School Inspection November update Information all schools

You can find Ofsted’s regular update issued to its inspectors here. This update includes information

about segregation by sex, electronic evidence gathering (EEG) for school inspections, safeguarding

reminders and information on the updated Schools Causing Concern guidance (see below for more

detail on this).

Ofsted annual report Information all schools

On 4th December 2018, Ofsted launched its annual report, and this was accompanied by a speech from Chief Ofsted Inspector Amanda Spielman outlining the key findings in the report. Key points relating to schools include:

▪ 95% of early years providers and 86% of schools are at least good

▪ the importance of a focus on early reading to tackle disadvantage

▪ provision for young people with SEND is too disjointed and too inconsistent

▪ schools cannot be the “panacea for all society’s ills”. The report says it is important to be

clear about what is a school responsibility and what should be tackled “beyond the school

gates”. She mentions knife crime, obesity and ensuring that schools are not expected to

take on what should be parental responsibilities

▪ almost 10,000 pupils disappear from school rolls in the middle of the GCSE years. Ofsted

are concerned with the practice of off rolling (illegal or unethical removal of pupils, most

often to boost exam results)

▪ There is a proportion of schools which have been persistently judged less than “good”, with over 490 “stuck in a cycle of poor performance” since 2005. Spielman has called these “stuck schools”. The report calls for more outstanding schools to support “stuck schools”

From early in the new year the new Education Inspection Framework will be consulted on (see below for more information).

Ofsted Curriculum research – phase 3 Information all schools

On 11th December Ofsted published phase 3 of its research into the quality of the curriculum entitled

“An investigation into how to assess the quality of education through curriculum intent,

implementation and impact”. This was accompanied on the same day with a commentary from Chief

Inspector Amanda Spielman. The focus of the research was to look at how the quality of a school’s

curriculum could be inspected. Amanda Spielman has emphasised that there will be no “Ofsted

curriculum” and that “we will recognise a range of different approaches”. In her commentary

Amanda Spielman reiterated that Ofsted would try to keep the overall proportion of schools

achieving each grade "roughly the same" between the old framework and new, and would not be

“raising the bar”.

On 18th December 2018, Ofsted published a series of short videos and slides which explain the

Education Inspection Framework (EIF) 2019 Information all

schools

The draft Education Inspection Framework (EIF) and handbooks have been promised early in the

new year and these will be consulted on during the spring term.

There are 3 main proposed changes:

• Removing outcomes as a stand-alone judgement

• Broadening the existing quality of teaching, learning and assessment judgement into a quality of education judgement. This new judgment will include curriculum alongside teaching, learning and assessment, and will also reflect outcomes

• The current judgement of personal development, behaviour and welfare will be split into two separate judgements: one for behaviour and attitudes, and the other for personal development

Under the quality of education judgement, Ofsted intend to look at 3 distinct aspects. First the intent – what is it that schools want for their pupils? Then the implementation – how are teaching, learning and assessment fulfilling the intent? Finally, the impact, which is both the results and wider outcomes that students achieve, including the destinations they go on to. In a speech on 21st November 2018 to the Association of Colleges annual conference Amanda

Spielman said “I want to make sure that at Ofsted we are focusing on what is taught and how it is

taught: not just the qualification that comes out at the end”.

The Ofsted blog published on 18th December 2018 aims to debunk myths about the Ofsted process

and contains links to resources and information to help schools prepare themselves for the new

framework.

Amanda Spielman letter to Public Accounts Committee

Information all schools

On December 10th 2018, Amanda Spielman wrote to the Public Accounts Committee. She

confirmed that more information regarding proposed changes to the short inspection (section 8)

model would be contained in the draft Education Inspection Framework. She is confident that

Ofsted “will be able to allocate more inspector time to on site activities” in short inspections under

the new inspection framework. She also confirmed that Ofsted are working on a project to replace

Parent View with a new service to “increase the volume, quality and diversity of views” it gathers

from parents. The letter can be read here.

