THE LEAP is the new Creative People and Places programme for Bradford District. We are now seeking to expand our team with five key new appointments to deliver an ambitious programme and make a real difference for Bradfordians.

Born in Bradford (BiB), the landmark project at Bradford Teaching Hospitals NHS Foundation Trust which is tracking the health and wellbeing of more than 13,500 children from before birth to adulthood has won £2m of new investment from Arts Council England’s Creative People and Places programme to inspire people in Bradford and Keighley to get creative and get involved in culture in their local area.

Arts Council England’s Creative People and Places projects will create arts experiences for, by and with local communities with historically low levels of arts engagement. Three million people have taken part in Creative People and Places projects across 21 different locations since 2012. These projects have

already worked with over 800 local partners to put creativity at the heart of the community, including a haulage firm and housing association. http://creativepeopleplaces.org.uk/

Bradford’s new Creative People and Places programme is called ‘THE LEAP’, inspired by BiB artists-in-residence, Ian Beesley and Ian McMillan, who capture the energy of our children leaping into the future in their poems and photographs.

The full programme will be c.£3.5m, with over £1m of match funding already in place. The investment will benefit the whole district with activities for everyone to participate in and enjoy over the next four years. Its core work will focus on the wards of Manningham, Bradford Moor, Tong, City, Keighley West and Keighley Central, some of the most disadvantaged areas of Bradford where opportunities to engage with arts and culture are few and current levels of participation are exceptionally low. The project will begin in early 2020 and aims to generate up to 100,000 new attendances at new arts and cultural events.

Bradford is the 6th largest city in the UK. It sees culture as an important driver of its future social and economic prosperity. Bradford has a cultural heritage that embraces the Brontës, JB Priestley, the first UNESCO City of Film, David Hockney and Dynamo. It is home to the National Science & Media Museum and has a vibrant independent cultural sector with an emerging

new generation of cultural leaders. It offers one of the most excitingly diverse populations in the UK; by 2025 some 50% of our population will be BAME and Bradford will have the youngest population in Europe. It also has the UK’s largest and most vibrant Muslim population.

These are exciting times to work in Bradford. Alongside the award of £2m of Creative People and Places funding the city has recently won major funds to develop Bradford Live, a new music venue being created in a vast former Odeon cinema in the heart of the city and has just been awarded one of the two national pilots as Arts Council England Producing Hub. The Bradford Cultural Place Partnership, supported by Bradford City Council, has taken the decision to bid for UK City of Culture in 2025.

THE LEAP is led by Born in Bradford and a new consortium made up of Bradford Eid Festival, Mind the Gap theatre company, Keighley Association for Women and Children Centre and Royds Community Association.

Bradfordians will shape the programme of THE LEAP and community volunteers – our changemakers - will be at the heart of THE LEAP programme; steering the direction of the work, encouraging people to get involved and selecting and working with artists.

When we have received your application and any supporting materials we have asked for, we will review your relevant experience and skills and invite shortlisted candidates to attend an interview. This will usually be with a panel of three or four people made up of THE LEAP team and our partners and will include your prospective line manager.

• The interview panel will want to hear all about your relevant experience and where you have made a difference in your current or previous roles.

• The interview panel are looking for you to talk about your work, how you do it and the results you have achieved. The interview panel will be assessing your relevant skills as well as how you can contribute to making THE LEAP a success.

• You may also be set a challenge relevant to the role you are applying for. The email invitation we send you for an interview will include all the information you need. This might be a presentation or a written exercise.

• To keep us all safe and well during the COVID 19 situation the interviews will be held on-line using Zoom. These will be followed up if more than one interview is needed by in person meetings strictly following Government guidance on social distancing.

Main purpose of the roleTo provide arts and cultural expertise, guidance and inspiration to THE LEAP communities, partners and colleagues and to be lead producer of major cultural programmes for THE LEAP across a range of art forms.

It is led by Born in Bradford and a new consortium made up of Bradford Eid Festival, Mind the Gap theatre company, Keighley Association for Women and Children Centre and Royds Community Association.

