MESSAGE FROM THE CHAIRMAN AND EXECUTIVE DIRECTOR

In 1957, a group of about 40 officials from the District of Columbia, Maryland, and Virginia gathered to discuss issues of mutual interest. Almost immediately they found value in building connections and exchanging information. They saw the potential in working together to develop solutions to shared challenges in metropolitan Washington and formed an organization, which we now call the Metropolitan Washington Council of Governments (COG).

COG went on to become the home of the region’s Metropolitan Planning Organization (MPO), and over the past 60 years has evolved into the hub for regional partnership. COG has been at the forefront of critical issues in our region, from revitalizing the Potomac River, to building and maintaining Metrorail, to emergency preparedness after 9/11, and so much more.

In 2017, we continued this important work alongside members and partners, building on our strong legacy. We convened the Regional Opioid and Substance Abuse Summit, helped to organize the creation of the Metrorail Safety Commission and efforts to secure new dedicated funding for the system, celebrated the continuing positive trend in air quality, and facilitated greater coordination to boost the region’s economy. We even welcomed a new member—the City of Laurel.

The leadership of COG, and the over 300 elected officials that are members, is needed now more than ever. Although it is meaningful to reflect on how far we have come as an organization and as a region, we could not be more excited for the year ahead. After all, the future of the region is our business.

Throughout 2018, COG will focus on a variety of challenges, from transportation funding, to air and water quality, to workforce development. The Board of Directors will be working on two important new initiatives: enhancing the region’s approach to managing major traffic incidents, and establishing best practices for the safety and security of public buildings, including schools. We will also be looking for opportunities to tell the story of our dynamic region, and highlight our collaborative efforts to ensure its prosperity and progress.

We look forward to working alongside you in the year ahead.

HIGHLIGHTS

HEALTH AND SAFETYEnsuring a safe and healthy region for all of the region’s residents involves planning and coordination across borders, and in 2017, COG convened leaders on a number of critical issues. At the Regional Opioid and Substance Abuse Summit, policymakers and public health and safety professionals from across the District of Columbia, Maryland, and Virginia made connections, shared information, and pledged to work more closely together to respond to the growing opioid and substance abuse epidemic.

The COG-organized event held in Linthicum Heights, Maryland drew about 500 people and featured opening remarks by the region's top elected officials.

Regarding emergency coordination and response, COG coordinated a major exercise, involving more than 700 first responders and actors, which was designed to prepare for the possibility of a complex coordinated terror attack. The exercise was staged at six sites in the District of Columbia, suburban Maryland, and Northern Virginia.

COG and the Greater Washington Board of Trade also hosted a briefing featuring top business, transportation, and security officials to help the region prepare for the 2017 Inauguration. And on Inauguration Day, when a group of protesters became violent, various law enforcement agencies were able to share critical information about the situation with one another via the Regional Incident Communication and Coordination System (RICCS), a 24/7 system owned and maintained by COG that delivers messages to more than 1,500 officials.

TPB conducts survey research for Visualize 2045.

TRANSPORTATIONArea officials advanced several important initiatives aimed at improving the region’s transportation system. The National Capital Region Transportation Planning Board (TPB) at COG began developing Visualize 2045, a new long-range transportation plan for the region. The plan will show all regionally significant transportation investments planned through 2045, as well as a select group of unfunded initiatives, and provide detailed analysis to help decision makers and the public “visualize” the region’s future.

The TPB also approved a new planning tool, a regional map that identifies “Equity Emphasis Areas” or geographic areas with high concentrations of low-income and minority populations to assess whether those areas may be disproportionately impacted by transportation projects in the region’s long-range plan.

In addition, the TPB approved a set of five priority initiatives for additional study and potential inclusion into Visualize 2045. These currently unfunded initiatives, which were analyzed and recommended by the TPB’s Long-Range Plan Task Force, focus on optimizing land-use balance in the region, adding bus rapid transit and transitways, improving Metrorail capacity, increasing travel demand management and telework, and expanding the network of express toll lanes.

Following a complicated process, area jurisdictions and the federal governments gave approval to the new, independent Metrorail Safety Commission. COG supported the District, Maryland, and Virginia in creating the commission, and the states are working together to get it running so it can assume safety oversight of Metro from the Federal Transit Administration.