Inspection of outstanding schools Information all schools

Nick Gibb, Minister of State for School Standards, has written a letter to Amanda Spielman, asking that Ofsted increase the level of inspection for outstanding schools to 10% (rather than the current 5 - 10%). This comes amid concerns that some schools previously rated outstanding have not been inspected for over 10 years. Nick Gibb writes “This 10% will include schools and colleges where Ofsted’s risk assessment indicates there may be concerns. Ofsted can of course also choose to visit a selection of schools and colleges where best practice is likely to be found to support its survey and research programme, as set out in your strategic plan.”

Multi-academy trust summary evaluations Information all

academies and trust boards

On 13th December 2018, Sean Harford, Ofsted’s National Director of Education, published a blog

describing Ofsted’s new approach to the inspection of Multi-Academy Trusts (MATs). The aim is to

ensure that the role of the MAT is properly considered in individual inspections of MAT schools. The

new approach will involve a number of inspections of individual academies in a MAT over a period

of up to two terms. Once all the reports are published a team of inspectors will work with MAT senior

leaders (head office visit) to evaluate the effectiveness of the MAT as a whole. The blog states

“MAT summary evaluations may also include inspectors visiting a small number of schools during

the week of the MAT head office visit, in agreement with the MAT, in order to see first-hand specific

evidence of the impact of the MAT, in addition to that gathered during the routine inspections. It is

crucial to highlight that these visits are not inspections and may include exempt schools.”

Operational guidance has been published for transparency concerning MAT summary evaluations.

Revised KS2 statistics Information all primary schools

On 13th December the DfE published updated statistics on the performance of KS2 pupils. This is an

update to the provisional release published in September. A press release from the DfE said that

the statistics “show that disadvantaged primary school pupils are closing in on their better off peers

as the disadvantage gap index falls for the seventh year in a row”. The press release states that

pupils in multi-academy trusts did “significantly better in writing and maths”. On the same day the

DfE published research into sustainable improvement in multi school groups.

Primary school performance tables for 2018 Information all

primary schools

On December 13th 2018, the DfE released the primary school performance tables for 2017/18. For each primary school, this includes the results for key stage two SATs and teacher assessments, and key stage one and two pupil progress measures in reading, writing and mathematics.

This data can help governing boards to hold school leaders to account for the educational performance of their school(s). Click here to compare how your school is performing in relation to others in the local area or create your own comparison with similar schools.

School Improvement Support Information all schools

On 9th November 2018 the DfE published details of the support that will be available to schools identified as coasting or below the floor standard but not judged ‘inadequate’ by Ofsted. Eligible schools will receive up to three days of free advice from National Leaders of Education. This follows the announcement made in May 2018 by Education Secretary Damian Hinds confirming that the floor and coasting measures would be replaced by a single data trigger identifying which schools would benefit from support. This new measure will be consulted on in the new year.

Education Endowment fund research into maths tutoring

In November the Education Endowment Foundation published the results of some research into the effectiveness of one of the interventions which can be found in the EEF toolkit. The research focussed on low cost maths tutoring. It found that one hour of dedicated support for 20 weeks boosted maths progress by three or more months. This is just one of the interventions found in the EEF toolkit, a free resource for schools on the effectiveness of initiatives to raise the attainment of pupils. Year 4 multiplication tables check Statutory all primary

schools

On 13th November, the Department for Education (DfE) released some further information about a new online times tables assessment for year 4 pupils, which will be compulsory from 2020. The assessment will check whether pupils are able to “recall the multiplication tables up to and including 12 × 12”. The aim is to “help schools to identify pupils who have not yet mastered their times tables, so that additional support can be provided”. Schools can volunteer to take part in a pilot of this assessment between 10 and 29 June 2019. This will allow schools to familiarise themselves with

the check before it becomes statutory in June 2020. Governing boards may want to receive the results of these checks as part of their routine monitoring of student outcomes.

