It has already been stated that although the Northumberland prize was awarded to Mr. Beeching, the committee were satisfied that his successful Life- | boat could be improved upon, and they ; consequently commissioned one of their I number, Mr. James Peake of Woolwich Dockyard, to prepare plans of a Life- ' boat which should combine the best ! qualities of those sent in by the com- petitors. The result of Mr. Peake's labours is to be seen in the plans on j page 243. The Lords Commissioners of the Admiralty ordered a Life-boat ac- cording to those lines to be built at Woolwich Dockyard. The drawings represent a boat of the following dimensions: length, extreme, 30 ft., of keel 24 ft., breadth of beam 8f ft., depth 3J ft., rake of stem and stern post 6J in., straight keel 4 in. deep, 5 thwarts 7 in. wide, 28 in. apart, 7 in. below the gunwale, and 15 in. above the deck, 10 oars pulled in grummets on thole pins. A cork fender 4 in. wide and 2J in. deep extends fore and aft at a distance of 4 in. below the gunwale. On comparing Mr. Peake's drawings with those of Mr. Beeching (page 5, February Journal), the first thing that will attract attention is the manner in which the former has substituted cork for air to obtain extra buoyancy. Mr. Peake has filled up his boat below the deck with cork which was to serve the double purpose of ballast and buoyancy should the boat be stove in. No water ballast was provided for. It will also be seen that in order to comply with one of the points which the committee considered of importance, viz., "access to stem or stern," a passage about 18 in. VOL. It has already been stated thatalthough the Northumberland prize wasawarded to Mr. Beeching, the committeewere satisfied that his successful Life- |boat could be improved upon, and they ;consequently commissioned one of their Inumber, Mr. James Peake of WoolwichDockyard, to prepare plans of a Life- 'boat which should combine the best !qualities of those sent in by the com-petitors. The result of Mr. Peake'slabours is to be seen in the plans on jpage 243. The Lords Commissioners ofthe Admiralty ordered a Life-boat ac-cording to those lines to be built atWoolwich Dockyard.

The drawings represent a boat of thefollowing dimensions: length, extreme,30 ft., of keel 24 ft., breadth of beam8f ft., depth 3J ft., rake of stem andstern post 6J in., straight keel 4 in.deep, 5 thwarts 7 in. wide, 28 in. apart,7 in. below the gunwale, and 15 in.above the deck, 10 oars pulled ingrummets on thole pins. On comparing Mr. Peake's drawingswith those of Mr. Beeching (page 5,February Journal), the first thing thatwill attract attention is the manner inwhich the former has substituted corkfor air to obtain extra buoyancy. wide is left between the raised air casesto within 2 ft. of the stem and stern.This Life-bpat had considerable sheerof gunwale—2 ft. 1 in.—which, in con-junction with her raised air cases at theends, weight of cork in her bottom andthe iron on her keel gave her the necessaryself-righting power. Judged by herdrawings she could not have been " athing of beauty."

This Life-boat, when built, was placedon the Northumberland coast in theautumn of 1852, and as the lateAdmiral Ward in his lecture on Life-boats delivered at the Royal United•Service Institution in 1862 states,"after a long series of trials and afterundergoing many alterations" the boatwas presented to the Duke of North-umberland, who had three others builtsimilar to her, and one on Mr. Beeching'sdesign. Admiral Ward, who was thenthe Inspector of Life-boats, tested theseboats in heavy surfs, and the ROYALNATIONAL LIFE-BOAT INSTITUTION pro-ceeded to build others. Sketches ofMr. Peake's boat, after the variousmodifications alluded to were made, areshown on page 244. Before proceedingfurther it would be as well to quoteagain from Admiral Ward's lecture.Admiral Ward had made the self-righting Life-boat his especial protegee,and probably no man, living or dead,had so much experience in the smallerclass of these boats. Referring tothe improved Peake's Life-boat, afterexplaining why it would be improperto describe her as either Mr. Beeching'sor Mr. Peake's Life-boat, he says:"Since as I have thought it just toshow that the sole authorship of theself-righting Life-boat now in use be-longs neither to Mr. Peake nor Mr.Beeching, I have here designated itthe "Self-righting Life-boat of theNational Life-boat Institution." Thistype of Life-boat has played such an im-portant part in the history of the coastLife-boat, and was (with but slight

modifications) until quite recent times,the recognised boat of the Life-boatInstitution, that it is desirable to give adescription of the original boat whichwas put through the severe tests men-tioned above, and which is shown in thesketch. In Figs. 1 and 2 the generalexterior form of the boat is seen showingthe sheer of gunwale, length of keel,rake of stem and stern posts. Thedotted lines in Fig. 1 show the positionand dimensions of the air chambers andof the relieving tubes.

In Fig. 3 the exterior form of trans-verse sections at different distances fromstem to stern is shown.

Fig. 4 represents a midship transversesection. A represents sections of theside air cases; B, the relieving tubes,which were bored through solid chocksof wood; C, spaces beneath the deckfilled up over 6 ft. in length at themidship part of the boat with chocks oflight wood or boxes of cork, forming aportion of the ballast; D, a section ofa tier below the deck, having amovable hatch or lid in which the boat'scable was stowed.

The proportions of the boat were asfollows:—Length, 30 ft.; beam, 7 ft.6 in.; depth amidships, exclusive ofkeel, 3 ft. 4 in.; height from floorto deck, 1 ft. 3 in.; from deck tothwarts, 1 ft. 3 in.; from thwarts togunwale, 10 in.; length of end cases (D),4 ft.; width of side air cases (C),extreme, 1 ft. 6 in.; weight, about 40cwt.

The exact weight of the iron keel,one of the most important factors in a"self-righting" boat, is understood tohave been 8 cwt. The first self-rightingboats were built of elm and clenchedor clinker built; but this style of build-ing was soon discarded, fir beingadopted instead of elm, and the boatsbuilt on the double diagonal principle.

Later on fir gave place to mahogany. Afew have been built of larch and someof oak.

