ANY changes in the composition of the fleet of Life-boats under the manage- ment of the ROYAL NATIONAL LIFE-BOAT INSTITUTION must always be a subject of considerable interest to those whose business it is to study the question of the best type of Life-boat for the place at which it is to be used, and certainly it must be of still more interest to those who man the Life-boats and risk their lives in them. Reference to this subject has from time to time been made in these pages, the last occasion being in THE LIFE-BOAT, 1st November, 1902, pages 546, 547. It is there stated that in 1850 all Life-boats were "not self- righting." In 1880 out of a fleet of 270 Life-boats only 22 were " not self- righting." In 1890 the fleet consisted of 293 Life-boats only 21 of which were " not self-righting." The greatest change in the types used on the coast has practically taken place since 1897, for although in that year there were 36 " not self-righting " Life-boats out of a fleet of 295 (includ- ing 3 steam Life-boats and 5 Liverpool type boats taken over from the Mersey Docks and Harbour Board), 1908 finds the Institution with 280 Life-boats, out of which no less than 100 (built or building) are of various " not self-right- ing " types. This fact cannot fail to be of deep interest, and if it emphasises one thing more than another it is that the self-righting Life-boat is emerging out of a false position and taking its proper and natural place. There is little doubt that the self-righting Life- boat was for many years put in a posi- tion to which it could hardly have been said to have attained on its own merits. The fact of a boat being able to right herself after being capsized was looked upon by many as a sort of universal panacea, and this quality was extolled at the expense of good sailing qualities and even pulling power, for as regards this latter virtue many self-righting boats were so cramped that the men could not properly pull their oars. However, these remarks do not apply to the modern self-righting Life-boats in which there is plenty of room to pull, and also they prove themselves to have most excellent sailing qualities. Let anyone who doubts this go to sea in one of the 35 ft. by 8 ft. 6 in. self-righting Life-boats in a moderate gale and plenty of sea and he will have his eyes opened as to her weatherly qualities and general handiness. There is no intention to enter into a discussion on the relative merits of self- righting and not self-righting Life-boats. Heaven forbid ! The subject has been discussed ad nauseam. The object of this article is to draw attention to certain facts regarding the undoubted change that has taken place in the com- position of the Institution's fleet. One great cause for this change is certainly due to the policy of sending deputations, consisting of the coxswain of the Life- boat and two other selected men, to see other types of Life-boats before deciding as to the kind most suited to their own station on occasion when they have been offered or have asked for a new Life-boat. THE CHANGES IN THE INSTITUTION'S LIFE-BOAT FLEETSINCE 1897.

ANY changes in the composition of thefleet of Life-boats under the manage-ment of the ROYAL NATIONAL LIFE-BOATINSTITUTION must always be a subject ofconsiderable interest to those whosebusiness it is to study the question ofthe best type of Life-boat for the placeat which it is to be used, and certainlyit must be of still more interest to thosewho man the Life-boats and risk theirlives in them. interchange of ideas. The sending ofthese deputations is voluntary, so far asthe men are concerned, that is to say, ifthey do not want to see other Life-boatsthe sending of a deputation is dispensedwith. It is a point worth consideringwhether it should not be compulsory—there is everything to gain and nothingto lose, for even if the men do not wantto change their type of boat they willhave had the opportunity of discussingLife-boat matters with other Life-boatmen differently situated and can ex-change " wrinkles." In addition to theadvantage of seeing other types of Life-boats these deputations might gainconsiderable experience by seeing thedifferent methods employed in launchingthem.

Another cause for the change is dueto the fact that, no matter how goodthe self-righting Life-boat may be,there were many places supplied inold times with these boats where theywere obviously unsuited, and immedi-ately an opportunity occurred the menjumped at it and chose a boat moresuitable and more to their liking. Stillanother cause—and again the self-right-ing Life-boat has to be alluded to—wasundoubtedly due to the very narrowLife-boata chiefly built about 1887 ;these boats were never generally popular.If a coxswain is asked what his newLife-boat is to be like his almost invari-able answer is, " Let her have plenty ofbeam, sir." Small wonder, therefore,that the narrow-gutted Life-boats didnot appeal to him, and when it came tohis turn to have a new boat to supersedeone of this class he probably was temptedto go to the opposite extreme and askfor one of the broad-beamed Liverpoolboats (boats usually 35 ft. long and10 ft. beam), this immense beam appeal-ing at once to his eye. Such a choicewas sometimes fraught with seriousfinancial consequences, for it very oftenentailed widening the boathouse or evenbuilding a new house large enough toaccommodate the new boat and herwider carriage. However, there areseveral types, to choose from and a verylarge percentage of the choosing atstations, especially where small Life-boats are required, is made in favour ofthe modern self-righting boat with its

increased beam and improved sailingqualities.

In examining the distribution ofchanges in type of Life-boats it is atonce observed that very little alterationhas taken place as regards the Norfolkand Suffolk Life-boats. In 1897 therewere 17 of these and now there ave 18.The only spread of this type being toWalton-on-the-Naze and Southend-on-Sea, the addition of these two boats andthe closing of Gorleston No. 3 Life-boatstation accounting for this change innumbers. As it has often been pointedout, the Norfolk and Suffolk type isgenerally used for launching off an openbeach of a description which can neitherbe called steep or flat. Powerful Life-boats easily floated are required at thesestations, hence the special advantage ofthis type, which are boats constructedto carry a very large quantity of waterballast taken on board as soon as theLife-boat clears the beach.

The Cromer type, oi which there were3 in 1897, is now represented by 1,viz., Wells; Cromer and Blakeneyhaving chosen boats of the Liverpooltype to replace their old ones.

There are now 2 small whale-boatson the coast, viz., at Ryde and Poolbeg,whereas in 1897 Ryde was the onlyrepresentative.

Tubular Life-boats, of which therewere 2 in 1897 (New Brighton andRhyl), are now only represented by theboat at Rhyl.

There are now 4 steam Life-boats, viz.,at Holy head, New Brighton, Harwich,and Gorleston, the first 2 of the steamhydraulic description, the others drivenby screw propellers. In 1897 therewere 3.

