01 Formulate the industrial long-term Development Planning, Clarify the Development Direction and
Route, such as
<Made in China 2025> roadmap of technological key areas, released by Ministry of Industry and
Information Technology(MIIT);
The Development Planning of National Strategic Emerging Industry in 13th Five-Year Plan,
released by State Council,
Mid-long term Development Planning of Automotive Industry, released by MIIT, NDRC and
MoST.
02 Improve the Standardization System of new-energy vehicles, tighten up Access Control of production,
such as
China Standardization Roadmap for Electric Vehicles, formulated by CARTAC;
Access Management Rules for New Energy Vehicle Production Enterprises and Products ,
released by MII;
Measures for the Co-management of the Average Fuel Consumption and New Energy
Vehicles Points of Passenger Vehicle Enterprise released by 5 line ministries.
03 Main projects promote the transformation of New-energy Vehicle Industry, such as
38 main research tasks in 6 systemic and intelligent projects, focusing on traction battery, driving
motor, fuel cell, plug-in/ range-extended and electric power;

New Ara——The period of the 13th Five-Year Plan marks the decisive phase in the national effort to build China into a
comprehensive moderately prosperous society. As a new national strategic industry, new-energy vehicle plays an
important role in the process of global energy reformation and national green development. In general, the scale of
Chinese New-energy Vehicle Industry ranks first in the world and the overall technical capability rises significantly.
New Energy——In a time when the form of vehicles and the mode of production are under profound transformation,
new demands and new business models emerge constantly in the market, the industrial structure and ecological
system are faced with a thorough re-adjustment, the development of new-energy vehicles will take on a trend towards
the combination of intelligence, mobilization, Internet-connection and sharing.
New Standards——The standardization system of new-energy vehicles has been formed initially. Given to the
development requirements of energy-efficient industry and market, the standardization system needs to be promoted
and the key points need to be highlighted. A comprehensive technical system of standardization, which centers around
the promotion of industrial resource, scientific management and the coordinated development between different
industries, should be built.
