This is a busy month for the LPCA Board. Elections will be held this month at our March 15 th meeting. We currently have two vacancies on the board and several incumbents hoping to stay on the board. Later in this newsletter, we are sharing with you the members who are running for board positions. I hope that you will come join us at the March meeting and vote for theses candidates. There will be no board meeting in April, but the Board will be meeting at a Saturday retreat to fashion a Business Plan for the new year and tune up our organization as needed. It is also a great way to bring our new board members up to speed. You don’t have to be a board member to participate in the Association. I encourage anyone who is interested to attend our Committee meetings or volunteer to help at the many events we have planned for this Spring. Over 130 volunteers pitched in on Saturday, February 18th to pick nearly 5,000 lbs. of citrus from homes in the Land Park area to the Pocket. Volunteers from the LPCA, Harvest Land Park, Harvest Sacramento, Harvest Hollywood Park, Hollywood Park Neighborhood Association, Sierra Service Project, and Soil Born Farms met at Centennial United Methodist Church to form groups and head to area homes. Each group harvested fruit at three homes, where lemons, oranges, grapefruit, kumquats, and other citrus were aplenty. The citrus picked was delivered to Sacramento Food Bank & Family Services to provide nourishing fruit to those in need.

The citrus harvest is one way that the LPCA is helping to combat hunger in Sacramento, where there are 242,000 food insecure residents in the county. That means 1 in 5 Sacramento adults and 1 in 4 children lack access to enough nutritionally adequate food for an active, healthy life.

This important community service project of Soil Born Farms, also called the edible city initiative, has taken on the work formerly done by Senior Gleaners. It arranges for teams of volunteers to come to people’s homes to pick their citrus fruit, leaving part of it for the residents if they wish, and donating the harvest to Sacramento Food Bank & Family Services. If you would like to volunteer for a future harvest, which take place almost every weekend, or would like to donate the fruit from your trees, contact Soil Born Farms at (916) 363-9685 or through their website https://soilborn.org/.

Continued LPCA members visit ArtStreet

On Sunday, February 19th, LPCA members were provided the opportunity to visit ArtStreet, a temporary art installation that utilized a combined 65,000 sq. ft. outside and within a warehouse at the corner of 1st Ave and 3rd Street. ArtStreet is the second exhibition coordinated by M5 Arts, the non-profit collective behind Art Hotel 916 in Downtown Sacramento last year. Over 100 artists and performers took part in the ArtStreet project, which had the theme of “street”. As visitors meandered through the pathways within ArtStreet, they encountered various types of art that included video, audio, storytelling, photography, mixed media, music performances, puppetry, sculptures, paintings, and much more. Also created was the West End Club, a glimpse into the world of Sacramento's lost neighborhood, where 127 bars could be found in twelve blocks. Nightlife, dining and entertainment of all sorts could be had in a short stroll, alongside the shops and homes of our city's most diverse neighborhood. A variety of performances and screenings were available to ArtStreet visitors each night at the West End Club.

ArtStreet served to fulfill one of the tenets of M5Arts, to broadly provide access to art in a non-institutional context. ArtStreet ran from February 3-25, 2017. The Land Park Community Association was an ArtStreet sponsor.

II.   Announcements  Presentations  

A. President’s  Report/Announcements    Steve  Winlock  said  that  the  LPCA  should  hold  a  forum  on  the  homeless  situation  in  the  area.  Also  proposed  installing  a  bench  in  Land  Park  specifically  from  the  LPCA.