COG’s Metro Strategy Group of elected officials and Metro Technical Panel of city and county managers and financial experts focused on helping the region ensure the transit system’s long-term financial sustainability. At the end of the year, the strategy group proposed, and the COG Board endorsed, a resolution calling for $500 million in new, dedicated funding for Metro to implement its $15.5 billion, 10-year capital improvement program. COG continues to support additional dialogue by area officials as they forge a long-term dedicated funding agreement.

ECONOMYIn 2017, COG continued its focus on strengthening the region’s economic competitiveness in a variety of ways. To start the year, COG released its State of the Region: Human Capital Report, which provided a snapshot of the region’s demographics, growth forecasts, and workforce trends.

As part of the Global Cities Initiative, COG and its partners developed a regional export plan and began exploring the creation of a regional trade services organization. COG also helped support a joint trade mission to Canada, led by Mayor Muriel Bowser and Governors Larry Hogan and Terry McAuliffe, to explore trade, tourism, and investment opportunities.

COG brought together elected officials, Metro staff, real estate developers, and planning directors for a forum on transit-oriented development, which helps the region attract and retain employers and talent. Participants shared best practices, opportunities for collaboration, and strategies to overcome challenges to spur development near Metro stations.

When Amazon announced a search for a second headquarters, the COG Board directed staff to work with local city and county managers to explore opportunities for regional coordination. COG provided its jurisdictions with a library of datasets and reports, interactive maps, and messaging for their proposals to help promote the region’s competitive advantages.

ENVIRONMENTThroughout the year, officials on COG committees showed strong leadership by reaffirming their commitment to air, water, and climate programs. For example, the COG Board passed a resolution in support of continued full funding for the Chesapeake Bay Program and other federal water quality programs for fiscal year 2018 and beyond. Members spread the word about measurable improvements in the health of the Bay and about how local governments, water and wastewater utilities, companies, individuals, and the federal government must all continue to do their part to ensure this vital work is uninterrupted.

The Chesapeake Bay watershed is vast, so progress has been possible only because of federal, state, and local partnerships. Improvements are largely thanks to the Environmental Protection Agency’s Chesapeake Bay restoration program, with the support of 20 other federal programs, six states and the District, 1,800 localities, 27 academic institutions, and 60 organizations. COG members supported continued efforts to reduce greenhouse gas emissions. A Multi-Sector Working Group of subject matter experts from local governments and regional and state agencies released a set of emissions-reduction strategies. The work guided development of the updated Climate and Energy Action Plan adopted by the Climate, Energy, and Environment Policy Committee offering voluntary and flexible actions to help the region meet its 2020 climate goal.

The region recorded a fifth straight year with no Code Red unhealthy air days, and the Metropolitan Washington Air Quality Committee (MWAQC) approved a plan that demonstrates the region’s achievement in attaining the U.S. Environmental Protection Agency’s 2008 standard for ground-level ozone pollution. However, the region still must meet the 2015 ozone standard, which is more protective of public health and an ongoing focus of MWAQC.

COG also forged a partnership with the U.S. Army Corps of Engineers to conduct a coastal flooding study. The three-year study will provide the region with tools to assess climate impacts on coastal area flooding and better understand vulnerabilities to infrastructure.

CLEAN AIR PARTNERSIn May, Clean Air Partners celebrated 20 years of educating the greater metropolitan Baltimore-Washington region about the health risks associated with poor air quality and the impact of everyday actions on the environment. COG and the Baltimore Metropolitan Council created the partnership in 1997 to complement efforts to meet federal air quality standards.

STREET SMARTIn November, the region’s twice-yearly Street Smart pedestrian and bicycle safety campaign unveiled new ads at its fall kickoff event in the City of Fairfax at the Old Town Square. The Shattered Lives-themed ads convey the fragility of people’s lives, and can be tailored by local jurisdictions for their own communities.

BIKE TO WORK DAYIn May, more than 18,700 commuters from across the region took part in one of the nation’s largest Bike to Work Day events and broke the regional record for participation. The event is sponsored by COG’s Commuter Connections program and the Washington Area Bicyclist Association and featured 85 pit stops across the region.

GO RECYCLEIn April, COG launched its Go Recycle media campaign, which educated residents about recycling and encourages them to recycle everywhere—at work, at home, and in public spaces. Several ads have been customized for individual jurisdictions explaining why recycling matters in different communities.