In addition to the self-righting Life-boats, the type of which has just beendescribed and which rowed from eightto twelve oars double-banked, it wasfound necessary to provide a lighterclass for some localities ; and some boatsof less beam and weight, pulling six

by 7 ft. beam, and weighed about25 cwt.

Prior to 1883 it was considered asufficient test of self-righting power ifthe Life-boat would right herself, when

\ turned over by a crane, without any gear| in her; for it was taken for grantedI that in a sea sufficient to capsize a Life-boat there would be enough oscillationto assist the boat to right herself even

oars single-banked, but of the samedesign in other respects, were built andcalled "second-class Life-boats." Somevery fine wo*rk was done in these Life-boats ; but as they were found to capsizecomparatively easily, and although they"self-righted," it was considered thatthe risks were too great, and this classwas allowed to die out. These second-class Life-boats were usually 28 ft.long by 6 ft. beam, or 30 ft. lonj

Experience however proved thatsome of the Life-boats had not beengiven sufficient self-righting power, andthe effect of the sea in helping toright a capsized boat had been ever-estimated. In 1883 the attention ofthe late Chief Inspector of Life-boats,Capt. The Hon. H. W. Chetwynd, R.N.,was directed towards this self-righting

power and the method employed fortesting it, and in a report to the Com-mittee of Management of the Institution,dated the 31st October, 1884, he statedthat he was firmly of opinion that thetest hitherto used was insufficient andmisleading, and that since August,1883, he had seen that all self-rightingLife-boats had been built to answer atest which comprised self-righting insmooth water, with all the gear inthem except the sails.

The Life-boats had to answer this testboth with the water-ballast tanks fulland empty (water-ballast having beenreintroduced into self-righting Life-boatsin 1884), and no self-righting Life-boatbuilt in 1887 or since has ever beensent to her station without passing thissevere ordeal.

This great increase made to the self-righting power of the Life-boats ofcourse involved a considerable increasein the weight of the -iron keel and in

In 1887, after some very serious Life-boat accidents, the whole subject of theself-righting power of the Institution'sLife-boats was again under review, andit was decided that all self-rightingLife-boats should be proved to " right"with their full crew (represented bydeadweights, taking 11 stone as theaverage weight of a man) on board, inaddition to all their gear; and further,that they should " right" with theirsails set, but the foresheet not belayed.

The weight ofthe boat consequently was much addedto, and the space for the crew con- _siderably encroached on by the largerend boxes ; in addition to this, asgreat " beam " is a factor acting againstself-righting power, a large number ofboats with beam of less proportion tolength than had hitherto been employedwere built. For the sake of illustration

of the effect of increasing the self-righting power, a comparison betweena 33 ft. by 8 ft. Life-boat built prior to1884, and a 34 ft. by 7 ft. 6 in. Life-boatbuilt after 1884, is interesting. Theformer was a boat built for SouthwoldNo. 2 station in 1866, and the latter aboat built for Littlehampton in 1888:—

In the old records only the length ofthe end air-cases is given; unfortunatelythe height is not entered, nor thecapacity recorded.

In 1884 several self-righting Life-boats were built with water ballasttanks in them. The first boats chosen forthis innovation were 34 ft. long by 8 ft.beam. Four simple oblong tanks werefitted amidships under the deck, 4ft.long, 16in. wide, and 18 in. deep; eachtank was fitted with a plug to let thesea-water in and a pump to empty thetank when required. Since the intro-duction, or rather the re-introduction ofwater ballast (forit must not be forgottenthat the Northumberland Prize self-righting Life-boat was fitted with waterballast), the method of carrying it hasbeen a subject of much discussion andexperiment. In 1887-8, two very com-plicated systems were introduced, theobject being to keep the water down aslow as possible in the boat, and preventit from rolling to leeward. The theorywas excellent, but the means taken forcarrying it out much too complicated,and after about six years' trial it wasfound expedient to return to the simplearrangement introduced in 1884. Theself-righting Life-boat of to-day is fittedwith water ballast, or not, according tothe work she has to do, and to thewishes of her crew. Should the Life-boat be required for a station whereshe has to be transported about on acarriage, and launched from flat openbeaches, water ballast is usually arranged

for, so as to keep the boat as light aspossible for transport and to provideher with means for increasing herstability as soon as she is afloat. Atstations where Life-boats are launcheddown a slip-way into deep water, waterballast is unnecessary, for better resultsare obtained by putting extra weighton the keel, and at these places there isno particular object in cutting downthe weight of the boat.

Exceptional difficulty has beenexperienced in making water ballasttanks perfectly water-tight, and theLife-boats of the Institution havesuffered severely on account of thisdifficulty. It is by no means so easy toconquer this defect as it might appear.

i Afloat, they have to contend with very; heavy seas, and when they return to! shore, they are frequently thrown on' the beach with great violence. Con-sequently, it will be readily understoodthat bulk-heads are difficult to keeptight. Many systems have been tried,but although every care has been taken,and the coxswains paid extra allowancesfor looking after the water ballast tanks,it cannot be said that the difficulty hasbeen entirely coped with.

Shortly after the introduction ofwater ballast, the use of cork in cases

! cases—in fact, " honeycombed " with! them. This is the method whichobtains at the present time, except in

A very light self-righting Life-boatwas required for Dungeness, in 1894,and Mr. Rubie, one of the surveyingStaff of the Institution, took the matterin hand. Among other methods forgaining lightness, he conceived the ideaof giving the boat a double bottom ofrot-proof canvas, divided into compart-ments, instead of filling up the spaceunder the deck with air cases. SeveralLife-boats of this class have been built,

required for Clacton, had the honour ofbeing the first in the field. She waslaunched in January 1885. Of coursethe idea was by no means original, evenso far as Life-boats were concerned, forseveral of the designs sent in for com-petition for the Northumberland Prizeshowed Life-boats fitted with dropkeels.

Many difficulties have had to be over-come to fit drop keels to Life-boats in

with, so far as the present experience hasshown, excellent results. These boatsare 34 feet long, 8 feet broad, andweigh a little under 2 tons.

