Bill was born and raised in Los Angeles. He moved to Hawaii in the early sixties to do corporate legwork on a new commercial AM radio station, KUAI, to be built at Eleele on the Island of Kauai. Prior to that he worked news and photography assignments at the Beverly Hills Citizen, the Pasadena Star News Independent, the L.A. Examiner and KMPC radio, Golden West Broadcasters in Hollywood.

He returned from Hawaii to finish school, but ended up at a radio station in Modesto, doing news reporting and flying for the Sheriff’s Aero Squadron, an adventure that took him to the police academy and law enforcement. That background in the mid 60s got him a job as a Junior Modus Operandi Analyst at the Criminal Investigation and Identification unit of the California Department of Justice in Sacramento where he attended McGeorge School of Law, University of Pacific. Bill didn’t graduate from there. Family pressure and time constraints took him back to journalism after two years. He worked for KFBK in Sacramento, then KPAY in Chico, KRCR Television in Redding, and the Redding Record Searchlight.

In nearly 10 years as an investigative reporter at the Record Searchlight, Bill won several awards. He did some 20 years all together in radio, television, and newspapers before he walked into the office of the District Attorney in Butte County on a story assignment one day. The D.A. at that time had been a classmate at McGeorge and talked Bill into going back to school at Cal Northern, a new law school in Chico. The state bar reviewed his prior grades and experience at McGeorge and approved his continuing education plan. Bill graduated cum laude two years later with a Juris Doctorate and passed the bar that year, 1987.

Bill was a criminal defense lawyer after that with a smattering of private practice in writing wills and trusts, doing divorces, probate, and other areas. For more than 20 years he had a contract with Butte County to represent indigent defendants as a public defender covering all levels, from drunk and disorderly to homicide.

He has been happily married to Alma for the last 18 years. She is a retired social worker for Butte County Children’s Services. Combined they have six children and 12 grandchildren.

Some of Bill’s favorite achievements have been through Rotary. He says it was his first opportunity to be in a service club. Journalists are not joiners. A member of the Oroville Sunrise Club since 1997, he was a director and served on many club committees and projects, becoming president in 2001-2002. He was so impressed with the far reach of Rotary that he thereafter volunteered for district service, working on the GSE Committee, and then serving as District Community Service Chair and an Area Rep for Literacy. He was named Quiet Rotarian in his club in 2004 and Rotarian of the Year in 2005.

The best job in Rotary, says Bill, is Assistant Governor. He was AG for a year in Area 2, then AG in Area 1 for three years, and finally as Executive AG. He served five years as an AG and has served on and chaired several District committees including a Mid-Year Retreat and a District Assembly.

Bill still has a private law practice, but has since retired from service as a public defender.

Call to Order

President Patrick Magnani began the meeting at 12:15. Our official greeter was Gordon Lipp. PP Bob Spears led the pledge and PP Bob Meyer provided the invocation. PP David Stone recited The Four-Way Test. Richard Hansen was today's note taker.

With us again today was Kwan Chai, owner of the Phaya Thai Restaurant on Marconi Avenue at Eastern Avenue. Kwan was the guest of PP David Stone. Also joining us was Rachel Zillner, granddaughter of former member, the late Howard Allard. Rachel was the guest of PP Lee Wiggins. Rachel is employed with the SAFE Credit Union. Our speaker was Rotarian Mark Beil, owner of Mark Beil Accountancy and member of the Rotary Club of Carmichael.

July Board Meeting The July board meeting is scheduled for Tuesday, July 9 at 5:30pm at the Umpqua Bank (Dominic's bank) 7921 Walerga Road in Antelope.

Polio Plus PP Marilee Monagan announced there will be jars on the tables each week through the year to collect loose change for Polio Plus. Since the PolioPlus Program’s inception in 1985, more than two billion children have received the oral polio vaccine. But Rotary's work is not done. Marilee’s goal is to collect $500 with the jars this Rotary year.

Marilee shared with us an announcement which was made at the Rotary International Convention in Lisbon, Portugal which sets the stage for a bold new chapter in the partnership between Rotary and the Bill & Melinda Gates Foundation in the campaign for polio eradication. “Going forward, the Gates Foundation will match two-to-one, up to US$35 million per year, every dollar Rotary commits to reduce the funding shortfall for polio eradication through 2018. Let’s help Marilee in Rotary’s quest to eradicate Polio. Bring your spare change to Rotary each week.

Rotary Date Night As promised at the Club Assembly last week, PP Dominic Mecklenburg will be organizing a monthly date night. The first outing will be on Tuesday, July 16th. It will be Rotarian’s Night at the Movies. We will gather at 5:45 P.M. at the Century 16 Complex, 6233 Garfield Avenue at Greenback Lane and the feature presentation will be White House Down. We will meet outside at the front of the theater. If you have suggestions for future activities, please contact Dominic.

Questionnaires PP Mo Browning-McBride reminded everyone the three questionnaires distributed at the Club Assembly are due back to her no later than July 31st. The purpose of the questionnaires is to get a pulse on the kinds of activities, fundraisers and programs club members are interested in participating/supporting in the new Rotary year.

Our Sergeant-at-Arms a.k.a. Fine Master David Stone started off by calling on Gordon Lipp. Gordon admitted he has a birthday on the 24th-his 85th. Gordon Rang the Bell for $100 to the Club. President Pat has a Club Anniversary on the 25th. He’s been a Rotarian for two years and is already President. That has to be a record. Patrick Gonged the Bong for $100 to the Rotary Foundation. PP John Hallsten has a birthday coming up later this month—his 89th. John spun the wheel for a 00, it was decided that a 00 will be $10 this year. Congratulations to our celebrants. David finished by asking if there were any Rotarians in the room who were not wearing their Rotary pin. There were several and they each paid $1.

E-waste recycling is here! This is a great opportunity for YOU to get rid of some unwanted clutter and help our club raise some money. They will accept any piece of electronics including TV’s, computers, appliances, cords, keyboards, mice and even power tools. The heavier the better (we get paid by the weight!) Anything with a cord is acceptable, and they take the cords too. They separate and recycle the plastic, metal…everything! If you have items to donate, give me a call to coordinate the pickup. Some items I can collect at our weekly meetings too! If you have friends or relatives that have some e-waste, I can arrange for a free pickup for them too!
