hats all the commotion? An Orange County Sheriffs car sat outside Jesse James house in Sunset Beach, as the garage door opened and an expensive sports car quickly zipped in. Approx. 10 paparazzi whod been hanging out snapped away as the garage door closed again. Meanwhile, just across the green belt and down a ways, something of greater significance to the locals was happening. Outside the Sunset Beach Post Office this afternoon, Greg Griffin, President of The Sunset Beach Homeowners Association, was getting signatures on a petition asking the Local Agency Formation Commission to incorporate the City of Sunset Beach. Greg said hell be collecting signatures from local residents from 95, from this Thursday through Saturday by the Post Office. The petition says three main things: 1. Seal Beach, which was founded 105 years ago, desires to be an independent Beach community to give

more community control over land uses, growth, government and planning policy. 2. Seal Beach citizens want to maintain their vote to have a significant influence in determining their local affairs. 3. Seal Beach will have a Utility Tax to become self-sustained. any years ago I walked into a bank in New York City and asked for the loan officer. I told the loan officer that I was going to Italy on business for two weeks and needed to borrow $5,000 and that I was not a depositor of the bank. The bank officer told me that the bank would need some form of security for the loan, so I handed over the keys to a new Ferrari. The car was parked on the street in front of the bank. Was prepared and produced the title and everything checked out. The loan officer agreed to hold the car as collateral for the loan and apologized for having to charge 12% interest. Later, the bank's president and its officers all enjoyed a good laugh at what they tought was my expense for using a $250,000 Ferrari as collateral for a $5,000 loan. An employee of the bank then drove the Ferrari into the bank's underground garage and parked it. Two weeks later, I returned, repaid the $5,000 and the interest of $23.07. The loan officer said, 'Sir, we are very happy to have had your business, and this transaction has worked out very nicely, but we are a little puzzled. While you were away, we checked you out and found that you a good credit risk. What puzzles us is, why would you bother to borrow $5,000?' I sais: 'Minga, where else in New York City can I park my car for two weeks for only $23.07 and expect it to be there when I return?' AH, the car...the subject of another story... Ah, us Italians.... he Kiwanis Club of Huntington Beach and the City of Huntington Beach Parks and Recreation Department sponsor the annual Easter Hunt in Huntington Beachs Central Park. The event is free, and offers great fun for youngsters. Parents have to contain their pride and eagerness to help their kids get some prize candy in the annual Huntington Beach Easter Hunt in Central Park. Held in the huge grassy lawns of Central Park on the west side of Golden West Street next to Lake Huntington, the attendance is huge, with an estimated 5,000 people attending. Sponsored by the Kiwanis Club of Huntington Beach, the City of HB promotes the event, distributing information in the Sands event guide. Parents dress their kids in cute attire such as derbies for the boys, and Easter bonnets or sun hats for the girls. Face painting, food booths, and pictures with the Easter Bunny are all offered at this fun event that allows children to run and grab candy in wrappers sprinkled on the lawns of the park, where real bunnies live. That was 1962. Today, almost 50 years later, California is on the precipice of pioneering the Pacific Ocean as a critical element of its drinking water supply. In response to climate change and regulatory droughts, there are over two dozen seawater desalination plants in various stages of development throughout California including several local projects planned for Long Beach, Dana Point and Huntington Beach. In San Diego County the largest and most technologicallyadvanced seawater desalination plant in the Western Hemisphere, capable of sustaining 300,000 residents, is now under construction. Today, around the world there are over 8,000 seawater desalination plants using Reverse Osmosis (RO) to produce 10 billion gallons of drinking water. The technology is not new but it has been cost prohibitive in California where water historically has been relatively inexpensive. However, the supply of fresh drinking water in Southern California is increasingly more expensive and less reliable. As a result we are aggressively expanding conservation efforts and have invested in water recycling. Orange County boasts the internationally-renown Groundwater Replenishment (GWR) System, which treats wastewater for consumptive use. However,

