The Foundations for Medical Services is seeking to recruit Quantity Surveyors and

Senior Technical Quantity Surveyors.

Terms and Conditions

Two (2) of the positions are project-based and for a definite duration of three (3) years,

carrying an objective reason.

One (1) position is for an indefinite duration.

The appointments are subject to a probationary period as follows:

Quantity Surveyors – Six (6) months probationary period

Senior Technical Quantity Surveyors – Twelve (12) months probationary period

Duties and Responsibilities – Quantity Surveyors:

Provides all necessary assistance to all the Project Team in the procurement of works,

goods or services such as site surveying work of both cadastral and level nature. Rates

for variation orders and other change-order negotiations;

Assists the Project Team and the Cost Manager in claim disputes and provides change

request analysis, delay impact and claims evaluation;

Provides assistance in the preparation of tender/contract documents, including Bills of

Quantities. Cost Estimates and Rate Build – Ups, as required.

Participates in Architecture and Civil Engineering quality control meetings with

consultants and contractors.

Site Measure, preparation and verification of Interim and final payments certificates.

Carries out activities of monitoring and reporting on resources allocated by contractors as

well as the execution of their responsibilities.

Assists in the reviews of deliverables prepared by each contractor before their

acceptance.

Effectively applies corporate methodology and enforces corporate projects standards.

Assists in the preparation of quality assurance procedures and facilitates quality reviews.

Minimizes corporate financial exposure and risk on project.

Construct unit cost rate build up as necessary to arrive at a BOQ star rate.

Assist in dispute/ resolution / Settlement of contractor’s claims with the support of the

relevant technical stream within the FMS and legal advisor.

Manage the expenditure of the commercial budget with the support of the technical team

and the accounts manager.

Write necessary reports.

Any other duties as may be assigned by Employer.

Duties and Responsibilities – Senior Technical Quantity Surveyors:

These Quantity Surveyors will be mainly working on the large projects they shall be

accountable to the Cost Manager and assist the cost manager in any other necessary

duties. Their duties will include the following:

Provides all necessary assistance to the Project Team in the procurement of works, goods

or services.

Assist in claim disputes and provides change request analysis, delay impact analysis and

claims evaluation;

Preparation of tender/contract documents, including Bills of Quantities, Cost Estimates

and Rate Build-Ups, as required.

Preparation and verification of Interim and final payment certificates.

Construct unit cost rate build up as necessary to arrive at a BOQ star rate

In conjunction with the Client Representative, the Cost Manager is to actively monitor the

Contractor’s work packages and their timely execution and to ensure the meeting of dates

on the different programme of works and the attainment of milestones.

To liaise with all the Client Representatives as deemed necessary.

To participate in Quality Control meetings with consultants and contractors.

Effectively applies corporate methodology and enforces corporate project standards.

To manage the expenditure of the commercial budget with the support of the technical

team and the Financial Controller.

To assist in the preparation of quality assurance procedures and facilities quality reviews.

To minimize corporate financial exposure and risk on project.

To assist in dispute/resolution/Settlement of contractor’s claims with the support of the

relevant technical stream within the FMS and legal advisor.

To deal with correspondence and other matters of New Projects if necessary

To assist: In technical and contractual matters and in the evaluation thereof. In the

compilation of feasibility studies as deemed required bearing in mind the magnitude of

the projects

In the coordination of teamwork and project management tasks

Any other duties as may be assigned by the Employer/Cost Manager.

Eligibility Requirements

By the closing date and time of this call for applications, applicants must be FMS employees

who are/ have:

1. Criteria for Quantity Surveyor – pegged to FMS Executive grade

Graduates in possession of a BTEC National Diploma in Quantity Surveying at MQF

Level 4 or equivalent.

Apprenticeship experience in QS will be considered as an asset

2. Criteria for the Senior Technical Quantity Surveyor – pegged to FMS Technical grade

A BTEC National Diploma in Quantity Surveying at MQF Level 4 or a relevant and

equivalent qualification and at least 4 years’ professional experience.

Well referenced experience within a well-established service provider at pre and contract

stages and focused on the construction and finishing trades, as well as related to

mechanical and electrical engineering services and to projects of substantial complexity

will be considered as an asset.