Changes to assessment for pupils with complex needs

Information all schools

The Department for Education (DfE) has announced that a new statutory assessment system for pupils not in subject-specific study will replace P scales 1 to 4 from 2020. The ‘7 aspects of engagement’ approach focuses on abilities in specific areas such as awareness, curiosity and anticipation and enables every kind of progress made by these pupils to be identified. This follows the Rochford Review which concluded that P scales did not best serve the interests of pupils with the most complex needs. An expert group, led by Diane Rochford, will now refine the approach based on the findings of the pilot, ready for it to be introduced in all state-funded schools which have pupils not in subject-specific study from 2020. The DfE has said that further guidance and training will be made available to schools and other stakeholders ahead of the changes coming in.

New data available in ASP (Analysing School Performance)

Information all primary schools

The following data is now available in ASP:

• provisional 2018 key stage 1 and phonics data (including data for disadvantaged pupils)

• 2018 absence data (2 terms) - this includes all absences reported during the 2017 autumn term and 2018 spring term

• 2018 primary Inspection Data Summary Reports (IDSRs) - these hold provisional data for key stages 1 and 2, phonics, and contextual data (including data for disadvantaged pupils)

ASP is a free service which requires users to login through the DfE’s sign-in portal. Those governing are entitled to login details and should speak to the individual at their school who deals with secure logins to help them set up an account.

During November the DfE updated its collection of resources and professional development opportunities to help schools develop their leadership, staff and curriculum, so they can improve their results and performance. The collection includes a series of resources on governance.

In November the DfE published statistics on children looked after in England.

Schools causing concern guidance Information all schools

On 8 November 2018, the DfE issued updated guidance on Schools causing concern. The revisions

are minor and are intended to keep the guidance accurate in light of the Secretary of State’s speech

on school accountability (read a summary of the speech here) to the National Association of Head

Teachers (NAHT) conference on 4 May 2018:

• a new ‘key principles’ section setting out the main implication of the speech

• amendments to chapter 2 (‘coasting’) to make clear that regional schools commissioners

(RSCs) will no longer use formal intervention powers because a school falls within the

coasting definition

• amendments to chapter 3 (‘warning notices’) to reflect the fact that RSCs will no longer

issue warning notices on educational grounds unless the school has already been rated

inadequate by Ofsted

• amendments to chapter 5 to clarify that where the DfE has mandated academy conversion,

local authorities retain the responsibility for a school's improvement right up until the school

closes and reopens as an academy.

SAFEGUARDING, HEALTH & WELLBEING

Mental health and behaviour in schools Information all schools

The DfE has updated its guidance on mental health and behaviour in schools with information on how to identify behaviours that may be related to a mental health problem.

It gives advice on: • how to create a whole school culture, including promoting positive mental health

• understanding the link between mental health and behaviour

• how to identify children with possible mental health problems

• where and how to put in place support, including working with external agencies

This non-statutory guidance applies to all schools and is aimed at governors and trustees as well as school staff, including teachers, SENDCos and designated safeguarding leads. The advice should be read alongside the non-statutory guidance on behaviour and discipline in schools which reflects recent developments in other areas, in particular alternative provision, exclusions and safeguarding.

Bullying in schools Information all schools

The Department for Education (DfE) has released a report on bullying in England based on data from the latest crime survey. The report found that 17% of young people reported bullying between April 2017 and March 2018, with the majority of bullying incidents taking place at school. Governing boards have a duty to ensure bullying is addressed in their school(s) and that an effective strategy is in place to stop it happening. The DfE has published a case study detailing a “whole-school” approach to tackling bullying.

School premises guidance Information all schools

The Department for Education (DfE) has released new guidance to clarify what schools can do to bar or remove individuals from the school premises. The guidance, entitled ‘Controlling access to school premises’, explains schools’ rights and responsibilities regarding access to the site, and how they should handle unwanted individuals on the premises.

Health and safety guidance for schools Information all schools

The Department for Education (DfE) has published updated guidance on health and safety in schools. The guidance reminds schools that they must have a health and safety policy in place and sets out the key elements of an effective policy. Governors and trustees must ensure that that they have approved a health and safety policy that is relevant to the school. Once the board has approved the policy, governors and trustees should regularly ask questions to ensure that the policy is being properly implemented. This guidance is part of a collection of guidance documents on health and safety issues which can be found here.