In addition to the regular fleet of Life-boats there is also the steam-tug HelenPeele, stationed at Padstow in 1901.

It is not in the above-mentioned typesthat the chief interest in the change whichhas taken place since 1897 is to be found,but in the Watson and Liverpool types.In 1897 there were but 6 Watson Life-boats and 5 Liverpool boats, these latterbeing actually confined to the neigh-bourhood of Liverpool, and, in fact, wereto be found at the four stations takenover from the Mersey Docks and Har-bour Board in 1894.

Now there are 41 Life-boats of theWatson type, and it is noticeable thatthey are not concentrated in one partof the coast, such as the Norfolk andSuffolk Life-boats, but are to be foundnorth, east, south, and west. Thesemagnificent Life-boats are principallyadapted for launching off slipways, orbeing kept afloat. There are, however,a few stations at which the launchalways takes place at the same spotwhere the smaller sizes of these boatsare provided with transporting carriages,but it cannot be said that they are welladapted for this method of launching.At New Brighton a large Watson Life-boat has taken the place of the tubularboat which was there in 1897, but in theforty other instances they either took theplace of self-righting boats or werechosen for newly established stations.Among the stations where the largestof this type are to be found may bementioned Harwich, Clacton, Mumbles,Fleetwood, Longhope, Howth, Kings-town, and Queenstown, where they havetaken the place of large sailing self-righting Life - boats, except at theMumbles, where the present Life-boatwas chosen to take the place of a smallself-righting boat.

A very popular size of Watson Life-boat is the 38 ft. by 9 ft. 4 in., pulling12 oars and weighing about 6 tons. Ata considerable number of places wherethe Life-boat is required to launchalways at the same spot these boats willnow be found mounted on slipways,their weatherly qualities, and, to acertain extent, their power under oarssoon gaining popularity for them. -Theyhave been put to very severe tests bothat wreck service and when out forexercise, with most gratifying results.These boats have for the most part takenthe place of small self-righting boatswhich were obviously unsuited to thework required of them. The followingare among some of the most noteworthystations at which they are to be found :Poole, Weymouth, Torquay, St. Mary's,(Scilly), Tenby, Pwllheli, Abersoch, BullBay, Troon, Southend (Cantyre), An-struther.

A rather larger size, viz., 40 ft. by11 ft., also finds favour, especially atplaces where not much oar work is

required, but at the same time a fastsailing boat is necessary which maypossibly be called away for some dis-tance from her station. Littlehaven,Piel (Barrow), Wexford, and Helvick-head (Dungarvan) have these boats, andwith the exception of Wexford, wherethe boat lies afloat, they are mountedon slipways.

To turn to the Liverpool type, thesehave increased in numbers from 5 in1897 to 32 at the present date, and likethe Watson boat may be found on everycoast, and are usually much liked.Their general size is 35 ft. by 10 ft. andweight about 3 tons 15cwt.; they aresaid to be easily launched off a carriage.These boats have in most cases takenthe place of small self-righting Life-boatsand are to be found at Grimsby, Mable-thorpe, Skegness, Sheringham, Cromer,Salcombe, Hope Cove, Porthoustock,Coverack, Minehead, New Quay (Cardi-gan), Girvan, Ardrossan, Campbeltown,Buckhaven, Dunbar, Portrush, Grooins-porfc, Cloughey, Killough, and Skerries,among other places.

There are 180 self-righting Life-boats now on the coast, and it is wellworth the trouble of anyone interestedin the subject to compare the listgiven in the Annual Report for 1907(or better still, the list in the 1908report when it is published) with thatof 1897. It will be seen that thenarrow-beamed class has almost dis-appeared, and no doubt will soon be aclass of the past. It was stated earlierin this article that these boats werenever popular. If any proof were re-quired for this statement it is to befound in the fact that when it becamenecessary to replace them boats of similardescription were never ;isked for.

North Deal, Walmw, and Kingsdownstill stick to their large self-rightingLife-boats, and as they find them bothsuitable for launching off their steepshingle beach and excellent boats forworking on the Goodwin Sands, it isnot to be surprised at that they donot change. An examination of the listwill show how very popular the 37 ft. by9 ft. 3 ins., and 35 ft. by 8 ft. 6 ins., or35 ft. by 8 ft. 3 ins., self-righting boatsare, and deservedly so.

boats on the Rubie system are also in- jcreasing in numbers. They are foundto be excellent boats to transport alonga flat coast and launch to leeward of avessel in the breakers. These boats arenot supplied with sails.

There is one new type of self-rightingLife-boat which must be mentioned, alsodesigned by the surveyor of the Insti-tution, Mr. Rubie, the principal featuresof which are that the boat, althoughmeasuring 35 ft. by 8 ft. 10 ins., onlyweighs 3 tons 4 cwt. against the 3 tons15 cwt. or so of the 35 ft. by 8 ft. 6 in.boats. They do not to so great an extentdepend on a heavy iron keel for " right-ing " purposes, but the " righting " poweris assisted by the water ballast whichis admitted automatically and instan-taneously on launching. It is very lowdown and adds enormously to the boat'spower. There are at present but two ofthis class of boat, viz., at Ballantrae andPort Logan, and up to now they have

been well reported on, but Life-boatshave to serve a long apprenticeshipbefore they can be accepted as successes.

In the Annual Report for 1897and eachyear since will be found a summary of thetypes of Life-boats at the end of the listof Life-boats, and in addition to this aletter or letters indicating the type isput against each Life-boat. It is a pitythis excellent custom had not beenadopted earlier, for it certainly is agreat aid to those wishing for informa-tion on this head.

Although reference has been made inthese pages as recently as last Augustto the action being taken by the Insti-tution with respect to petrol motor Life-boats, it would be improper to concludean article dealing with the componentparts of the Life-boat fleet withoutalluding to these boats, but in thisinstance the allusion will only take theform of giving a list showing their type,size, and H.P.

LIFE-BOAT SATURDAY FUND.

