One of the 19 national committees under NCCA mandated to formulate policy guidelines as well as plan, develop, and implement programs or projects that will promote the advancement of library and information services in the country, with particular emphasis on the enrichment of the arts and culture collection of libraries nationwide.

their personal capacity

coming from state universities and colleges, and other government agencies

Qualifications

Basic qualifications (sec.58 IRR)
Specific qualification was added by the NCLIS which was approved by the
Commission through Board Resolution - licensed librarians pursuant to Republic Act No. 9246
Executive Council (Exe Con)
NATIONAL COMMISSION FOR CULTURE AND THE ARTS (NCCA)
shall be the working group constituted to conduct the business of NCLIS
NATIONAL COMMISSION FOR CULTURE AND THE ARTS (NCCA)
shall consist of 13 members, elected by the recognized members of the NCLIS in accordance with electoral guidelines approved by the Commission. The Exe Con membership should not be more than 15 or lower than 7.

The ExeCon of NCLIS elect its officers : Head, Vice-Head, Secretary & Asst. Secretary for a term of three (3) years and shall not secure for more than two (2) consecutive

The NCCA will consider proposals for publication only when :1. The publication is needed
to pursue mandates & the NCCA

2. The proponent explored but failed to get sufficient financial assistance from publishing houses and agencies other than the NCCA.
3. The project does not duplicate publications of university presses and other publishing houses.
PRIORITIES FOR PUBLICATIONS
NATIONAL COMMISSION FOR CULTURE AND THE ARTS (NCCA)
1. Creative works – include literary works, literary translations, musical compositions or any work which can be replicated and distributed to the public.
2. Cultural research – includes studies in history, tradition and folk love, critical works, ethnographic studies, education manuals, dictionaries and encyclopedias, among others.

Maximum of 2 speakers per request for a pre-organized conference, congress, general assemblies meetings and other forms of community gathering
Maximum of 4 resource persons per request for a workshop with participants of at least 30 persons & donation of at least 2 days.

An organization can avail of this program only once a year.

For the year 2008, the NCCA has created the theme of “Arts and Culture in Public Spaces” focused on Values Education (Good Governance and Good Citizenship) to provide direction to projects that will be supported by the Commission. Project proponents are required to develop projects around the said theme.

Criteria for evaluation of the proposals:1. The research must be conducted in the ff. key cities: Luzon (Baguio, Vigan, Dagupan, Legaspi, Calamba, Puerto Princesa), Visayas (Cebu, Tagbilaran, Iloilo, Tacloban, bacolod), Mindanao (Davao, Marawi, Zamboanga), NCR (Manila, Quezon City, Mandaluyong);

2. The survey shall include not only resources in libraries and information centers but also private collections and memorabilia;3. Minimum number of bibliographical entries shall consist of 3,000 items;4. Types of materials shall

5. Proponents shall adopt one established
citation format.

For the year 2009, the National Commission for Culture and the Arts (NCCA) has created the theme of “Arts and Culture for Sustainable Development” (environmental sustainability, gender sensitivity, health ed., cultural diversity, creative industry, eco-tourism) will be required of proponents to develop.
