwhat new opportunities are ex-pected in the next decade,

more words and music on paper orcassettes, the more experience theygain. We have a demo studiowhich they can use when theywant!'
Pascal says that operatingalongside the conglomerates is like"having a mountain in front ofyou. You do what you can to climbthe mountain".

For finding new talent, SwedenMusic relies on attending gigs andlistening to cassettes submitted forconsideration, as well as word ofmouth recommendations.
"We might fmance a new act inconjunction with the record com-pany!' says Kaeck, "but not onour own and only if the band haveinternational potential!'
He points out that solosinger/songwriters are the mostsuccessful acts in Sweden andconsequently the company is con-centrating on them. Kaeck says hedoes support songwriters unableto perform their own songs, butonly if they have internationalpotential.
Kaeck says it is still possible tosell songs elsewhere, but adds, "Itis not as easy as before, but I thinkit will get easier because manyacts need songs from outside!'
He mentions Swedish song-writer and performer Orup as atypical protege of the companyand an example of its policy. "Westarted working with him in 1980.We did demos and we had putdown 15 songs when we signedhim to WEA. The first single in1987 was a radio hit and the se-cond went to no. 3. The debut
album in 1988 was no. I for 12weeks and sold 200.000 copies.The second album in 1989 hassold 250.000 so far.

Slater sees the publisher's roletoday as finding new talent at anearly stage and developing it inthe hope of interesting A&R men.He admits it is high risk and can-not be sustained financially forlonger than two years if a recor-ding deal is not signed.
It is still possible to fa a five-year deal, if the advances androyalties escalate fairly andsubstantially in the later years ofthe term, according to Slater. Hesays he would always ensure that athree-year deal runs from the timeof obtaining a record contract.
Slater says the solo singer/songwriter is as important as everand cites Tracy Chapman, TanitaTikaram, Suzanne Vega andChrysalis protege Brian Kennedy.He adds that a non -performingwriter must be able to deliver hitson a regular basis and believesthere are only about 12 in theworld who can.

Performance income will play abigger role in the publishingbusiness, says Slater. However, heis worried that the public mayeventually obtain their music on awidescreen TV via a remote con-trol, and that collectables like theCD will become what the hard-back book is today, for con-noisseurs only

Collopy believes it is still possi-ble to obtain a reasonable long-term publishing deal and also em-phasises the importance of thewriter taking expert independentlegal advice If the extension pro-visions in the contract are not toorestrictive, he says it is possible tosustain a link of four years whiledeveloping the writer. He addsthat EG uses lawyers to draft con-tracts less frequently now that ithas an in-house business affairsdepartment.
Songwriters who do not per-form are the greatest challenge forany publisher, according to Col-lopy. He says he seeks to tie themup with a producer or studio, andadds that a publisher stands tomake more money from placingnon -performing writers' workwith other artists than by justpublishing a band's own material.
He also identifies a growingneed for outside songs for the socalled self-contained bands,whose creativity and writingquality tend to falter by the se-cond or third album.
Looking to the future, Collopy
foresees a possible windfall in in-creased income but is concernedthat new radio stations andsatellite TV will pander to tradi-tional tastes.

I was watching the UK's longestrunning soap, 'Coronation
Street', the other day - it helps meunwind from a hectic drivetimeshow -when a radio reporter turn-ed up on screen to cover a story. Ialmost choked on my beer as I

In the words of Paul vanSehaik, director of jazz
programming at AVROradio in Holland, "I am
constantly lighting for myslot and always having to
justify the existence ofthe show to generally
indifferent stationdirectors': Indeed, apartfrom the UK's jazz FM,
most jazz programming isrelegated to late night
and weekend slots.

per week, the financial pressure isless acute. Commercial stations,with one eye on the ratings andthe other on advertising revenue,may tend towards the lowest com-mon denominator in program-ming, but DU on public stations amalso under constant threat fromnervous station controllers.

Jazz programming is regardedas a minority interest, yet with in-itial audience figures of over 1.1million, London's Jan FM seemslikely to become a force to bereckoned with. Programme con-troller Ron Onions puts the initialsuccess of the station down to

175 Bands In Four DaysThe North Sea Jazz
Festival was recentlyvoted the best foreign
jazz festival by the USmagazine Jazz Times and
this year's edition, to beheld in The Hague on July
12-15, is set to boost itsreputation further.
Some 175 groups willperform a wide range of
styles, from dixie to bluesand avant-garde, and the
line-up includes GeorgeBenson, Diuy Gillespie,
Ray Charles, DaveBrubeck, Dr John andBooker T & The MGs.

North Sea Jazz Festivalhas been extended by oneay this year and will kick
off with a 'Gala For Ella' on JulyII, featuring a performance byElla Fitzgerald and the Mike Wof-ford trio and Joe Pass. It will befollowed by the Jazz Dance Partywith the Count Basic Orchestra,led by Frank Foster, and the salsaorchestra Manteca, from Canada.

And the BIRD awards, inhonour of Charles 'Yardbird' Par-ker, will be presented at thefestival. Thew inners are StanGetz (US jazz), Ruud Brink(Dutch jazz) and Philip Catherine(rest of the world).

Paul Acket, who launched thefestival 15 years ago and who isstill the driving force behind theevent, hopes last year's attendancefigure of 55.000 will increase to60.000-65.000. He says the maindraws include Stan Getz and Allarreau with Randy Crawford.
Acket stresses that the public'scomfort is not being compromis-ed by the need for ticket sales, thefestival's main source of revenue.He says only 17.000-18.000 ticketsare being sold for each day, in-stead of the 22.000 officiallyallowed at the Congresgebouw,the venue for the event.

One of the main problemsAcket says he has to deal with isthe size of the fees demanded byUS artists. "Even the smallestbands, the least well-known, wantDfl 5.000.
