Areas where a consensus has been found The rationale behind the building of a TECDOC
The general structure of the document
The core concepts of design target, safety envelope and as-built state
The use of these concepts in compliance control (monitoring, management systems, including requirement management)
The building and review of an integrated safety case which includes these concepts
The use of the safety case as a tool to check whether the facility is heading in the right direction during the operational phase and will deliver safety functions necessary for long-term safety

GEOSAF 2 TECDOC : Terminology Recommendations for modification of terminology
▌ Initial state
get rid of “initial state”, since it may be confusing and of little use in the TECDOC
▌ Timeframes
Use “operational phase”, “pre-operational phase”, “operational safety”, “closure phase” and “at the end of closure”; get rid of “pre-closure”
Add a diagram explaining the relationships between the phases (e.g. from the group 3 diagram or the SSM diagram)

▌Emphasise “passive safety” in the introduction
▌Complement safety case definition with that from NEA
▌Introduce the need for delivery of safety functions up front in chapter 1
▌Simplify and normalize the structure of the introduction (background-objectives-scope)
▌Clarify the scope of parameters in chapter 3 and 4 (not only quantitative, not only related to EBS, not only measurable…)
▌Clarify the role of the regulator in the definition of the Safety Envelope
▌Make a link with the impact of pre-disposal activities on the SE
▌Complement chapter 3 with a reference to robustness
▌Clarify the role of operational limits and conditions in chapter 4