Health and safety on educational visits Information all schools

The DfE has published guidance to help schools understand their obligations when undertaking

educational visits and other out of school activities.

Workshop to Raise Awareness of Prevent (WRAP) Information

all schools

The Workshop to Raise Awareness of Prevent (WRAP) training has been developed by the Home

Office. This multi-agency training is designed to help staff recognise and support people who are

vulnerable to radicalisation or to being influenced by extremism. Alongside other safeguarding training, it

is important for all staff who work with children, young people and adults to know how to recognise those

who are vulnerable to radicalisation and how to access appropriate support.

More dates for this training have now been added up to, and including, September 2019.

Protecting children from criminal exploitation, human

trafficking, and modern slavery Information all schools

In the spring of 2018, Ofsted, the Care Quality Commission, Her Majesty’s Inspectorate of Constabulary

and Fire & Rescue Services and Her Majesty’s Inspectorate of Probation examined ‘the multi-agency

response to child exploitation and children missing from home, care or education’, looking specifically at

the criminal exploitation of children.

This report sets out the inspection findings and is useful information for schools working in higher risk

areas.

Activity passport Information all primary schools

On 29th December 2018 the DfE published its “activity passport” for primary school children. This is

a list of suggested activities designed to “enrich children’s experiences and skills” and “help build

children’s character and resilience.” It is based on an activity passport seen by the education

secretary Damian Hinds at St Werburgh’s Primary School in Bristol, which was inspired by the

National Trust’s ’50 things to do before you’re 11 ¾’ list.

FINANCE & PROCUREMENT

Buying Deals for Schools Information all schools

The DfE has released further deals it has negotiated to enable schools to save money. Both the new and existing deals can be found on the DfE website. One of these is the supply teacher agreement which involves a list of preferred agencies which are properly accredited and should provide value for money for schools. Governing boards can ask senior leaders if they have investigated the deals on the list, to see whether they can save their school money.

16-19 Funding allocations Information all sixth form providers

The DfE has published information about how 16 to 19 funding is allocated to colleges, providers,

schools and academies. This was accompanied by a letter explaining the funding for post 16

providers. The letter brings together the 16 to 19 and 19+ funding in a single letter, rather than

them being sent separately at different points of the year.

School resource management advisers Information all schools

ESFA is extending its School Resource Management Advisers pilot, to August 2020. SRMAs are

sector experts, who have demonstrable experience of helping schools and trusts make the best use

of their capital and revenue resources.

All SRMAs go through an induction and accreditation process, run by the Institute of School Business Leadership (ISBL). This ensures they have the expertise and confidence to help schools and trusts make best use of their resources including in the tools and techniques of integrated curriculum and financial planning. Schools’ Choice is one of nine organisations providing this service on behalf of the DfE. Please read this blog for more information about this service.

High needs funding Information all schools

Alongside the publication of the Dedicated Schools Grant allocations tables on 17th December 2018,

Secretary of State Damian Hinds has written a letter to Local Authorities to announce an increase in

high needs funding. Among other measures detailed in the letter he has announced an additional

£250 million of high needs funding – £125 million for 2018-19; £125 million for 2019-20. This news

National funding formula 2019/20 Information all schools

In November 2018 the DfE published tables showing provisional allocations for the schools, high

needs and central school services blocks from 2019 to 2020 onwards.

PERSONNEL & STAFFING

Teacher workload recommendations Information all schools

In November the DfE published the report of the Workload Advisory Group. The report addresses the issue of data collection and management specifically whereas the workload reduction toolkit published in July examined all areas of workload. The publication of the report was accompanied by a letter to all school leaders from the Secretary of State for Education accepting all of the report’s recommendations and committing to take action. This news story summarises the main features of the report and the government response. The report says governing boards “should normally be prepared to receive information in whatever form it is currently being used in the school. They should agree with school and trust leaders what high-quality data they need, and when, in order to fulfil their role effectively and to avoid making unreasonable, ad hoc data requests during the course of the school year. This includes consideration of any in-year data they receive, how meaningful this is and whether this can be reduced”.

