Pharmacists are often asked about the bestmosquito repellents on the market. Citronellaoil is often used but it’s duration of action isonly 30 minutes to 2 hours and should not beused on infants and toddlers. The time-provenbest repellent contains DEET. For those overthe age of 12, a preparation containing 30%DEET works well and can be applied 3 x dailyand lasts for 5-8 hours. For children aged 2-10,a 10% solution up to 3x daily.It’s important to use sunscreen with and SPF ofat least 30 when you are playing or working inthe sun. There are also clothes that have beendeveloped to block the sun’s rays. Theprotection is rated by the UPF (ultravioletprotection factor). Clothes with a UPF of over25 provides very good or excellent protection.Pap smears are used to detect cervical cancerin women. In India, the cost of this testing isout of reach of many. A simple test usingvinegar has resulted in a 30% drop in cervicaldeaths in India using this method. It involvessimply swabbing the cervix with vinegarwhich make the cancer cells change colour fora short time. Just a little bit of training by alocal health care person is needed. No lab isrequired.

The Royal Alberta Museumreopened on May 16, and theRoyal Tyrrell Museum ofPalaeontology is reopening on May22.
The Alberta government’srelaunch strategy puts safety firstand Albertans are asked tocontinue to take the properprecautions and follow public healthguidelines when visiting museums.
“We know Albertans are cravingthose regular activities, like goingout to museums, and weunderstand how important it is forpeople to safely get back to theireveryday lives. We are excited thatthis can be a part of the transitionfor Albertans. Our museums arefollowing cleaning guidelines andcapacity limits, as well as informingvisitors how they can participate sowe can make this a successfulrelaunch,” states Leela SharonAheer, Minister of Culture,Multiculturalism and Status ofWomen.
Changes to keep visitors andstaff safe
Visitors are encouraged to go tothe museums’ websites andpurchase pre-booked, timed ticketsfor their visit. Timed tickets will helpstagger visitors entering themuseums and help meet the newreduced capacity limits. Visitors willnot be able to enter the museumswithout pre-booking.
Both museums’ reopening plansinclude reduced operating hoursand reduced capacity limits in theirgalleries. Distancing measures,more access to hand sanitizers andnew procedures for staff will helpkeep the museums safe for all.
Visitors are encouraged to visitthe museums’ websites for moreinformation about their reopening,the status of galleries (for example,the Children’s Gallery at the RoyalAlberta Museum and the LearningLounge at the Royal TyrrellMuseum will be closed), as well asthe guidelines all visitors shouldfollow.

Alberta’s COVID-19 hospitalization ratesremain low with 60 people in hospital as of May16, eight of whom are in intensive care. In total,5,377 Albertans have recovered from COVID-19. One more Albertan has died.

Kee Tas Kee Now Sawmill Ltd. has been awardedadditional timber. The award of a deciduous timberallocation to Kee Tas Kee Now Sawmill Ltd. (KSL) isexpected to create up to 20 permanent jobs, includingprofessionals, heavy equipment operators, log truckdrivers and labourers.
With two coniferous timber quotas already in place,KSL has proven to be a responsible timber quotaholder. This will be KSL’s first deciduous timber quota,giving them the rights to deciduous timber, such asaspen and balsam poplar, within the S10 ForestManagement Unit (FMU) about 330 kilometres north ofEdmonton.
As part of their bid, KSL demonstrated the expectedbenefits to Alberta’s Indigenous and non-Indigenouscommunities, economic benefits for the province, anda commitment to forest management planningactivities.
“The competitive timber allocation process is a greatexample of how we’re opening Alberta’s forest sectorfor business. We’re committed to providing our forestcompanies with long-term access to a secure andsustainable fibre supply as part of the Forest JobsAction Plan. We’re excited to work with KSL on thisopportunity,” states Devin Dreeshen, Minister ofAgriculture and Forestry.

