There were 15 motor vehicle stops, 10 accidental/prank 911 calls, six reports of barking/lost/loose dog and three reports of loose/dead livestock.

Monday, June 10203 – A female reported her

car alarm went off. She didn’t know if anyone was out there. She stated she has been having some animosity with someone in the area and thinks that the person is drinking and using drugs and is not sure if the person would damage the vehicle but it is very possible. The caller would like extra patrol in the area. RCSO was notified to have tribal patrol the area and a Valley County deputy also responded.

0309 – Per the deputy who responded to the above call, the female caller called him back and stated someone was trying to break into her back window. The deputy was just around the corner when she called and didn’t see anyone leaving or saw signs of attempted forced entry but will in remain the area.

0729 – An abandoned vehicle with expired plates is sitting at a location. An officer marked the vehicle.

0821 –A reporting party stated a vehicle was driving erratically, almost running her off the road. A plate number was provided, which came back to a cargo craft trailer, and a description of the vehicle. At 0838, an officer stated he drove US 2 all the way to Ez-zies Westend and back to the east of town and was unable to locate the reported vehicle.

0855 – A female called in and wanted to alert law enforcement that when she got to work, there was an 8 x 11 sheet with what appeared to be black sharpie hand written sign left on her drive-thru window. It had Black Lives Mat-ter across the top and religious scripture at the bottom. The fe-male stated she did not keep the sign, however she knows it ap-pears a couple of other businesses have the sign as well. Nothing was done to the building itself. Information was passed along to an officer who stated he has been seeing the signs around town. At 0946, another female called in to let law enforcement know about the Black Lives Matter sign on her drive-thru window. She was informed law enforcement is aware and there have been signs spotted all over town. The female stated she just wanted it on record.

0958 – A reporting party received a call from someone claiming to be with Social Se-curity. They claimed to have an arrest warrant for the reporting party and they would be sending law enforcement agents to ar-rest her. Dispatch informed the reporting party what she received was a scam call and to not give out any information. The report-ing party stated she spoke with an actual person and gave them her

social security number. 1049 – A female reported

receiving a phone call from a Montana number where a man with an accent, who identified himself as Joseph Ryan with the Social Security Administration, was on the other end. He stated her social security number had been used in a fraudulent event where blood and gun residue was found in a vehicle. He reported to her that the FBI was involved and have been investigating the situation. Dispatch advised the female the call she received was a scam but to keep an eye on her accounts just in case. Informa-tion on how to contact the Social Security Administration was also provided to the caller for her to check on the status of her social security number.

1344 – A female advised someone just backed into her but there are no injuries.

1517 – An anonymous caller reported that they followed a newer black pickup from Fort Peck to Glasgow who was driv-ing on the white line and into the grass. The pickup had dealership tags on it and it is just going by Red Barn now. The caller wanted to remain anonymous and didn’t want to sign a complaint.

Tuesday, June 20629 – A male reported he

blew a tire and wanted the num-ber to a towing service.

0917 – A male reported a sus-picious subject walking about a mile into a gravel road from MT Highway 24N. The male subject is only wearing jeans, no shirt or shoes, and has a white dog with him. The caller feels this is very odd and thought maybe a deputy should check on the subject. A deputy arrived who determined the dog had joined the male subject somewhere on the road. The deputy also stopped at the residence where the male subject said he left his shoes.

1031 – A reporting party called in about someone taking her black dachshund from her vehicle. While gathering more information, the reporting party stated never mind as she located her actual vehicle.

1201 – A male requested a VIN inspection on a horse trailer/camper. He stated he hasn’t been able to register it because he can’t find a VIN so the lady at the courthouse gave him some paper-work to have a deputy inspect it.

1246 – A female reported a pickup and stock trailer parked in the driving lane on Highway 2 right in front of Fahrley’s. She said there is a guy in the vehicle on a cell phone so she isn’t sure if he is waiting on someone looking at flowers or if he just stopped there talking.

1739 – A caller reported that she was following a red pickup. As the pickup was turning left, a black jeep and a silver Chevy Cruze passed on a solid line, almost causing an accident. The caller didn’t get the license

number and doesn’t want to sign a complaint. The caller stated the incident happened 10 to 15 minutes prior to her call on Hwy 24 South just outside of Fort Peck and before the Dam. Helena Highway Patrol was notified.

2031 – A deputy advised he’d be out assisting Tribal.

2211 – A caller requested a Valley County Officer. She stated officers were already at the house earlier in the evening. The caller stated a female is at the house banging in the door but a male won’t let her in. The caller indi-cated the female has a tribal war-rant but the tribal officer didn’t arrest her earlier this evening. The caller stated she can hear the female from her residence. A Valley County deputy was noti-fied who will head towards the situation. Dispatch also notified Roosevelt 911 who indicated an officer would be notified however might not respond as they already dealt with the situation earlier. Roosevelt 911 also indicated there is no tribal warrant out for the female. At 2239 the caller called back requesting that a Valley County Deputy stop by the house and she will be wait-ing outside.