responsible water managers know that recycling and conservation alone will not be sufficient to meet the needs of our residents and businesses. Enter the Pacific Ocean. The majority of Southern California's water is imported from Northern California and the Colorado River. As the cost for imported water rises rapidly, the cost to desalinate seawater continues to drop. Just ten years ago, the cost to purify was many seawater magnitudes greater than the cost of imported water. So while the technology made it feasible, the cost did not. Today, while desalinating seawater is still slightly more expensive than imported water, it will not remain so for long. More than a dozen Orange County public water agencies are aggressively seawater pursuing desalination to enhance water supply reliability and are entering into a publicprivate partnership with Poseidon Resources (also the developer of the Carlsbad desalination project) to receive water from their planned Huntington Beach desalination facility. The Huntington Beach project, capable of producing 50 million gallons of drinking water every day, is scheduled to be the first large-scale desalination project to come online in Orange County. Responsible public water districts recognize the volatile nature related to the ever rising cost of imported water and look forward to the stability and reliability of desalinated water, which is why

By locking in these rates over 30 years, ratepayers won't have to play Russian-roulette with imported water costs, which can spike at any time if a new endangered fish is found up near Sacramento. amstar red oak ProjectApplicant: Amstar Red Oak Summary: The Amstar Red Oak project is at 7302-7400 Center Avenue, across from Goldenwest College. The applicant, Red Oak Investments LLC, proposes to develop the 3.8 acre site with approximately 440 luxury residential units in five residential stories, located above approximately 10,000 square feet of street level retail and commercial uses. Open space amenities will be included. Location: Southeast Corner of Gothard Street and Center Avenue Status: Entitlement& Project Approved: General Plan Amendment (GPA-07-003), Zoning Map Amendment (ZMA-07-001) and Conditional Use Permit (CUP 07043) by Planning Commission September 20, 2008; upheld by City Council November 10, 2008. Next Steps: TBD

Orange County Board of Supervisors. Development standards are based upon the County's standards. The City has been approached for annexation in order to provide better services. Brightwater would consist of 349 single-family units. Of the 105.3 acres, 67.9 would be dedicated for residential developments and 37.4 would be for habitat restoration. Applicant: Ranco Huntington Investments, LLC Summary: The project proponent, Ranco Huntington Investments, LLC, proposes to develop 42 singlefamily units on an 8.35 acre site located at 9191 Pioneer Drive (North side of Pioneer Dr., east of Magnolia Ave.). The site is bounded by single family residences to the north and south, a flood control channel on the eastern border with residences beyond, and a City park with existing sports fields adjacent to Magnolia Street on the western border. Status: Environmental Review Underway: Next Steps: pending (project delayed)

Gun range eIrApplicant: City of Huntington Beach (Lead Department: Community Services) Summary: The former gun range site is approximately 4.91 acres in size and is owned by the City of Huntington Beach. The Huntington Beach Police Officers Association constructed the current gun range improvements and operated the facility under a 20 year lease from the City. In the early 1990s, it became evident that the range needed rebuilding. Unstable soil caused by decomposing landfill was impacting the facility, and the public side of the facility was closed and demolished due to structural concerns. In 1997 the City terminated the lease due to safety concerns, and the gun range has been closed since. The EIR will analyze clean-up of the former gun range site. Location: Central Park (Proximate to Gothard Street and Talbert Avenue) Status: Analysis in progress Next Steps: Public Review of Draft EIR

Circulation element updateApplicant: City of Huntington Beach (lead Department: Public Works) Summary: Government Code Section 65302 (b) requires a circulation element in all city general plans consisting of the general location and extent of existing and proposed major thoroughfares, transportation routes, terminals, and other local public utilities and facilities, all correlated with the land use element of the plan. The Citys General Plan, including the Circulation Element, was comprehensively updated in 1996. Since that time there have been minor amendments to the Circulation Element. The City initiated a process to comprehensively update the Circulation Element earlier in 2005. Two significant technical components are being completed as part of the update. First, an updated local area transportation model is being developed. This effort includes a substantial effort in completing a local land use inventory. Second, the new model will be used as the basis for analyzing and developing recommendations for updating several sections of the Circulation Element. Status: In progress Next Steps: Implementation