The report also says “Ofsted inspectors should ask questions about whether schools’ attainment

data collections are proportionate, represent an efficient use of school resources, and are

sustainable for staff. They should draw on the responses from teachers to the staff questionnaire

regarding SLTs’ consideration of workload when implementing policies. If a school’s system for

attainment data collection is disproportionate, inefficient or unsustainable for staff, inspectors should

reflect this in their reporting on the school”.

Teachers Working Longer Review Information all schools

In November the DfE published the final report of its Teachers Working Longer Review. The report was produced by the Teachers Working Longer Review Steering Group, which was made up of the Department for Education, Welsh Government, teacher trade unions and employer representatives. The report examines the implications of teachers working longer as a result of changes to the pension age.

Teaching vacancies website Information all schools

Teaching vacancies is a free service for publicly funded schools that provide primary and secondary

education in England. Staff involved in recruiting teachers for these schools can use it to:

• list a teaching job on the service, which jobseekers everywhere can search for free

• view jobs they have previously listed on the service

Report on improving staff wellbeing Information all schools

In November, the Anna Freud National Centre for Children and Families published a report on the wellbeing of school staff. The report identified a range of approaches for schools which could help support their staff’s wellbeing. The report presents case studies of possible approaches to address wellbeing concerns. In general, workload seemed to be the biggest issue for wellbeing with 58% of respondents identifying a reduction in workload as being the single initiative which would most improve their mental wellbeing.

CURRICULUM

Support from English hubs Information all primary schools

In November the DfE published details of how to get support from English hubs. The English hub

schools will offer support to local schools to improve their teaching of early language and reading in

reception year, year 1 and year 2.

Introduction of T Levels Information all sixth form providers

T Levels (the technical equivalent of A levels) are due to be introduced from the academic year 2020 to 2021. This guidance details what they are and what they will cover. An action plan for their implementation has also been published. Teaching professionals will be offered the opportunity to participate in the new T Level Professional Development Programme to help them to develop their skills and knowledge, so they are ready to deliver T Levels from 2020. PARENTS AND THE WIDER SCHOOL COMMUNITY

Improving the home learning environment Information all

primary schools

In November 2018 the DfE published guidance on changing behaviour to help promote early

language and literacy development through the home learning environment. It sets out an approach

that all organisations can use to inform their activities, to ensure that the advice given to families is

consistent and based on evidence. The Secretary of State for Education Damian Hinds held a

“Home learning summit” on 14th November to explore opportunities to help parents with early

learning at home. This has been backed up with an £18 million investment in projects to improve

children’s early language and literacy and boost parents’ confidence with home learning.

Guidance from the Education Endowment Foundation (EEF) to

help schools engage with parents Information all schools

The Education Endowment Foundation (EEF) has released guidance to help schools engage with their parents to “improve children’s academic outcomes”. The guidance offers four practical tips for schools which will help them better engage parents. These are:

1. critically review how you work with parents

2. provide practical strategies to support learning at home

3. tailor school communications to encourage positive dialogue about learning

4. offer more sustained and intensive support where needed

The guidance recognises that parental engagement is not easy and will require “sustained effort and support”. The EEF recommends establishing a plan with clearly defined aims. Governors and trustees can get involved in monitoring progress against the plan.

Extra support for disadvantaged families during school

holidays Information all schools

Organisations from across the country have been invited to bid for a share of a £9 million

government investment to deliver free meals and holiday clubs for pupils eligible for free school

meals during the 2019 summer break. This news story contains more information about this

programme.

The DfE has published the annual report and accounts for the academy sector. The accounts show that 125 trusts were paying at least one member of staff more than £150,000, which is 4% of academy trusts in the sector. The Academies Financial Handbook 2018 has since strengthened requirements for robust pay policies and procedures. The accounts also show details of the numbers of academy trusts in cumulative deficit at the end of August 2017, which was 185, as well as the number and value of related party transactions conducted in that year: 2,399 totalling £134 million. The DfE has announced new rules which come into force from April 2019, requiring trusts to declare all related party transactions and to gain approval for all those over £20,000.