In addition to the re-introduction ofwater ballast in 1884, that year marksa far more important improvement, forin 1884 the first Life-boat belonging tothe ROYAL NATIONAL LIFE-BOAT INSTI-TUTION was ordered to be fitted with acentre-board or drop-keel. A self-right-ing Life-boat, 39 ft. long and 9 ft. broad,

a satisfactory manner, the greatest ofwhich was to keep them from beingjammed by shingle and sand gettinginto the drop keel casings. Thiswas at last overcome by fitting thebottom of the drop keel plate as shownin the accompanying sketch; Fig. 1(page 245) gives a section of the firstdrop keel, which was unsatisfactory;Fig. 2 (page 245) the shaded part showsa section of the lower part of the dropkeels now in use and found satisfactory.

The first drop keels were made rect-angular and lowered by pendants at eachend, which pendants could be cut andthe drop keel slipped clear of the boatif necessary. This shape, however, wasnot found satisfactory because of thedifficulty experienced in lowering andraising, the present triangular form wastherefore adopted (see sketch of selfrighting Life-boat on page 246), Life-boats less than 37 ft. in length beingfitted with one, whilst those of thatlength and over are fitted with two.The fore end of the drop keel is soarranged that if (should it becomenecessary to slip the drop keel) thependant which lowers the after end iscut, the action of the after end droppingunhooks the fore end and the drop keelis freed from the boat.

Nearly all the Life-boats belongingto the Life-boat Institution are nowfitted with drop keels, and theirweatherly qualities have consequentlybeen considerably improved.

On page 246 may be seen sketches ofthe small class of self-righting Life-boatnow in use, furnished with one dropkeel and fitted with water ballast, whichshould be compared with those of theInstitution's first self-righting Life-boat

shown on page 243. At the presenttime there are 236 self-righting Life-boats on the coast of Great Britainand Ireland, varying considerably in size.Since 1895 the following dimensions forself-righting Life-boats have mostlyfound favour on the coast, 35 ft. X 8 ft.3 in., 35 ft. x 8 ft. 6 in. being Life-boats principally used under oars, butalso sailing well; 37 ft. X 9 ft. 3 in.,this class is on the border line betweenLife-boats intended for use under oarsand the larger ones which practicallydo all their work under sail. These37 ft. X 9 ft. 3 in. Life-boats sailextremely well, whilst a good deal canbe done with them under oars alone,whereas the larger classes, 40 ft. X10 ft. 6 in. and 42 ft. X 11 ft. 6 in.,cannot be expected to work under oars.All the above dimensions have beenpopular with Life-boat's crews whoselect self-righting Life-boats.

Most careful records are kept of everyLife-boat, and at the end of this articlewill be found a blank copy of a measure-ment and harbour trial sheet, which hasto be carefully filled up for each boat.The numbers on the form correspond withthose in the " Record Book " kept at theInstitution.

LIFE-BOAT SATURDAY FUND.

THE Central Committee of the Life-boatSaturday Fund are to be congratulatedon the admirable zeal and praiseworthyenthusiasm with which the local Life-boat Saturday Committees and Ladies'Auxiliaries have every where, apparently,been inspired by the Institution's finan-cial troubles of the past and presentyear—resulting from the appeals made inconnection with the South African War—to make special and energetic effortsto better the state of affairs before 1901closes. Judging by results alreadyobtained within the last three months,there is every reason for hoping thatsuch self-denying efforts and real hardwork may and will be crowned withsuccess. Having regard to the numerousnotices as to the needs of the causewhich have of late been appearing inthe public Press, always ready andwilling to give a helping hand to theROYAL NATIONAL LIFE-BOAT INSTITU-TION, it would seem that the public arebeginning to be aware and to recognise

the undoubted fact that it would be amisfortune, not to say a national dis-grace, if the great life-saving workcarried on by the Institution for morethan three-quarters of a century, wereto suffer, or its efficiency be impaired,for lack of sufficient and sustainedfinancial support.

Very special steps have been takenby the West End of London Ladies'Auxiliary to raise money towardsmaking good the deficiency in lastyear's Life-boat Saturday Collections;and it is not exaggerating to state thatthe Garden Fete, held at Stafford Houseon the 26th June last, under the patron-age of their Majesties the King andQueen, every member of the Royalfamily, and the leaders of EnglishSociety, was one of the most successfuland remarkable undertakings evercarried out in connection with a charity.The Fete was par excellence the mostimportant social function of the Londonseason. For some time before it took

place almost every London and "Society"paper was discussing the glories andtreasures of Stafford House, and theexcellent purpose for which this " palace "was to be used by its distinguished andphilanthropic owners. The demand forthe limited number of tickets of admis-sion to the " Fete " was very great, andnobody who had the privilege of seeingor hearing all that was to be seenand heard on that notable eveningwill easily forget it. The Londonladies have certainly succeeded this

time in " breaking the record" of themany successful events and " fixtures "which have during the last nine yearstaken place in connection with "Life-boat Saturday." The Army of Life-boat Saturday workers throughout thecountry may well be encouraged bypast successes to persevere in theirgenerous efforts, and to be comfortedby the assurance that passing cloudsdo not always mean irreparable disasterand failure, but are frequently merelythe precursors of increased prosperity.

THE NATIONAL LIFE-BOAT INSTITUTION OF JAPAN.

THIS enterprising and interesting Insti-tution was established in 1889, itsobject being "the saving of life andproperty appertaining to ships indistress off the coasts of Japan." Itsaffairs are successfully managed andworked by a President (H.I.H. PRINCEARISUQAWA), a Vice-President (MARQUISNABESHIMA), supported by a veryinfluential Council, whose Chairman isCOUNT YOSHII. The head office is atTokyo, and numerous Branches withLocal Committees have already beenestablished. In June, 1900, therewere 17 rescue stations in full work-ing order. The Imperial Governmenttakes great interest in Japan's " NATIONALLIFE-BOAT INSTITUTION," not only con-tributing to it an annual subsidy of20,000 yen (2,OOOZ.), but also givingit every possible assistance. We havebeen able to obtain the statistics of thelives and vessels saved during the years1894 to 1898 inclusive, and they are asfollows :—

The Council of the Institution are

very sanguine that in the course of afew years they may, with the assistanceof the Government, be able to establishas many as 113 rescue stations, andthese will, they think, be sufficient forthe purposes of the objects of theInstitution on the coast of Japan.