PROTECT YOUR PIPESIn November, COG’s Community Engagement Campaign, comprised of water and wastewater utilities, ran Protect Your Pipes advertisements in movie theaters during the holiday season and boosted its social media outreach. Protect Your Pipes highlights proper disposal of fats, oils and grease, prescription drugs, and wipes, to keep these materials from plugging up household plumbing and sewer systems.

COOPERATIVE PURCHASINGThis year, COG laid the groundwork for a major cooperative purchasing project in 2018, a subscriber radios bid for first responders that involves 60,000 units over 10 years with a potential savings of $30-90 million. COG also advanced bids on electric vehicles and infrastructure, water and wastewater treatment chemicals, emergency medical supplies, and diesel fuel.

At the Annual Membership Meeting on December 13, government, business, and nonprofit leaders gathered to celebrate COG’s 60th anniversary and highlight the importance of regional partnership. Speakers, including then-Virginia Lieutenant Governor-elect Justin Fairfax, reflected on the regional work in 2017 that built on COG’s legacy—such as the Opioid Summit, the creation of the Metro Safety Commission, and improving air quality— and considered the possibilities for the region in the year ahead. The Metropolitan Washington Council of Governments (COG) is an independent, nonprofit association that brings area

leaders together to address major regional issues in the District of Columbia, suburban Maryland, and Northern Virginia. COG’s membership is comprised of 300 elected officials from 24 local governments, the Maryland and Virginia state legislatures, and U.S. Congress.

Policies are set through the COG Board of Directors, the National Capital Region Transportation Planning Board, and the Metropolitan Washington Air Quality Committee. These three boards are responsible for a broad range of issues under the COG umbrella. Supporting committees help shape programs through the dedicated work of a wide array of public servants, from police chiefs to social workers.

NATIONAL CAPITAL REGION TRANSPORTATION PLANNING BOARD (TPB)

The National Capital Region Transportation Planning Board (TPB) is the federally designated Metropolitan Planning

Organization (MPO) for the region, and plays an important role as the regional forum for transportation planning. The TPB is responsible for developing regional transportation policy and a long-range transportation plan for metropolitan Washington, as well as programs that the federal government must approve in order for federal-aid transportation funds to flow to the area. The TPB was created in 1965 by an agreement among local governments and the state departments of transportation in response to the requirements of the Federal Aid Highway Act of 1962. In July 1966, by mutual agreement, the TPB became associated with COG.

The Metropolitan Washington Air Quality Committee (MWAQC) is the entity certified by the mayor of the District of Columbia and

the governors of Maryland and Virginia to prepare an air quality plan for the Washington Metropolitan Area under the Federal Clean Air Act Amendments of 1990. In executing its responsibilities, MWAQC coordinates air quality planning activities among COG and other external committees and the Transportation Planning Board, reviews policies, resolves policy differences, and adopts a regional air quality plan for transmittal to the District of Columbia and the states of Maryland and Virginia.

The COG Board of Directors, Transportation Planning Board (TPB), and Metropolitan

Washington Air Quality Committee (MWAQC) hold open meetings that area stakeholders, residents, and members of the media are welcome to attend. In addition, TPB and MWAQC have public comment periods during each meeting as well as advisory committees representing members of the public.

AIR AND CLIMATE PUBLIC ADVISORY COMMITTEE (ACPAC)ACPAC advises MWAQC on air quality planning and the Climate, Energy, and Environment Policy Committee on climate and energy issues and initiatives. The ACPAC is comprised of 18 members chosen by MWAQC. Members serve staggered one to three year terms and represent communities across the region and from various backgrounds including business/industry, education/scientific, environmental/health, and civic organizations. ACPAC meets on the third Monday of the month from 5:30 P.M.–7:30 P.M. at COG.

TRANSPORTATION PLANNING BOARD’S CITIZENS ADVISORY COMMITTEE (CAC)The CAC promotes public involvement in transportation planning for the region and provides independent, region-oriented citizen advice to the TPB on transportation plans and issues. It is comprised of 15 area residents, evenly divided among the District of Columbia, suburban Maryland, and Northern Virginia, who represent diverse viewpoints on long-term transportation policy. Nine members of the CAC are appointed annually by the TPB. The other six members are elected by the previous year’s CAC. CAC meets on Thursdays preceding the regular meetings of the TPB, beginning at 6:00 P.M. Special outreach meetings are also held throughout the year at different locations across the region.
