FOREWORD

The Abandonment of the Old Ways

As of the 5th of February, 2021, the Graal Military Community has decided to abandon the old ways of uncivilised warfare and proceed with more professional, well thought out and modern rules. The days of small skirmishing and wars of fifty soldiers total are now gone, and the ruleset established by the Holy Imperian Empire and the Kingdom of Arcadia has failed the GMC. Under the joint leadership of the New Sarovian Empire and the State, who own a majority of the land in the Graal Military Community as well as consists of the largest individual state in the GMC (Sarovia), the Graal Military Community proceeds with these new rules, and rejects all legal claims of the old rules and conduct of war. All territory owned by individual states as of 11:59PM EST on the 5th of February, 2021, will remain in their sole possession, and can only be taken via using the new war system outlined in this document.

The Portuguese Version of the Rules As of the establishment of the GMC Conduct of Warfare, the Portuguese translation is a primary language of the Conduct of Warfare document. The Conduct of Warfare must be translated into Portuguese within one month of being published, and any amendments to the rules must be translated within one week of being approved. If or when a translation error occurs, and the two rulesets differ in value or contradict one another due a translation error, the English copy of the ruleset will have seniority in the full force of law, due to the GMC being established by Anglophones. The error must be fixed within one week of being noticed.

DEFINITIONS

Legal Terms of the Conduct of Warfare 1. The following section is to clarify all terms and definitions that may not be obviously explained later on in the Conduct of Warfare document, including terms which may not be directly obvious but a clear and concise precedent has put these into the rule of law.

a) Nation/Military A military guild (see also: nation, empire, etc) is a guild within the Graal Military Community which engages in a series of principles and activities that defines itself as such. The self identification of a guild to be a military alone is not enough - they must also engage in the following processes:

● Frequent (see: at least once a day) guild activities one could consider trainings, ● An uniform that a majority of their guild wears, ● Self identification of being a military guild, ● And a majority of members are on tag, and self identified as members of your military

alone. No military may be barred from the Community unless they violate the guidelines above, unless a unanimous decision is reached by all of signatories. Any previously barred guilds are unbarred until re-judged by the rules above, or found to be unworthy of the definition.

b) War A war in the Graal Military Community is a state of existence between two or more nations. It is a state of armed conflict between these nations, with a sole purpose of achieving military might over the other. Warfare refers to the common activities and characteristics of types of war, or of wars in general, and does not refer to the individual battles fought in the war. A state of war is brought about by an official declaration, and ended by a peace deal or treaty.

c) Battle A battle in the Graal Military Community is a physical battle on a piece of territory or inside of a house or guild house, fought for the sole purpose of defeating one’s enemy. Battles are initiated with the invitation to fight by one party, and are accepted when both sides get into hostile contact with one another. Should an invitation not be sent, but a fight last longer than 30 minutes, it is still considered a legal battle.

d) Casus Belli

A casus belli in the Graal Military Community is a valid reason to go to war, which must be cited in the initial war declaration document.

e) Alliance An alliance in the Graal Military Community is a formal declaration of a union or association formed for mutual benefit, made official via a screenshot of agreement or a written document. Should two nations fight in the same battle but not be allied, they will be counted separately in winning screenshots. The terms of an alliance must be followed, and will only end when the withdrawal clause is fulfilled.

f) Core Territory Core Territory in the Graal Military Community is a piece of land in which, if held by a nation for over two months in the past, gives the nation who held it a valid permanent casus belli to retake the land should they lose it.

g) Owned Territory Owned Territory in the Graal Military Community is a piece of land in which a nation owns and profits off of, and is considered one of its provinces. This gives the owner the ability to do what it wishes with it, such as co-own, allow military passage to other guilds, receive full economic profit (if they have their own currency) and more. Owned Territory is achieved through peace deals and cannot be occupied without a valid declaration of war.

h) Occupied Territory Occupied Territory in the Graal Military Community is a piece of land which is temporarily occupied, but not owned, by an enemy guild. Occupied Territory cannot be co-owned, nor cannot grant military access to any neutral parties, and they only receive half the economic profit should they have their own currency.

i) Peace Treaty A peace treaty in the Graal Military Community is when two nations agree to talks and hammer out an agreement in order to end the state of war that exists between their two nations. Nations may sign on behalf of other nations should consent be given.

