Today’s event brings together for the first time in Ireland a unique line-up of policymakers, practitioners and experts from across the globe to discuss emerging cybersecurity challenges. It is the biggest conference on these issues to be held in Ireland in 2013, and we are delighted that you are here in the Mansion House to participate. We are very pleased to welcome to the conference An Tánaiste and Minister for Foreign Affairs and Trade, Eamon Gilmore T.D., and the Minister for Communications, Energy and Natural Resources, Pat Rabbitte T.D. Cybersecurity has moved to the very top of the global agenda. Ongoing debates over state surveillance, growing incidents of cyber attacks on global businesses, and the increasing complexity and range of cybercrimes targeting the individual citizen,

Session 3Cyberdefence: Global responses to emerging threats

The security landscape has continued to change dramatically in the 21st century due to technological innovation and ease of access to the Internet. This poses new threats to states and their critical infrastructure. Nation states and multilateral organisations must find new ways of addressing emerging threats, as international cooperation becomes increasingly vital in facing common challenges.

SPEAKERSPat Rabbitte T.D., Minister for Communications, Energy and Natural ResourcesMinister Rabbitte previously served as Minister of State to the Government from 1994 to 1997 and as Minister of State at the Department of Enterprise, Trade and Employment with responsibility for Commerce, Science and Technology. Minister Rabbitte has been a T.D. for the constituency of Dublin South West since 1989 and was Leader of the Labour Party from 2002 to 2007.

Richard Horne, Cybersecurity Partner, PwCPrior to his appointment at PwC in October 2013, Dr. Horne served for 12 years as Director of Electronic Protection and COO for Global IT Operations at Barclays, and spent a year on secondment to the Cabinet Office to help shape the UK’s national cybersecurity plan across government and the economy. He has represented the UK on security matters at the OECD, the European Commission and the ISO.

David Francis, Chief Security Officer, Huawei UKPrior to his appointment at Huawei UK, Mr. Francis was COO with an eCommerce platform. He was also VP of the Operations Department at Symantec where he was responsible for the Software as a Service (SaaS)/Cloud Operations Unit. Working with government and local authority customers, he gained vast experience of cybersecurity challenges and requirements for both the public and private sectors. He started his career with

British Telecom as an engineer and has held several positions in the ICT sector in the UK as well as in the U.S.

Dave Merkel, Chief Technology Officer, MandiantMr. Merkel’s responsibilities include the delivery of advanced threat detection and response solutions for business, technology partnerships, product development and innovation. He has 15 years’ experience in the information security industry dealing with incident response, including directing security operations at America Online, and has served as a Federal Agent in the United States Air Force.

Olivier Burgersdijk, Head of Strategy and Outreach, European Cybercrime Centre (EC3)As Head of Strategy at EC3, Mr. Burgersdijk is responsible for strategic analysis, outreach, R&D, specialised forensic tools and techniques. In 2006, Mr. Burgersdijk, a former member of the Rotterdam-Rijnmond Police Force, joined Europol, where his responsibilities included the implementation of EU policies related to information management.

Steve Purser, Head of Core Operations Department, European Network and Information Security Agency (ENISA)Mr. Purser is currently responsible for all operational activities of ENISA. He frequently publishes articles in the specialised press and is the author of A Practical Guide

to Managing Information Security (Artech House, 2004). From 1993 to 2008, he held the role of Information Security Manager for a number of companies in the financial sector.

Marietje Schaake, Member of the European ParliamentMs. Schaake is an MEP and represents the Dutch Democratic Party (D66) in the Alliance of Liberals and Democrats for Europe (ALDE) political group. She is a member of the Parliament’s Committees on Foreign Affairs (AFET) and International Trade (INTA), where she focuses on the free flow of information. In 2012, she authored the EU’s first Digital Freedom Strategy. She serves on the Board of Governors of the European Internet Foundation.

Brian Honan, Founder and CEO, Irish Reporting and Information Security Service (IRISS-CERT)Brian Honan founded Ireland’s first Computer Emergency Response Team (CERT) in 2008 and was appointed as Special Advisor on Internet Security to the European Cybercrime Centre (EC3) in October 2013. He lectures on information security at UCD and sits on the technical advisory board for a number of information security companies. Mr. Honan is the author of ISO 27001 in a Windows Environment and The Cloud Security Rules and is the European Editor for the SANS Institute’s weekly SANS NewsBites.

