About TIER◼ The Taiwan Institute of Economic Research (TIER) was established on September 1, 1976 by Dr. Chen-Fu
Koo as the first private independent think tank in Taiwan. The main purpose of the institute is to activelyengage in research on domestic and foreign macroeconomics and industrial economics in order toprovide consultation to the government and enterprises and to promote Taiwan’s economicdevelopment.
◼ For the past 40 years, TIER successfully built its professional reputation among other think tanks in Taiwan.Research reports, industrial consultations, economic forecasts, and various publications produced by theinstitute are highly acclaimed.
◼ TIER actively participates in dealing with international affairs and this enables it to gain a solidunderstanding of global trends, to provide forward-looking analysis with a global perspective, and toformulate optimal policy alternatives for both businesses and the government.

◼ Since 2018, our research team has assisted the local government with the establishments of fuel cells for backup power system. As of2020, the research team had already installed fuel cells for backup power system in 5 places, including smart communities in NewTaipei, 235 Environment and Green Energy Educational Center in Chiayi County , Heyao cultural park in Taoyuan City, Kuihui villageoffice room in Taoyuan City. Our team keeps approaching other places for the establishment.

Conclusions and Discussion Taiwan is the world's top producers in the machine tool industry. Quality and reliability of products,
comprehensive supply chains, and cross-domain integration are all of our most significant advantages.
Through vertical and horizontal integration, Taiwan's green industry could provide a set of totalsolutions, such as solar and wind energy, fuel cell, energy storage, and customized powermanagement systems.
In terms of geographical location, Taiwan is the heart of Asia and has actively legislated for the high-tech industries, propelling the countries to prosperity from a relatively recent agrarian base.
The engineering industry in Taiwan provides not only fast and high-quality products but also protectsinternational fuel cell firms' intellectual properties from being pirated. Despite the fact that theTaiwanese market is relatively small compared to Europe, it is still a valuable manufacturing site forinnovative products.

(1) Fabrication of the broad-temperature-range ceramic substrate supported solid oxide fuel cells by tape casting-screen printing processes and metal supported cells by plasma spraying techniques.
