The Advanced Youth Theatre program at the Barrow-Civic Theatre will bring to the stage its fall production of “The Legend of Sleepy Hollow” today and Saturday at the Franklin theater.

This auditioned production includes 35 cast members and seven technical crew members, ages 10-18.

In normal fashion, the youths will take the stage with a delightful presentation of the production, according to theater program directors.

However, this year is particularly special as it marks 10 years of Jessica Rodriguez leading the costumes and technical crew of youths, program direc-tors said.

Rodriguez has been a teacher with Oil City Area Schools since 2005, where she now teaches first grade at Smedley School. She is from McKees Rocks and has resided in Franklin since 2010. She is married to Michael Rodriguez and has two young children, Michael and Natalie.

When the youth theater program began in 2001, slowly adding youths to the backstage aspects of the production came with only running spot light and music.

Under Rodriguez’s supervision, youths build the set, create or find the props and design the lighting and sound for the show.

“She has taken the program to a whole new level and the program is very excited to celebrate how it has grown in 10 years,” directors said.

In addition to Rodriguez, the show’s technical crew and costume design are supervised by Angie Carothers and Jill Kellner. Carothers, a 2005 graduate from Cranberry is currently a first grade teach-er at Cranberry elementary. Kellner, a 2010 graduate from Cranberry and for-mer youth theater participant is fourth and fifth grade multi-level teacher at St. Patrick’s school in Franklin. Both reside in Cranberry.

This productions technical crew includes Britton Backer, an 11th grader from Franklin; Spencer Greene, a sev-enth grader from Oil City; Ashton Kish, a sixth grader from Grove City; River Perry, a 10th grader, and Mariner Perry, a

fourth grader, both from Cranberry; Tyler Seelnacht, a 10th grader from Franklin; and Jordan Zerbe, fifth grader from Cranberry.

About the showThis version of “The Legend of Sleepy

Hollow” is a wonderful tale of how Ichabod Crane (Devin Zerbe of Cranberry) discovers the students have no discipline in school (students: Martina Baughman, Ayman Braiber and Izzy Ramfos of Franklin; Jasey Donovan of Valley Grove; Corrina Curry of Clarion; Mason Albert of Cranberry; Steven Heise, Calan Hollis and Addi McGarvey of Oil City; Tyler Higby of Slippery Rock; Sophia Klownowski of Grove City) and have chased the last teacher away.

In addition, he finds the news, whether true or false, travels faster than lightning through the women of the town who also are excited to see a new young single man (Cambree Backer and Genevieve Hoover of Franklin; Maddy Bunyak, Kaitlynn Moore, and Ella Perry of Cranberry; Ashley Barletta, Lillie Heise; Gracie Hollis, Bailey McMahon and Alex Webster of Oil City; Brooke Hovis and Erin Swartfager of Grove City; Jackie Higby of Slippery Rock). Seeing how excited the women are to flirt with Ichabod disturbs the town’s popular boy Brom Bones (Gavin Empson of Valley Grove) and his loyal friend Andy

Brimstone (Mason Stephens of Oil City).

Other characters include Mrs. Vanhouton (Hayley Ripple of Valley Grove) who houses the teacher in the town with her two daughters Martha (Layla Hollis of Oil City) and Jessica (Brooke Whitling of Cranberry). The annual Halloween party is hosted by Myneer VanTassel (Noel Bunyak of Cranberry). The other townsfolk (Jenna Pierce of Knox, Jackson Donovan of Valley Grove; Ailish McGrail of Oil City) Finally we meet Old Man Blackwell (Ben Hoover of Franklin) who tells the annual Halloween Story “The Tale of the Headless Horseman.”

The show is under stage direction of Martha Heise, a 1989 graduate from Oil City and an elementary music teacher in Oil City. In addition, she serves on the Franklin Civic Operetta Association’s board of directors and resides in Oil City.

The show is choreographed by Kelly Zerbe, a 1993 graduate of Oil City and a second grade teacher in Oil City. She also teaches dance for Thomas School of Dance and resides in Cranberry.

