Introduction

The traffic management plan for the Merseyside School Games at Wirral Grammar School for Girls (the event) on Wednesday 21st March 2016 has been prepared by Merseyside Sports Partnership on behalf of the School Games Operational Group.

The aim of the traffic management plan is to identify and outline:

1. Traffic levels and expected peaks.2. Requirements for vehicles accessing the site.3. Safe movement of vehicles on the site. 4. Parking arrangements for vehicles on site.5. Parking arrangements for VIPs.6. Access arrangements for emergency vehicles. 7. Requirements for vehicles exiting the site.8. Impact of event traffic on the school and local community. 9. Minimising the risks and hazards associated with vehicles.10. Responsibilities for traffic management.

Development of Traffic Management Plan

The traffic management plan is based on an assessment of the school site and review of the immediate area surrounding the venue. The assessment has been undertaken by Merseyside Sports Partnership. The assessment has considered the amount of space available on the site, the potential number of vehicles to be accommodated and the specific challenges and risks associated with traffic in relation to an event of this nature.

The plan has also taken into account the General Risk Assessment undertaken by the School for Safe Access/ Egress prepared for minimising identified hazards associated with road traffic.

The traffic management plan is underpinned by:

Constraining Factors

It is important to note that there are specific constraints which exist in relation to the site are as follows:

There is only one vehicle entrance and exit to the school site from Heath Road. The schools overflow car park area allows for suitable parking on site. It is not possible to use any of the external grass areas on the site for parking

vehicles. There are no other public car parking facilities within the immediate area of the site. The site is in a residential area; every effort should be made in order ensure that the

public roads in and around the site do not become congested by traffic attending the event.

The constraints identified have been taken into account in the development of this traffic management plan for the event.

1. Traffic Levels and Expected Peaks

The event on Wednesday 21st March 2016 will see as many as 336 children transported to the site to participate. Given the number of schools attending (28) due to attend, it is anticipated that there may be anything from between 14 and 28 minibuses, requiring access to the site.

In addition to the children and accompanying teachers travelling to the games, event staff, will be in attendance.

Staff at Wirral Grammar School will also require access to the site as school open as usual.

With the event’s opening ceremony due to start at 9.30am the peak times for access will be from 9.00am onwards as schools arrive. It is anticipated between the times 9.00am and 9.30am the majority of schools will arrive at the event.

As there is only one access road onto the site it is anticipated that there may be some congestion on Heath Road - between 9.00am and 9.30am - due to the volume of vehicles which are scheduled to arrive.

Parking on site will be restricted to school teams.

Each vehicle entering the site will be directed by a steward and it may be necessary to give instructions to driver as to where to proceed in order to park. As the car park is placed in front of the entrance there is no need to 'drop off'. Competitors can be ushered from the vehicle by their team manager.

Due to the nature of the event, schools may leave once their competition is complete therefore staggering exit times and alleviating traffic on site. In the event that all school teams leave at once stewards will be on site to manage traffic.

2. Requirements for Vehicles Accessing the Site

There will be an increased number of vehicles who will require access during peak times to the site for the event on ~Wednesday 21st March

Stewards will be positioned at the entrance – during peak times - and will be responsible for:

Supervising the entrance point. Directing vehicles to designated parking areas. Providing instruction to drivers. Advising drivers to proceed with caution given the nature of the event.

In order to ensure that vehicle access to the site for the event is undertaken in a safe and efficient manner, a set of principles have been designed which will be applied to all vehicles.

Any vehicle entering the school site is expected at all times to:

Merge in turn from the east (right) on Heath Road. Follow the specific directions and instruction of the stewards. Respect a event speed limit of five miles per hour in place on the site. Be aware of pedestrians and people crossing the roads / access routes. Make every effort to ensure vehicle entrance and exit points remain clear. Show courtesy and respect to other drivers on the site.

3. Safe Movement of Vehicles on the Site

An increased number of people and vehicles will be on site.

Stewards will be positioned at key points on the site – for the duration of peak times - with responsibility for:

Preventing spectators and event staff parking in the car park Directing all vehicles to their appropriate parking. Providing instruction to drivers. Ensuring that all access routes remain clear at all times.

It is the responsibility of the stewards to ensure all vehicles are directed to the appropriate parking area. It is not the responsibility of the stewards to ensure all cars are parked in a safe manner.

Stewards will be advised to ensure that when parking vehicles do not:

Exceed the number of spaces on site. Obstruct or block in any other vehicle/s. Park in a manner that obstructs access points, or road junctions. Block or obstruct any emergency exits. Park in a way which obstructs access routes on the site.

In order to ensure any vehicle movements take place in a safe manner, a set of principles have been designed which will be applied to all vehicles on the site for the duration of the event.

Any vehicle on the school site is expected at all times to:

Follow the specific instructions and direction from the stewards when moving on the site or parking.

Respect an event speed limit of five miles per hour in place on the site. Be aware of pedestrians and people crossing roads / access routes. Make every effort to ensure vehicle entrance and exit points remain clear. Show courtesy and respect to other drivers on the site.

