The basic role of the Central Governorate li in its acting as a linkage bween the eminent command and the citizens and to provide the bt social servic, suort, rear and encourage ftive functions and the various social activiti and programs and direing them towards deepening the valu of feelings of allegiance, belonging, national sentiment, concepts of national unity and one-n of the family, the feeling of rponsibility and the spirit of cooperation.

The Central Governorate Mobile Ftival com in order to expr the ambitions and to enhance thee lofty national valu and so as to stage rreational and entertainment programs as well as various ftivity functions through ich interconneion and meing with the people tak lace, and to feature the original heritage and popular arts, ancient civilizations, diemination of public awaren in

all walks of life and to provide the oortunity for the government and private organizations as well as the civilian sociy's organizations to feature their numerous activiti and in order to boost the factors of attraction and the tourist, invtment, onomic and industrial oortuniti in the governorate.

We have had much leasure en we observed the signs of joy on the countenance of the citizens as they interact with the atmosphere of the Mobile Ftival's functions and programs during its peregrination throughout the various areas of the governorate in order to reach out to them ilst achieving the requisite objeiv, incarnating a wonderful national scene ich reiterated their feelings of allegiance and belonging, the spirit of national unity and one-n of the family, such matter ich superimpos this ftival on the map of the succ of this governorate.

On this occasion, we cannot but extend our sincert gratitude and thanks to all o have contributed with us in the succ of the functions of this ftival from all official bodi in the Kingdom of Bahrain, compani and national tablishments as well as the citizens from om we felt suort and cooperation.

The Governorates' System

The System of Governorates, which was issued by the Decree-by-Law No (17) for the year 2002AD, gives special care to the local communities. It allotted the governorates specific competencies and powers regarding the communities local affairs and through such a distinctive entity of the governorates which enables them to fulfill their obligations and as the governor is considered a representative of the executive authority within the boundaries of his governorate he shall be responsible before the Minister of Interior and shall undertake to supervise the implementation of public policies of the state and to follow up the development plan's projects within the scope of the governorate and he shall participate in the supervision over the services that are provided by the state's facilities and apparatuses situated in the governorate except the judiciary and the ministries of Exterior and Defence.

The system assigned the governor with the necessity to preserve public security and order, to care for and encourage religious education and religious, educational, social, sports, cultural and health activities etc and to work towards their development and direction towards feeling of responsibility, the spirit of cooperation and deepening the national sentiment, the feelings of belonging and allegiance, and the concepts of national unity and one-ness of the family.

The governor shall also follow up the execution of the law and administrative regulations by the various apparatuses in the governorate and to ensure the safety of their application so as to ensure the public interest, and he shall receive citizens' complaints and work towards finding the appropriate solution for them in coordination with the relevant sides. The governor shall also assume

the competencies for which he shall be empowered by ministers and heads of public institutions and departments as per the policy laid down by the Cabinet in this respect.

The governor may directly contact ministers and heads of public institutions and organizations and other government bodies to discuss the governorate affairs with them with the objective of enhancing the efficiency of performance by the apparatuses connected to them, and he may also notify the government bodies about the shortcomings he observes in discharging their jobs, duties or about the hindrance or delay in the performance of citizens' welfare and he may also inform them about the instances of excellence and his propositions in this respect.

Each governor shall have a coordinating committee for a 4-year term which is renewable for assisting the governor in the management of the governorate affairs and such a committee shall be headed by the governor and shall include in its membership the deputy governor, a representative for the ministry of interior, the relevant municipality's general manager as well representatives from the services ministries in the governorate. This committee shall assume the task of identification of the governorate needs and shall work towards their fulfilment within the confines of the available financial resources and shall also coordinate with the competent bodies in the Kingdom regarding the projects in which the governorate participate, and it shall also work towards expediting and efficiency of provision of services to the citizens and to probe their public problems and working towards the activation and organization of their participation in solving such problems. 21

The activities of the Mobile Festival set off from the Bukwarah avenue in Riffa'a on Wednesday 1st September 2004 at 5 p.m. Declaring the commencement of the Central Governorate's First Summer Festival.