B. Thank  you  Noah’s  Bagels  and  Goodie  Tuchews  for  the  refreshments C. Steve  Hansen’s  office  (Consuelo  Hernandez)  

-­Consuelo  Hernandez  provided  an  update  on  the  homeless  encampments  under  the  W/X  freeway.  Staff  from  the  City  Manager’s  office  is  coordinating  various  services  and  working  to  clean  up  the  encampments.  Consuelo  said  that  county  provides  mental  health  and  substance  abuse  services,  not  the  City.  -­Steve  Hansen  &  Sac  Housing  Alliance  are  hosting  an  affordable  housing  forum  at  5:30pm  on  February  16th.  -­The  burned  restroom  in  Village  Green  has  sufficient  funding  for  replacement  and  will  have  locking  doors  after  a  certain  hour.  -­Work  on  the  Land  Park  ponds  has  been  delayed  due  to  rain.  -­Pony  Express  Marathon  has  been  cancelled.  -­Egg  Hunt  in  Land  Park  with  LPCA  will  be  on  Saturday,  April  1st  from  9-­11am.  -­Tree  clean-­up  and  replacement  in  the  park  post-­storms  will  take  some  time  due  to  the  number  of  downed  trees.  -­Concerns  expressed  about  crime  in  area-­  Consuelo  said  to  report  everything  to  SacPD  so  they  can  keep  track  of  activity.  -­County  Office  of  Emergency  Services  is  the  entity  that  informs  residents  in  case  of  a  flood  or  evacuation.  -­Consuelo  will  look  into  whether  the  air  raid  sirens  in  the  Park  and  around  town  are  still  operational.  

 D.   Sacramento  Police  Neighborhood  Update-­‐  The  police  were  unable  to  attend  due  to  a  

scheduling  conflict,  but  will  have  a  Q&A  at  the  March  2017  LPCA  meeting.  E.                    Land  Park  Amphitheater  Status  Architect  Phil  Harvey  provided  an  update  on  the  William  Carroll  Memorial  Amphitheatre  

improvement  project.  The  improvements  will  include  covering  for  the  stage,  an  increased  stage  size,  restrooms,  and  an  audio/visual  booth.    

$100,000 from a trust fund of fees collected on special events in Land Park has been dedicated to this project to help with seed money. More information can be found at http://www.landparkamphitheater.com/

F.   Community  Working  Group  update  on  PG&E  gas  line  replacement  project  regarding  timeline,  map,  and  tree  removal.  

Dennis  Kellogg,  Land  Park  resident  and  part  of  working  group  provided  update  on  discussions  with  PG&E  on  gas  line  replacement  project.  PG&E  has  promised  to  provide  working  group  with  a  5-­year  plan  of  their  project.  There  are  100  trees  that  may  be  removed  in  the  course  of  this  project,  many  of  which  are  along  the  cloverleaf  of  Riverside  and  Sutterville  near  I-­5  freeway.  PG&E  has  an  exemption  to  remove  trees  that  may  otherwise  be  considered  heritage  trees  since  they  can  state  that  project  is  needed  for  public  safety.  Working  group  is  asking  for  clarification  and  information  from  PG&E  including  maps  and  5-­year  plan  of  project.  Consuelo  Hernandez  from  Hansen’s  office  said  the  City  has  no  jurisdiction  over  PG&E.  Working  group  is  planning  to  have  a  community  meeting  about  this  project  in  late  March  or  early  April.  

 Committee  Reports  and  Discussion A. Land  Use  (Steve  Walker,  Chair)  Land  Use  Committee  was  supposed  to  have  meeting  with  

Wave  Broadband,  but  Wave  did  not  show  up.  Wave  has  since  said  that  they  will  probably  use  the  conduits  under  the  street  that  belong  to  AT&T  for  fiber  internet  service  instead  of  above-­ground  poles.  

-­Cal  Middle  School  flagpole  fell  during  recent  storms.  LPCA  will  look  into  ways  to  help  replace  flagpole.  

-­New  Starbucks  going  in  on  Sutterville  near  Sac  City  College.  Land  Use  will  follow  project.  -­Question  asked  about  Alder  Grove/Marina  Vista  public  housing  project  renovation.  Joan  

Borucki  (LPCA  admin  and  Greater  Broadway  Partnership)  said  that  the  project  is  currently  going  through  historic  preservation.  Still  has  to  do  an  Environmental  Impact  Report  and  have  a  public  comment  period.  The  project  does  not  currently  have  funding.  