WAR DECLARATIONS

Official War Declarations 2. When a nation wishes to declare a state of war to exist between their two countries, the declaring side must meet the following criteria:

a) They must deliver a message to the head of state of their opponent, preferably with a document, with the following info. Should they fail to include any of the following info, the Grace Period will be extended another six hours:

i) The date and time, ii) The time the Grace Period ends,

iii) The declaration that a state of war exists between the two factions, including any allies,

iv) The reason for war (the casus belli), v) The aims and objective of the attacking party,

vi) And the signature of all necessary members, as per their domestic laws, to allow the state of war to exist.

b) They must withdraw all foreign ambassadors, diplomats and/or attachés to their opponent within 6 hours of the declaration, or else the Grace Period will be extended another 12 hours.

Should allies be called to the war, they may either make their own declaration or, with sign the declaration and document themselves. Declaration Grace Period 3. Within the first 12 hours of the declaration of war being sent to the opponent, and potentially more due to incompetence, the following are forbidden:

a) Peace deals, b) Occupation of territory, c) Battles, d) And any event that may gain war score for either side.

Any attack, occupation or event that may garner war score for either side is considered null and void during the Grace Period, and any peace deals are considered unlawful if they were signed and agreed upon within the Grace Period.

PEACE DEALS AND TREATIES

Peace by Peace Treaty 4. A state of war may end and peace may be brought when two nations agree to talks and hammer out an agreement in order to end the state of war that exists between their two nations. Nations may sign on behalf of other nations should consent be given. Peace Treaties may be agreed upon by approved and qualified members of each respective state. A peace by peace treaty must have a minimum truce of three weeks after the deal is signed if the war score is below 50%, and a month and a half should the war score be above 50%. This truce is where a state of war cannot exist between the signatories, and all attacks, occupations and more are null and void. Peace by the Collapse of Enemy Government 5. A state of war may end and peace may be brought when one faction collapses without a stable government, the nation is no longer considered such, or the nation disbands. If a nation’s government, head of state or other leading figure resigns, and the position or body with the authority to sign treaties is vacant, the faction has twenty four hours to appoint a person(s) to make a treaty, or the winning side will automatically get 100% war score. A peace by the collapse of an enemy government must have a minimum truce of one month (4 weeks) after the deal is signed should their nation still exist by the end of it. This truce is where a state of war cannot exist between the signatories, and all attacks, occupations and more are null and void. Peace by War Score 6. A state of war may end and peace may be brought when one nation achieves 100% war score. If one side in a war reaches the 100% war score threshold, they may automatically enforce their demands on their other side - turning all of the occupied territory into owned territory. A peace by war score must have a minimum truce of one month and a half (6 weeks) after the deal is signed. This truce is where a state of war cannot exist between the signatories, and all attacks, occupations and more are null and void.

Recognised Territories 7. All territories in GraalOnline Classic can be fought for, and all are recognised. The borders of GraalOnline Classic in the Graal Military Community are not stagnant and are ever changing, and the ruleset must reflect this. The current recognised territories are as follows:

a) Delta, i) PK Zone: Near Delta Bridge.

b) Castle, i) PK Zone: Behind the Castle.

c) Graal City, i) PK Zone: In the Battle Arena.

d) Onnet, i) PK Zone: Below the Onnet Forest.

e) MoD Town, i) PK Zone: Near Adam’s Treehouse.

f) Northern Wilderness, (and Big City, included) i) PK Zone: Below the Docks.

g) Snow Town, i) PK Zone: Below the Arena.

h) Red Lamp Inn, i) PK Zone: Beside the Inn.

i) Swamp Town, i) PK Zone: Near the Witch’s Hut.

j) Destiny, i) PK Zone: At the bottom of Destiny Stables.

k) Deadwood, i) PK Zone: In the center of the town.

When two or more nations wish to share owned territory, they may do so in one of two ways. The first is to accept mutual ownership of the territory, so each may conduct trainings and events in it, and both are required to enter a mutual defense pact. The other option is to split the territory in half, and each claim sovereignty over their half. Drawing Borders 9. As stated before, borders in the Graal Military Community are fluid and changing. When it comes to splitting nations for co-ownership, or other scenarios, the owner of territory may

change the borders of the land, and make border agreements with other sovereign states, which may not affect the map shown. Likewise, an owner of a territory may decide to merge two historically connected lands, or separate them, such as:

● Delta and Castle, (Battlefield would be at Delta.) ● Northern Wilderness and Big City, (Battlefield is Battle Arena should Big City go

independent of Northern Wilderness.) ● Onnet and Graal City, (Battlefield would be at Onnet Forest.) ● Swamp and Red Lamp Inn, (Battlefield would be at Swamp.) ● And Destiny and Babord. (Battlefield would be at Destiny.)