Water is the most basic element of life and the pursuit to secure a reliable supply is necessary to protect California's future. Seawater desalination will not solve our state water crisis. ascon Landfill siteApplicant (contact): California Department of Toxic Substances Control Summary: The Ascon Landfill, located at the Southwest Corner of Magnolia and Hamilton, operated as a landfill from 1938 to 1984. Industrial and oil field waste were disposed there until 1971. From 1971 to 1984, construction debris was disposed at the site. A group of private companies that brought waste to the site during its years as an operating landfill are paying for clean-up activities. Emergency action to repair berms potentially weakened in the 2005 100-year rains was completed January 10, 2006. An Interim Removal Measure of oily materials from two interior waste lagoons is planned in 2010, and after that the final clean up of the site will proceed. More information at www.ascon-hb.com. Downtown specific Plan updateApplicant: City of Huntington Beach (lead Department: Economic Development) Summary: The DTSP Update proposes to reconfigure 11 existing districts into seven new districts with the intent to encourage and facilitate development opportunities within the DTSP area by revising development standards including increases in allowable densities, floor area ratios and building heights for certain districts. The DTSP Update is also proposing to amend the Downtown Parking Master Plan and incorporate Design Guidelines to create a one-stop document that would guide development in the Downtown area. Poseidon Desalination PlantApplicant: Poseidon Resources Corporation The Summary: project, proposed by Poseidon Resources Corporation, consists of the construction and operation of a 50 million gallon per day seawater desalination facility within the City of Huntington Beach. The facility would consist of seawater intake pretreatment facilities, a seawater desalination plant utilizing reverse osmosis technology, product water storage, two pump stations, materials storage tanks, and 42 to 48-inch diameter product water transmission pipeline possibly up to 10 miles in length in Huntington Beach and Costa Mesa. The facility would utilize existing AES Huntington Beach Generating Station (HBGS) seawater intake and outfall pipelines for its operations. The proposed desalination facility is located on an 11-acre portion of the 22-acre HBGS facility located at 21730 Newland Street, off Pacific Coast Highway. Going Bald Can Be a Good ThingBy Marrecca Fiore, AOL Health osing their hair can be devastating for some men, but according to a new study, it may also be a sign of good health. Researchers from the University of Washington School of Medicine studied 2,000 men between the ages of 40 and 47 and found that those who began balding by age 30 appeared to be at a lower risk of prostate cancer, the BBC reports. The study, which appears in the journal, "Cancer Epidemiology," linked higher testosterone levels in the men who went bald to lower rates of prostate tumors. Specifically, men who developed receding hairlines or bald spots on the top of their heads had a 29 percent to 45 percent reduction in the risk of prostate cancer. Researchers believe that by the age of 30, 25 percent to 30 percent of men will have lost some hair and that by age 50, half of all men will suffer some sort of baldness. "If these results are correct, they could be useful in providing us with a greater understanding of how testosterone behaves in the body and how it can affect different tissues," Helen Rippon, head of research management at The Prostate Cancer Charity, told the BBC. The National Cancer Institute estimates there were 192,280 cases and

ould it be? A report surfaced this morning that Bank of America is readying a program aimed at reducing mortgage principal for homeowners that owe more than 120 percent of their home's value. Yes, you heard right: The bank would actually reduce principal owed for underwater borrowers and those with so-called negative amortization loans. The initiative, according to Reuters, which obtained an internal Bank of America memo, would bring loan values back down to 100 percent of the home's value over five years. Check with BofA!

Can a 'stupid question'

Huntington Beach algebra teacher could be in serious legal trouble after reportedly hitting a student over the forehead with a clipboard. The action was in response to what the teacher called a "stupid question". James and Sandra Barr have filed a claim stating that Sowers Middle School teacher Marta Rosener hit their son Devonte over the head because of his race and his disability. Devonte Barr is African-American and is a special needs student. The claim asks for an unspecified amount of money for damages. The school district has no comment on the case.