B.   Grant  Committee  (Barry  Hogan,  Chair)-­No  update C.   Parks  (Pinki  Cockrell,  Chair)-­  Pinki  requested  $200  for  LPCA  to  be  a  patron  of  the  Old  City  

Cemetery.  Lisa  moved.  Michelle  seconded.  -­Fairytale  Town  has  received  a  grant  from  the  Metro  Arts  Commission  for  a  7-­12  year  old  playset.  -­March  4th  from  9am-­noon  is  the  first  Land  Park  Volunteer  Corps  work  day  of  2017.  -­The  Franklin  &  Fruitridge  La  Familia  Adventure  play  land  at  Maple  School  is  currently  closed.  

D.   Public  Safety  (Art  Taylor,  Chair)-­see  attachments  E.   Membership  (Stephanie  Duncan,  Chair)-­Membership  working  to  perform  outreach  to  

area  businesses.  Also,  LPCA  members  are  invited  to  a  special  front-­of-­the-­line  event  at  ArtStreet  on  Sunday,  February  18th  at  11:30am.  

F.   Events  (TOLP)  (John  Schade,  Chair)  –see  attachments  G.   Executive  Committee  (Steve  Winlock,  Chair):    This  Committee  is  for  the  President,  Vice  

President,  Treasurer  and  Secretary  only.      Steve  Winlock  suggested  keeping  a  log  to  track  presentation  suggestions.  

 IV.   New  Business    

A. Comments  and  Suggestions  from  Members  and  Audience    B. Kirk  Vyverberg  said  that  the  City  is  replacing  street  light  bulbs  with  LED  bulbs.  He  

stated  that  this  is  not  AMA  compliant  because  impact  on  people.  This  occurred  in  Davis  and  the  LED  bulbs  had  to  be  removed.  Asked  for  report  from  Hansen’s  office  on  bulb  replacements.  

 

 Adjourn:  8:30  p.m.    Next  meeting  March  15,  2017  at  6:30pm.  March  is  the  annual  Membership  meeting  and  will  include  board  elections.

Annual Egg Hunt and Hat Parade

On Saturday, April 1, 2017 many happy, anxious children and parents will gather in William Land Regional Park to participate in the 2017 LPCA/City of Sacramento Annual Land Park Egg Hunt & Hat Parade. This happy occasion brings cheer and glee with fun activities such as: lawn games, face painting, guest appearance of Mr. Cottontail, a Hat Parade of children who will sport their beautiful, handcrafted head wear and finally the Egg Hunt for 14,000-15,000 eggs to scavenge in Land Park. There will also be light refreshments available with a local favorite providing children's music presentations. The event will be located in William Land Regional Park, East of Riverside Blvd., between 11th & 13th Avenues at areas 20, 21 and 22, per City of Sacramento, Parks and Recreation Map. Lawn signs on Land Park Drive and Riverside Blvd. will also be posted to this event. The fun begins at 9 a.m., Saturday, April 1, 2017 with the Festivities starting at 9:30 a.m. At 10:00 a.m. the Hat Parade begins and at 10:30 a.m. the Egg Hunts will commence. Please remember to arrive early to register your young one if they will be participating in the Hat Contest! Also, please bring your favorite Easter Basket or Bag to collect your Easter Eggs. Assembly  Update:  Refugees  in  California  By  Assemblymember  Kevin  McCarty