2316 – A female called and asked if an officer could help her unlock her car or if she could get numbers to locksmiths as she has animals in her car. Numbers to two different locksmiths were provided.

Wednesday, June 31143 – A male called in for a

VIN inspection on a boat trailer.1355 – A reporting party states

he was involved in a minor motor vehicle accident with no injuries. The caller stated he backed up and hit someone in a possible Dodge Durango. An officer ar-rived who cited the driver for improper backing.

1356 – A female requested a VIN inspection on a trailer for a boat at their residence. She wasn’t sure if she had the right paperwork as she spoke with a deputy who said it sounded like she had the right paperwork. The deputy was advised they will send an afternoon deputy to take care of the inspection. At 1406 it was determined the female will get in touch with the Treasurer’s Office to determine if she needs an inspection on the boat as well.

1844 – A male reported that his 12-year-old son was taking the garbage out and two dogs, a black lab and a tan boxer, tried to attack him. He stated their garbage is now laying in the yard because the dogs are still outside and they are afraid to go out.

2343 – An officer advised that during a bar check, the bartender was warned for being open too late as new hours don’t start until Friday.

Thursday, June 40049 – An officer advised he

clipped a deer. The officer is not injured and there is minimal dam-age to his vehicle.

0723 – A female reported a strong smell of hot burning in the residence and asked if someone could check it out. She stated the smell was there yesterday but to-day it is much stronger. The smell is in a corner between her bath-room and her sewing room and there is a really old heater in that bathroom. The caller couldn’t tell if there was smoke, but believed there might be a little. Hinsdale Fire was notified to check things out. At 0744 it was determined the sewing machine, which was plugged in, was causing the smell. It’s now unplugged and

outside.0938 – A female reported a

street motorcycle that has been in the area since before May 22. She said it was sitting in front of the Pioneer Museum for about three days and then someone moved it. When the person moved it, they moved it behind the museum into the grass at the picnic area in Bundy Park. Then some city workers moved it off the grass and into the closed street between the museum and the park, where it has now sat. An officer was notified.

1225 – A female called in stating there is tire debris on the highway. MTDOT in Glasgow was notified who advised to call Wolf Point DOT as it is their section.

1433 – Warrants were served on a female who had two out-standing MHP warrants, one for contempt of court out of Cascade County and one for failure to ap-pear out of Valley County, all for traffic offenses.

1644 – A female called in who stated there is a trucker in front of her who she believes is falling asleep or something as the driver is all over the road. The caller states the driver has crossed the line several times and almost caused an accident a few times as well. The caller believes the truck is hauling lumber. She is willing to sign a complaint.

1740 – A deputy advised a trailer is parked alongside of Hwy 24 south before the Dam.

1832 – A deputy is out with a public assist on Hwy 24 north at MM 8. An axel fell off a truck in the road. Another deputy later advised a drive shaft fell off the vehicle and took some chips out of the pavement. DOT was notified about the chips in the southbound lane.

1949 – A male requested an officer. He just returned home and appears someone has shot the window out of his ‘78 pickup.

2105 – A female stated a co-worker is stalking her and wants it stopped.

Friday, June 50128 – A deputy advised she

was moving a dead deer off the road just south of Lenz Road. Dispatch contacted DOT.

0948 – A male advised he has a new VIN stamped on his trailer that he needs a VIN inspection on. Dispatch tried to reach two deputies with no answer. The caller was notified someone would call him. He asked that dispatch try to get in touch with someone soon as it is time sensi-tive.

1122 – A female called in stat-ing she walks her dogs twice a day and just about every day she encounters dogs that are not on a leash. Today she stated the kids were out playing and had the dogs out with them, not on a leash. The Schnauzer attacked the caller’s dog and then knocked the caller to the ground as she couldn’t hold on to her dog. The caller is tired of this and wants something to be done, whether it is an announce-ment to remind everyone that their dogs need to be on a leash or if officers could patrol more and get a hold of the owners.

1424 – A male called in stating his 17-year-old son is working out at Sullivan Park. His son called him and told him there is a gray car in the parking lot and the people inside are having intercourse. The caller would like something done about this as he doesn’t want his son around this

Notice is given pursuant to 76-15-701 and -702, MCA, that the Valley County Conservation District supervisors will vote on their intent to order a referendum to amend ordinance number 2014-1. This purpose of this amendment is to declare all bison as livestock within the Valley County Conservation District subject to state laws pertaining to the livestock industry; remove the requirement to submit soil and water conservation plans and to obtain Valley County Conservation District approval for those plans. This meeting will take place Wednesday, July 8, 2020; 1:00 p.m. in the Community Room of the Valley County Courthouse.

type of behavior. At 1439 a dep-uty advised both subjects were fully clothed in the back seat. They are parked by the highway so he doesn’t believe anything was going on. The reporting party was also spoken to and was ad-vised on what the deputy found.