The Members of the Institutionconsist of three classes, Honorary,Ordinary, and Sub - Ordinary, theamount contributed by the Memberdetermining the class in which he isplaced. Any Member guilty of conductdetrimental to the credit of the Insti-tution, or of delaying to pay hisannual subscription, is deprived of hismembership at the discretion of theCouncil. The Chairman and Councilare not, as in this country, appointedby the subscribers, but by the President,who must always be a member of theImperial Family. The Institutionbestows three medals :—(a) The Medalof Merit, to be awarded to personsrendering distinguished service to theInstitution; (6) the Medal of Member-ship, to be held by honorary andordinary Members or subscribers ; and(c) the Medal of Praise, which isbestowed on those distinguishing them-selves for special service in the work ofrescue.

COVEEACK, CORNWALL.—THE ROYALNATIONAL LIFE-BOAT INSTITUTION hasformed a Life-boat Station at Coverack,where there is an active body of fisher-men, with a view to rendering assist-ance in case of wrecks on the ManacleRocks, not far from the Lizard, wherethe steamers Mohegan and Paris werewrecked in 1898-9. The Life-boat sentto the station was built by the ThamesIron "Works Company, and is of the" Liverpool" non-self-righting type, 35ft. long, 10 ft. wide; she rows 12 oarsdouble-banked, is provided with mastsand sails, and is fitted with two dropkeels to increase her stability andweatherly qualities. A new boat-houseand launching slipway have been con-structed for the use of the boat on aconvenient site, from the designs of Mr.W. T. Douglass, M. Inst. C.E., the

Engineer andArchitect of theInstitution. Thecost of the newboat and equip-ment has beendefrayed from ahandsome legacyreceived from theestate of the lateMr. F. E. HILLS,of Penshurst,Kent, and in ac-cordance with thewishes of theTestator, the boatis named Con-stance Melanie.

DUNBAR, SCOT-LAND. —The In-stitution has alsoplaced on thisstation, in lieuof the boat thathad been therefor several yearsa Life-boat of thesame size andclass as the oneat Coverack, butwith the addition,in this instance,of two large waterballast tanks,

which, when full, add vei'y much toher stability afloat. A new carriageaccompanied the boat, together witha set of Tipping's Plates and horselaunching and pushing poles, and as a newboat-house has recently been built hereby the Institution, the station is now infirst-class condition. A legacy receivedby the Institution for a new Life-boatfor the east or north-east coast ofScotland from the estate of the late Mr.WILLIAM ARTHUR MILLWABD, of Chapel-en-le-Frith, Derbyshire, was appropri-ated to this new Life-boat, which has beennamed after the Testator.

On the 15th March last, in brightweather, the ceremony of naming andlaunching the boat was performed atthe new harbour slipway, in the presenceof a large concourse of spectators. Theproceedings commenced by the Earl of

HADDINGTON, President of the localbranch, opening the door of the newboat-house and accepting the custody ofthe boat and station, as Lord-Lieutenantof the county, from Mr. STEACEYCLITHEROW, District Inspector of Life-boats, as representing the parentInstitution. Subsequently the Life-boatwas conveyed down the slipway, and asshe entered the water Lady CECILYBAILLIE HAMILTON broke a bottle ofwine on the bow, and christened theboat the William Arthur Millward. Thelaunch was performed with remarkabledexterity amidst the cheers of the on-lookers, and the boat was afterwardsexercised in the bay. Cake and winewere afterwards served in the boat-house, at which a large company waspresided over by Lord HADDINGTON. Mr.STRACEY CLITHEROW proposed successto the new Life-boat. He spoke of theexceedingly dangerous nature of thecoast, and of the necessity which hadarisen for the provision in Dunbar of themost powerful and modern type ofboat procurable, that the late Mr.Millward had bequeathed funds for aboat for the north or east coast ofScotland, and that, largely through theinstrumentality of Mr. W. BERTRAM,the energetic hon. secretary, the Dunbarbranch had been accepted as the stationat which the boat and boat-house shouldbe placed. Lord HADDINGTON replied,and expressed the hope that the goodwork of the past would be continued bythe new boat.

Through the generosity of his Lord-ship, the Life-boat men were entertainedat dinner a day or two later at theHotel Belle Vue, when his health washeartily pledged, together with that ofthe Chairman of the Branch, BailieBRAND.

HARWICH. — The Hydraulic SteamLife-boat, built by Messrs. B,. and H.Green, of Blackwall, which was placed onthis station about seven years since, hasrecently been superseded by a new ScrewSteam Life-boat, constructed by J.SAMUEL WHITE & Co., Limited, of EastCowes, which, like the original boat, isnamed the City of Glasgow, in acknow-ledgment of the gift to the Institutionof the cost of the first boat by the

citizens of Glasgow, in connection withthe " Life-boat Saturday " demonstra-tions of 1893 and 1894. This is thesixth Steam Life-boat which has beenconstructed by the Institution. Thefirst three were hydraulically propelled,but in order to avoid the loss of powerinseparable from the use of the turbineand the risk of the machinery becomingfouled, the other boats have been fittedwith screws, which are, as far as possible,protected from fouling by hollowing outthe after-end of the boat, so as to forma tunnel for the protection of the screw.The behaviour of the new Life-boat andthe machiflery when she was put throughher official trials, off the Isle of Wight,and afterwards when she steamed to herstation at Harwich from Cowes, was allthat could be desired. From the com-parative tables of efficiencies of the SteamLife-boats built by the Institution, itappears that this latest addition to itsfleet proves to be the fastest boat, heraverage maximum full speed on themeasured mile being 9 • 66 knots per hour,and her ordinary working full speed9 • 143 knots. She is 56 ft. long, 14 ft.8 in. wide, and has a load displacementof 32 • 6 tons, while the mean indicatedhorse-power is 208-95.