The functions started when the Festival's sponsor, Dr.. Salman bin Rashid Al Zayani, the governor of the central governorate arrived. The BDF music band played the national anthem of the Kingdom of Bahrain. Then the band played national music themes on Bukwarah avenue thus producing a distinctive atmosphere of joy and festivity feelings. Afterwards, a girl presented the governor with a bouquet of roses. Then the governor toured the location of the celebration in which tour he inspected the productive families and participants who briefed the governor on their products and the nature of their participation.

The organizers distributed gifts over to children and to the public. The children's music band added an

atmosphere of joy and enjoyment through the competitions which incorporated national and cultural aspects as well as quizzes related to the central governorate. Also, through this function, a competition for the best heritage dress for children was staged and this competition witnessed good participation by children in all their age groups. This function was attended by large masses of the public and went on until ten o'clock in the evening.

A'ali's functions started in the vicinity of the pottery plants on Thursday September 2nd, 2004 at 5 p.m. Upon the arrival of the festival's sponsor, Dr. Salman bin Rashid Al Zayani, the governor of the central governorate, the BDF music band played the Kingdom of Bahrain's national anthem. Then a girl presented the governor with a bouquet of roses.

Afterwards, the music band paraded in superb military formations to the tunes of the bagpipes and a variety of national themes adding a distinctive atmosphere of joy and cheerfulness.

The governor toured around the festival's location and he reviewed the productive families' exhibits and the participants briefed the governor about their products and the nature of their contributions.

The organizers distributed gifts over to children and the public. The children's music band presented a wondrous

program which included competitions in the various national and cultural aspects as well as other quizzes related to the central governorate. Then, a competition was held for the village children's best dress which witnessed a fantastic participation by children from all age groups. This function was attended by massive public and it continued until ten in the evening.

The Mobile Festival went on its tours in the various cities and villages of the governorate until it arrived at Isa Town where the function was held on Saturday, 4th September 2004 at five o'clock in the evening at the Isa Town Sports and Cultural Club.

Upon the arrival of the Festival's sponsor, Dr. Salman bin Rashid Al Zayani, the governor of the central governorate, the police music band played the national anthem of the Kingdom of Bahrain, then a girl presented a bouquet of roses to the governor.

Afterwards, the music band paraded in superb military formations to the tunes of the bagpipes and a variety of national themes adding a distinctive atmosphere of joy and cheerfulness.

The governor distributed coupons for school bags presented by MTC Vodafone to the charity funds and clubs. Then, the governor made a tour around the participants who briefed the governor on the nature of their participation.

The organizers also distributed gifts over to children and the public, then two of the popular "Leewah- " and "Mushkiss-" bagpipe folk music bands of Al-Malood, played Bahraini folk themes. Then, the children's music band presented its joyful show which included competitions in all national and cultural aspects as well as quizzes related to the governorate.

Then, during this event, a competition was held for the best village children's heritage dress in which children from all age groups participated. This function was attended by large crowds of public and went on until ten o'clock in the evening.

The Final PartyUnder the patronage of Dr. Salman bin

Rashid Al Zayani, governor of the central Governorate, and in the presence of a number of invitees, the Bahraini Brethren troupe, led by the distinguished singer Ali Bahar, performed for the final party of the Mobile Festival at the Isa Town Hall of the Ministry of Education at nine o'clock in the evening of Thursday, 9th September 2004.

After the hall had become overcrowded with the masses of public, the function's sponsor arrived and the Police music band played the national anthem of the Kingdom of Bahrain, then the governor received a bouquet of roses from one of the children.

The Police music band continued to perform its lovely themes to the joy of the public who attended, then poet Abdul Rahman Shaheen Al-Muddhiki recited a "Napatean-style" folk poem and he was followed by the talented poetess Muneerah Ghazi Hareb with a poem. Then a talented girl, Nuwar Al-Nusk, read a free-verse poem. Afterwards, the draw for the prizes contributed by the establishments and

companies participating in the Festival was made. Then the governor honored the participating authorities, companies and national establishments who sponsored the functions of the festival.

Then the Bahraini Brethren troupe sang until after mid-night. Singer Ali Bahar performed a bouquet of his beloved songs, then he responded to the public's request to sing another group of his songs which the public sang along in unique enthusiastic interaction with him.