Occupied vs Owned Territory 10. Owned Territory in the Graal Military Community is a piece of land in which a nation owns and profits off of, and is considered one of its provinces. This gives the owner the ability to do what it wishes with it, such as co-own, allow military passage to other guilds, receive full economic profit (if they have their own currency) and more. Owned Territory is achieved through peace deals and cannot be occupied without a valid declaration of war. Owned Territory can be sold, traded, swapped or given through official documents and agreements with sovereign nations. Occupied Territory in the Graal Military Community is a piece of land which is temporarily occupied, but not owned, by an enemy guild. Occupied Territory cannot be co-owned, nor cannot grant military access to any neutral parties, and they only receive half the economic profit should they have their own currency. Occupied Territory cannot be sold, traded, but may be swapped or given through unofficial means, though it must be public.

THE CONDUCT OF WAR AND WAR SCORE

War Score 11. When a war begins, and the Grace Period ends, each faction will begin to compete for War Score. War Score determines who is winning the war, the length of the truce after peace is accomplished, and more. Should one side reach 100% War Score, the entire territory of the losing side will be owned by the winning side and may be distributed. Methods to Gain War Score 12. There are multiple ways of gaining War Score within a war. Each has their own advantages and disadvantages, and each one carries a varying degree of War Score. They are:

a) Battles Battles are the quickest way to gain and lose War Score. Every hour of fighting equals ten percent of war score. For example, a six hour battle would give the winner 60% War Score in their war. This incentives strategy and picking battles carefully.

b) Guild Spar Should both sides agree, a Guild Spar series, best of five, would give 10% War Score. Laggers in the Guild Spar are valid as both sides must consent to the match, but any exploits would consider the match invalid and the 10% War Score to go to the innocent party.

c) Towering Wars Should both sides agree, both sides will pick a Guild Tower to attack and hold. For one hour, both sides will fight back and forth for control of the tower. Whichever sides gained more tag time in the hour will win 15% War Score.

d) Occupied Territory War Score is given depending on the percentage of territory you occupy of your enemy, increasing by increments of 20%. Occupying 25% of their total owned territory will grant 20% War Score. Occupying 50% of their total owned territory will grant 40% War Score. Owning 75% of their total occupied territory will grant 60% War Score. Owning 100% of their total occupied territory will grant 80% War Score. Publication of War Score 13. A public Discord Server will be made to monitor and track all current wars, and the war score that they have. Properly vetted moderators and leaders of foreign, verified and active nations will be allowed to adjust and keep the tally updated, while members of the public may view but not edit.

RULES FOR BATTLES

Battle Ruleset 14. A battle in the Graal Military Community is a physical battle on a piece of territory or inside of a house or guild house, fought for the sole purpose of defeating one’s enemy. Battles are initiated with the invitation to fight by one party, and are accepted when both sides get into hostile contact with one another. Should an invitation not be sent, but a fight last longer than 30 minutes, it is still considered a legal battle. In order to gain a winning screenshot, the screenshot must prove that there are less than four active fighters in the screenshot, and that the screenshot:

a) Covers all of the battlefield which is being fought, b) Is not blocked by large mounts, or large bomb explosions, c) Is of decent quality, d) And has clean and marked screenshots.

i) Enemy combatants must be marked in red, friendly forces must be marked in blue, and civilians must be marked in yellow.

The side which proposes the screenshot must give the enemy five minutes to disprove it. If they fail to disprove it within five minutes, victory is given - even if the photo is disproven later in the day. Likewise, only one screenshot may be debated at a time. Failure to provide clean/marked screenshots that abide by the above rules will result in the screenshot being invalid. The following are considered Active Fighters (Drasine only in areas where misclicks are a possibility - eg, Onnet, Delta, etc:

AMENDMENT TO THE CONDUCT OF WARFARE

Amendment Process 15. Whereas an amendment is needed in the GMC Conduct of Warfare, such as to include new territories, change certain rules, or more, the following amendment process must be done:

a) All signatories must be informed of the proposal, and have 2 days to debate the topic, b) All signatories may vote on the topic in a 24h period, c) A unanimous vote is needed to pass the amendment, with abstentions not counting as

a no, d) Within 24h of approving, the amendment goes into effect.