The cost of the Cambois new Life-boat and equipment has been defrayedfrom a munificent legacy received by theInstitution from the estate of the lateDr. JOHN ANTHONY, of Edgbaston,Birmingham, after whom the boat isnamed. decessor, is known, as the Forester, theAncient Order of Foresters having pre-sented the original boat to the Institu-tion. A legacy received on behalf ofthe late Mr. GKORGE WOOFINDIN, ofSharrow, Sheffield, was utilised for theSunderland new Life-boat, which bearshis name. The cost of the Dover newboat and her equipment was defrayedfrom a handsome contribution receivedby the Institution from Mr. ISAACHOYIE, of Wimbledon, for a Life-boat tobe named theMaryHamerlToyle, after hislate wife. The Porthoustock, Girvan andNewburgh Life-boats are respectivelyknown as the James Stevens Nos. 17, 18

and 19, having been taken from thevery handsome legacy left to the Institu-tion by the late Mr. JAMES STEVENS, ofBirmingham. In the same way, theInstitution was enabled to defray thecost of the remaining four Life-boatsfrom special bequests, viz., Winchelsea,John William Dudley, the late Mr. J."W. LIFE-BOAT INSTITUTION.

NORTH SUNDEHLAND.— At 2 P.M. onthe 1st January 1901 the Life-boatThomas Bewick was launched andbrought ashore the Crew of four menof the ketch Pallas, of Jersey, whichhad stranded on the Longstone rock,where she became a total wreck.Her crew, with the assistance of thekeepers of the Longstone light-house,safely landed on the rock and were

accommodated by the light-keepersuntil the Life-boat arrived.

FILEY, YORKSHIRE.—While the fish-ing cobles were returning home in aheavy ground sea on the 1st January,one of them was capsized and her crewof three men thrown into the water,they were fortunately able to reachthe boat and hold on to her until two

other cobles came up and took themon board. The Life-boat Hollon theSecond was launched at 3 A.M. andremained afloat until the whole of theboats had safely landed, when shereturned to her station, arriving at 7.15.

DUNGENESS.—The Coxswain of theLife-boat B.A.O.B., being informed bythe Coastguard on the morning of the8th January that a steamer wasstranded, the crew were summoned and

near Marske on the morning of the 9thJanuary, the Life-boat Mary Batgerwas launched at 4.40 in a heavy sea andpulled in the direction indicated. Inapproaching the stranded vessel, thesteam trawler Honoria, of and for Hull,returning from the Faroe Islands withfish, the Life-boat became entangled inthe rocket lines and the bowman wasdragged out of the boat; fortunatelyhe was rescued, but the boat was drivenashore. She again proceeded off, and

at 5.30 the * Life-boat was launched.The wind was then blowing from theS.E., the sea was moderately rough, theweather was thick and snow was falling.At the request of the master the Life-boat remained some time by the steamer,which proved to be the Dragon, ofFalmouth, homeward bound from Rotter-dam, returning to the shore at noon.

SALTBURN, YORKSHIRE.—The Coast-guard having reported a vessel stranded

in the meantime a coble which had comefrom Redcar to endeavour to rescue theshipwrecked men also fouled the rocketlines, was overturned and three of hercrew of seven men unfortunately losttheir lives. One of the men driftedpast the Life-boat, and in trying torescue him the Life-boat was again drivenon shore. Once more the Life-boat putoff, and this time succeeded in gettingalongside the vessel, rescuing her crewof nine men. In order to ensure the

safety of the Life-boat and her crewthe hawser of the rocket apparatus hadto be cut.

AEBEOATH, FOBFARSHIEE.—On the15th January the fishing-boat Jessieand Mary, of Arbroath, was observed,about two miles distant from the shore,making for the harbour, and as the seawas heavy it was evident that shewould encounter considerable danger incrossing the bar. The Life-boat JamesStevens No. 13 was launched at about11.50 A.M., proceeded over the bar, metthe fishing-boat, passed three cork-jackets to her, one for each of hercrew, and remained by her until shesafely entered the harbour.

SALCOMBK, SOUTH DEVON.—Signalsof distress having been reported by theCoastguard on the 17th January, theLife-boat Lesty was launched at 12.10A.M. and proceeded towards PrawlePoint; when about two miles distantfrom there she showed three brightlights, which were answered by threerockets about ten miles S. of the point.Proceeding in the direction in whichthey had been seen, it was found theyhad been fired by the s.s. Pinedene, ofAberystwyth, which had lost her pro-peller, having been in collision with anunknown schooner. The master re-quested the Life-boatmen to return tothe shore and telegraph to Plymouthfor a steam-tug. Having done this, theboat again went off to the steamer torender any further assistance required,but found that none was needed. Afresh wind blew from S.W. while theLife-boat was engaged, the weather wasthick, with rain squalls, and there wasa heavy ground sea.

WINCHELSEA, SUSSEX.—On the morn-ing of the 19th January, during theprevalence of a whole gale and heavysea, the cutter Jeune Arthur, of Cher-bourg, bound from Dunkirk for Gran-ville, was observed making for the landunder forestaysail and jib, her mainsailhaving been blown away. She wasclosely watched for some time, andeventually French colours were shownin the rigging. The crew of the Life-boat John William Dudley were sum-

moned, horses were procured and theboat was taken on her transportingcarriage along the shore towards thevessel, which ultimately stranded abouta quarter of a mile E. of Rye Harbour.The boat was launched, succeeded intaking off the crew of four men andthen made for Rye Harbour, but was

] unable to weather the beach banks on[ the E. side and grounded. The rescued| men were landed in such an exhausted! condition that some of them had to beI carried on the backs of Life-boatmen.] When the tide ebbed the boat was againlaunched and was taken into the harbour,remaining there until the followingmorning, when she returned to her

j station.