1711 – A female called in stating the residence on the cor-ner has grass up to the knees. A message was left for public works department.

2149 – A deputy advised that MHP officer is in pursuit headed westbound on US 2 by MM 610. The deputy will head to the county line from Nashua. At 2159, it was overhead Helena Highway Patrol advised HP that MHP has the vehicle stopped and there is plenty of backup.

Saturday, June 60213 – A female reported her

friend SnapChatted her saying he needs help with someone bother-

ing him. He is behind AgLand somewhere and might be driving a red pickup. GPD patrolled the area and ran plates, but did not find any suspicious activity. War-ranting concern, the officer will remain in the area patrolling. The officer did speak to the female and confirmed they were in town for the Catfish Classic and has not received any more messages.

0239 – A female is reporting a fire, possibly started by lightning, maybe a ¼ mile east of the land-fill. Officers and Long Run fire was notified. At 0246, an officer reported the fire was definitely in the landfill.

1205 – A light pole is loose and swaying in the wind. It looks as if something has broken loose. The caller stated that in this wind they are afraid it is going to fall on someone or something. North-western Energy was contacted who will send someone out to look. The caller also stated there was no sparking of wires or any-thing, they are just concerned about the stability of the pole.

1759 – A female called stating there are some people burning not in a burn pit. She stated they keep adding branches to the fire and she is concerned with the wind that it could start something else on fire. At 1817, an officer reported he spoke to the residents and it’s a small fire. He advised them to put something around it.

2219 – A disabled vehicle was reported. Per a deputy, the owner is waiting for their dad to bring a jack. The vehicle is not a hazard and is off the road.

Sunday, June 70510 – An abandoned vehicle

was reported. Per an officer, the vehicle was already checked on 3rd Ave. S with its hazards flash-ing. It has been there all night and is not a hazard.

0909 – A reporting party called in wanting to speak to an officer. She states they are trying to move some of their property that has been stored on or next to land next door and the son of the property owner is being difficult. They would like to speak to an

officer to see what can be done to get this done quickly and without trouble. At 0940, an officer spoke with those involved and restored peace between the two properties.

1509 – A caller wanted to know if anyone has turned in a wallet. He was out riding his bike around the south side of Glasgow and didn’t feel it fall out of his pocket. A description of the wallet and its contents were provided.

2039 – Mountain Alarm re-ceived a duress alarm. A male was contacted and he said they just got back and are at the loca-tion. An officer also responded to check the perimeter of the location. It was determined there have been issues with the alarm.

2054 – A female with RCSO stated she received a call about people lighting off loads of firecrackers and disturbing the reporting party. At 2127, a deputy reported they spoke to the person lighting the fireworks and the per-son indicated they just finished up the last of them.

IRS Warns Against COVID-19 Fraud; Other Financial SchemesFOR THE COURIER

The Internal Revenue Ser-vice reminds taxpayers to guard against tax fraud and other re-lated financial scams related to COVID-19.

In the last few months, the IRS Criminal Investigation di-vision (CI) has seen a variety of Economic Impact Payment (EIP) scams and other financial schemes looking to take advan-tage of unsuspecting taxpayers. CI continues to work with law en-forcement agencies domestically and abroad to educate taxpayers about these scams and investigate the criminals perpetrating them during this challenging time.

“Criminals seize on every opportunity to exploit bad situ-ations, and this pandemic is no exception,” said IRS Commis-sioner Chuck Rettig. “The IRS is fully focused on protecting Americans while delivering Eco-nomic Impact Payments in record time. The pursuit of those who participate in COVID-19 related scams, intentionally abusing the programs intended to help mil-lions of Americans during these uncertain times, will long remain a significant priority of both the IRS and IRS-CI.”

Criminals are continuing to use the COVID-19 Economic Impact Payments as cover for schemes to steal personal infor-mation and money. Scams related to COVID-19 are not limited to

stealing EIPs from taxpayers, however. CI has already seen scams related to the organized selling of fake at-home test kits, offers to sell fake cures, vaccines, pills and advice on unproven treatments for COVID-19. Other scams purport to sell large quanti-ties of medical supplies through the creation of fake shops, web-sites, social media accounts and email addresses where the criminal fails to deliver promised supplies after receiving funds.