BAD times, bad trade and, last not least,bad weather, have all militated againsta full measure of success to the effortsand labours of the Life-boat Saturdayworkers during the past year, but not-withstanding difficulties, often of nosmall calibre, excellent and sometimessurprising results have been obtained.The great Napoleon used to say that anEnglishman never knew when he wasbeaten, and we think he was right, butthe same satisfactory " state of ignor-ance " would also seem to apply to theaverage Englishwoman. Whether orno, however, either view is correct as ageneral maxim, it is clear that both aretrue as far as Life-boat workers areconcerned. Whatever obstacles comein their way or whatever disappoint-ments befall them, they always—man,woman and child—" come up smiling,"and go on zealously and enthusiasticallyas if nothing had happened. But whyis this? Because they feel, and feelrightly, that the great work of life-saving, carried on now for more thanfourscore years by the ROYAL NATIONAL

LIFE-BOAT INSTITUTION, is one of thegrandesb and most useful works everlaunched by Britishers, and ought tohave all the countenance and support itso much needs. The Life-boat Servicewhilst it appeals to our patriotism showsat the same time our wish and anxietyto aid all other nations ; for the BritishLife-boatman never waits to inquire asto the nationality of a distressed vesseldriven by the tempest and tossed bythe storm, but is only too anxious tolaunch the Life-boat and man an oar tosave with the utmost despatch those " inperil on the sea," whether they hailfrom the north, south, east or west. Anew Life-boat Saturday Fund " season "is beginning, and we would cordiallywish each and all of the workers for theLife-boat Institution a very hearty " Godspeed." They must not look, back atthe difficulties and failure of the pastbeyond utilising the valuable experiencethese brought, but they should ratherlook forward with confidence and hope,feeling assured that if they "sowplenti-fully " they shall " reap plentifully."

THE WRECK REGISTER AND CHART FOR THE YEAR ENDEDTHE 30TU JUNE, 1906.

ONCE again the Board of Trade hasissued its very clear and valuableAnnual Report—in the shape of a BlueBook—relative to the shipping casualtieswhich occur on or near the coasts o)the United Kingdom. The recent issuedeals with the relative statistics forthe year ended 30th June, 1906. Thetables provided in the Report are fullof interest and are well set out. Anytaking an interest in our ships andsailors, and those who assist the import-ant life-saving work carried on year inand year out by the ROYAL NATIONALLIFE-BOAT INSTITUTION, will find themwell worth their examination and study.

It is our practice each year to drawspecial attention to the figures shown inthose tables of the " Wreck Abstracts>:

which more directly relate to the LIFE-BOAT INSTITUTION and its doings, thesebeing, naturally, more especially in-teresting to the supporters of the Insti-tution, and tending to show the greatimportance and necessity of its usefuloperations. We propose therefore, ina concise form, to deal, firstly, with theshipping casualities which occurred onor near our coasts during the year ended30th June, 1906, and secondly, with thelives which were so unfortunately lostas the result of such casualties.

The total number of the casualties forthe year in question was 3,685, a satis-factory decrease of 321 as compared withthe year 1904-5, and the total numberof lives lost as the result of the casualtieswas 269, a considerable decrease of 115as compared with the previous year,when the number of those who weredrowned was 384. The total of casualties(3,685) included accidents of all sortsand to vessels of all classes, namely,founderings, strandings, collisions, miss-ing vessels, &c., and the casualties inquestion are classified by the Board ofTrade as follows: (1) Total loss; (2)Serious casualties; (3) Minor casualties.The cases of total loss and seriouscasualty show a decrease of 50 whencompared with the previous year, thetotal number being 1,167. There was

a very considerable falling-off in thenumber of minor casualties, which fellfrom 2,789 to 2,518, a decrease of 271.96 casualties resulted in loss of life, anincrease of 5 when compared with theyear 1904-5.

A large proportion of the 3,685casualties were collision cases, as hasgenerally been shown, the total thistime being 1,336, or 173 less than inthe preceding year. The cases of totalloss, excluding collisions, rose from 206to 216, but the number of serious casual-ties fell from 654 to 628, a decrease of26. There was also a falling-off in thenumber of minor casualties, whichtotalled 1,505, or 132 less than in theyear 1904-5.

It is interesting to note that of the3,685 casualties 3,273 befell British andColonial vessels and 412 foreign vessels,the former being a satisfactory decreaseof 320 as compared with the previousyear, and the latter a decrease of only 1.

The localities of the 3,685 casualties,excluding collisions, were as follows:—East Coast of England, 619, i.e., 13more than in the year 1904-5; SouthCoast 481, or a considerable increase of65 ; West Coast of England and Scot-land and East Coast of Ireland 766, afair decrease of 142; North Coast ofScotland 149, a falling-off of 2 ; EastCoast of Scotland 153, or an increaseof 2; other parts 181, or 84 less thanthe preceding year; total, 2,349, adecrease of 148 as compared with thecorresponding total of the previous year.

The loss of life resulting from the 3,685casualties, including all the casualties,and allocated to the several localitiespreviously mentioned, was :—East Coastof England 51, an increase of 3over the year 1904-5 ; South Coast ofEngland 43, or 39 less than the totalof the preceding twelve months; Westbast of England and Scotland and

East Coast of Ireland 70, an increaseof 1 only; North Coast of Scotland33, a decrease of 12; East Coast ofScotland 22, an increase of 5; otherparts 50 ; total 269.

On referring to the Chart of theUnited Kingdom, issued every year, itwill be observed that a black dot isentered against each position on thecoast where a serious casualty occurredduring the year ended on the 30th June,1906, and also that a red line is enteredagainst the precise spot where each of the279 Life-boats of the ROYAL NATIONALLIFE-BOAT INSTITUTION is stationed. TheInstitution's Life-boats are so placedthat they may be able to render help tothe crews of distressed vessels with theleast possible delay.