We are now looking for an outstanding Creative Producer to lead on the facilitation and delivery of THE LEAP’s arts and cultural programmes, with a key focus on community led and developed arts and culture initiatives within diverse communities where participation levels and ownership are significantly low. You will lead on commissioning and producing sensational cultural programmes and events that will effect a sea change in how arts and culture is seen, valued and owned in Bradford.

Key Responsibilites

1. Facilitate the development and realisation of artistic ideas and ambitions of people in the LEAP communities.

2. To provide expert cultural sector advice to colleagues and to THE LEAP Consortium

3. To inspire, support and develop the cultural expertise of project partners

4. Identify, allocate and manage resources (both human and physical) across the creative programme.

5. Scope out, evaluate and test the artistic and financial viability of activities and develop clear delivery plans, project parameters and budgets for each project.

6. To set agreed objectives for each project supported by THE LEAP and relate these back to THE LEAP programme evaluation and monitoring opportunities.

7. To support the design of data capture methodologies, systems and metrics

8. To source and manage freelance producers, artists, and project partners to ensure both excellence of process and artistic outcome.

9. Conduct contractual negotiations with agents and creative teams to include availability, royalties’ agreements, fees, IP, work permits, travel and accommodation arrangements where appropriate.

10. Ensure accurate and prudent management of all delegated programme budgets, providing timely and accurate updates of budget projections, cashflows and other financial information as required and within agreed finance procedures.

11. Proactively explore opportunities to ensure maximum exposure and return on public investment for all original work created by THE LEAP

12. Develop and manage positive relationships with NPOs, MPMs and artists across Bradford district and beyond

13. To actively contribute to appropriate evaluation and review of systems in order to monitor, evaluate and continuously improve THE LEAP’s delivery of its mission.

14. Contribute to strategies for skill transfer and capacity building to LEAP communities.

15. Deputise for the Director as required.

16. Support the Director to prepare and present reports to THE LEAP Consortium and to funders and partners.

17. Participate in key regional, national and international networks on behalf of THE LEAP

18. To contribute to the design and delivery of fundraising applications for a wide range of potential investors e.g. grant makers, corporates (Arts Council England, Local Authority), commissioners, private Trusts & Foundations, individual donors etc.

19. Lead on data collection and collation to inform programme planning, project reports and monitoring / evaluation targets.

Salary: £30-£35,000 subject to experience

Hours: 37 hours per week. Flexibility of working hours required including some evening and weekend hours. A system of time off in lieu applies for additional hours worked.

THE LEAP Bradford Community Development Manager

Community Development Managers are at the heart of THE LEAP programme. You will reach out, engage and support communities and organisations to develop ideas and solutions that can broaden and increase opportunities for communities to lead and participate in quality arts and culture. You will be part of a new team and a fast-paced operating environment. You will play a key role in enabling people to commission and co-create extraordinary cultural programmes and unforgettable events that will create a sea change in the way arts and culture is valued and owned by the people of Bradford. You will have experience of working with a range of people from diverse backgrounds and supporting both individuals and organisations to develop the skills, capacity and infrastructure needed for their ideas and projects to start up, thrive and create a major impact.

• Devising and implementing outreach strategies, proactively seeking out community led arts, culture and creative initiatives with the highest potential to inspire, engage and create impact in communities.

• Providing effective support to people and projects so that community led arts, culture and creativity can start up and thrive.

• Developing and managing stakeholder relationships and networks at all levels to grow the role and profile of arts and creativity within THE LEAP target communities.

• Engaging and supporting a community of volunteer Changemakers to ensure they can contribute their skills and experience.

• Ensuring that THE LEAP responds directly to community need and that communities are at the heart of decision making.

As a member of THE LEAP frontline team, the post-holders will become embedded in localities and work with a range of individuals, community groups, artists and organisations at different stages of their journey. Community Development Managers are responsible for the delivery of a package of tailored support that provides the best chance of developing high impact. Community Development Managers work with high degrees of autonomy and manage a mixed portfolio of demands to deliver THE LEAP mission.

