Over 50000 people from outside came to Patna to participate in this programme. A beautiful Darbar Hall was built in the bypass tent city for the ceremony. It had seating capacity for 10000 devotees. The state government had made special preparations for making this programme a success. On the one hand elaborate security arrangements had been made and on the other all possible arrangements had been made for reception of devotees. Adequate arrangements had also been made for transportation of devotees between railway stations, bus stands and airport and the venue. For convenience of those on pilgrimage, steamer launches had also been pressed into service. Some of these had been especially requisitioned from Kolkata. Devotees coming from outside to take part in the programme candidly said that the government has made excellent arrangements. Several of them said that they had not seen such excellent arrangements and hospitality anywhere else. Dignitaries who came from outside to participate in the programme included the Punjab Chief Minister Capt. Amrinder Singh. Editorial

The people associated with Bihar Foundation were planning to launch a monthly newsletter since a long time, which could provide a factual account of that month’s positive activities in Bihar; an account, which could encourage them to be emotionally attached to the social-cultural and economic mainstream of Bihar. At the same time, it is a natural feeling for any immigrant to be attached to ones roots and heritage. The mainstream media, because of its inherent characteristics, is unable to highlight those points to the non-resident Biharis, which would make them feel very proud of their heritage. Even though, there is no dearth of such initiatives, every day, every week and every month in Bihar, what is required is to preserve such efforts.

Bihar Foundation took this step around two years back through social media. This newsletter was the second important step taken in the same direction. It helped non-resident Biharis to connect to each other, to their roots and to the positive energy flowing in Bihar. The third and the most critical of these steps is to also write about its soft power - language, art, music, painting, food and such binding constituents - in an e-magazine so that people develop self pride and a stronger sense of identity. All these 3 steps - would help all non-resident Biharis to become brand ambassadors of Bihar, wherever they are.

On this occasion, he made a promise to the people that power supply would reach every household in the state by the month of April. Making a mention of the schemes for distribution of bicycles and uniforms, he said that these have brought about wide-spread improvement in girl's education. He said that when girls get educated they would be able to fight against social ills like child marriage.

Referring to benefits of prohibition, he called upon people to take the fight against social ills and evil practices like dowry and child marriage to its logical conclusion. He said that social reform is also necessary along with development. He said that in this regard a drive was first launched against liquor consumption and now a campaign is being conducted against dowry and child marriage. Speaking about stress of his government on education, he said that plus two schools are being started in every panchayat for education up to the 12th standard.

GRAM PANCHAYATS WILL LEARN TO EVOLVE THEIR OWN SCHEMES

Gram panchayats will now learn to evolve their own development schemes. For this purpose, about two lakhs people’s representatives of 8400 gram panchayats in the state will be given training in the coming months.

People’s representatives will be given training under the gram panchayat vikas yojana about MGNREGA, rural cleanliness mission, national rural employment mission etc. According to the Panchayat department, gram panchayats would be able to do development work by dovetailing different schemes according to their respective needs.

GOVERNMENT WILL DIRECTLY SEND MONEY INTO ACCOUNTS OF STUDENTS TAKING LOAN

Chief Minister Nitish Kumar recently announced that for taking loan under the student credit card student will not now have to run after banks. The government for making them get rid of this problem has decided to constitute a corporation, which would transfer money to the accounts of students.

It is worth mentioning here that the Chief Minister had launched the student credit card. Under it, the state government had made a provision of loan of up to Rs. four lakh on its guarantee. He said that considering the difficulties being faced from banks, the government had decided to send the money directly into the accounts of students through a corporation. This scheme will become effective from next year.

THE ONLY PHARMACY INSTITUTE OF THE STATE WILL BE REVAMPED

State government will develop the only pharmacy institute of the state and this would incur an expenditure of about Rs.24 crore. This institute situated at Agamkuan in the state capital, Patna, was set up in 1958. The year 2018 marks its platinum jubilee. On this occasion, the institute would be developed.

The institute has received permission for conducting D. Pharma. and B. Pharma teaching till 2020. The process of filling up different vacant posts in the institute has been started. The scheme to provide separate hostels for boy and girl students is also being executed.