“Criminals try to take ad-vantage of our most vulnerable times and our most vulnerable populations. But because we have seen many of these criminals and schemes before, we know how to find them and we know how to expose them,” said Chief of IRS Criminal Investigation Don Fort. “And because COVID-19 is a global problem, it requires a global solution. Not only are we leveraging our financial inves-tigative expertise domestically, we are working hand-in-hand with our J5 partners on those COVID-19 cases that cross bor-ders. Other COVID-19 related scams involve setting up fake charities soliciting donations for individuals, groups and areas affected by the disease. Some criminals are offering opportuni-ties to invest early in companies working on a vaccine for the disease promising that the “com-

pany” will dramatically increase in value as a result. These promo-tions are often styled as “research reports,” make predictions of a specific “target price,” and relate to microcap stocks, or low-priced stocks issued by the smallest of companies with limited publicly available information.

Finally, CI has also seen a tremendous increase in phishing schemes utilizing emails, letters, texts and links. These phishing schemes are using keywords such as “Corona Virus,” “COVID-19”, and “Stimulus” in varying ways. These schemes are blasted to large numbers of people known by the bad actors in an effort to get personally identifying information or financial account information to include account numbers and passwords. Most of these new schemes are actively playing on the fear and unknown of the virus and the stimulus payments.

Coronavirus-related (CO-VID-19) scams should be re-ported to the National Center for Disaster Fraud (NCDF) Hotline at 1-866-720-5721 or submit-ted through the NCDF Web Complaint Form. The NCDF is a national coordinating agency within the Department of Jus-tice’s Criminal Division dedi-cated to improving the detection, prevention, investigation and prosecution of criminal conduct related to natural and man-made disasters and other emergen-

cies, such as the coronavirus (COVID-19). Hotline staff will obtain information regarding your complaint, which will then be reviewed by law enforcement officials.

Taxpayers can also report fraud or theft of their Economic Impact Payments to the Treasury Inspector General for Tax Ad-ministration (TIGTA). Reports can be made online at TIPS.TIG-TA.GOV. TIGTA investigates external attempts to corruptly interfere with federal tax admin-istration, including IRS-related coronavirus scams.

Also, taxpayers can always report phishing attempts to the IRS. Those who receive unso-licited emails or social media attempts to gather information that appear to be from either the IRS or an organization closely linked to the IRS, such as the Electronic Federal Tax Payment System (EFTPS), should forward it to [email protected]. Taxpayers are encouraged not to engage potential scammers online or on the phone.

More Than Half Of Montana Households Have Responded To The 2020 CensusRespond Now Via Phone Or Online

More than half of Montana households have now self-re-sponded to the 2020 Census, yet the state still lags behind the national average for responding to the once-in-a-decade count.

Self-responding to the Census means the household has filled out the form without a federal Census taker visiting the home. The national self-response rate is currently 60.1 percent while Montana’s self-response rate is 51.1 percent.

“Filling out your Census form is one of the most important things you can do for your com-munity,” State Complete Count Committee Chairman and Lt. Gov. Mike Cooney said. “An accurate count of Montanans doesn’t just matter today, but for the next decade.”

Counting everyone in Mon-tana is critical because it deter-mines the state’s share of federal funding over the next 10 years, it shapes local voting districts, and it determines whether Montana will get another representative in Congress.

Montana receives an estimat-ed $2 billion in federal funds each year based on Census data. For every Montana resident counted, a Census study estimates the state will receive $20,000 over the decade for things like schools, healthcare and highways.

Now that federal U.S. Cen-sus Bureau workers have re-sumed some field operations in Montana, an estimated 200,000 Montana households that have not yet received an invitation to participate will get an official 2020 Census packet left at the door. The packet will include the Census form and a postage-paid envelope. Census workers will make up to six attempts to get a complete 2020 Census question-naire for each household.

All Montanans can now fill out their 2020 Census online, by phone or by mail – even without receiving an official invitation to participate. The 2020 Census is available to fill out now online at my2020census.gov, by phone at 1-844-330-2020, or via mail if a household has received a paper questionnaire.

Valley County Combined Campaign Sees A Successful Year

Despite the challenge to get the envelopes stuffed and out into the mail in time before being shut down, the Valley County Com-bined Campaign received 153 contributions from individuals and 22 contributions from busi-nesses.

The amounts being distrib-uted to this year’s organiza-tions are American Red Cross, $2,907.83; Montana Council BSA, $2,252.49; Girl Scouts of the USA, $2,144.49; Glasgow

Head Start, $2,196.99; Scot-tie Day Care, $2,959.50; Val-ley County Ministerial Assoc., $3,757.52; Valley Event Center, $3,253.67; and Matthew28Nine-teen, $1,932.51.

This year’s total of $21,405 donated to participating organi-zations is up from the $18,280 donated in 2019 and $20,914 donated in 2018.