  In  recent  years,  many  refugees  have  come  to  California  —  Sacramento  County  alone  welcomed  3,261  refugees  escaping  war  and  persecution  last  year.    In  addition,  more  than  37,000  Iraqi  and  Afghan  nationals  have  been  granted  Special  Immigrant  Visa  (SIV)  to  live  in  the  U.S.    Many  of  them  helped  or  were  employed  by  the  U.S.  government  (often  as  translators),  and  fled  fearing  reprisals  against  their  families.     Refugees  and  SIVs  face  numerous  barriers  assimilating,  including  finding  employment  in  their  occupation.    Many  have  difficulty  determining  which  parts  of  their  education  and  work  experience  are  applicable  to  California’s  different  licensure  requirements,  forcing  them  to  work  completely  different  jobs.   I’ve  introduced  a  bill  —  AB  349  —  which  requires  the  Department  of  Consumer  Affairs  to  assist  and  expedite  the  licensure  process  for  people  with  SIVs  to  ensure  their  experience  and  education  are  applicable  to  professions  in  California.   Also,  because  there  is  literally  no  place  else  they  can  call  their  home,  another  bill  of  mine  —  AB  343  —  would  make  refugees  with  SIVs  eligible  for  in-­‐state  tuition  and  state  financial  aid.      This  would  ensure  that  these  students  are  able  to  pursue  their  education,  rebuild  their  lives,  and  improve  the  lives  of  their  family.   While  the  number  of  affected  students  is  small,  the  financial  consequences  for  each  are  significant.    These  new  Americans  have  overcome  enormous  barriers  in  order  to  pursue  a  decent  education  and  an  honest  job.    They  shouldn’t  be  forced  to  forego  their  life  goals,  or  compromise  their  ability  to  contribute  to  California’s  economy.   For  more  information,  visit  me  at:  Asmdc.org/McCarty

Board members are elected in March of each year and serve for two years. The Board members elect the officers of the Board. The chart below indicates the Officers, Board Member, and the term of office. Officers serve for one year.

Any member of the Association may chair standing Committees of the Board. Meeting of the Committees are on an as-necessary basis. Notice of Committee meetings will be made via email to the membership at least a week in advance of the meeting. For questions about Committees or to

The Land Park Community Association will hold elections at the next Board Meeting on March 15th. There will be eight (8) board positions on the ballot (3 vacancies, 5 incumbents). The 7 candidates for the positions are:

Land Park Community Association Board Applications Name: Alison Leary Occupation and employer: Attorney, League of California Cities Why are you interested in joining our organization?

• As a relatively new resident in Land Park (bought my house in April 2016), I would like to join the organization to meet more of my neighbors learn more about the activities and events around Land Park.

• I would like to help foster and encourage more community engagement. When I was a child, my mom was the president of my local neighborhood organization and it was always encouraging to see people work together on projects that helped our neighborhood thrive. I would like to participate in this type of collegiality and begin contributing to the well-being of Land Park.

What personal skill or strength of yours do you think would benefit our organization?

• As an attorney for the League of California Cities, I am exposed to a lot of interesting ideas about community development and am apprised of innovative public projects all around the state. I think this knowledge will allow me to provide advice on areas where our neighborhood might improve.

• As a millennial, I believe I will bring a new perspective to the board and am willing to work on trying to get more young people in our neighborhood involved in the Community Association.

• I was recently appointed to the Ann Land and Bertha Henschel Memorial Funds Commission for the City. This connection with the city will allow me to foster relationships with city staff that might benefit the Community Association.

• I am highly self-motivated and not afraid of taking on new and challenging responsibilities.

Are you currently a member in good standing of the association? YES The LPCA Board meets once a month on the third Wednesday at 6:30pm. Do you see any scheduling problem that might affect your attendance?

• Occasionally I have to travel for work, but I usually only have to be out of town on Wednesdays twice per year.