Between the year 1861 and the 30thJune, 1906, as many as 6,711 British,Foreign and Colonial vessels were un-fortunately wrecked on or near thecoasts of the United Kingdom, and ineach of these cases life was lost, the totalnumber of those perishing being 28,693.Of the 269 lives lost during the year1905-6, 206 were from British andColonial vessels and 63 from foreignvessels. On comparison with the figuresof the preceding year it is found thatthere was a decrease of 86 as regardsBritish and Colonial vessels and adecrease of 29 as regards foreign vessels.Of the 269 lives lost, 27 were infoundered vessels, 90 in collisions, 89 instranded vessels, 25 in missing vessels,and 38 in explosions, washed overboard,&c. It is an interesting fact that ofthe 269 lives lost during the year 1905-6,only 13 were passengers, the rest ofthose who perished (256) being officersor members of the crews of the ship-wrecked vessels.

The number of vessels incurringcasualties on or near the coasts of theUnited Kingdom must necessarily varyfrom year to year. The "Wreck Abstracts" for the last53 years show that during those yearsa total of 32,532 persons perished fromshipwrecks on or near the coasts of theUnited Kingdom. It is, however, amatter for the deepest gratitude to knowthat during the same period 36,307lives were rescued by the Life-boats ofthe ROYAL NATIONAL LIFE-BOAT INSTI-TUTION, and the other means employedand recognised by it. Had it not been,therefore, for these grand and successfulefforts in life-saving, the number of thelost would have been more than doubled.It should be noted thai the number of livessaved exceeded the number of tAose lost by3,775.

H.M. Coastguard, who will, we trust,long be employed in the important life-saving work which they so admirablycarry on, continue, by means of the rocketapparatus, aided by the rocket brigades—all ably superintended by the Boardof Trade—to save many lives. There arenow as many as 331 life-saving stationsundei.1 their care, and the number oflives saved during the year 1906-7 bythis means was 268, an increase of 127as compared with the total for theprevious year.

The Committee of Management ofthe ROYAL NATIONAL LIFE-BOAT INSTI-TUTION would earnestly appeal for fur-ther aid and liberal support to enablethem to continue to carry on the greatnational life-saving work which for up-wards of fourscore years has been thehappy and very successful means ofsaving lives from shipwrecks on or nearour coasts. The fact that since 1824upwards of 47,000 lives have been sorescued, either by the Life-boats of theInstitution or by the other means whichit either employs or rewards is a suffi-cient justification for a call on theBritish Public for substantial help andcordial sympathy.

NEW LIFE-BOATS.

BROOKE, ISLE OF WIGHT.—It will beremembered that in the last numberof the Life-boat Journal we mentionedthat the boat on this Station had beenreplaced by a new Life-boat of the latestself-righting type provided for from thelegacy of the late Mr. Charles CarrAshley. The inaugural ceremony ofnaming the new boat took place on the18th October. Sir Charles Seely, Bart.,the President of the Isle of Wight Life-boat Board, presided, and among thosepresent were Colonel J.E.B.Seely, D.S.O.,M.P., and Miss Seely, the Treasurerand the several Honorary Secretariesof the Station Life-boat Committees onthe island, together with many others.

Sir CHARLES SEELY addressing thosepresent said it was 19 years ago sincehis sister, Mrs. Renwick, named thelast boat which came to that station—the William Staney Letvis. The oldboat had a record of very good serviceindeed, and during her time had beeninstrumental in saving many lives.Her crew were always most efficient,and ready, when wanted, to perform theduty they had undertaken.

Mr. KEPPEL FOOTE, the SouthernDistrict Inspector of Life-boats, then, onbehalf of the ROYAL NATIONAL LIFE-BOATINSTITUTION, formally handed over thenew boat to the custody of the LocalCommittee, explaining that the boatpossessed every possible improvement,being precisely similar to the boats atBembridge, Brighstone, and Atherfield.

Sir CHARLES SEELY accepted theboat on behalf of the Brooke Committee.

The service of Benediction followed,the Rev. R. L. Morris, M.A., officiatingThe surpliced choir from the church waspresent, and the hymn " Eternal Father,strong to save," was impressively sung.

Coxswain JACOBS, from the boat,thanked Sir Charles Seely for his goodwishes for the boat and crew, and thecrew gave ringing cheers for Sir Charles.

Miss SEELY then named the new boat,saying : " I wish success to the SusanAshley, and God-speed and good luck."Further cheering for the Brooke boatand Miss Seely concluded this portionof the proceedings.

Subsequently the Life-boat, with Col.

Seely and Mr. Keppel Foote aboard, wassuccessfully launched, a thunderstormpassing over as the boat took the water.The wind was blowing bard and therewas a rather high sea. The SusanAshley showed herself to be a most sea-worthy boat.

HASBOROUGH,NORFOLK.—This Stationhas been provided with a new Life-boatof the self-righting type, 34 ft. long by8 ft. wide, fitted with one water-ballasttank and one drop-keel and rowing tenoars double-banked. The boat is namedthe Jacob and Bacliel Vallentine, asdesired by her generous donor, the lateMr. Samuel Vallentine, of Brixton.

The launching ceremony took place onthe 50th November last, the ceremonypassing off most successfully, thanks inno small degree to the arrangementsmade by the local honorary secretary,the Rev. S. C. Ward. The pleasure ofthe occasion was greatly increased bythe presence of the Chairman of theCommittee of Management of theBorALNATIONAL LIFE-BOAT INSTITUTION, SirEdward Birkbeck, Bart, who was accom-panied by Lady Birkbeck. Before theproceedings commenced, Sir Edwardgreeted several of the older Life-boat-men, one particularly, the venerable ex-coxswain, John Cannon, now in his83rd year. Punctually at noon Mrs.Albemarle Cator, accompanied by Mr.C. Cator, took her place on the platform,behind which was stationed the new Life-boat with her crew in their oilies, life-belts, and sou'-westers, ready for action.

Mrs. Cator briefly described the gift,and gracefully thanked Mr. and Mrs.Tijou, of London, the representatives ofthe donor, Mr. Tijou being the seniorexecutor of the will of the late Mr.Vallentine. Addressing the Life-boatcrew, she said there was no necessity toremind them of their duty, as they werealways ready to do it. They could bestmanifest their love towards God bydoing their utmost to rescue those inperil at sea. In common with all theirbrave comrades, she felt sure the Has-borough men would never turn back.

