Terms of reference for working groups
Working Groups (WGs) bring together different
stakeholders from industry, academia,
government and civil society
Objective: Develop solutions to key challenges of
the infrastructure and urban development industry
WGs can be considered as "Mini Think Tanks"
charting a roadmap into the future
WGs work independently under coordination by one
academic and one business lead
WG members decide amongst themselves which
specific angle of the subject they would like to
tackle
WGs agree on the frequency and type of
interactions – suggestion: monthly 90-minute call
Members are encouraged to suggest other key
stakeholders required for a systematic solution –
participation is by invitation only
WEF team will provide
• A frame of the broad topic to be covered
• Expectations on minimum deliverables
• Technical & logistics support
• Cloud-based platform for data exchange
• Phone/video conference bridge (incl.
transcripts & recordings of calls)
Purpose Working mode
The success of the working groups depends on your active participation and input!

Working Groups Kick-off 13July2016 vff.pptx
Toplink as central collaboration platform for all WGs to facilitate
exchange of ideas, public website for dissemination of ideas
• WEF's exclusive online platform for
constituents
• Future of Construction project page
— Overview of members
— Share documents
— Initiate discussions
Public project website to disseminate
existing and new content
• Solutions developed by WGs
• Lighthouse innovation cases
• Ideas developed in competition of students
& young professionals
Integration with social media to
continuously engage community
Multiple forms of content (blogs, mini-essays,
cases, short videos)
Long-term objective is to transform website
into permanent platform for best-practice
sharing and multi-stakeholder dialogue
Hosted and maintained by reputable
academic institution
Toplink as central collaboration
platform for working groups
Public website to disseminate
content and engage community
Currently in discussion
and preparation

We suggest a five-step process for working groups
1 Formation &
joint kick-off
of WG
Kick-off in
different
WGs
Deep-dives
in WGs
Exchange of
preliminary
results
Synthesizing
results 2 3 4 5 • Steering & Advisory
Committee
members form
Working Groups
based on interest in
specific challenge
• Addt'l stakeholders
(e.g., disruptors,
gvmt., leading
academics) are
included based on
input (1-on-1 calls)
• Joint kick-off call to
present WGs and
to align on process
and output
• Individual kick-off
calls in WGs bring
together all
stakeholders
• WG members
propose ideas
which specific
aspect to tackle
• Selection of 1-3
aspects per WG to
focus on
• One representative
from business and
from academia take
the lead in
coordinating WGs
• WG deep-dives into
selected aspects
and develops
solutions
• Solutions are
described in
specified output
format - led by WG
heads
• Joint meeting to
exchange
preliminary results
among WGs
• Identify common
themes and gather
new ideas
• Finalized solutions
are published on
micro-site
• Common results of
what needs to
change are
synthesized across
WGs and included
in report

Working Group mini-essays about new solutions and how to change paradigms (incl. lessons from of other industries)
Startups & pilots (techn. & business model innovations) preparing for the next wave beyond the current frontier
Some themes are underlying all of the above topics – e.g., technologies & digitalisation,
labour and policy environment as enablers
Deep-dives on following pages
12
Working Groups Kick-off 13July2016 vff.pptx
• Development of cooperative and collaborative models (connecting
all stakeholders) to better answer the needs of the customers (incl.
adoption of new technologies e.g. BIM)
• Effective communication and alignment of interest between owner
and contractors at the beginning to enable better planning
• Adoption of technologies & lessons from complex industrial
megaprojects and manuf. industries (e.g. aerospace, ship-building)
• "The main challenge is to create certainty rather than just improving
costs and time of delivery"
• "Project delivery challenge comes down to improving productivity"
• "Project delivery is about the global value proposition of the
construction industry, going beyond time & budget"
Deep-Dive: Project Delivery
Context & Background Working Group - Members
Exemplary topics for deep-dive
• >90% of mega-projects are above budget or behind
schedule
• Industry fragmentation and little cross-functional & value
chain cooperation
• Limited learning from project to project & over time
• Project management approach has not evolved over
time: does not take into account increased complexity &
disruptions from outside (e.g., political, investor risk)

Deep-Dive: Lifecycle Performance
Context & Background Working Group - Members
Exemplary topics for deep-dive
• Operations account for a significant share of asset's
lifecycle costs
• Current procurement models with over-preference for
lowest bid often prevent frontloading of costs
• Large parts of critical infrastructure (water locks, bridges,
ports, etc) in Western countries date back to the
beginning of 20th century – large need for rehabilitation

• Improving efficiency and putting more value into the existing
infrastructure and assets – e.g., through big data & analytics
• Incorporate lifecycle perspective, taking into account also end
of life of assets, demolition & recycling (circular economy)
• Develop effective planning and design instruments that take
into account potential changes of use and evolving client
requirements in the future (e.g., simulations/what-if-analyses)
• Develop new contracting models that take into account total
cost of ownership perspective (e.g., performance-based
contracts)

• 30% of Greenhouse Gas emissions are attributable to
buildings
• 50% of the solid waste in the United States is produced
by the construction industry
• Construction sector committed itself to contribute to
achieving sustainability targets in COP21, SDG and
Habitat III

Description Output structure
Roadblocks to implement
the innovative solution
Innovative solution to
address a challenge
Construction eco-system
transformation required to
overcome roadblocks
• How does the innovative solution look like (technology, process)?
• How does the innovative solution address the challenge and what is the impact?
• How close is innovation to market readiness, which elements are already available?
• What similar innovations from other industries have already been adopted?
• What are key internal barriers within orgs for implementing proposed solution?
• What are key external barriers for enabling the proposed solution (e.g. regulation)?
• How mission-critical are the roadblocks for the suggested solutions (slowing down
vs. killing solution)?
• What are concrete next steps to make it a reality (i.e. overcome roadblocks)?
• What additional steps are required to bring it to scale?
• Which key stakeholders have to be involved and what do the need to do?
• Which new ways of working are essential to overcome roadblocks?
• Which additional resources are needed to overcome the roadblocks?