CAISTER, NORFOLK.—Flares in thedirection of the "Scroby Elbow" Sandwere seen by men on the look out infoggy weather on the morning of the21st January, and they at once sum-moned the crew of the Life-boat CoventGarden. At 7 o'clock the boat waslaunched and on nearing the sands theschooner Bertha, of Yarmouth, wasobserved just floating off with the risingtide. Her crew had deserted theirvessel and were seen in their boatalongside of and taking refuge on boardthe St. Nicholas Light-Vessel. Withthe assistance of steam-tugs the schooner,which had lost her rudder and hadabout three feet of water in her hold,was taken into Yarmouth Harbour.

ARDROSSAN, AYRSHIRE. — On Satur-day, 26th January, four men put off ina boat and proceeded to Horse Island,which is about a mile and a half distantfrom Ardrossan harbour, for the purposeof shooting wild fowl. While they wereon the island the wind freshened, andthey found it a difficult matter to getback into the boat. One of themsucceeded in doing so, and tried to reacha sheltered spot in order to take off theothers; the boat, however, was drivenaway from the island, but fortunatelydrifted into the harbour at Ardrossan.Endeavours were then made to reachthe island by means of a, shore boat,but they were unsuccessful, and at3 o'clock on the Sunday morning theCoastguard reported the circumstances

to the Coxswain of the Life-boat. Thewind was then blowing a strong galefrom N.W., and the sea was very rough,especially at the harbour mouth and offthe Horse Island, rendering it mostdifficult for the Life-boat to get out, andvery dangerous for her to approach theisland in the darkness, and as the men,although exposed to a bitter night in npractically unsheltered island, were inno actual danger, it was decided to waituntil daylight. At 6.45 the Life-boatwas launched, was towed by a steam-tugto the W. end of the island, when sailwas hoisted, and she dropped down tothe only available place from which themen could be taken off. They were gotsafely on board, and sails having beenagain set the boat ran straight into theharbour, being frequently almost buriedby the heavy seas she encountered.

MARGATE.—While the wind was blow-ing from W.byN. with almost hurricaneforce, accompanied by a very heavy seaand terrific hail squalls, on the 27thJanuary, the Coastguard reported flaresin the Gore Channel. The crew of theLife-boat Civil Service No. 1 were called,the boat was launched at about 7.40P.M., and reached the distressed vesselat about 2 A.M. She was the ketchEustace, of Rochester, laden with pitch,from London for the Rhine. The Masterstated that the vessel had dragged heranchor, and had touched the groundseveral times. At his request, the Boatstood by until after high water, whenthe weather improved, and he requiredno further assistance.

£ HOLYHEAD.—About 7.45 on theevening of Sunday, the 27th January,while a whole gale was blowing fromN.W., accompanied by a very heavy seaand thick weather, a vessel was seen inthe outer roads burning signals ofdistress. The steam Life-boat Duke ofNorthumberland proceeded to her assist- jance and found she was the barque 'Royal, of Arendal, bound from Savannafor Liverpool, with turpentine and resin.She had dragged her anchor, and hadfouled a steamer lying at anchor. Sixof her crew boarded the Life-boat, but asteanvtug. arriving to assist the barque,

the other members of the crew remainedon board their vessel.

The Steam Life-boat Duke of North-umberland left her moorings at 11.25A.M., on the 29th January, the Coxswainhaving observed a schooner in the outerroads, with a signal of distress flying.A strong gale was blowing from N.N.W.,and a heavy sea was running. The vesselwhich made the signal was the LizzieEdith, of Truro, bound from Penzance forRuncorn, with china clay. She haddragged her anchors, and a steam-tughad succeeded in getting a hawser onboard, but was unable to get into aposition for towing, on account of theheavy seas. The Master and crew ofthe schooner, four men in all, thereforedecided to leave her and got into theLife-boat, being safely landed at 1 P.M.

BROADSTAIKS. — Flares were shownfrom vessels off the North Forelandwhile a whole gale was blowing fromN.N.W., accompanied by a heavy seaand heavy squalls of hail, on the 27thJanuary, and, in response, the Life-boatFrancis Forbes Barton was launched at8.5 P.M. It was found that the schoonerAstrsea, of Dartmouth, bound from Poolefor London, with a cargo of clay, hadparted her cables and had fouled theketch Alfred, of Padstow, the crew of theAlfred, four in number, taking refuge onboard the Astrsea. They were takeninto the Life-boat, and some of theLife-boatmen boarded the schooner, at therequest of the Master, and found her bowswere damaged, besides which she had losther anchors, chains, and some of her sails,and was leaking. The Life-boatmenassisted to set the remaining sails, andworking at the pumps during the night,managed to take her into RamsgateHarbour. Meanwhile, the Life-boatlanded the crew of the Alfred, whowere suffering severely from the cold.Having warmed and refreshed them-selves, they again boarded the Life-boat,which, at the Master's request, proceededin search of the ketch. She was foundriding at anchor; her bows and riggingwere badly damaged, and she had a largequantity of water in her hold. Four ofthe Life-boatmen boarded her to. renderassistance,, and having refitted... herrigging, sail was made, the cable slipped,

and she proceeded for Ramsgate, withthe Life-boat in tow, arriving thei'e at3 P.M. The boat was slipped at themouth of the harbour, and returned toher station.

RYDE, ISLE OF WIGHT.—The ketch,Silver Spray, of Lowestoft, laden withmachinery and stone, and bound fromGuernsey for the North of England,showed signals of distress when about aquarter of a mile E. of Ryde pier, onthe night of the 27th January, while astrong gale was blowing from N.W.,accompanied by a rough sea. The Life-boat Captain Hans Busk was launchedat about 10.30, and on reaching thevessel, found that she had parted hercable and was aground on the sand. Atthe request of the Master, the Life-boatstood by the ketch during the night.About 3.30 A.M. she floated, and twohours later the Life-boat returned toher station, the gale having moderated.

As she was fast drifting toleeward, her anchor was let go, but itdid not hold, and seeing there was noprobability of being able to save thevessel, her crew of six men, taking withthem a little dog, got into the Life-boat,and were safely landed. The brigaatinesoon afterwards stranded on Porth-minster beach, and became a total wreck,her mainmast going by the board whenshe struck the ground.