Name: __Dana E. Moore_ Occupation and employer: ___Health Systems Strategist, California Department of Public Health_______ Why are you interested in joining our organization? First and foremost, I want to be more actively involved in a direct and influential way in my community. As a public health professional I have deep respect and understanding of the social determinants of health; that is to say that where we live, work, learn and play impacts our quality of life. I also think that strong social capital and civic engagement amongst all residents allows a community to thrive. I would like to contribute to where I, my family, and my friends and colleagues live, learn and play in a way that embraces diversity, supports a strong connected community and supports economic and academic success. I feel that by joining the Board I will increase my own civic engagement and have an opportunity to shape the future of our neighborhood. What personal skill or strength of yours do you think would benefit our organization? I have strong facilitation, organizational, public speaking, analytical and research skills. I have been working in the public sector for 14 years. I have a Master’s in Public Health Policy and Administration, and very much enjoy and respect the political process and I value relationships and communications as the cornerstone for moving communities and ideas forward. I have also been involved with community based organizations focused on health and human services such as the Woodland United Way, CapCity AIDS fund, the Y-Me breast cancer group, and the University of California Cooperative Extension Master Food Preservers. I also have experience with grant writing, grants managements, and application review. With regards to leadership, I was President of my sorority in college as well as a member of the Greek Conduct Board and the Philanthropy Chair for the University of California, Davis Panhellenic Council. After graduation I served as the Philanthropy Chair of my sorority alumni chapter for one year and President for five years, representing my chapter at our bi-annual national grand convention. To advocate for a quality lifestyle in Land Park including public safety, obtaining the resources needed to maintain park and surrounding area and to make LP a place where people want to come to recreate, use the amenities and enjoy the shops and restaurants. What personal skill or strength of yours do you think would benefit our organization? Organizational skills, Leadership, Financial/ Economic knowledge and my experience in past civic activities. Name: John Schade Occupation and employer: Retired, State of California (Communications Specialist)

Why are you interested in joining our organization? I have been a member of LPCA and an elected Board member since 2009. When I moved to Land Park in 2007, I was really impressed with the lifestyle of our community. My neighbors were very friendly and they seemed truly committed to our neighborhood, its schools and its long-standing traditions. As a board member, I have focused on expanding the association’s outreach to our local community & government entities, advocating for more opportunities for quality commercial development, building our association membership and helping to raise funds for our local schools, charities and neighbor-wide projects. Since joining the Board, I have served on the Membership, Land Use, and Public Safety & Security Committees. Currently, I’m the chair of the Events Committee, overseeing the planning & coordination of the annual Taste of Land Park. I also participate in the monthly Land Park Volunteer Corps cleanups. What personal skill or strength of yours do you think would benefit our organization? Thirty years of communication and organization experience in both public and private sectors. Name: Stephanie Duncan Occupation and employer: _Associate Governmental Program Analyst, State of California Why are you interested in joining our organization? Having served on the board for the past two years, I am interested in furthering my civic engagement by continuing to help the residents of Land Park have a voice in decisions made by the City. I enjoy playing an active role within our community to bring residents together and keep them informed about projects, decisions, and activities that may affect and/or enhance their quality of life. Most recently, I advocated on behalf of residents regarding the slurry project that negatively affected a number of resident vehicles. I was able to obtain media coverage to highlight the problems associated with the project and inform residents of steps they could take to submit claims to have their vehicles cleaned. It has been my honor to serve the residents within the LPCA boundaries and hope I am able to continue serving on the board. What personal skill or strength of yours do you think would benefit our organization? My background in Communication and my organizational skills have been utilized over the past two years during my time on the board. I have played an active role on social media and via email in keeping the community informed of LPCA news and Land Park-area happenings. As the Membership Chair, I have also helped to increase the LPCA membership from 50 to 270 within 10 months through membership reminder emails, community outreach, and through the design and distribution of door hangers. I have also served as the Treasurer, where I have organized the LPCA’s budget and expenditures by keeping an online log and tracking all Membership dues via PayPal, Square, and checks. I have also filled-in as the Secretary, where I have kept detailed notes of the board meetings. Finally, I have helped write a number of articles for the LPCA Newsletter to keep the residents informed about community news and board decisions. I bring organizational skills, public involvement and connection to other entities that work with community areas such as serving as a commissioner for Sacramento Metro Arts, as an example of public connection that I will also use to support the goals and direction of LPCA. Why are you interested in joining our organization?

I have a personal passion for my community and for service to my community. I realize that out community is something special and unique in that it is multi-faceted serving not only those live here but also the larger regional area. I have an interest in promoting the assets of our community and increasing access to our larger community while also keeping a balance for those people who live here.

What personal skill or strength of yours do you think would benefit our organization?

Communication and advocacy skills. Understanding if being a small business owner and also a home owner. Appreciation of the parks and the outdoors. Appreciation for the changes in our community and the needs of our neighbors. Strong participants in volunteer activities. Event planning experience.