agreement with the federalgovernment is a major step towardproviding Alberta’s oil and gasindustry a single set of strong rulesto reduce methane emissions andprotect the environment.
Without this agreement, federalrules would remain in effect in theprovince indefinitely, meaningproducers would need to adhere totwo sets of overlapping methanereduction rules. Now, the processto stand down federal regulationsin Alberta can begin, allowing theprovince to build on an alreadyexcellent history of reducingemissions utilizing local expertise.
The preliminary agreementfollows several years ofnegotiations and confirms Alberta’sregulatory framework will achievethe same emissions reductions asthe federal regulation by 2025.Further, the provincial approach isexpected to exceed the reductionsof the federal regulation by 2030.The flexibility and innovationallowed in Alberta’s regulatoryframework means industry canachieve emissions reductions in amore cost-effective manner andwith more certainty around theregulatory process.
“This agreement representsfurther proof that environmentaland economic outcomes go handin hand. It is a further testament toAlberta’s strong tradition ofregulatory excellence and anothersuccessful example of the provinceretaining our own jurisdiction overour regulatory processes. Ourlarge industries have consistentlydemonstrated that emissionsreduction can be achieved throughinnovation and we will continue tosupport this approach,” statesJason Nixon, Minister ofEnvironment and Parks.
“As we make plans for economicrecovery and set a course for ourprovince’s future prosperity, it iscritical for industry to have theregulatory certainty needed tooperate and further invest inAlberta. This preliminaryagreement will give Alberta theability to achieve methaneemission reductions through one ofthe strongest regulatory systems inthe world,” states Sonya Savage,Minister of Energy.
“The preliminary agreement isgood news for Alberta’s oil andnatural gas producers. It willreduce the administrative burdenon companies and give them asingle framework for tacklingmethane emissions when theagreement is finalized. Theprovincial framework supports aflexible, results-oriented approachto reducing emissions whilestimulating technology andinnovation essential to meeting ourenvironmental performance goalsat this critical time. CAPP believesprovincial regulators are bestpositioned to ensure efficient andeffective regulation of methaneemissions. We also seeintergovernmental collaboration toreduce regulatory duplication ascritical to both environmentalperformance and economic
recovery. Our country has some ofthe most stringent regulatorystandards for methane emissionsand our upstream oil and naturalgas industry remains committed toachieving the federal methaneemissions reduction targets,” statesTim McMillan, president and CEO,Canadian Association of PetroleumProducers.

The preliminaryagreement willrequire alegislated reviewprocess andapproval byfederal cabinet.This includesEnvironment andClimate ChangeCanada (ECCC)posting thepreliminaryagreement for a60-day commentperiod. Afterresponding to thepublic commentsreceived, ECCCwill finalize theagreement withan order incouncil.
During thisreview period, thefederalregulations willremain in effect inAlberta. Once theorder in council isapproved, thefederal regulationwill no longerapply in theprovince.

