MHCA participates in review of Pits and Quarry ProgramManitoba Heavy Construction Association (MHCA) participated in an extended discussion with Manitoba Energy & Mines related to the Pits & Quarries Rehab Program. The review led to a number of recommendations which have now been acted upon by the government. MHCA has received written confirmation of the following changes:
Recommendation #1
Rehabilitation levies are set aside and remain dedicated by legislation for the purpose of rehabilitating pits and quarries.
Recommendation #2
MHCA’s request to maintain a cap of 18% of revenues allocated to administrative support for the rehab program has been considered and every effort will be taken not to exceed the 18%.
Recommendation #3
The recommended rehab levy increase from $0.10 to $0.12 per extracted tonne will take effect on April 1, 2013.
Recommendation #4
The recommended sole source contract threshold increase from $25,000 to $50,000 (beyond which tendering is required) shall take effect January 1, 2013.

Promotion of the rehab levy program and encouraging of more application be launched with the Manager of the Pit and Quarry Rehab Program in coordination with the MHCA.

PRESIDENT’S REPORT
MANITOBA 'CLICK BEFORE YOU DIG'
The MHCA is a founding member of the Manitoba Common Ground Alliance (MCGA) which has been advocating for a one call locate system for Manitoba. Representatives to its Board are incoming MHCA Chair, Henry Borger and MHCA President, Chris Lorenc.
On Friday, November 2, 2012 at a meeting hosted by the Manitoba Heavy Construction Association, the Manitoba Common Ground Alliance (MCGA) voted unanimously to implement "Manitoba Click Before You Dig" for spring, 2013, with March 31 as the targeted go live date.
Scott Henley, with thirty years experience organizing and implementing One-Call Systems, has been contracted to oversee the project implementation. In a one of a kind solution and in the true spirit that "Damage Prevention is a Shared Responsibility", Quebec's "Info-Excavation" and Alberta's "Alberta One-Call Corporation" (AOC) have united to offer Manitoba a complete one contact solution.
The MCGA will be hard at work over the next few months organizing and executing the marketing and public awareness campaigns that are required to launch Manitoba Click Before You Dig successfully. Further information will be released in our Weekly as it becomes available.
WINNIPEG CHAMBER OF COMMERCE (WCC) TRANSPORTATION COMMITTEE
At the November 1, 2012 meeting, chaired by MHCA President, Chris Lorenc, the following were adopted as its guiding priorities:

Plan (TMP) as adopted and amended by Council and the outstanding recommendations of the Mayor's Trade Council (MTC) Report
assist advancing review by subject matter experts (SMEs) »of an appropriate governance and funding model for a Transportation Authority whose mandate focus would include implementation of the TMP
advocate support for a seamless, efficient and quality »multi-modal transportation system
agreed that the Chair and others would appear before civic »standing committees as appropriate to advance the above priorities.
SASKATCHEWAN HEAVY CONSTRUCTION ASSOCIATION (SHCA)
SHCA has invited MHCA President, Chris Lorenc to present to its board the morning of November 21,2012 an overview of our approach to overall management of MHCA and in particular, our member growth. This flows from a similar presentation made to the COO Conference in October.
CIVIL INFRASTRUCTURE COUNCIL (CIC) MEETINGS
The CCA CIC met on October 22, 2012 in Montreal. Highlights of what it considered include:
Infrastructure & the Economy - Report & Messaging
The CIC heard a presentation from Casey Van Ploeg of the Canada West Foundation who was commissioned by the CIC to write a report on the link between public investment in infrastructure and economic growth. The same presentation will be made at MHCA’s Annual General Meeting on November 23, 2012.

Ticket sales are steady. We currently have 131 for the Awards Breakfast and 673 attending the Chairman’s Gala. Both totals include guests and staff. All sponsorship opportunities have sold out for these events.

Thursday January 10, 2013 at the Heather Curling Club. Registration will begin immediately following the Chairman’s Gala.

The mayors of Canada's biggest cities pledge to match new Federal government funding dollar for dollar to rebuild and improve our cities over the next 20 years. FCM urges the Federal government to match the commitment with new funding to support and rebuild Canada's cities - from public transit to our roads and bridges, from water pipes to sewer systems.
The Federal government demonstrated important leadership by strategically investing in Canadian cities through successful programs such as the Gas Tax Fund, the Building Canada Fund and the Economic Action Plan stimulus funding. These investments have been crucial for addressing the growing economic challenges facing our nation, and keeping Canada competitive through a global recession. But much of the funding expires by 2014.
Canada's mayors and municipal leaders promoted, supported and helped implement these programs and want to build on this successful partnership with the federal government. Now there is a pressing need -- for all of us -- to do more.
In many of our cities, our infrastructure is crumbling, traffic congestion is brutal, and public health is at risk. This is a significant threat to our economy, to attracting new investment, and to the quality of life of all Canadians.