Mr. TIJOU, said that the late Mr.Vallentine, a prominent member of the

Jewish community in London, took adeep interest in promoting the welfareof deserving institutions, but in all hisgifts he had veiled his identity bydedicating them to the memory of hisparents, Jacob and Rachel Vallentine,whose names were inscribed on the boatbefore them. One condition of thebequest was that a Life-boat should bebuilt and placed at a station on the eastcoast within a year of his death. Thishad been done, and it was a pleasure tohim that Hasborough had been selectedas the station for the boat.

Sir EDWARD BIRKBKCK, who wasaccompanied by Commander ThomasHolmes, R.N., the District Inspector ofLife-boats, said that as an old friend ofthe Hasborough Life-boatmen he wasglad to be with them on that occasion.In 1866 Happisburgh was selected bythe Institution to be one of theirstations, and the inhabitants of Hud-dersfield provided the boat, which theynamed after their town. In 1887 itwas replaced by another boat of the samename, but the time came when a newand up-to-date boat had to be provided.The late Mr. Vallentine had, by hismunificence, supplied the need, and theInstitution was very grateful for thegift. Addressing the crew, he urgedthem to be careful to study the instruc-tions issued by the Institution, as bydoing so much trouble would be saved,and many risks avoided. In a recentinquiry it was found the Coxswain wasunable to read, and the result wasdisaster. The record of the Happis-burgh station was fifty lives saved, andassistance rendered to two vessels indistress. He wished to testify to theadmirable work done by the coastguardin rendering their assistance, and depre-cated the action of the present Govern-ment in reducing the number of thecoastguard stations. Sir Edward then,on behalf of the Institution, acceptedthe gift of the Jacob and RachelVallentine, and handed her over tothe Chairman of the local committee,the Rev. R. A. Hitchcock, who, in a fewwell-chosen words, accepted the boat,and thanked the representatives of thedonor for his gift.

The hymn, "Eternal Father, strongto save," was then sung. This was

followed by a special prayer for the crewand for those in peril at sea. Afterthis the Lord's Prayer was recited.Mrs. Tijou then performed the ceremonyof naming the boat. A bottle of cham-pagne, decorated with the nationalcolours, was attached to a cord fastenedto the boat-house. On this being cut,the bottle struck the boat fairly athwartthe bows, amid loud cheers. Horseswere then yoked to the Life-boatcarriage, and the safe descent of thesteep gat-way was accomplished. Thesun was shining brightly, and thebeautiful craft gracefully glided into thewater, Commander Holmes, the DistrictInspector, accompanying the crew.

After the ceremony a large party ofvisitors, on the invitation of Mrs. Cator,lunched at St. Mary's. Later in theday that lady, who takes the greatestinterest in everything connected withthe parish in which she resides, hospit-ably entertained the Life-boat crew inthe Slater Memorial Hall. Amongstthose present was Mr. Andrew Martin,who, previous to his removal, was forseveral years the much valued hon. localsecretary, and did so much in organisingthe annual dinner for the Life-boatmenand the Beachmen's Company.

ACKERGILL,CAITHNESS-SHIRE ; CEMAES,ANGLESEY ; FERRYSIDE, CARMARTHEN-SHIRE ; AND NEW QUAY, CARDIGANSHIRE.—The Life-boats placed by the Institu-tion on these stations have recently beenreplaced by new ones. The Ackergillboat is of the self-righting type and hercost has been defrayed by the Co-opera-tive Union and perpetuates the nameCo-operator No. 3. The co-operativesocieties have always been very generousin their support of the Life-boat cause.The Ferryside new boat is also of theself-righting type, and is named theRichard Ashley; the Cemaes Life-boatis of the Watson type, and named theCharles Henry Ashley; while the NewQuay boat is of the Liverpool type, andis called the William Cantrell Ashley. Thethree last mentioned Life-boats completethe five boats provided for under thebequest to the Institution of the late Mr.Charles Carr Ashley, of Mentone, France,and are named in accordance with thedesire of their munificent donor.

SERVICES OF THE LIFE-BOATS OF THE ROYAL NATIONALLIFE-BOAT INSTITUTION.

ABANMOBE, co. DONEGAL—Informa-tion reached Aranmore about 9 P.M. onthe 2nd August that two fishing boatsbelonging to the place were in difficulties,and as there was a S.E. gale blowing,with a rough sea, the Life-boat LaTotitam was launched and proceeded totheir assistance. The boats were takingshelter under the little Island of Arran,and the Life-boat met one of themrounding the north side; about an hourlater she fell in with the other one. Shethen escorted both home, Aranmorebeing reached shortly after midnight.

PORTHLEVEN, CORNWALL.—In re-sponse to a message on the 3rd Auguststating that a vessel was ashore on theLoe Bar, the Life-boat John FrancisWhite was launched at 8.15 P.M. TheLife-boat proceeded to the bar and metthe men belonging to the strandedvessel in their own boat rowing towardsPorthleven, but in complete ignoranceof their position. They were takeninto the Life-boat and conveyed toPorthleven. The weather was verythick at the time, and the vessel, whichwas the Seierskrandsen of Svendborg,was bound for Teignmouth in ballast.Later in the evening the Coxswain ofthe Life-boat went with the captain ofthe vessel to ascertain the exact position,and the captain and crew kept a watchthroughout the night.

Next morning at 5 A.M. the Life-boatagain put off and, assisted by a tugfrom Falmouth, the Life-boatmen andcrew succeeded in saving the vessel.

POINT OF AYR, FLINTSHIRE.—A smallyacht was observed on the West HoyleBank soon after midday on the 4thAugust with a signal flying denotingthat they required assistance. Thecrew were assembled and the Life-boatH. G. Powell launched. There wasa moderate W.N.W. breeze with amoderate sea, and when nearing theyacht the Life-boat grounded on thebank. The Life-boatmen succeededhowever in floating her and getting aline to the yacht. They found that shewas completely at the mercy of the

wind and sea, as the occupants, three innumber, had lost the boat's anchor andthe steering gear had broken. Sheproved to be the yacht Pern belonging

; to the Tranmeve Sailing CUib, and theLife-boat having taken her in tow con-veyed her and the crew into safety atMostyn.