We have a dishwasher and a refrigerator that are both on the blink now and may need replacement. Id rather fix them than buy new, even if its more expensive to do so, because I dont want to add these big clunkers to the waste stream. Whats your take on this? -- D.M., Westport, CT If you look hard enough you might be able to recycle those old appliances, and they will likely be reconditioned and find a good home in a household less privileged than yours, or broken down into their reusable parts and used to help rejuvenate other salvageable units. The first place to check is with your utility, which would like to see you upgrade to a more energy efficient new modelan older fridge uses upwards of three times the energy of most newer models. Utilities in 10 U.S. states and in Ontario, Canada offer some kind of rebate and free pick-up if you do decide you want to upgrade in partnership with a company called Appliance Recycling Centers of America, Inc. (ARCA), which oversees the appliance recycling process. ARCAs system can prevent up to 95 percent of the recyclable materials in old refrigerators and freezers from entering the waste stream. Hippocrates recommended specific wines to purge fever, disinfect and dress wounds, as diuretics, or for nutritional supplements, around 450 B.C. A French doctor wrote the earliest known printed book about wine around 1410 A.D. Most of the pathogens that threaten humans are inhibited or killed off by the acids and alcohols in wine. Because of this, wine was considered to be a safer drink than much of the available water up until the 18th century. Wine is a mild natural tranquilizer, serving to reduce anxiety and tension. As part of a normal diet, wine provides the body with energy, with substances that aid digestion, and with small amounts of minerals and vitamins. It can also stimulate the appetite. In addition, wine serves to restore nutritional balance, relieve tension, sedate and act as a mild euphoric agent to the convalescent and especially the aged. PoLItICaL suPPressIoN Although wine may be the oldest remedy and prophylactic still in use, there was an entire generation of medical professionals, especially in America, that obtained their medical education during the historical period known as Prohibition. Medical texts for nearly twenty-five years were purged and censored of any mention of alcohol, including wine, for any application other than external. works with ARCA to offer customers free pick-up of old appliances for recycling and a $30 rebate on their next bill. One caveat is the appliances must be operational, even if not working at full capacity. If your utility doesnt participate in ARCAs network or have its own appliance recycling program,

maybe your municipality recycles appliances, although itll likely cost you $30 or more. Some will even send a truck for pickup for an additional fee. But what if neither option is available in your area? Check out the non-profit website Earth911.org, a free online database of recyclers for anything imaginable across the U.S. Search for the keyword appliance and enter in your zip code. You will likely find more than one option within driving distance, but dont be surprised if, like with a municipality, you have to pay not only to recycle your poor old broken down fridge but also for pickup if you need it.

If the appliance is still working, another alternative would be to donate it to a worthy cause which can either find it a good home with a needy family or sell it and put the proceeds into its programs. The housing non-profit Habitat for Humanity runs Habitat ReStores to resell donated goods in 48 U.S. states and nine Canadian provinces. Appliances as well as donated furniture, home accessories and building materials are sold to the general public at a fraction of the retail price to help local affiliates fund the construction of Habitat for Humanity homes within their communities while simultaneously keeping reusable appliances and other materials out of the waste stream. excluded and suppressed evidence from the Framingham Heart Study that showed moderate drinkers had 50 per cent fewer deaths from coronary disease than non-drinkers. reGuLarIty & MoDeratIoN Regular moderate wine drinking was discovered to be the one consistency. Studies in England and Denmark found the occurrence of coronary disease to be much higher in heavy or binge drinkers and (surprise!) even higher in abstainers. It is very important to note that Europeans generally drink wine and water with their meals, while Americans drink milk, iced tea, soft drinks, or coffee. (See "RX for Society: Wine and Water") aNtI-CaNCer & CoroNary BeNeFIts Moderate consumption of red wine on a regular basis may be a preventative against coronary disease and some forms of cancer. The chemical components thought to be responsible are catechins, also known as flavanoids and related to tannins . Catechins are believed to function as anti-oxidants, preventing molecules known as "freeradicals" from doing cellular damage. One particular form of flavinoid, called oligomeric procyanidin, recently proved to prevent hardening of the arteries. There are also compounds in grapes and wine (especially red wine, grape juice, dark beers and tea, but absent in white wine, light beers and spirits) called resveratrol and quercetin. Clinical and statistical evidence and laboratory studies have shown these may boost the immune system, block cancer formation, and possibly protect against heart disease and even prolong life. One recent study, published in the 2004 year-end edition of the American Journal of Physiology, indicates that resveratrol also inhibits formation of a protein that produces a condition called cardio fibrosis, which reduces the heart's pumping efficiency when it is needed most, at times of stress. More evidence suggests that