Show times are at 7:30 p.m. today and

at 2 p.m. Saturday.Tickets range from $10 to $13 and can

be purchased by visiting the Barrow-Civic Theatre in Franklin, calling 437-3440 or visiting barrowtheatre.com.

City fireman Jake Hoovler, the project coordinator, said the department intends to pur-chase 800 new, American-made winter coats for local kindergarten through fifth-

grade students in need in Oil City Area School District. The distribution, set for this month, may expand to students in other area school districts if enough money is raised.

The 2014 goal is $24,500 and just over one-half of that figure

has been raised to date. Eachcoat is priced at about $34.

Contributions may be madeby visiting the Central Avenuefire station, mailing them tothe station at 404 Central Ave.,or going online to http://www.operationwarm.org/oilcity.

Clarion commissioners address lightning, budget transfers

CLARION — Some say lightning doesn’t strike the same place twice, but the Clarion County commissioners aren’t counting on it.

After a lightning strike took out thou-sands of dollars of electrical equipment at the county courthouse in June, the com-missioners are taking action to ensure planned renovations to the courthouse and the accompanying annex project will be protected from lightning strikes.

Commissioners Wayne Brosius, Butch Campbell and Greg Faller approved en-tering into an agreement with Ace Light-ning Protection Inc. of Pittsburgh for consultation services during the court-house renovation and annex project at a cost that is expected to be $2,800 but which is specified not to exceed $4,000.

Faller said this is the same company that installed lightning protection equip-ment when the courthouse was renovated several years ago.

“They will essentially come in and make sure we have continued protec-tion,” Faller said.

Campbell said the company will do a comprehensive assessment and needs analysis regarding lightning protection.

“They will make sure our facilities are absolutely protected against lightning strikes,” Campbell said.

The damage caused by the June storm is estimated at upwards of $25,000, something the commissioners said they don’t want to see happen again.

“As everyone knows, we have had a history of lightning strikes in Clarion County and at the courthouse, and it can become quite costly,” Campbell said.

The company will not be installing any equipment at this time.

“They will just come in to say what our needs will be,” Campbell said, add-ing, “We want to make sure our facility is as safe as possible.”

Budget questionsQuestions arose over budget transfers

approved within several departments in which funds were taken from “retirement” to other areas. Five of the 23 budget trans-fers approved by the commissioners were from “retirement” to other budget areas.

Those five transfers were for a total of $25,500, or about 68 percent of the total of $37,204 for all 23 approved budget transfers.

Campbell said these transfers do not mean the funds are coming from the county employees’ retirement fund.

“This is not a reflection on that account, but rather a budget line item,” Campbell said.

The budget is essentially a best guess of what each line item will need. Since it is made prior to the beginning of the year, it is regularly adjusted as the year goes on, Campbell said.

Brosius noted the county contributes its own portion to the balance of its em-ployee retirement portfolio.

Campbell explained the line item for “retirement” is essentially over-budgeted for county contributions within those departments.

“The salaries listed in the budget wereeffectively over-budgeted, and as a re-sult, so were the retirement contributionsfrom the county,” Campbell said.

This means when other areas in thebudget for each department becomestrained, the county can make transfersfrom the line item for “retirement.”

“This will be happening more andmore as the year goes on,” Campbellsaid. “We expect to see many more trans-fers from ‘retirement’ to other areas.”

In other business, the commissioners: Approved a request by the Clarion

Chamber of Business and Industry to useVeterans Memorial Park and gazebo fora Nov. 29 Christmas parade and party. Approved a proclamation declaring

November as Adoption Awareness Monthin Clarion County. Approved two new vehicle leases with

Clarion Ford for Children and Youth Servicesthrough the Ford Municipal Lease Program.

Clarion County Children and Youth Ser-vices will lease a 2015 Ford Taurus withfront wheel drive and a 2015 Ford Focuswith annual lease installments of $11,292and $537 in fees for each vehicle.

CYS Director Kay Rupert said thelease agreement contains unlimited mile-age and free annual inspections. Approved a contract renewal for

CYS with George Junior Republic ofPennsylvania for residential placementfrom Oct. 1 through June 30, 2015.

The cost will be $89 to $353 per day, witha county match of 10 to 40 percent depend-ing upon the nature of the services provided.