POOLBEG, co. DUBLIN.—Soon aftermidday on the 5th August informationreached the Coxs-wain of the Life-boatRichard Cresswell that a man was adrift

I in the river in a small boat with onlyI one oar. There was a strong offshorebreeze at the time, and the boat was

I being quickly driven into danger. Withgreat promptness the Life-boat waslaunched, and succeeded in picking herup and rescuing the man at the entranceto the river. The rescue was mostopportune, as in a very short time theboat would have drifted far out intothe bay and owing to her size, wouldprobably have been swamped.

WALTON-ON-THE-NAZE, ESSEX. — At1.30 A.M. on the 7th August a tele-phone message was received from theGunfleet Lighthouse stating that theKentish Knock Light-vessel was firingsignals for a ship in distress. The crewof the Life-boat James Stevens No. 14were summoned, and within fifteenminutes the boat was on her way tothe sands, where, on her arrival atabout 4 A.M., she found the steam-trawler Westward Ho ! of Hull, aground.The vessel was bound from the coast ofSpain to Hull with a cargo of soles.At the request of the master the Life-boat stood by the trawler for some

I hours, and then, as the vessel was stillashore, he employed the crew to floather. All assistance possible was ren-dered by the Life-boat and crew, and at11.30 A.M. she floated,

As the trawler was able to proceedon her way, the Life-boat returned toher station, arriving at 3.30 P.M.During this service the wind wasblowing strongly from N.N.W., andthe sea was rough ; the behaviour ofthe Life-boat was reported to have been

highly satisfactory, and the motor whichhas recently been fitted in the boatworked without the least trouble.

NEW BRIGHTON, CHESHIRE.—Duringa moderate S.W. gale with a rough seaon the 7th August, a steam-tug reportedat about 9 P.M. that a vessel was ashoreon Taylors Bank. The crew of thesteam Life-boat Queen were assembled,and the boat proceeded to the positionindicated. On arrival she found theschooner Problem of Connah's Quay atanchor in dangerous proximity to thesand, although not actually ashore, andas the sea was heavy the three men onboard were rescued. The Life-boat thenreturned to New Brighton, arriving at11.30 P.M.

P E T E R H E A D , A B E R D E E N S H I R E . —Shortly after midnight on the 8-9thAugust, the Coxswain was informed bythe Coastguard that a fishing-boat wasashore on the rocks behind Keith Inch.There was a heavy sea running with astrong N.W. breeze at the time, and theLife-boat George Pickard was promptlylaunched and proceeded to the wreck intow of a tug. The stranded vesselproved to be the herring-boat Concord,of St. Combs, carrying a crew of sevenhands. One man had already left thevessel and been landed by a boat, andas there was a prospect of the vesselbecoming a total wreck, the remainingsix were rescued and conveyed toPeterhead.

DUNGENESS, KENT. On the 15thAugust a youth was left in charge of asmall boat called the Mizpah. Hepushed off from the shore, but in doingso lost one of the oars, and in the pre-vailing gale quickly drifted out to sea.He was seen waving his hat for assist-ance, and the ci-ew of the No. 1 Life-boat B.A.O.B. were promptly assembled.At 4 P.M. the boat was launched andsucceeded in picking up the boat in timeto save the occupant. A steam cutterthen towed the Life-boat and boat backto Dungeness, which was reached at5.30 P.M.

MARGATE, KENT.—At about 11 A.M.on the 19th August information was

received that two large ketches hadstranded on the N.W. part of theMargate sand. The weather at thetime being very unsettled with a strongN.N.W. breeze and choppy sea, it wasconsidered advisable to send assistance.The crew of the No. 2 boat, Civil ServiceNo. 1, were summoned and the boatlaunched. She reached the two vesselsat 1.30 P.M., and found that they werethe Norvic and Doric, both of London.At the request of the Masters the boatstood by them as the wind had veeredto north, and the weather had becomevery bad with heavy thunder-storms.About three hours later the wind againchanged and moderated, and shortlyafterwards the two vessels floated onthe flowing tide. As no further assist-ance was required, the boat then returnedto her station.

WALTON-ON-NAZE, ESSEX.—At 4.20A.M. on the 22nd August, a telephonemessage was received from the GunfleetLighthouse stating that a vessel wasashore on the sand. Rockets were firedto assemble the crew, and within thirteenminutes the Life-boat James StevensNo. 14 left her mooring under sailassisted by the motor which had beenrecently fitted in the boat. On arrivalthe vessel proved to be the barque Adeleof Brevig, bound from that port toLondon with a cargo of ice. At therequest of the captain the Life-boatstood by the vessel, but a few minutesbefore high water the vessel, with theassistance of a tug, floated and pro-ceeded in tow of the tug to London.

The Life-boat then started for home,but seeing a motor launch that had comeout from Frinton at anchor near thesand, the Life-boat made for her. Itwas found that the motor had brokendown, and as there were nine persons onboard, and the wind off the shore, theCoxswain took the disabled vessel intow as far as Frinton. He then returnedto Walton, arriving at 11.30 A.M., themotor having worked well during thewhole time the boat was at sea.

WALTON - ON - NAZE, ESSEX. — Theschooner Mary Ann of Faversham,•whilst bovmd from London to Hull -witha cargo of chalk, on the 26th August

stranded on the Gunfleet sand. Infor-mation reached Walton by telephonefrom the Lighthouse at 5.17 A.M., andwith very great promptness the motorLife-boat James Stevens No. 14 wasdespatched to her assistance. On arrivalit was low tide, and the vessel was sofar on the sand that the Life-boat couldnot get alongside; three of her crewwaded to the schooner, and the Masterasked that the Life-boat should remainuntil high water. In the meanwhilesteps were taken to jettison the cargo,the crew of the vessel being assisted byseveral smacks' crews. Towards highwater the Life-boat helped to tow thevessel clear of the sand. It was thenfound that she was leaking, the Life-boat therefore assisted her to Harwich,some of the Life-boatmen remainingon board to help at the pumps. Theharbour was reached at 3 P.M. and theLife-boat regained her station at 6 P.M.The weather was fine during the service,and the motor worked well during thewhole time.