PETERHEA.D. — The steam trawlerBoslin, of Aberdeen, returning homewith several boxes of fish, stranded atScotston Head in a moderate W.N.W.breeze, a heavy sea and thick weather,about midnight on the 13th February.In response to her signals of distress theLife-boat George Pickard proceeded toher assistance and found her full ofwater. Communication with the vesselhad been obtained with the rocketapparatus, and her small boat was lyingalongside, but the sea was so heavy thatWEXFORD, IRELAND,—A whole gale

from W.N.W., suddenly sprung up on j the crew were afraid to avail themselvesthe evening of the 31st January, and the I of either of those means of leaving theyawl Love Lane, which was seeking theshelter of the harbour, grounded onthe N. side of the bar. She signalledfor assistance, and at 6.30 the Life-boatJames Stevens No. 15 put off, andremained by her until she beat over thebar and was out of danger. The Life-boat then proceeded in search of threeother fishing-boats which had notreturned, but found they were safelyriding at anchor in the North bay, andwere therefore not in need of anyassistance.

ST. IVES, CORNWALL.—The Life-boatJames Stevens No. 10 was launched at5.15 A.M., on the 5th February, while astrong gale was blowing from N.N.E.,and proceeded to the brigantine, JulienMarie, of Auray, coal-laden fromSwansea, bound for Bordeaux, whichhad shown signals for assistance. 6hewas carrying very little canvas, havingonly her mainsail and lower topsail set,and tried to make the harbour, but failedto do so owing to the heavy breakers sheencountered, and being in additionencumbered by the wreckage of herforetopmast, with yards and sails and

steamer, and on seeing the Life-boatapproaching called to the Coxswain tocome alongside and take them off. Themen, nine in number, got into the Life-boat and were safely landed at 4.40 A.M.

WHITBURN, DURHAM.—The steam-tugHook van Holland left Emden on thellth February at midday, having intow the damaged s.s. Treneglos, of St.Ives, intending to take her to SouthShields, but early on the morning of the14th February both vessels strandedon the S. end of Whitburn White Stilein hazy weather. The tug floated with-out any assistance, having apparentlysustained little if any damage, but theTreneglos was found to be leaking badly.With the assistance of five tugs and thecrew of the Life-boat William andCharles she was taken into dock atSunderland where she almost immedi-ately settled down.

CROMER, NORFOLK.—A message bytelephone having been received fromMundesley stating that the services ofthe Life-boat were required, on the 17thFebruary, the Life-boat Benjamin Bond

Cabbell was launched at 9 P.M. and foundthe s.s. Celerity, of Yarmouth, ladenwith cement, from Rochester for Leith,and carrying a crew of seven men, in adisabled condition. A gale was blowingfrom the E.N.E. and she had shipped aquantity of water which had extinguishedher fires, so that becoming unmanageableshe anchored off Mundesley. Her anchordragged, and when only about half amile from the shore she burnt a flare todenote that she was in need of help.The Life-boat stood by her during thenight, but the Life-boatmen were unable

to board her owing to the bad weatherand the heavy rolling of the vessel.The vessel's crew baled some of thewater out by means of buckets, thepumps being choked, and ultimatelyfires were lighted and steam was gotup. The Life-boatmen then assisted inweighing the anchor, and the boatproceeded-with her to Yarmouth, whichwas reached at 2.15 P.M., the Life-boat'screw having endured nearly eighteenhours' exposure to terrible weather.They returned to their station at 5 P.M.the following day.

RESCUE OF A CAT BY A LIFE-BOAT, AND THE SEQUEL.

INTERESTING JCEREMONY AT THE MANSION HOUSE, DUBLIN.

A VERY interesting ceremony took place onthe 6th March last at the Mansion House,Dublin, when the Right Hon. the Lord Mayorof that city made (at the request of MissSwifte, the founder of the " Dublin Home forStarving and Forsaken Cats ") a presentationof a large silver medal to Mr. Aubrey F.Chaplin, of The Firs, Rugby, who, when anapprentice on board the trading-vessel, theHawkesdale, of Liverpool, 1724 tons, whichwas wrecked on the Long Sands, betweenMargate and Clacton-on-Sea, saved the life ofthe ship's cat, when twenty-four of the crewwere rescued under great difficulties by theMargate and Cl acton Life-boats belonging tothe ROYAL NATIONAL LIFE-BOAT ISSTITXJ-TION.

Through her connection with the DublinLife-boat Saturday Fund, Miss Swifte heardof the circumstances, when she determined onhaving a silver medal with a suitable inscrip-tion presented to the young apprentice (thenonly seventeen years of age), in recognition ofhis brave and humane conduct, and in respectfor the young man who had, almost at the riskof his own life, saved that of his pet, theship's cat, and asked the Lord Mayor to beso kind as to make the presentation, which hewas pleased to do. Mr. Chaplin only arrivedfrom Liverpool on that morning to receive athis lordship's hands the reward of which hewas deemed to be worthy.

The medal presented is of large size, manu-factured by Messrs. Waterhouse, and on oneside bears the following inscription:—"Pre-sented to Mr. Aubrey F. Chaplin by Miss AliceM. Swifte, founder of the Dublin Home forStarving and Forsaken Cats, in remembranceof his brave conduct in saving the life of acat, at almost the risk of his own, in time ofshipwreck"; and on the obverse side is anembossed wreath, with an engraving of a catand "Freddy."

Amongst those present at the ceremonywere: Miss Swifte, of Whitechurch Lodge,

Rathfarnham, Sir Thomas F. Brady, MissWilson, Mrs. Reid, Miss Ellis, Miss Brady,Miss Burtchael, Miss Swifte MacNeill andseveral others. A letter was read from LadyArdilaun expressing her great regret in notbeing able, in consequence of absence fromDublin, to be present to have the pleasure ofcongratulating the preserver of the cat on hisact of bravery and humanity. Letters werealso received from Sir Francis Cruise, M.D.,and several others.