On May 14, the HonourableMarie-Claude Bibeau, Ministerof Agriculture and Agri-Food,on behalf of Farm CreditCanada (FCC), announced thelaunch of a $100-millionAgriculture and Food BusinessSolutions Fund to supportproven, viable companiesthrough unexpected businessdisruptions, such as theCOVID-19 pandemic.
Launched in partnership withForage Capital Inc. – aCalgary-based venture capitalfirm – the Agriculture and FoodBusiness Solutions Fund is setup to provide companies withthe financial stability andflexibility they need to rebuildtheir business models duringchallenging times. FCC is thesole investor in the fund.
The fund is set up to supporta wide range of enterprises inthe agribusiness and agri-foodsector, including companiesinvolved in primary production,agri-tech, manufacturing,packaging and distribution. Thefund will help companies intimes of need throughinnovative solutions such asconvertible debt investmentsand other flexible financingsolutions. Applications will beassessed individually on theirmerit, and will be supported toa maximum of $10 million.
The primary goal of theAgriculture and Food BusinessSolutions Fund is to returnrecipient companies to a soundfinancial footing. To qualify,companies need todemonstrate an impact from anunexpected businessdisruption, such as the loss ofa key supplier, temporary lossof a facility or permanent lossof critical staff or leadership.Funds cannot be used to repayshareholder loans or purchaseshareholder equity positions.
The announcementcomplements the Minister’sannouncement on March 23,2020 to enhance FCC’slending capacity by anadditional $5 billion to helpproducers and agri-foodbusinesses with access tocash flow to get through theCOVID-19 pandemic. Sincethat announcement, more than4,800 producers and agri-foodbusinesses have usedpayment deferral options onFCC loans totaling $4 billionand have established creditlines totaling more than $500million to alleviate short-termcash flow concerns.
“This type of investment fundwill offer companies anotheroption when faced withbusiness disruptions. Throughthe application of flexible andinnovative solutions, theinvestments will preserve jobsand strengthen food securityfor all Canadians,” statesBibeau.
The announcement is part ofa broad suite of actions theGovernment of Canada hastaken to support agriculturaland food processingbusinesses to help ensureCanadians continue to haveaccess to affordable andhealthy food. These initiativesinclude:
•Creating a $77.5 millionEmergency Processing Fundto help food producers accessmore personal protective
equipment (PPE), adapt tohealth protocols, automate ormodernize their facilities,processes, and operations,and respond to emergingpressures from COVID-19 sothey can better supplyCanadians with food duringthis period;
•Launching nationalAgriRecovery initiatives ofup to $125 million in fundingto help producers faced withadditional costs incurred byCOVID-19;
•Launching a first-everSurplus Food PurchaseProgram with an initial $50million fund designed tohelp redistribute existingand unsold inventories;
•Investing $62.5 million fora new Canadian SeafoodStabilization Fund to helpCanada’s fish and seafoodprocessing sector;
•Launching a BusinessCredit Availability Programto provide $65 billion ofadditional support throughthe Business DevelopmentBank of Canada and ExportDevelopment Canada;
•Creating the CanadaEmergency BusinessAccount to provide up to$25 billion to eligiblefinancial institutions so theycan provide interest-freeloans of up to $40,000 tosmall businesses and not-for-profits, to help covertheir operating costs duringa period where theirrevenues have beentemporarily reduced;
•Deferring income taxpayment for all Canadianbusinesses, includingagribusinesses, until afterAugust 31, 2020;
•Deferring Goods andServices Tax/HarmonizedSales Tax (GST/HST)payments until June, as wellas customs duties owed forimports for businesses,including self-employedindividuals;
•Extending loan deadlinesfor all farmers withoutstanding loans under theAdvance PaymentsProgram;
•Extending the enrollmentdeadline from April 30, 2020to July 3, 2020 AgriStability
•The Government hasannounced it will work withprovinces and territoriesthrough a new temporarytop up to the salaries of low-income essential workers,including agriculture andagri-food employees, whomake less than $2,500 amonth, as well as theexpansion of the CanadaEmergency ResponseBenefit (CERB) to allowpeople to earn up to $1,000per month while collectingthe CERB. This includesseasonal workers inagriculture and agri-food.
•The Government ofCanada is investing $50million to help employers oftemporary foreign workersput in place the measuresnecessary to follow themandatory 14-day isolationperiod required of allworkers arriving fromabroad. This investment willprovide $1,500 to eligibleemployers for each
temporary foreign worker. InApril, sector partners, in closecollaboration with the federalgovernment, successfullybrought in over 80 per cent ofthe normal amount ofTemporary Foreign Workers toCanada, compared to theprevious year.
•In addition, all eligible
farmers who have anoutstanding AdvancePayments Program loan dueon or before April 30 willreceive a Stay of Default,allowing them an additional sixmonths to repay the loan. Thismeasure represents $173million in deferred loans.
•Farm Credit Canada is our
country’s leading agricultureand food lender, with a healthyloan portfolio of more than $38billion. The Crown corporationprovides flexible, competitivelypriced financing, managementsoftware, information, andknowledge specificallydesigned for the agricultureand food industries.