LLANDUDNO, CARNARVONSHIRE.—Thesmack Midsummer of Douglas was lyingin the bay on the evening of the 2ndSeptember, when the wind changed toN.N.W., increased to a moderate gale,and a heavy sea rose. The smack com-menced to drag her anchor, and theMaster, who was all alone on board,feared she would go ashore or founder ;he therefore made a signal of distress,and the Life-boat Theodore Price waslaunched in the short time of seventeenminutes from the time the signal wasmade. On reaching the vessel the Life-boat took the Master off and broughthim ashore. Both the launch and returnof the Life-boat were witnessed by somethousands of visitors, the town beingvery full, and great satisfaction wasexpressed at the smart way in whichthe service was performed.

SCARBOROUGH, YORKSHIRE.—At 12.30A.M. on the 3rd September the Coxswainof the Life-boat Queensbury was calledby the Coastguard, they having receiveda message from Whitby expressinganxiety for the safety of a Whitbycoble, owing to a strong north-easterlygale having suddenly sprung up. The

Life-boat was promptly launched andproceeded to sea, shortly afterwardsfalling in with the coble Prince Lewellen.The sea being very rough and heavythe boat was taken in tow, and she andher crew of four hands conveyed intosafety. At 4.45 A.M. a Scotch fishingcraft—the Victoria of Leith—carryinga crew of seven, was observed outsidebut without sufficient sail set to enableher to make the harbour in safety, theLife-boat therefore proceeded to her andbrought them into harbour.

DUNGENESS, KENT. — In the earlymorning of the 6th September a tele-phone message was received statingthat two steamers had been in collisionabout four miles to the southward ofthe Point, and that one was apparentlysinking. The crew of the No. 1 Life-boat R.A.O.B. were at once assembled,and the boat proceeded to the spot, atug towing them part of the way. Theyfound the s.s. Cambric, of Hull, exten-sively damaged and the crew in theship's boats. At the request of theMaster, his wife was taken into theLife-boat and several Life-boatmen wereput on board to make a hawser fastbetween the damaged steamer and thetug. The Cambric was then towed withdifficulty to Dover, the Life-boat goingwith her in case any further help mightbe required.

CAISTER, SUFFOLK.—About an hourbefore sunset, in misty weather, on thellth September a foreign schooner wentashore on the Barber Sand, and theCockle Lightship commenced to fireguns. The crew of the No. 2 Life-boatNancy Lucy were assembled, and theboat proceeded to her. She proved tobe the Zwaantje Cornelia, of Groningen,bound from Yarmouth to Hull, inballast. A kedge anchor had been laidout, but as there was a considerableswell on the sands, the Life-boat stoodby the schooner. On the flowing tidethe vessel floated, and the Life-boat,being no longer required, returnedashore.

PENZANCE, CORNWALL. — At about5.30 P.M. on the 27th September theCoastguard reported that a vessel close

to the Runnel Stone rocks was flyingsignals for medical assistance and for apilot. The weather was rough andthreatening, with an E.S.E. gale blow-ing, and it was considered too roughfor any pilots to go off in a gig. TheCoxswain of the Life-boat ElizabethBlanche therefore, after consulting thepilots, sent for a medical man, and withhim on board proceeded to search forthe vessel. She proved to be the s.s.Ellesmere, of Manchester, and on theLife-boat proceeding alongside, the Cox-swain was asked to put the doctor onboard. This was accordingly done, theLife-boat remaining alongside until hewas ready, when the boat returned toPenzance.

BALLYCOTTON, Co. CORK.—During awhole S.E. gale on the 1st October,signals of distress were made from theyacht Oyane, of Cork, lying at anchorin the bay. The Life-boat T. P. Hearnewas very smartly launched and pro-ceeded to the yacht, which they foundin a dangerous position on a lee shore.The crew were unable to weigh theanchors, and in the heavy sea runningthere was great probability of the craftbeing swamped. Three Life-boatmenwere put on board, their boat in themeantime standing by, and with thisassistance both the yacht and the twomen on board were saved.

YARMOUTH, NORFOLK.—The luggerTwilight, of Inverness, when bound onthe night of 4th October to Lowestoftfor the herring fishing, stranded on theSouth Scroby Sands. There was a strongN.N.E. breeze with a heavy sea at thetime, and their signals of distress werepromptly responded to. The crew ofthe Life-boat John Burch were assembled,and the boat proceeded to the help ofthe shipwrecked men. Great difficultywas experienced in rescuing the crew ofsix hands, as the vessel was hove overand the sea swept her. The men werefound clinging to the side of their craft,and from this perilous position weretaken into the Life-boat. To reach thefishing boat the Life-boat had to go intovery shoal water, and when making forshore with the rescued men on board•he struck the sands heavily several

times, happily without serious conse-quences. Yarmouth was reached shortly

J after one o'clock in the morning andthe rescued men were landed. The fishingvessel became a total wreck.

RHYL, FLINTSHIRE.—At about 7.30A.M., on the 7th October, the Life-boatCoxswain, who was on the look-out,observed a yacht near the Middle Patchbuoy, about four miles distant, showingsignals of distress. He immediatelysummoned his crew, and the Life-boat Caroline Richardson was promptlylaunched. After about two-and-a-halfhours' hard pulling in the teeth of amoderate N.N.W. gale and against astrong tide, the Life-boat succeeded ingetting to the yacht, and rescued thetwo men who were on board. The yachtproved to be the Ruby, of Liverpool.She had been compelled to anchor onaccount of the heavy weather to preventbeing driven ashore. The weather beingtoo heavy to attempt to tow the yachtin, she was abandoned. The Life-boatis reported to have behaved splendidly,and when returning ashore both thecrew and the rescued men were receivedwith enthusiastic cheers by a largecrowd.

