The Disenfranchised In Atlanta: • The fastest growing group of homeless people is children under 9 years of age. • 40% of homeless men are veterans.• Atlanta is the poorest city in the U.S. for children - more children in Atlanta live in poverty

than in any other city.48% of all the children in Atlanta in poverty live in families with annual incomes of less than $15,000 a year.

• For children under age 6 living in female-headed families with no spouse present, the poverty rate is 58.8%.Children ages 6-17 living in female-headed families with no spouse present have a poverty rate of 44.9%.

• Current welfare (TANF) benefits are $282 a month for a woman with two children. Could you find an apartment to rent on $282 a month?

• Fewer than 20% of those women and children living on welfare get any kind of housing subsidy.98 million children in the U.S. have no health insurance.

• Eight million of those children without health insurance live in working families.• Did you know that 40% - 60% of homeless people work?• Minimum wage in Georgia is $5.85 per hour, which yields $12,168 per year, before taxes.• HUD says you should pay no more than 30% of your income for your housing. (30% of

minimum wage yields $270/mo. for rent)The average two-bedroom apartment in Atlanta rents for $834/mo. (which is 30% of an annual income of $33,360 or hourly rate of $16+ per hour). Thus, you need to earn $16+ per hour to afford that apartment, according to HUD.46% of the jobs with the most growth between 1994 and 2005 pay less than $16,000 a year.

PHASE I

PHASE I of Contribute2America centers around simple key directives:

C2A will create five Community Target Zones.

Every Monday through Friday the C2A Mobile Unit will arrive at a regular destination within the Target Zone. For example, Site 1 on Mondays, Site 2 on Tuesdays, etc.

By establishing a committed, consistent routine, the C2A Mobile Unit will honor the individuals it serves as well as develop trust among communities and among those in need.

Saturdays will be devoted to restocking and stocking goods/supplies for the following weeks’ needs using more available Saturday volunteers.

The C2A Mobile Unit will help individuals in need and reconnectthem with their community by welcoming them into a reliable system of help.The C2A Mobile Unit will build and maintain a case file and weekly “needs list” for every individual who registers with C2A.

The case files and needs inventories will automatically sync to the C2A Headquarters to be serviced, addressed and delivered on the next community visit the same day the following week.

•ID Cards will be issued to encourage individuals to maintain routine, provide vital information, and to maintain accurate case files and needs lists.•ID Cards will list essential medical and emergency contact information.•If an individual needs a jacket, for example, it’s entered under their unique case file and C2A will have a jacket for them on the regular visit the very next week.•Should an individual need minor medical care, it will be provided and added to their case file for future reference, follow-ups or referrals.•Rations of food, clean water, blankets and toiletries will be distributed every day.•The C2A Mobile unit will also issue C2A Vouchers to individuals and track vouchers in individuals’ case files.

C2A Vouchers will connect those in need to servicesprovided by other organizations, institutions and/or agencies.

C2A Vouchers will provide income to other organizations, track referrals for each individual case file, and assess appropriately to assist in streamlining referrals.

The goal of C2A vouchers will be to quickly connect individuals to the services they need and to provide informed assessments and details to those service providers.

•For example, a medical voucher will refer an individual to a particular volunteer physician or streamline the process for ER mass providers like the Grady Healthcare System.•A meal or shelter voucher, for example, will deliver matching funds to a shelter or food service provider for addressing the individuals’ needs.•Every voucher will be issued and recorded within the individual’s case file to track for follow-up, financial planning and for managing case plans, as well as monitoring those who may seek to take advantage of the system.•Award Vouchers- After three months, consistent individuals will be able to redeem completed addiction, mental health and service related vouchers for additional goods or funds for the completion of qualifying programs and/or community service.

Contribute2America will be shaped and directed by three volunteer boards, comprised of local leaders, visionaries, fund-raisers, corporate partners, experts and individuals representing the specific community zones C2A serves, and a small but efficient full-time C2A Staff.

Contribute2America Operations Board will consist of experts in each of the specific fields which will be requisite to the operation and day-to-day management of Contribute2America.

The C2A Operations Board will meet twice per month to develop and implement strategies as needed under the directives and initiatives approved by The C2A Advisory Board. The goal of The Operations Board will be to support as well as to advise and direct C2A staff.

Contribute2America Advisory Board will consist of prominent Atlantans, with expertise, vision and voice, whose goal will be to inspire, inform, advise, approve and direct C2A programs, objectives and directives in their biannual meetings.

NEIGHBORHOODS BOARD

Contribute2America Neighborhoods Board will consist of resident leaders within each of the five Target Zones.

The C2A Neighborhoods Board will meet on a monthly basis in conjunction with the C2A Operations Board and C2A Staff to understand specific neighborhood needs and issues and to develop strategic, neighborhood-specific, solutions within the C2A model and services.

C2A STAFFContribute2America Staff will be compensated professionals with the skills and experience to implement C2A directives. The C2A Staff will be autonomous in the day-to-day operations of initiatives and will report to The Operations Board on a bimonthly basis and to The Advisory Board biannually.
