WHEREAS, on the 6th day of December, 2011, the Frank-lin County Commission adopted Commission Order No. 2011-354 pertaining to advertising Re-quests for Qualifications for the position of Independent Regis-tered Professional Engineer in accordance with the Franklin County Landfill Regulations; and

WHEREAS, the Order con-tained a clerical error in that the due date was advertised to be “close of business on January 16, 2012” which is a date recognized by Franklin County as a holiday and on which all County offices will be closed and it is therefore necessary to correct the due date.

Franklin County, MissouriThe County of Franklin, Mis-

souri, is requesting qualifica-tions from qualified individuals and firms to provide professional engineering and consulting ser-vices on an as needed basis with respect to Independent Engi-neering Services for the design, construction and operation of landfills in Franklin County, Mis-souri. The selected firm will pro-

vide engineering and geological services for utility and/or nonutil-ity waste landfills within Frank-lin County, Missouri.

Services to be provided in-clude, but are not limited to, the following:

1. Review, verify and insure that the designs of any landfill, regardless of type, which is sub-mitted for review as part of the landfill application process and is in compliance with the regu-lations of Franklin County and Missouri Department of Natural Resources.

2. To inspect and insure that any such landfill is constructed in accordance with the approved plans and all applicable codes and regulations.

3. To test or verify all samples of runoff, drainage and/or ground water to insure that all discharges from any such landfill are within acceptable limits established by appropriate regulatory agencies and to, as soon as feasible, inform the County Commission and the County Environmental Resource Officer of the results of all tests.

4. To assist the County Envi-ronmental Resource Officer with insuring that all landfills are op-erated and maintained in accor-dance with all applicable regula-tions.

5. In general, the Independent Registered Professional Engineer shall be responsible for insuring that all landfills are designed, constructed and operated in ac-cordance with the Landfill Regu-lations which have been adopted by Franklin County, a copy of which is attached hereto as well as with all applicable state and federal rules and regulations.

Qualifications will be evalu-ated on the following criteria:

1. The specialized experience and technical competence of the firm with respect to the afore-mentioned engineering services.

2. The capacity of the engi-neering firm to provide effec-tive engineering services for the County of Franklin, within the time line fixed for the completion of various projects.

3. The past record of perfor-mance of the firm with respect to controlling costs, quality of work, and the ability to meet project deadlines.

4. The consultant’s proximity and familiarity with the County of Franklin.

5. Resumes of the person-nel who will be assigned to the Franklin County consulting du-ties.

6. Quality of the proposal and the specific approach to providing the County of Franklin with the full range of the listed engineer-ing services.

The deadline to submit qualifications is by Close of Business January 17, 2012. Individuals or firms shall sub-mit 4 hard copies of qualifica-tions to Debbie Door, County Clerk, at 400 East Locust, Room 201, Union, MO 63084. Submissions will be reviewed by an appointed selection commit-tee. The committee shall select 3 firms to interview, with an inter-view date to be determined short-ly thereafter. The County Com-missioners, Planning and Zoning Director, Head of the Building Department and County Coun-selor will conduct interviews and will constitute the selection com-mittee.

Following the interviews, the County Commission will nego-tiate the scope of services, the contract duration, and the fees for consulting services with the top-ranked consulting firm. If a scope of services, contract dura-tion, and/or consulting fee sched-ule cannot be agreed upon, the County Commission will negoti-ate with the second ranked firm and so on, if necessary.

The County of Franklin re-serves the right to accept the pro-posals in whole or in part, and to reject any and all proposals, and to negotiate separately as neces-sary to serve the best interests of the County.

Neither the distribution of this RFQ nor acceptance of any response should be construed as creating a contractual obligation between the County of Franklin and any consulting firm. Frank-lin County does not authorize and will not be responsible for any expense or charges associ-ated with providing a response to this request for qualifications.

The selected consulting firm shall submit a contract document after the successful completion of the negotiations for said services. The contract is subject to final approval by the County Commis-sion.

This request for qualifications does not commit the County of Franklin to award a contract or to pay for any costs incurred by the successful or unsuccessful consultants in the preparation of a proposal to this request.