TEIGNMOUTH, SOUTH DEVON. — Atabout 12.30 P.M. on the 10th ofOctober, a schooner was seen drivingdangerously near the outer end ofTeignmouth bar. A strong S.S.W.gale had been blowing all night, but ithad then moderated somewhat; the seashowever were very heavy: Shortlyafterwards the vessel anchored, and itwas seen that she was quickly dragginginto dangerous broken water. She thenhoisted a distress signal, and the Teign-mouth Life-boat Alfred Staniforth wasabout to be launched when a telephonemessage was received stating that theExmouth Life-boat had already beenlaunched. Repeated and meritoriousattempts were made by this boat toget to the schooner, but about an hourlater another message was received stat-ing that the Exmouth Life-boat, beingto leeward, could not get near thevessel, which by that time had beendriven ashore on the outer part of thePole Sands. The crew of the Teign-

mouth Life-boat were immediately re-assembled and the Life-boat promptlylaunched. It was then nearly lowwater, and the seas on the bar and fora half a mile seaward were very bad;nothing but a smother of broken waterwas to be seen. There was no hesita-tion however, and the boat made for it.The boat behaved splendidly, but attimes the sea was so heavy that shewas completely enveloped. On oneoccasion a heavy sea broke right overher, putting her completely out of sight,and every man of the crew was knockedover, and every oar went overboard,the boat being driven towards theharbour. Undaunted, they startedafresh, and after strenuous efforts andhard work the task of crossing the barwas accomplished. Once outside thebreakers sail was made, and the AlfredStaniforth, .with all speed made for thewreck, a heavy sea being encounteredall the way. On nearing the wreckthe crew could be seen in the fore-rigging, as the ship was full of waterand every sea was making a cleanbreach over her. The deck cargo oftimber was washing out of the wreck,and the sea for a considerable distancewas covered with timber and wreckage,which made the work of rescue bothdifficult and hazardous. Sails on theLife-boat were taken in, and the anchorlet go; with great skill she was then-veered down as near to the vessel aspossible. Communication was obtainedby ropes, and by this means the crew ofeight men were dragged through thebreaking seas to the Life-boat. Thisrescue, so skilfully carried out, wasmost opportune, as a quarter of an hourafter it had been accomplished thethree masts went by the board, andall that remained was wreckage. Theprevailing weather precluded any at-tempt being made by the Life-boat toregain her station, and the crew wereboth wet and tired; she thereforecrossed the Exmouth bar, and landedat Exmouth. Here the boat was leftuntil next day, when, the weatherhaving moderated, she was towed home.

The wrecked vessel was the schooner,

Tehwija, of Riga, bound at the timeof the disaster from Lappvik, in Fin-land, to Exmouth, with a full cargo.Happily the whole of the crew weresaved, although they unfortunately lostall their belongings. A dog belonging tothe captain resisted all attempts atrescue, and had to be left to its fate;but it was eventually washed ashorein the deck house—this portion of thewreck coming ashore intact.

During this service the HonorarySecretary of the Teignmouth branch,Mr, W. J. BURDEN, was on board theLife-boat, and materially assisted in thesuccess of her mission—both by encour-aging the men and personally assisting inthe management of the boat. During thecritical tune when crossing the Teign-mouth bar he steered the Life-boat,which enabled the Coxswain and Bow-man to assist in double-banking theoars. The Committee of Management,in addition to cordially thanking Mr.Burden for his gallant and valuableassistance, awarded him and the Cox-swain-Superintendent, GEORGE RICE, theSilver Medal of the Institution, accom-panied by a framed copy of the voteengrossed on vellum, as a special tokenof appreciation.

An additional pecuniary reward wasalso made to each of the Life-boatmenwho took part in the rescue, and thewhole of the awards were publiclypresented at Teignmouth before anenthusiastic audience.

FOLKESTONE, KENT.—About 1.30 P.M.on the 16th October a fishing boat wasobserved to be on the Mole Rocks to theeastward of the breakwater ; at the timeit was blowing a moderate gale from S.E.with a rough sea. Without loss of timethe crew were assembled and the Life-boat Leslie was launched. On reachingthe craft, which proved to be the luggerBird of Freedom, of Shoreham, it wasfound that she had bumped over therock, but that the anchors •which hadbeen let go were dragging. TheLife-boatmen assisted the vessel andeventually she was got into harbour insafety.

Ordered a special letter of thanks to be senlto Mr. DOWNING, Fishery Inspector under theCongested Districts Board, and voted the sunof 121. to twelve men for their prompt andvery valuable services in saving the lives oltwenty-seven persons from a boat whichcapsized in Mynich Bay, Go. Galway, in arough sea on the 18th July. A party of thirty-five persons were in the boat when the acci-dent occurred, and unfortunately eight weredrowned before help reached them. Two olthe salvors, sergeants in the Royal Irish Con-stabulary, rendered very efficient help inrestoring the apparently drowned, and theiradmirable services were brought to the noticeof the Constabulary authorities.

Voted 10s. to two men for their promptnessin rescuing two men whose boat capsized andsank in Stromness Bay, in a strong westerlybreeze, on the 29th August.

The number of Lives saved either by the Life-boats of the Society, or by special exertionsfor which it has granted rewards since its formation in 1824 (to 31st Deo., 1907), is 47,345. Therewards and recognitions granted by'the Institution in the same period comprise 100 GoldMedals and Clasps, 1,247 Silver Medals and Clasps, 66 Decorations, 887 Binocular Glasses,15 Telescopes, 77 Aneroid Barometers, 1,858 Votes of Thanks, inscribed on vellum andframed, 196 Certificates of Service framed, and £276,465 in money.

The Committee of Management earnestly appeal to the British Public for Funds to enablethem to maintain their 880 Life-boats now on the Coast and their Crews in the most perfect .state of efficiency. This can only be effected by a large and permanent annual income. The ',Annual Subscriptions, Donations and Dividends are quite inadequate for the purpose. TheCommittee are confident that in their endeavour to provide the brave Life-boatmen, whonobly hazard their lives in order that they may save others, with the best possible means forcarrying on their great work, they will meet with the entire approval of the people of thisthe greatest maritime country in the world, and that their appeal will not he made in vain,so that the scope and efficiency of our great Life-saving Service, of which the Nation baaalways been so proud, may not have to be curtailed.