FARMERS OF THE STATE WILL GET TRAINING IN FORESTRY

Kumar Modi made an announcement to this effect recently. He said that farmers linked with forestry will be given training at Jhansi, Haldwani and Pantnagar at government cost. He said a calendar for the whole year will also be prepared for this. He said bamboo will be given priority in forestry. One lakh bamboo shoots will be prepared in the bamboo tissue culture lab at Bhagalpur and distributed among farmers.

He said a directive has been issued for constituting a committee to prepare an agricultural forestry policy for the state. The committee would also include farmers besides experts.

TWO THOUSAND YEARS OLD HISTORY OF THE COUNTRY UNFOLDED IN PATNA UNIVERSITY

A centenary exhibition was organized in the prestigious Patna University of the country last month. The centenary exhibition was organized in the central library of the university. Rare and historic manuscripts, old coins, sculptures, gazettes of the British era, paintings etc., were displayed in this exhibition. Nearly 400-year old manuscript of love story of Laila and Majnoo written in Persian was a centre of special attraction.

Priceless and historic collections from different departments and colleges of the university were also shown in the exhibition. Coins of the Vikramshila and Maurya periods, sculptures and remains of 500-year old Arabic teaching institutes from the collection of the archaeology department of the university were also exhibited.

ZARDALU MANGO, KATARNI PADDY AND MAGAHI PAN OF BIHAR BECOME SPECIAL

Three things of Bihar-zardalu mango, katarni paddy and magahi pan have now graduated to a special category from the common one. These three items have found place in the international Geographical Indication Journal. These

have found place in the journal under the heading of intellectual property right of the state.

According to the Bihar government, Geographical Indication Journal has given them recognition by accepting an application of the Zardalu Aam Utpadak Sangh. Zardalu mango is of light yellow colour and is famous all over the world because of its special fragrance. Katarni paddy of Bhagalpur is famous for its long grain and fragrance. Magahi pan is also very popular among pan lovers.

WORK BEGINS TOWARDS MAKING PMCH A WORLD CLASS HOSPITAL

Chief Minister Nitish Kumar had recently made an announcement about developing the Patna Medical College and Hospital (PMCH) as a world class hospital. Acting on this announcement of his, the state government has entrusted the responsibility of preparing a blueprint of the hospital to a private agency- Sun Narula Group. The agency would submit its report to the Health Minister. After this, a strategy would be devised for its development. According to the hospital management, officials of the private agency have started their work. After the announcement by the Chief Minister, a committee of departmental officials was constituted. The

committee is engaged in efforts to solve problems of the PMCH and its impact is also being seen in the hospital.

It is worth mentioning here that seven departments of the PMCH will be made super specialties. For this, a seven-storey building will be constructed at a cost of about Rs.100 crore. About one acre of land has been selected for the construction of the super specialty hospital. The seven-storey building will be built on this.

NOW PEOPLE IN PATNA WILL ALSO GET CNG

Clean fuel CNG will be available in the state capital of Patna also from March. GAIL has given an assurance to the government about completing construction of the CNG storage station in Patna by March. Five refilling stations of CNG will start functioning in the next two years.

Deputy Chief Minister Sushil Kumar Modi gave this information in a meeting held recently over air pollution control. He directed the pollution control board to get equipment of vehicle pollution test centres tested. It would now be made mandatory to display pollution control test stickers on vehicles.

24TH BOOK FAIR CONCLUDES IN PATNA, NEXT BOOK FAIR WILL BE INTERNATIONAL

24th Book Fair was organized in the state capital last month. Chief Minister Nitish Kumar inaugurated this ten-day fair. This was jointly organized by the art, culture and youth department and CRD (Centre for Readership Development). Theme of the fair organized in Gyan Bhavan was “Empower Girl, World Will Change”.

Several renowned publishers of the country participated in the fair. A unique confluence of literature and music was witnessed in the fair. Discussion was held on literature, and poems and ghazals were recited and stories read out. Readers enthusiastically bought books on different subjects including spiritualism, literature, science, arts and music.

Prizes were distributed at the conclusion of the fair and cultural programmes were organized. On this occasion, organizers announced the holding of the 25th book fair at an international level.