The following is an account of the ship-wreck, and how the cat's life was saved:—The BawTcesdale, a trading vessel of 1724tons, belonging to Liverpool, was on hervoyage, bound from Hamburg to Melbournewith a mixed cargo, including amongst therest 500 pianos "made in Germany." Mr.Aubrey F. Chaplin was an apprentice on boardthe vessel. There was also a very fine catnamed " Freddy" on board, which was sokindly treated by Mr. Chaplin that he used tofollow at the young apprentice's heels (he wasthen only seventeen years of age) up and downby the hour as he paced the deck when onwatch. It was the apprentice's secondvoyage. After leaving the Elbe the vesselencountered violent winds and rough weather,and by some mistake she got out of her coursefor Melbourne, and eventually ran aground onthe Long Sands between Margate and Clacton-on-Sea, and lay there, a prey to the fury of thewinds and waves. An attempt was made tolaunch the boats, but directly the first waslowered, it capsized, and three men weredrowned. Soon after the other boat wasbroken from its fastenings and lost. For sixhours the crew remained in suspense, expect-ing that the ship would break up or the mastswould fall, the sails having been torn intoshreds by the gale. At last the signals ofdistress were observed, and the Life-boatsfrom Clacton and Margate belonging to theROYAL NATIONAL LIFE-BOAT INSTITUTIONwere seen coming gallantly to the rescue.

Then there was considerable difficulty ingetting the men, one by one, from the shipinto the Life-boats, for as they were liftedby the waves to the ship's level, the men hadto jump over and clutch the boat's ropes asbest they could. At this crisis, when theuppermost thoughts of all on board mighthave been to gave himself alone, Chaplin re-membered his pet cat, and another apprenticeremembered a dog also on board, and askedleave to rescue them. The dog was seized bythe second apprentice and thrown over intothe friendly arms of the Life-boat's crew,whilst Chaplin ran below to hunt for the cat,which he found sleeping soundly, unconsciousof the danger around, but in another momentChaplin had dived into the storeroom andfound a sack, into which he tied " Freddy."When he reappeared, the captain of the Life-boat took for granted that he had been to fetchsome valuables from the cabin, and protested

that he could only take "live cargo"; butwhen he learned the true contents of the sack,it was allowed to be thrown over into theboat, and Chaplin followed, being one of thelast to leave the ship. The poor cat wasnearly drowned from lying in the water thathad washed over into the boat, but his rescuerhad no intention of relaxing his humaneefforts. Wet, and cold, and half stupefied bya blow on the head which he received whengetting over the ship's side, he lifted the sackwith its living freight on his knees, and keptit there between three and four hours, whilethe Life-boat was struggling back throughheavy seas to Clacton, a distance of overfifteen miles. On that occasion the two Life-boats saved twenty-four of the crew, besidesthe dog and cat. " Freddy," the cat, has eversince been safe and well, and is a greatfavourite in the residence of his rescuer'sparents at Rugby.

Voted the thanks of the Institution, in-scribed on vellum and framed, an aneroidbarometer and the sum of 11. to Mr. JAMESMACKINNON, master of the fishiug.-boat Reaper,of Castlebay, for putting off in the punt fromthat vessel three times and, at considerable risk,rescuing two of the crew of the fishing-boatDaisy which had been swamped by a heavysea in Loch Slapin, on the night of the 12thNovember. I I . was awarded to the crew offour men who attended the rope by whichthe punt was attached to the fishing-boat.

Also 11. to fourteen men for putting off inboats and rescuing eight men from theschooner Comet, of Hartlepool, which sunkoff Bridlington, Yorkshire, in a moderategale from N.N.E., on the 16th February.

Also 51. to a man who was injured while onservice with the Winchelsea Life-boat on the15th February.

A LIFE-BOAT RESCUE.

"KEEP a sharp look-out, lads,"Was our coxswain's warning cry,

As he scanned the horizon seawards,Where breakers were rolling" high.

" It's a wild night, I fear, lads;We'll have stiff work to.do;

Be ready whene'er the signal's made,To muster our Life-boat crew."

And the men they answered quick!}-,With a brave, responsive shout,

" We're ready—aye, ready, coxswain,To muster and launch her out."

So when, ere long, the rocketWent up in the midnight sky,

They launched the Life-boat noblyThro' the surf and spindrift high.

Out with a will they pulled herTo the storm-tossed craft in view,

And back again, without loss of men,They brought the shipwrecked crew.

Need I tell you of the welcomeAs the boat returned that night?

'Twas tJie welcome given to warriorsReturning from the fight.

Let us ever cheer the lads, then,And remember, on bended knee,

Those who venture out in Life-boatsTo the rescue of life at sea.

The number of Lives saved either by the Life-boats of the Society, or by special exertionsfor which it has granted rewards since its formation, is 42,707. The rewards and recognitionsgranted by the Institution in the same period comprise 98 Gold Medals and Clasps, 1,192Silver Medals and Clasps, 805 Binocular Glasses, 15 Telescopes, 28 Aneroid Barometers, 1,672Votes of Thanks, inscribed on vellum and framed, 127 Certificates of Service framed, and£211,348 in money.

The Committee earnestly appeal to the British Public for Funds to enable them tomaintain their 286 Life-boats now on the Coast and their Crews in the most perfect state ofefficiency. This can only be effected by a large and permanent annual income. The AnnualSubscriptions, Donations and Dividends are quite inadequate for the purpose. The Committeeare confident that in their endeavour to provide the brave Life-boatmen, who nobly hazardtheir lives in order that they may save others, with the best possible means for carrying ontheir great work, they will meet with the entire approval of the people of this the greatestmaritime country in the world, and that their appeal will not be made in vain, so that thescope and efficiency of our great Life-saving Service, of which the Nation has always been soproud, may not have to be curtailed.

Annual Subscriptions and Donations are earnestly solicited, and will be thankfullyreceived by the Secretary, CHABLES DIBDQT, Esq., at the Institution, 14 JOHN STBEET,ADELPHI, London; by the Bankers of the Institution, Messrs.