First please accept the County’s apologies for the delay in this year’s first quarterly update regardingthe activities of Thorhild County. Certainly, times have been unusual, and business has not beentypical, through the initial 60 days of the COVID-19 pandemic. In light of these difficult times Counciland I wish to thank the residents, businesses, and County staff as we have persevered through thefirst and second quarters of 2020.
Thorhild County Council is pleased to provide our residents and ratepayers with this overview ofactivities since the previous update.
Thorhild County Family Medical Clinic has been open for two years. The clinic has had greatsuccess over this time, with 3908 patient visits. Colleen Cartier our Nurse Practitioner provides careto patients from Thorhild County and the surrounding area as well as weekly visits to ThorhildSeniors Lodge. The Clinic participates in the Nurse Practitioner Practicum Program and three nursepractitioners have accessed their work placement practicum here in Thorhild County. The NursePractitioner is always available to answer questions and take appointments. Please feel free toreach out to the Clinic at 780-398-4633.
We are pleased to announce that Thorhild County has been successful in their application to theFamily Resource Network as a spoke service provider. This means we will be able to supportchildren, youth and their families in a collaborative way with partnering agencies that stretch fromBarrhead to Vilna to form the Rural Connections Family Resource Network. Supports and serviceswill specifically focus on strengthening parenting and care-giving knowledge, social support, copingand problem-solving skills, access to other community supports and resources, improving child andyouth development, building resiliency and fostering well-being. The Thorhild Family Centre will belocated in the Thorhild Lodge where the former Parent Link Centre was. The opening of the ThorhildFamily Centre is delayed due to COVID-19. Should you have any questions specific to this programyou can reach the Family Centre at 780-656-6016.
Snow and weather conditions contributed to a fantastic season at Long Lake Ski Area, with 1741visitors to the area.
Council provided the Newbrook Recreational and Agricultural Society with funds of $11,000 to assistwith the Newbrook Skating Arena operations for their 2019-2020 operating season.
Bylaw 29-201- Lending Funds to Seeds to Sprouts Childcare Society Bylaw was passed to provideup to $40,000 loan the Childcare Society for the operation of Day Care located within ThorhildCentral School. Council looks forward to the re-opening of this community service.
This year a dedicated phone line was established for residents to call in for plugged culverts, roadwashouts, and flooding, which resulted in over 300 calls to the number. Council will be discussingoptions to move forward on mitigating flooding in the future.
Thorhild County has completed Intermunicipal Collaborate Framework Agreements with theneighboring municipalities of Athabasca, Lamont, Sturgeon, and Westlock Counties.Frameworks are intended to provide for integrated and strategic planning, delivery, and funding ofintermunicipal services.
The boat launch at Halfmoon Lake is open and plans are underway to reopen Halfmoon LakeCampground. For more information please call the Caretaker at 780-961-3308.
Radway Fishpond is open for the fishing enthusiasts, over 1000 rainbow trout were delivered thisweek.
Hopefully, the weather allows our agriculture community to get into the fields for spring work.

The first week in May, AlbertaInfrastructure and AlbertaTransportation together announced$426 million in capital maintenanceand renewal funding to acceleraterepairs and improvements that willsupport over 3200 jobs.Government is quadrupling thisyear’s budget for pothole repairsand other critical safety-relatedactivities by adding $60 millionprovincewide, which will supportanother 360 jobs.

A new online hub calledCORE will coordinatecommunity services for olderAlbertans and seniors during theCOVID-19 pandemic andbeyond.
CORE – Collaborative OnlineResources and Education –provides a platform for seniors-serving organizations to improvedelivery of services for seniors.The hub will make it easier fororganizations to share resourcesand coordinate services, with afocus on key COVID-19 issues,including transportation, foodsecurity, social isolation andhome supports.
CORE Alberta will supportseniors-serving organizations toaccess training, COVID-19information and resources, mapwhere the greatest needs areacross the province, and helpseniors in more remote locationsget the support they need.
The online hub cost $40,000to develop. The Albertagovernment and partners willinvest about $720,000 in inter-agency programs and initiativesthat will be coordinated throughCORE. Funding partners includeAlberta Health Services, AlbertaBlue Cross and the federalgovernment. The United Way ofCalgary and Area will administerthe hub and act as the project’sfiscal agent.
“We are using this technologyto better serve Alberta seniors.Older individuals are amongthose most at-risk for COVID-19. We believe the onlineknowledge hub will enhance theway organizations supportseniors during the pandemic,and help keep them safe as wemove forward with our relaunchplans,” states Josephine Pon,Minister of Seniors and Housing.
“The Government of Canadais proud to support the adoptionof United Way’s COREknowledge hub together with theGovernment of Alberta.