4. Parking Arrangements for Vehicles

Due to the constraints identified and an increased number of vehicles which potentially require parking on the day of the event, the following outlines the specific arrangements which will apply. It is not possible to state the exact number of vehicles, or types, however this plan is based on the assumption that the schools will arrive by car due to the number of participants involved.

4.1 Coaches

Schools arriving by coach or bus (40 seats plus) are highly unlikely. However they will be requested to drop their children on Heath Road at a point that both the Team Manager and driver agree is safe and then required to leave the area.

Please note that it is not possible to accommodate any coaches on the site or roads immediately surrounding the school. Schools will be informed of this.

4.2 Minibuses

Schools arriving by Minibus are likely. There is minibus parking on site in the hard standing ‘overflow’ car park. The overflow car park can accommodate the number of minibuses expected at the competition.

Stewards will prevent minibuses’ from parking on the main site car park.

4.3 VIPs and Mayoral Cars

There are no VIPs or Mayoral cars expected at this event. In the unlikely event that VIPs and Mayoral cars arrive they will be directed to park in surrounding roads.

4.4 Spectators

Due to the site being a working site no spectators are permitted on site.

4.5 Media

Members of the press will be directed to find alternative parking on surrounding roads.

At the time of preparing of this plan one of member of the press has indicated that they will be attending the event.

4.6 Disabled Visitors

Disabled visitors who hold a Blue Badge will be permitted to park on site subject to space being available.

4.7 School Games Organisers & Event Staff

School Games Organisers will be directed to find alternative parking on surrounding roads.

5. Access Arrangements for Emergency Vehicles

Ensuring access for emergency vehicles to and from the site is paramount.

In order to ensure emergency access routes are kept clear vehicles must not:

Double park, obstruct or block in any other vehicle. Park in a manner that obstructs access points or road junctions. Block or obstruct any emergency exits.

Through ensuring all emergency exits remain clear emergency vehicles will be able to access all areas of the site where sporting activities are taking place.

It is the responsibility of the stewards to ensure that emergency access routes or exits are kept clear. Equally, it is the responsibility of all drivers to ensure that they take into account emergency exits.

6. Requirement for Vehicles Exiting the Site

An increased number of people and vehicles will be on the site and these will exit during a peak period during the day. Peak period is expected at 3.00pm - 3.30pm. That said, given the nature of schools competition it is likely that this will be a staggered exit which will alleviate traffic requirements on site.

Stewards will be on hand e - for the duration of the event - with responsibility for:

Directing all vehicles exiting, if required. Providing instruction to drivers exiting, if required. Supervising vehicles exiting the site, if required. Ensuring that all access routes remain clear at all times, if required.

In order to ensure vehicles exiting the site do so in a safe and efficient manner a set of principles have been designed which will be applied to all vehicles.

Any vehicle exiting the school site is expected at all times to:

Give way to traffic travelling on Heath Road Follow the specific instruction and directions of the stewards. Respect the event speed limit of five miles per hour in place whilst on the school site. Be aware of pedestrians and people crossing the roads / access routes. Show courtesy and respect to other drivers on the site.

7. Impact of Event Traffic on the Local Community

Every effort is been made to maximise the impact on the local community surrounding the school through:

Maximising all the parking areas on the site for parking vehicles whilst ensuring access.

Notifying schools that minibuses and coaches will only be allowed to 'drop off' and be required to park elsewhere.

It is recognised that given the constraints which exits, and the unknowns related to vehicle numbers; it may be unavoidable that some vehicles have to be directed park in Bracknell Avenue or surrounding roads.

8. Minimising the Risks and Hazards Associated with Vehicles

The safety and well-being of everyone attending the event is the paramount concern for all.

The organisers will make every effort to minimise the potential risks associated with traffic on the site through:

Identifying the specific risks and hazards associated with vehicle activities; Assessing whether existing controls are required and; Putting in place additional control to further reduce the potential risk.

The risks identified from the assessment and the controls which are in place are summarised in Annex B.

9. Responsibilities for Traffic Management.

The following details the responsibilities for the management of traffic:

Merseyside Sports Partnership

Merseyside Sports Partnership will be responsible for:

Preparation of traffic management plan and risk assessment in advance of the event. Circulation of plan to Merseyside School Games Organising Group. Ensuring that the traffic management plan and controls identified in the risk

assessment are implemented on the day of the event. Resolving any specific issues which arise during the day relating to traffic. Reviewing with School Games Organiser colleagues the traffic management plan

following the event.

School Games Organisers

School Games Organiser colleagues will be responsible for:

Notifying schools and indirectly through schools, the spectators, of any specific requirements and information likely to ease traffic congestion at the event.

Identifying and making Merseyside Sports Partnership aware of any specific issues, additional concerns or problems relating to traffic management before or on the day of the event.

Supporting Merseyside Sports Partnership to resolve any identified issues which may specifically arise on the day of the event in relation to traffic management.

Providing feedback to Merseyside Sports Partnership before, during or after the event on the traffic management plan in place in order to identify areas for improvement.