THE LEAP Bradford Community Development Manager

Key Responsibilites

The Community Development Manager will:

1. Assume responsibility for identified localities, establishing a high-profile role as the convener, connector and champion for arts and culture in localities.

2. With colleagues, design and deliver an outreach programme ensuring that THE LEAP has in-depth reach and relationships with communities, business and third sector organisations within THE LEAP localities.

3. Build a diverse network of supporters from the public, private and third sector for the individuals, artists, groups and organisations supported by THE LEAP.

4. Build partnerships with a range of multi-disciplinary contacts and organisations that share THE LEAP aim to amplify the quality and range of arts and cultural experiences available to and accessed by people in THE LEAP target communities.

5. Identify and secure opportunities for local partnerships and collaboration opportunities in support of THE LEAP work programme.

6. Support individuals, artists and organisations with potential to create significant impact, providing high quality, tailored coaching and development support.

7. Undertake assessment of proposals and budget requests for support from THE LEAP from artists, communities and organisations.

8. With communities and a range of partners co-design and co-develop opportunities for networking, peer support and training for the individuals, organisations and artists supported by THE LEAP.

9. Support THE LEAP Creative? Producer to identify community led creative ideas with potential for major impact, and collaborate on the design of tailored packages of support to help them reach their potential.

10. Experiment with and support learning capture for innovative, participative approaches that enable communities to take the lead on decision making about the use of resources in localities.

11. Ensure that accurate narratives, data and statistics are recorded on THE LEAP and THE LEAP partner database and record keeping systems.

12. Work with external evaluation and research partners to organise and facilitate focus groups and one-to-one interviews in various settings where appropriate to support the iterative design and evaluation of THE LEAP programmes and initiatives.

13. Represent THE LEAP externally at meetings, working groups, conferences and internal networks as well as local voluntary and community sector forums and platforms.

14. Produce reports and updates of progress, outcomes and impact of community engagement activities.

15. Contribute to the design and development of fundraising opportunities from a range of sources including public sector, trusts and foundations, business and institutions.

16. Lead on data collection and collation to inform programme planning, project reports and monitoring / evaluation targets.

THE LEAP is the new Creative People and Places programme for Bradford, an exciting ten year project to increase people’s engagement in the arts and cultural activities. It is led by Born in Bradford and a new consortium made up of Bradford Eid Festival, Mind the Gap theatre company, Keighley Association for Women and Children Centre and Royds Community Association.

We are now seeking an Administration Assistant to work with the Administration Manager and support the effective and efficient administration of all aspects of THE LEAP programme.

THE LEAP Bradford Adminstration Assistant

Key Responsibilites

1. Assist the Administration Manager ensuring all administration procedures and systems are functioning and effective e.g. contracting and invoicing, systems and processes, policies.

2. Ensure the filing and archiving of project documentation to ensure that THE LEAP and programme funders are adequately informed of progress

3. Help build strong and productive relationships, supporting effective communications on behalf of the THE LEAP

4. Assist with organising of meetings and events including THE LEAP consortium meetings, conferences

5. Ensuring data and information is collected efficiently and entered into THE LEAP database and other data management systems.

6. Answer telephone and email enquiries, recording all information and dealing with enquiries in a timely manner

7. Maintain and keep updated all digital and hard copy files

8. Preparing, collating and maintaining meeting papers and event information

9. Provision of administration support to THE LEAP Director

10. Provision of administration support to THE LEAP Community Development Managers

11. Support LEAP Team to collate data for monitoring and evaluation

12. Attend and support consultation events and workshops

13. Assist writing up of notes from consultation events and workshops

Skills and Qualifications

Salary: £8.72 per hour

Hours: 37 hours per week. Flexibility of working hours required including some evening and weekend hours. A system of time off in lieu applies for additional hours worked.

Holidays: 25 days per annum - plus bank holidays.

Notice period: Three months.