wine dilates the small blood vessels and helps to prevent angina and clotting. The alcohol in wine additionally helps balance cholesterol towards the good type. Research is ongoing and it is a mistake for anyone to radically change their consumption pattern based on preliminary data. A study of obese mice showed that doses of resveratrol prolonged their lifespans, but for a human to duplicate this prescription using wine, he would to drink over 250 gallons per day! Other medical studies point to multiple benefits of regular moderate wine drinking that may include lowered risks of stroke, colorectal tumors, skin and other types of cancers, senile dementia, and even the common cold, as well as reduce the effects of scarring from radiation treatments. suMMary / BottoM LINe Over 400 studies worldwide, many of them long-term and in populations, have large concluded that most healthy people who drink wine regularly and moderately live longer. The single group exception, whose members should not consume any alcohol, is pre-menopausal women with a family history of breast cancer. The International Wine & Heart Health Summit, held annually in Napa Valley, has 4 files (PDF) of research information and findings presented at that forum. The keys to the beneficial aspects of wine drinking are regularity and moderation. The importance of this pattern of consumption this is almost impossible to over-emphasize. Overindulgence can be considerably more harmful than total abstinence. Practiced in moderation and consumed with food at mealtime, wine drinking may develop cultural and sociological patterns that actually help to prevent alcoholism. The vast majority of healthy people may enjoy wine regularly and moderately as a pleasure that supports and prolongs a gracious life.

Unfortunately for Dickson, the automatic garage door opener malfunctioned and he could not get the garage door to open. Worse, he couldn't reenter the house because the door connecting the garage to the house locked when Dickson pulled it shut. Forced to sit for eight, count 'em, EIGHT days and survive on a case of Pepsi and a large bag of dry dog food, he sued the homeowner's insurance company claiming undue mental Anguish. Amazingly, the jury said the insurance company must pay Dickson $500,000 for his anguish. We should all have this kind of anguish. Keep scratching. There are more... Double hand scratching after this one.. Fourth PLaCe Jerry Williams, of Little Rock, Arkansas, garnered 4th Place in the Stella's when he was awarded $14,500 plus medical expenses after being bitten on the butt by his next door neighbor's beagle - even though the beagle was on a chain in its owner's fenced yard. Williams did not get as much as he asked for because the jury believed the beagle might have been provoked at the time of the butt bite because Williams had climbed over the fence into the yard and repeatedly shot the dog with a pellet gun. Pick a new spot to scratch, you're getting a bald spot.. thIrD PLaCe Amber Carson of Lancaster, Pennsylvan ia because a jury ordered a Philadelphia restaurant to pay her $113,500 after she slipped on a spilled soft drink and broke her tailbone. The reason the soft drink was on the floor: Ms. Carson had thrown it at her boyfriend 30 seconds earlier during an argument. Whatever happened to people being responsible for their own actions? Only two more so ease up on the scratching.... seCoND PLaCe Kara Walton, of Claymont , Delaware sued the owner of a night club in a nearby city because she fell from the bathroom window to the floor, knocking out her two front teeth. Even though Ms. Walton was trying to sneak through the ladies room window to avoid paying the $3.5 0 cover charge, the jury said the night club had to pay her $12,000... oh, yeah, plus dental expenses. Go figure. FIrst PLaCe This year's runaway First Place Stella Award winner was: Mrs. Merv Grazinski, of Oklahoma City , Oklahoma , who pu rchased a new 32-foot Winnebago motor home. On her first trip home, from an OU football game, having driven on to the freeway, she set the cruise control at 70 mph and calmly left the driver's seat to go to the back of the Winnebago to make herself a sandwich. Not surprisingly, the motor home left the freeway, crashed and overturned. Also not surprisingly, Mrs. Grazinski sued Winnebago for not putting in the owner's manual that she couldn't actually leave the driver's seat while the cruise control was set. The Oklahoma jury awarded her, are you sitting down? $1,750,000 PLUS a new motor home. Winnebago actually changed their manuals as a result of this suit, just in case Mrs. Grazinski has any relatives who might also buy a motor home.

For those unfamiliar with these awards, they are named after 81year-old Stella Liebeck who spilled hot coffee on herself and successfully sued the McDonald's in New Mexico , where she purchased coffee. You remember, she took the lid off the coffee and put it between her knees while she was driving. Who would ever think one could get burned doing that, right? That' s right; these are awards for the most outlandish lawsuits and verdicts in the U.S. You know, the kinds of cases that make you scratch your head. So keep your head scratcher handy.