RAJENDRA PRASAD SAMADHI STHAL WILL BE DEVELOPED LIKE RAJGHAT

Samadhi sthal of the first President of the country Dr. Rajendra Prasad will be developed along the line of samadhi

of Mahatma Gandhi at Rajghat. Bihar government made an announcement to this effect in a ceremony held on the 133th birth anniversary of Rajendra Babu. On this occasion, essay and painting competitions were also organized. Thousands of children took part in these.

On this occasion, a medha diwas (merit day) was organized. Chief Minister Nitish Kumar gave prizes to toppers of matriculation and intermediate examinations. He said that the state government will start a Deshratna Rajendra Prasad scholarship for students of matriculation and intermediate classes. Students will get benefit of this from the current financial year itself. Chief Minister said that only those who study will advance. Bihar has been a land of knowledge. Background of every area of Bihar is unique.

NOW GANDHI MAIDAN WILL BE SMART

Historic Gandhi Maidan of the capital city of Patna will be made smart and efforts are underway for this. This project will cost about Rs. 3.5 crore. Beautification work of Gandhi Maidan has been awarded to BUDCO. Tiles would be fitted on the circular road built inside Gandhi Maidan. A special track will be rolled out in Gandhi Maidan for morning walkers.

Artistic benches will be put up at different points in Gandhi Maidan. In addition attractive lights will be fitted in many places. A sound system will also be installed in the maidan. The ground will be fully within the range of CCTV cameras. The ground would be made lush green. Saplings will be planted around it.

Gandhi Maidan will become a main tourist spot for denizens of the city. Here facilities of several kinds including screening of movies in the open air will also be made available.

SILK INDIA EXHIBITION ORGANIZED IN PATNAA Silk India Exhibition was recently organized at the

planetarium in the state capital of Patna. This attracted the people a great deal. A big crowd of people came to this exhibition of handicrafts. While saris of Ajrag print woven in the area bordering Pakistan were exhibited there, the magic

of Kachchh.and Bandhej prints on Banarasi saris was also attracting people, so were Balkalam saris with fine thread work. Weavers from several states participated in the exhibition. Several kalamkari designs on silk and cotton charmed the people. Fine Bandhej saris of Delhi were also a point of attraction for the people.

COMMITTEES WILL BE FORMED TO ENCOURAGE VEGETABLE PRODUCTION IN THE STATE

Government has initiated steps to encourage vegetable production in the state. Block level committees will be constituted in five districts of the state-Patna, Vaishali, Nalanda, Begusarai and Samastipur.

Directive has been issued in this regard. Grant and other facilities will be provided to farmers only through these committees. Only local farmers will be members of these committees.

These committees will be registered by the district cooperative office. These five districts were selected for vegetable production in the recently prepared agricultural road map for the state.

Cabinet approved a proposal for amending the Bihar Industrial Investment Encouragement Policy 2016.

It also approved a proposal for creation of different posts for establishment and operation of OP at the work place of the diesel rail factory, Madhaura in Saran district. Along with this another proposal was approved for establishment of a rail police station at Chandan railway station under Jamalpur rail district and for Jamui rail police post.

The cabinet also gave approval to a proposal for creation of different posts including that of deputy superintendent for strengthening security in different jails of the state.

It also approved a proposal for amendment to categorization of land in the state.

The cabinet also approved a proposal for getting the school scholarship scheme and the chief minister scheduled caste and scheduled tribe medhavriti scheme operated by the education department and for transfer of the amount directly into bank accounts of beneficiaries through DBT.

It also approved construction work for Berra barrage near Berra village on Dardha river under Masaudhi block of Patna district.

The cabinet approved a proposal to amend the rules for free and compulsory education of children in Bihar.

For making available the amount payable to beneficiaries under different welfare schemes operated by the state government directly into their bank accounts, the cabinet approved a proposal for linking the bank accounts with adhar numbers by March 31, 2018.

It also approved a proposal for giving stipend to resident students of Bihar enrolled at the graduation level in colleges affiliated to the Dr. Rajendra Prasad Central Agricultural University, Pusa.

The cabinet also approved a proposal for employment of two hundred assistant engineers on contract basis in the road construction department.

The cabinet approved another proposal for giving pay in the revised pay scale to outside persons working with ministers and different other people enjoying similar facilities.

It also gave approval to a proposal for creation of different posts in the teaching faculty of the Government RBTS Homeopathy Medical College and Hospital, Muzaffarpur, for starting post-graduation teaching.