Michael Daniel, Special Assistant to President Obama and U.S. Cybersecurity CoordinatorMr. Daniel leads the interagency development of national cybersecurity strategy and policy in the United States, and oversees interagency policy implementation. Before joining the National Security Staff, he served for 17 years with the Office of Management and Budget. He played a key role in shaping intelligence budgets, improving the management of the Intelligence Community, and resolving major policy issues including cybersecurity, counterterrorism spending, and information sharing and safeguarding.

Heli Tiirmaa-Klaar, Cybersecurity Policy Advisor, European External Action Service (EEAS)Ms. Tiirmaa-Klaar currently advises the EEAS on cybersecurity issues. She has been working in this area since 2007, when she led an interdepartmental working group to develop the national Cybersecurity Strategy in Estonia. Between 2008 and 2010, she managed the national Cybersecurity Council and oversaw the development of Estonia’s Critical Information Infrastructure Protection system. In 2011, she helped to develop the new NATO Cyberdefence Policy and its Action Plan at NATO headquarters.

Ian Levy, Technical Director, Communications-Electronics Security Group (CESG), UK Government Communications Headquarters (GCHQ)Dr. Ian Levy is Technical Director at CESG, the information assurance arm of GCHQ. CESG is the UK Government’s National Technical Authority for Information Assurance. CESG protects the vital interests of the UK by providing policy and assistance on the security of communications and electronic data, working in partnership with industry and academia.

Sorin Ducaru, Assistant Secretary General for Emerging Security Challenges, NATOPrior to his assignment to NATO, Ambassador Ducaru served as Romania’s Permanent Representative to the North Atlantic Council. From November 2011, Ambassador Ducaru acted as the Dean of the North Atlantic Council. From 2001 to 2006, he served as Romania’s Ambassador to the United States and as Romania’s Permanent Representative to the UN in New York from 2000 to 2001.

Eamon Gilmore T.D., Tánaiste and Minister for Foreign Affairs and TradeEamon Gilmore was appointed as Tánaiste and Minister for Foreign Affairs and Trade in March 2011. In 2012, he was Chairperson-in-Office of the Organisation for Security and Cooperation in Europe (OSCE) during Ireland’s Chairmanship of the Organisation. He became Labour Party Leader in September 2007, and was a

Member of the Parliamentary Assembly of the Council of Europe from January 2005 to June 2007. He was first elected to the Dáil in 1989 for the constituency of Dún Laoghaire.

SESSION CHAIRSTom Arnold, Director General, IIEAIn addition to his role as Director General of the IIEA, Mr. Arnold is currently Chairperson of the Convention on the Constitution and was previously CEO of Concern Worldwide. An agricultural economist by training, he has worked in the Department of Agriculture as Chief Economist and as Assistant Secretary and has served as Chairman of the OECD Committee for Agriculture and as a member of many other European and international bodies.

Ann O’Dea, CEO and Editor-at-Large, Silicon RepublicAnn O’Dea is co-founder and CEO of Silicon Republic, which was recently voted Ireland’s leading technology news website for the sixth consecutive year. She has also served as Editor of Business and Leadership and Irish Director magazine, as well as contributing to the Irish Times, Irish Independent, Business and Finance and others.

Richard Downes, Broadcaster and JournalistMr. Downes’ distinguished career in journalism has included working for the Press Association, Reuters, the Financial Times and the BBC. In 2000, he joined the RTÉ News and Current Affairs team. From 2002 to 2010, he presented Morning Ireland on RTÉ Radio 1. In 2010, he was appointed as Washington Correspondent for RTÉ News, a role which he held for two years.

Eamon Ryan, Co-Chair, IIEA Digital Future GroupEamon Ryan is Leader of the Irish Green Party. He served as Minister for Communications, Energy and Natural Resources from 2007 to 2011, and was the Green Party spokesperson for Transport and Enterprise, Trade and Employment and opposition convenor on the Joint Oireachtas Committee for Communication, Marine and Natural Resources.

Brendan Halligan, Chairman, IIEAMr. Halligan founded the IIEA in 1991 and has served as its Chairman since its establishment. He was elected a member of Dáil Éireann in 1976 and later became a member of the European Parliament (1983-84), where he specialised in economic affairs and energy policy. In 2007, he was appointed Chairman of the Sustainable Energy Authority of Ireland, and is a Director of Mainstream Renewable Power. He has acted as a public affairs consultant to Irish and multinational firms for the past 25 years.
